>> now from the area's local news station. this is kron. 4 news at 3. >> thank you for joining us here on kron. 4 is the 3. i'm justine waltman and we will begin in the east bay where contra costa county schools are on high alert today after receiving an e-mail bomb threat. it since been deemed not credible but schools are still increasing safety measures are to be justice. spoke with students and parents about this. the threat was deemed not credible but out of the abundance of caution, schools within the antioch school district have increased security. >> we have confirmed that our campuses are safe at the time.

i didn't station completed infection each campus. our department have confirmed that this is the all around district, several east bay school districts notifying parents wednesday morning after being on high alert in response to a bomb threat. >> that called for the release of russian prisoners. that same email was sent out to at least antioch, unified brentwood union liberty union mount diablo unified in pittsburg, unified school districts. >> claiming a bomb on campus would detonate a 01:00pm unless all russian prisoners in captives and persons from all u.s. jails, prisons and institutions were released. that letter prompting increased security providers. >> and our private security firm will be on the ground throughout the day. training camp closely. open and will resume the normal schedule. >> the district immediately notifying their local police departments working together to verify that the threat was not credible. some parents

game called the senior assassin challenge yesterday. deputies went to a home after neighbors say there was a suspicious person with a gun. there. according to officers, the incident turned out to be connected to this high school game is another warning students that having a toy mistaken as a real gun is dangerous. >> there's definitely serious implications that could come from in this particular the replica firearm that was used, a does have a very significant features of a real firearm that was similar in size as well as shape and markings, a real gun. so although kids want to have fun that they want to do silly pranks to do things like that, that many of us that senior of her own this is something that definitely some serious ramifications. >> coming up during kron for news at 5, are theresa stasi is going to have more on this developing story. and there are no charges just yet for

the protesters who shut down the golden gate bridge on monday, san francisco disc returning, brooke jenkins says that more evidence is needed before she could move forward with the case video showing here with the golden gate. look like on monday morning. pro-palestinian protesters took over the bridge and stopped traffic causing commuters to come to a complete stop in both directions that lasted for hours. police say protesters use pipes, change and locks making things difficult for law enforcement to get them off of the road. the chp arrested. 26 people for false imprisonment and unlawful assembly, but check-in sense. officials must obtain videos of the protesters caught in the act in order for them to be charged. >> we have been in constant communication with chp moran regarding their investigation since these arrests were made. once the investigation is complete, we will have to conduct an individualized assessment of the evidence to see what charges should be

filed against which individuals that participated. >> so the da wants anyone trapped on the bridge that day to contact chp marin. she also writes that you may be entitled to restitution and have other victims rights guaranteed. alameda county district attorney pamela price also releasing a statement saying her office is in communication with chp about the protest on 8.80, she released a statement that says in part our prosecutors are standing by and prepared to receive case information for individuals arrested during that incident. she goes on to say, while my office supports the central right to protest, it is important to note the public safety should never be compromised and exercising the first amendment right of free speech. that's guaranteed under the u.s. constitution. former san francisco city commissioner has resigned from his job at a nonprofit following allegations of domestic violence and assault. 3 women have recently come forward with allegations

against john jacobus. according to a report that was published in the san francisco standard. he was the director of community development for the housing nonprofit. todd co until resigned yesterday. the women told the standard they all filed police reports but they didn't say. they but they say they didn't go anywhere. he was first publicly accused of rape in a different incident in 2021. it's unclear what action police have taken regarding the reports. the san francisco police is saying that the department is investigating the 3 women's allegations. and the police chief bill scott address the allegations putting out the statement today saying the sfpd is working diligently on these open investigations. we take assault cases very seriously. and we closely with our victims. we urge anyone who is a victim of assault to come forward and report your case to sfpd. we did also reach out to the housing nonprofit tenants and owners development corporation where

he resigned from his director position. the non-profit claims it is not aware of the allegations. some of the statement here, we'd some of it when it comes to these allegations. the reality is a social justice nonprofit like ours is not qualified to investigate potentially criminal acts. and that responsibility rests with law enforcement. we can do believe in 2 deeply held convictions equally. we must listen and hear the voices of women when they speak out and we west. remember, everyone deserves due process. here's what looks like outside right now across the city of san francisco are enjoying some warm temperatures today. meteorologist kyla grogan here now with details all across the state. it's looking good out there. yeah. beautiful day today. wanted to start with we got yesterday. just to show you the difference compared to where we are right now. it's about the heat of the day. so yesterday we got up to >> upper 70's in spots like san jose. concord, you can see napa got up. 77 pittsburgh up to 81 degrees. 67 in san

francisco downtown. and now let's talk about where we are right now, which is to say that we have a hard up quite quite handily. has it got throughout afternoon sitting now in san francisco. you can see it's 70 oakland. 75 where upper 70's in san jose. you can see just these numbers are all up there, right? we should be about 70 degrees in london. we are well above that. 61 out of half moon bay. so it has been a bit of a day getting a little bit of a sea breeze right now. you can see about 10, 15 miles per hour out at the coast, but not bad a little bit. and oakland right now, too. but you can see stormtracker 4, really just a few high clouds that have made their way in as we go throughout our afternoon, we've had high pressure migrate a little bit to the south so that does allow for a little bit of spillover from some of the cloud cover that rolls in. having said that, it is not stopping us from warming up. so tonight we'll actually see some of those clouds start to thin out a bit decreasing as we get in the evening. wind out of the west at 5 to 10 miles per hour. it's going to be a really nice night. temperatures really lovely in the overnight hours there. you can see upper 40's to almost the mid 50's

tonight. how long will this warm weather lasts? i have the answers for you and your 7 day forecast of seeing a bit with that. kron four's your local election headquarters and a state bill that would have banned homeless encampments near schools and major transit stops has failed to pass in sacramento. the bill would have banned camping on sidewalks if shelter space is >> disappointing obviously, you know, we worked very hard to make this a bipartisan bill. i think my coauthor as senator catherine blakespear also from san is taking this issue seriously. and we it just shows us that we have a lot of work to do with the committee and with the voices in opposition that, you know, in my opinion, really don't understand the goal of the bill. it's not to criminalize homelessness. >> the bill is not completely dead yet to the state senator behind it was granted reconsideration, which means he can resubmit the bill for approval and the public safety committee. homeowners in

california are watching their insurance bills skyrocket due to wildfires and other disasters and some insurance companies have also stopped covering homes in certain areas. there's a new bill trying to stop this sb 10 searching for just a million acres a year. we set 3.7. >> billion dollars. which increased cal-fire. stunning number 2, number 3 really embraced aerial resources and it was our technology like no other state has. and that's why last couple years we had the same number of wildfires has 2021, but very acres burned. >> so this is sb 10. 60 was introduced by menlo park state senator josh becker. it would require insurance companies, insurance companies to consider the billions of dollars the state has spent on wildfire mitigation when determining what to charge customers. becker says if insurance companies determine that wildfire investments are not helping, then the funds put towards that investment can be put elsewhere. he

joined us turned conference at 2 o'clock today to talk about this. more will be on our website. kron 4 dot com. there's another notable bill that was brought to the state senate today sb 9.15, introduced by san jose senator dave cortez. the it aims to further regulate driverless cars. the bill would align driverless vehicle restrictions with those of human driven vehicles. that means local police could ticket the cars and communities could keep them out of aneas of concern, driverless cars would also be subject to the same dmv requirements as any other vehicle. the bill had its first hearing today. it could be a month or more until it goes to the governor's desk. all eyes on tesla again after the company cut the price of its self driving software. but how good is it? rich demuro tried to that. >> tesla has slashed the price of its self-driving software, used to cost $200 a month is now under 100 a month. we decided to do the upgrade to see how it performs. stops in

a new audit of the san jose police department shows there are several areas for improvement kron. 4 s charles clifford has the details. >> in its annual report, the city of san jose's independent police auditor found that the police department responded to more than 201,000 calls for service in 2023 officers also

self initiated more than 87,000 interactions with the public for things like traffic stops. there are also 2 incidents in which officers fired their weapons. the audit also found that there were 367 complaints made against officers, including 47 from within the department of those 249 were accusations of police misconduct. and 36 were complaints about officers using force from 2022 to 2023, the overall number of complaints against officers dropped. there were also fewer use of force complaints. the audit also highlights several areas where they say officers should receive additional training in 2 cases, citizens complained that during a traffic stop an officer and asked, are there any dead babies in the car upon further investigation? one officer said that this was an example of shock talk meant to catch a listener off guard and thereby cause a greater likelihood of the listener speaking the truth. the audit recommends that the department should strongly discourage such tactics. in another complaint, an officer was accused of

using excessive force during an arrest when asked by the suspect why he was being detained. the officer replied, we just decided to stop a black man for no reason. okay. a review of that incident found that the officers use of force was within police policy. but that additional training was needed to avoid bias based policing the audit also recommends that san jose pd work to uphold the 4th amendment right to protection from unreasonable searches and seizures that they try to avoid being seen as wasting resources and that officers received training to self report if they use force charles clifford kron. 4 news. >> a ground stop issued by the faa for alaska airlines has now been canceled. the stoppage happened just before 8 tris morning. it impacted all alaska, mainline and sub carrier flights. the airline said the issue was related to problems with a computer system. upgrade. alaska airlines offer services to all 3 of the bay area's major airports at sfo, 15 alaska flights delayed today to

alaska flights delayed it. oakland and 6 delayed at san jose mineta international. lawmakers on capitol hill heard from boeing whistleblowers today who say the company safety failures could put airplane passengers at risk. boeing has denied these allegations and says that it promotes quality and safety. but one whistleblower told senators the company used unsafe techniques to ramp up production and they be asian expert who sister died in the crash of a boeing 7.37. max, 8 also took the stand and argued there can be a disconnect between one management says and what employees here. >> they hear safety is our number one priority. what they see is that that's only true as long as your production milestones are met. and at that point, it's pushing out the door as fast you can flying public is also acutely worried about why pieces of boeing airplanes are falling from the sky. >> senators say they want to give americans confidence that they're safe in the air. some

lawmakers say they want to hear from airlines and pilots about the problems too. we'll talk about our weather now with this live look at sfo, fittingly, enough. pretty day outside across the bay area. kyle is here speaking to the little tour of what it's looking like outside. looks great out there. yeah, it's beautiful out there. we're having what i think, ali, a top ten-day, lots of sunshine, warm temperatures not terribly warm but really nice few clouds out there, too. but you can see across the bay, lots of sunshine and the temperatures here. 79 degrees in san jose get the idea we have warmed up. we're at 75 in pretty much everywhere across the bay. tomorrow looks to be very similar to this where we kind of stick with these above average temperatures and the sunshine. let's take livermore as an example and look across the next few days here. now on average, we should be about 70 degrees this time of year. we're looking out for those upper 70's today and tomorrow

and then we'll cool down by couple of degrees as we head into friday and saturday. but you can see by sunday and monday we're going to popping back up there again. however, take your side over to tuesday there. and that's when you start to see a pattern change, right? things get a little bit different. temperatures knocked down a bit. so as we look at our big weather pattern here, you few clouds kind of being thrown our way as we head into friday as we do start to see a little bit of a slight cool down. i think cool down a little dramatic way to say that we're a few degrees cooler. but as we get into next week, you can see the models are kind of picking up on a little something here, right up front, possibly moving through. and it's not that we necessarily are going to get rain. but the chances there about 25% of models right now are showing a little something. something to show you. the long-range forecast here. the top is temperatures and the bottom is precipitation and we start to see green and we're moving into like a week to 10 days ahead. and then 2 weeks ahead and then threw said you get towards the end of the month and you start to see that we have a little shot at some precipitation. still an outside chance. you know how sometimes these things can go

well to the north of us and miss but you see the breakdown in temperatures as we get to tuesday and wednesday. so that indication that that will be the end of this particular pattern that we are dealing with the warmer temperatures, high pressure and above average where we should be this time of year is about 70 degrees inland. so enjoy it for the next 5 or 6 days. we'll do. >> still ahead, santa clara county residents could see a higher water bill. why suppliers say that they we need to raise rates and the federal reserve says interest rates could stay longer projected. we'll see what we projected. we'll see what we can expect after the break. norman, bad news...

for your money. santa clara county residents could soon see higher water bills in the upcoming year as one water agency is looking for ways to cover costs. >> valley water is spending big to fix the anderson up or dams and other projects that hold the protect the county's water supply from climate change. the region's main water supply or is proposing raising groundwater production charges on cities and private water retailers. so this could add up to about $9 a month to a customer's bill in the upcoming fiscal year. a final decision is going to be made in mid-may when valley waters board approves the upcoming budget. elon musk is planning to charge new x users, a small fee in order to post on the social media site. that's unclear how much that charge will be or when it's going to start. musk says he's charging new users in order to help combat ai bots and spam accounts. he says new accounts

ensure it does not impact play as the spring season continues in concord. philippe djegal all kron. 4 news. >> the chp continues to fight retail crime across the state. new numbers are showing this year alone. the retail crime task force recovered a record number of stolen goods and arrested hundreds of suspects since the beginning of the year. officials made 474 arrests and recovered more than 160,000 stolen goods for a value of more than 4 million dollars. the organized retail crime task force began in 2019. and since then, the chp has arrested more than 2500 suspects and recovered more than 42 million dollars worth of stolen goods in february. governor newsom deployed units to oakland and radar. alameda county to help fight violent crime and retail crime in the bay area. the chp recovered 400 stolen cars in oakland and arrested 200 people last week.

the sfmta board of directors has voted to finalize the plans for installing speed cameras around the city. back in 2023, a state bill was passed that allows san francisco along with 5 other cities to implement a 5 year safety camera pilot. so this enables the sfmta to install 33 speed cameras on streets that have a history of speeding and severe or fatal crashes. also back now to the east bay where someone attacked and robbed a mail carrier at gunpoint in union city. and police are now offering a reward as they look for this attacker kron four's. sara stinson has the story. >> a mail carrier assaulted and robbed at gunpoint here in union city in the middle of the afternoon. the thieves also took off with a postal key. i spoke with a postal inspector who says this could result in mail being stolen from people who live in that neighborhood where the robbery took place. for us a very high priority investigation. another u.s. postal service

mail carrier attacked on the job. this time the postal employee was assaulted and robbed at gunpoint in union city. it happened around 2 saturday afternoon on granada way off regions boulevard. union city police responded in say the mail carrier was taken to the hospital with minor injuries. postal police are working around the clock to identify and find the attacker. usps has put out $150,000 reward for information leading to the arrest and conviction of the person or people involved of the safety of letter carriers is our number one concern. just fitch is a postal inspector. he says people who live in this union city neighborhood should be on high alert if they see you know. >> 3, 4, weeks, credit card statements or bank statements where there's transaction they did not make. contact us or contact. union city police department fitch says in the last 4 years usps has seen an uptick in mail carrier

robberies. it's been all over the bay area. we had robberies in san francisco. we've had properties here oakland. >> berkeley. that that number of different cities just last month, kron 4 reported on postal worker being robbed in oakland. investigators shared this photo of the suspect who they're still searching for. there's $150,000 reward offered in this case as well. anybody has information that any of these robberies that we publicized contact us at the 24 hour number, the 877-876-2455. >> if the person or people involved in this robbery are caught and convicted, they would face 2 felonies for allegedly stealing the postal people, but also assaulting the mail carrier that could result in up to 35 years behind bars. i'm sara stinson reporting in union city. back to you. >> in the north bay, a fire in santa rosa costs about $20,000 worth of damage to a home. the fire department says the

flames started around one in the morning inside a home on hillsborough circle. and crews say they saw smoke coming out of the garage. the fire did not spread to the rest of the house. and people inside were able to get out without any injuries. firefighters say that this fire started from discarded wheelie rags. and number of tornadoes touching down in the midwest. this is video from northwestern iowa from yesterday. at least 10 counties across nebraska, iowa, missouri and kansas reported tornado damage. several buildings destroyed and many trees were uprooted. and then the town of richmond, kansas, there was a twister that stayed on the ground for 20 minutes. the powerful storm system also brought heavy rain, hail and thunder. and there have been at least 2 injuries reported. and our meteorologist kyla grogan joins us with details. and you were talking about this yesterday that hot and cold air colliding and this is what happened. yeah, that's exactly it. and you see that with this front that now he's track from where it was right in parts of

the plains now across the ohio valley in out heading into pennsylvania. >> west virginia, some of man here to kind of show you where this line of storms, the most dangerous line that we've had today is as you can see it from cleveland, ohio, rolling all the way back to columbus, getting ready to push towards pittsburgh. these are severe thunderstorm warnings, meaning these are cells that are capable of rotation. and these are the warnings that kind of tell people to get into their safe space in their house, which would be away from any windows and that low interior portion of their home to try and avoid any of this danger. now, i can tell you that right north of columbus at about 4 o'clock this afternoon, leesburg, that's the local time. they had a funnel cloud that was spotted in. this was a tornado warned cell. now you do not see the little red dots meeting. there are tornado warnings. these are just severe thunderstorm warnings, meaning that they're not quite as bad as they were just about an hour ago. but these are all storm reports showing hail that is upwards of an inch showing wind that is blowing upwards of 50 miles per hour. and this is the area that is under a tornado watch as we go throughout the evening until midnight tonight. you can see

it from cleveland, ohio, to pittsburgh and clarksburg west virginia. so very, very dangerous. it's you know, our phones are kind of a good tool when there is severe weather around because it can give you those watches and warnings as can you know, your local meteorologist. but it's very tough whether it's my least most desirable, whether to be forecasting, right, because it's just so dangerous. i do not like it. but i do like what we've got going on today. it's beautiful here in san francisco. you can see that we preach 72 degrees. >> wow. on the downtown reading. amazing 79 in san jose. 76 in santa rosa. just beautiful out there. few clouds out of the coast. you can see that now half moon bay tomorrow will be a repeat of today. expect more mild, very warm temperatures will pull it back. just a touch as we get into friday. but you can see the weekend the beginning of it there saturday, sunshine and some absolutely gorgeous temperatures when they come back. we'll talk a little bit more about our 7 day forecast. thank you enough for your health. because in the south bay, the santa clara county board of supervisors voted in favor of supporting the effort to keep regional medical

center open. this is coming after hours of public testimony against its closure supervisor. cindy chavez says closing the trauma center would mean people who are suffering from a stroke or heart attack or who are seriously hurt in a car accident but have to travel a lot farther away to get the help that they need. supervisors are now calling on the state department of health to help them. they believe if they can demonstrate that closing the trauma center would be a major public safety danger. then the state would be obligated to keep it open. so quite a hospital in redwood city has been named among the top 100 hospitals in the nation. the list published this week by fortune magazine. so quite a hospital was the only hospital in the bay area to make this prestigious list. the rankings are determined by patient outcomes and community impact. according to the study, if all hospitals performed at the level of the top 100 and additional 350,000
