year. and san francisco city officials and nurses announcing new legislation to tackle a nursing shortage. >> from the bay station, you're watching kron. noon. >> thank you for joining us here on kron. 4 news at noon. i'm justine waldman will start now with a major roadway that's closed in fremont right now to to a a fiery and fatal traffic accident, a family on the scene is telling us one of their loved ones was involved. so we'll go to kron 4 s charles4clifford. he joins us now live from where this happened with an update. thanks for joining us. >> well, good afternoon. the fremont police department just a few minutes ago wrapped up their investigation here along fremont boulevard into this early morning crash in which one man was killed. another was hospitalized. >> according to the fremont police department around 12, 30 tuesday morning. this car possibly an infiniti was

traveling. southbound on fremont boulevard near forton when the driver a male lost control and crashed into a tree nearby. officer responded within seconds. unfortunately, the driver succumb to injuries and the passenger was transported to an area hospital. the crash occurred right in front of bogeys pet supply along fremont. >> i couldn't process what i was witnessing it first. >> angelo martelle is the manager at the story says the crash was captured on surveillance video and that if it wasn't for the quick actions of the officer and nearby neighbors, the passenger probably would have died. >> want to see if it wasn't for the cops show first and the people who came out from department complex. i i honestly >> following the accident, the fremont fire department arrived on scene and put out the blaze. pet store suffered some cosmetic damage. the exact cause of the accident is still under investigation. but witnesses say the vehicle may have been traveling at a high rate of speed. all right, back

live now, neighbors also tell me that right here where this accident occurred. there's a very gentle curve to the left in the otherwise straight fremont boulevard. they say in the past that has caused problems. >> and some minor accidents, but never anything like this. but for now in the east bay, charles clifford kron, 4 charles, thank you so much. >> all right. take a look at this. this is a garbage truck on fire in san francisco. this was in the tenderloin near hide and ella streets from yesterday morning. now in the video can see there the flames and the smoke coming from the back of the truck. it's not clear right now. what caused truck fire? >> here we can see a broken fire hydrant in downtown san francisco. this is video from the citizens app. it happened around 8 o'clock this morning on center street between taylor mason, the san francisco fire department asking people to avoid the area right now. it's a lot of water going out onto the street. >> we do have some breaking

news now into the crowd for newsroom. bart service stopped between pleasant hill and lafayette due to a major medical emergency. the walnut creek station is currently closed. >> bart asking travelers to find other ways to get around between pleasant hill, walnut creek and the lafayette stations. the transit agency has set up shuttle train service between the pittsburgh. they point and pleasant hill areas. yellow line trains are turning back towards san francisco international airport at the lafayette station. we have some live pictures now into our newsroom. can see what's happening. which bart station is this that we're live at? this is at walnut creek. this is the walnut creek, bart station. we can see that we have the contra costa fire department there as well. some a law enforcement on the scene. so live pictures showing us at least the police activity of that is happening because of this major medical emergency that has stopped bart service as we get more information, we'll bring you all those developments right here during kron. 4 news at noon. we're also learning some

new details on the shooting involving police in san jose. officers say they shot a man who had a gun kron four's. jack moment has the story. >> well, the shooting here that happened sunday in the seaside san jose apartment complex is the 3rd officer-involved shooting to happen so far this year having city leaders wanted to look further into these officer-involved shootings when they do happen. it also has residents here at this apartment complex, a concern. >> it all started with a 9-1-1 call people living at this east side. san jose complex reporting a man shooting a gun outside his van. he was later identified as 41 year-old ricardo view, every out and by the time police arrived shortly after 4 in the afternoon. >> this p4ompted a separate officer to discharge his firearm striking the suspect man was critically injured. one neighbor showed us this parking garage where she says police marks the bullet holes and additional details are still unfolding. but one thing's certain people here are on was scared. it was care. mendoza moved here just this year and says his family

critical condition where he said jose jack moment. >> kron 4 news. >> tackling a nursing dilemma. that's the goal of a major annouwcement today from san francisco. kron four's. tiffany justice joins us now here live in the newsroom with more details. good afternoon. tiffany. hello, yes, francisco city officials and nurses at zuckerberg, san francisco general hospital announced new legislation that they say will address a nursing shortage. now the ballot was specifically address a shortage of nurses in 9-1-1, operators in the city supervisor ahsha safa e who is running for mayor says the shortages run deep and that the city and county of san francisco is down 49, 1, 1, dispatchers and hundreds of nurses. he says legislation would improve the retention recruitment of nurses. it would also give 9-1-1 operators, the same retirement benefits as first responders, the ballot measure will also allow full-time registered nurses to bite back time worked as per diem. nurses for retirement supervisor ahsha

safa says this charter amendment will be on the agenda today and he is confident the board of supervisors will pass this amendment. >> currently right now we have a 20%. they can see our 9-1-1 dispatch system. we're down 49, 1, 1, dispatchers, which absolutely impacting. our public safety response system. on the nursing site. we're down hundreds of nurses and what our city does. what this mayor and this department of public health has chosen to do. he's in perpetuity. i say perpetuity. i mean, for years they have relied on temporary nurses, hated add tional money and not encourage and allow those nurses in a really aggressive way to become full-time registered nurses. >> if approved, the measure will be on the november november ballot. we'll have more on this today at 02:03pm, reporting the newsroom to be just as kron. 4 news, cnn, tiffany, thank you. san

francisco. police help right now. locating a missing 14 year-old girl. police say genesis barrera. hernandez was last seen in the area of turk and hyde streets. she's known to go to the tenderloin as well as ride muni. she was wearing a yellow shirt, brown, leggings and black crocs. anyone who sees her should call 9-1-1. we'll talk about our forecast now with a live look outside here at sfo hours. the skies have been kind of a hazy today. not sure if its air quality or fog or clouds, but the person who will now skyla, which is why we go. the weather center now and check in. hey there. yes, we do have just that slight marine layer presence in a little haze out there today. but other than that beautiful blue skies, as you can see here, quite our little bit of a breeze. >> and temperatures warming up. that's the big story today. in fact, if you're in santa rosa right now, you're sitting at 12 degrees warmer than you were this time yesterday, but really across the board with the exception of san francisco and half moon bay, everybody, a little warmer. and that's the big story today. our temperatures.

75 in fremont. 74 in san jose. 78 in dublin and pittsburgh. same story in concord right now. but check out santa rosa, which has just been rocketing up now sitting at 85 degrees. 77 in nevado. so we obviously have some really nice skies out there. you can see the marine layer has pulled away for the most part with the exception of just a tiny bit of the coastline. california getting a lot of sunshine there. that marine layer again sliding down still a little bit in central and southern california. but what that means is that our highs today are going to be very impressive. and it does look like inner east bay in north bay. that's where we're going to see some of the higher numbers. having said that around the bay itself, you can see we're looking out for 72 oakland, 77 in redwood city, some, you know, really nice numbers that are out there about 66 in san francisco, the only place this stays a little cool today will be the coast because they do still have a little bit of that on shore flow. but everyone else kind of getting more of that northerly direction of wind that's bringing in a drier, warmer air mass. this does not last forever. big changes

coming as we head towards the weekend. i'll have details coming up in your seven-day forecast. >> thank you. this city of san jose is expected to install 33 new traffic speed cameras all across the city. this is coming in an effort to reduce the number of traffic fatalities that the city has been experiencing by the end of next year. a total 33 speed cameras will be installed in high collision areas all across the city of san jose. so its part of assembly, bill, 6, 4, 5, which includes installing cameras, not only in san jose, but also oakland, san francisco and 3 other down in southern california by the year 2032 for the first 60 days of the program, drivers will get a warning, but then they will get fined. low-income drivers will also be asked to provide community service hours rather than paying law enforcement will not have access to the camera footage and the cameras only be used to enforce the speed limit. most of it is being paid for by a grant from safe streets and roads for all

program. but the city is also matching funds of around 2 million dollars, which will be voted on by the city council next month. and the city council also vote later this year where those cameras are going to be placed and city leaders say the goal is for the cameras to be evenly split across the city, making sure communities of color and low income neighborhoods get the attention that they need. is your local election headquarters in san francisco's mayoral candidates are also set to gather tonight for their first debate. the harvey milk lgbtq democratic club is hosting a mayoral town hall at the first unitarian universalist church and center in cathedral hill at 06:30pm tonight. mayor london breed supervisor aaron peskin supervisor ahsha safa, the former inter mayor mark farrell and nonprofit executive daniel lurie are all set to attend. coming up, why home depot now has to pay over a million dollars following a fire at its location in san jose. jose. >> we'll be right back. when you host, your bathroom

about 68 degrees. same story oakland and you can see it was we look into the inner east day north bay. that's where the heat is right now. santa rosa sitting at 85 degrees. half moon bay's a very different story out of the coast are staying cool. 57. so we're getting that microclimate thing going on. and right now it's just a light breeze out there. we're going to see this pick up as we get into the afternoon. it will be more of an onshore flow as we start to get a breezy this afternoon. but right now, not bad. we are going to be warming up today. as i mentioned, these are the highs yesterday. so santa rosa got up to 77 san francisco, 65 concord. 81 and san jose. 78 today. we're expecting to best that by, you know, 10 degrees almost in some spots, not such a big difference in san francisco. conquer, though, about 5 degrees up. you can see about 4 degrees up in san jose. so in other words, we're warming up and that's the story. so high pressure still sitting off the coast. you see a whole lot of change in this except some low pressure has kind of moved along. but eventually we are going to see some low pressure move in as we head towards the weekend

from the northwest. and when that happens, that will start to knock some of these temperatures down. but right now it's all about that kind of air air mass that's coming in because of the more northerly northwesterly wind. so our warmest day today, let's take livermore as an example where the average high is. 76 degrees today are looking out for 86 tomorrow. we'll cool it down a little bit and we'll get back to about seasonal as we get into thursday and friday. but you can see what happened here on saturday. temperatures just drop like a rock because of that low pressure system that's going to roll. and we do start to recover as we get into sunday and then monday. but it is going to be a rather drastic dip. so here's that high pressure. and just to show you what's happening is we've got these low pressure systems. they're going to be dropping in as we get towards friday and then into saturday. that's why we're going to see the temperatures roll down. now, you might say to yourself if it's a front, we're going to have any rain. we might have a sprinkle or 2 saturday morning. i think that would be the extent of it. so doesn't look like much. but certainly we have a big effect on our temperatures. the good news is by monday, we're actually gonna recover nicely for the holiday. back to right. thank

you. businesses in berkeley will need to decide if they want to pay to keep their parklets or moves that outdoor dining space. the city of bart berkeley now plans to charge rent for parking spaces that have been turned into outdoor dining in parklets. >> and it's not cheap at all. kron four's rob nesbitt reports. >> the city of berkeley has provided an example for how much it will cost to business to keep a parklet using the costs of how much it is to park in a paoking space. for example, 2 parking spaces with an hourly rate of the $1.50. will cost around $8100 a year for a parklet businesses and restaurants in berkeley. we're left with tough decisions during the pandemic. >> many of them converted outdoor parking spaces into parklets, including solves restaurant and delicatessen during covid the park. that was a lifeline that enabled us stay in business and continue operating. >> i now it's become just a wonderful feature. co-owner sam told us explain to me how saws has to outdoor dining

options. >> street spaces that were turned into a public park years before covid and parking spaces that were turned into outdoor dining back in 2020. the city is now requiring businesses to apply for permits to add or keep their parklets having an outdoor dining space has been free for the last 4 years. but starting monday, it will come at a yearly cost going to be a big expense. that was going to be hard for us to absorb. so we asked if you can pay the monthly they said yes to that. so are you paying them about 1500 bucks a month >> to read this outdoor space, $18,000 a year. >> a cost that many business owners at berkeley will have to decide if it's worth it to keep their outdoor spaces. a tough decision to make but hopes hopes the city will work with owners who have struggled with keeping their doors open. post-pandemic in our experience, the city was accommodating of our request and was able to make it work for us. and we just hope that the city and other local businesses can also >> reach sort of mutually beneficial. agreement so that we can keep more outdoor

dining options in the city in berkeley. rob nesbitt kron. 4 news. >> the half moon bay mushroom farms involved in last year's fatal shootings. >> we'll now pay nearly a half-million dollars in damages to employees over labor violations. the u.s. department of labor investigation has now recovered more than $450,000 in back wages and damages for 62 people employed by the to half moon bay mushroom farms involved. federal investigators say both farms, house workers and sickening conditions where they slept and dirty mattresses and were exposed in sacks, trash and mold. investigators say the farm's owners also detected money from the workers paychecks for substandard housing, a disgruntled co worker fatally shot 7 migrant workers in january of 2023, which led to the investigation into the farms. employment practice us. still ahead here, elon musk's neuralink continues to move forward. it

your health this afternoon leading pediatricians in the u.s. made a dramatic reversal in their guidance over whether it's safe for mothers with hiv to breastfeed. >> the american academy of pediatrics says mothers with hiv can now breastfeed their babies as long as they're taking medications that suppress the virus that causes aids. this is a complete

reversal of the recommendation that had been in place since the start of the hiv epidemic. in the 1980's. the report acknowledges routinely prescribe drugs can reduce the risk of transmitting hiv through milk to less than one percent seeking. covid of philadelphia says she was diagnosed with hiv at the age of 20 and was not permitted to breastfeed her child. she says that led her into a spiral of postpartum depression. >> not being able breastfeed. my first child was extremely depressed. enough, though, toxic to home. i thought that i had carried him 7 and a half minutes and i was able to keep him safe free of hiv that long. but take my medication, you know, going the doctor doing things that i knew that i needed to do. but now since he was no longer my body, now like i was some type of harm could cause some type of harms >> cdc says the health care team was able to help her successfully breastfeed her

mural will be replaced with something that brings communities together. some residents remaining neutral. i think this era. >> such moves create conversation that you very critical and >> in today's environment, 14 tiffany justice kron. 4 news. >> in the south bay, home depot is set to pay over a million dollars following are sitting at one of its stores in san jose. home depot has to pay more than 1.3 million dollars for the fire that happened back in april of 2022. on blossom hill road. so from this video here, we can see the fire as it was tearing through the store. the santa clara county's district attorney's office says dylan koch. we started the fire as he was trying to steal tools. but there were numerous violations at the store that contributed to the fire getting so big the da's office says firefighters were blocked from the fire lanes by hi piles of pallets and they later found a broken sprinkler system that home depot was aware of, but did not try to

fix. and since then, the da's office began investigating other home depot stores in the county. so from 2018 to 2023, 13 other stores across the county were issued notices of violation under this fire code. home depot will now pay $850,000 in civil penalties and $150,000 to a nonprofit that focuses on fire prevention and outreach in the count in the county. and now dylan go queen has not entered a plea. despite several court appearances, his 11th time in court is scheduled to happen next month for his arraignment. also in some developing news, legal experts are now weighing in on the re-sentencing of david de pap pap was convicted of attacking paul pelosi at his home in san francisco. path was initially sentenced on friday to 30 years in prison. but after that hearing, a federal judge said that she failed to give to cap the opportunity to speak during sentencing, which is what legal experts say is important in this case.

>> take consideration whether the defendant, the accused now the convicted in this case, the pop is sorry for what he did. >> kron four's legal expert michael turco dozer. they're saying the pops lawyers would try to continue appealing this case. despite the judge correct in her mistake. now the re-sentencing hearing has been set for a week from today. next tuesday. the federal transit administration is investing billions into san francisco's public transit systems. the portal is a project to connect caltrain and california's high-speed rail to the salesforce transit center in downtown san francisco and we saw some images here of what it could look like on monday. the federal transit administration invested 3.4 billion dollars into this project. former house speaker nancy pelosi says she's proud of how san francisco is pushing the boundaries for public transportation.

los angeles. plenty of sunshine in the bay area. this is san jose. you can see they've just got wall-to-wall cent a day. so really a good looking day. san jose read about 74 degrees. but head into spots like antioch in the inner east bay. 82 right now, 78 in concord. 85 up in santa rosa, obviously around the bay itself for a little bit cooler. 72 in hayward, 70 in san mateo, 62 in downtown san francisco in half moon bay hanging on to the cooler temperatures today as they've also hung on to a few clouds out there, too. now we're not too bad on the breezy side right now, but we are going to see this pick up as we get into the afternoon. as you can see again, we'll start to see that on shore flow develop. and that will mean very gusty conditions. we've had this over the last few days here in san francisco. that's for sure. and in the delta as well as we get into this evening, you can see it will pull back tiny bit. but then tomorrow expect again that we're going to see that wind just start to rocket up. so that is going to be part of our forecast over the next few days. also over the next few days. just really nice weather. so not just a day when we're going to see

one of those kind of banner days. and not only is it really nice in san francisco, but if you head to spotlight the north bay, the east bay boy, we are warming up. take a look at this san francisco right now at 69 degrees. oakland in the upper 60's, san jose. not bad at 74, but take a look at what's happening in santa rosa. 85 degrees right now. and i just looked around at a couple of the gauges there to see like that. just one is that just the airport know it's everywhere around there, including in rohnert park as well, getting up to those upper 80's cool out of the coastal. you can see it half moon bay. so i want to talk about the big overall pattern as we head over the next couple of days. you can see we stay quiet as we get to the weekend, though, things start to change with some low pressure rolling in what that does you can see it's less likely to bring a little bit of rain to the sierra just a tiny bit and maybe the tiny is chance. i think it'll be more drizzle. but of a sprinkle in the bay area. you see that early early saturday morning. and then as we get towards the holiday sunday to monday, hey, we're looking good. we're going to have some nice weather. so if you have a new memorial day activities that you're going to be involved in
