before the sun was up. sources close to the investigation confirmed the motorcycle rider that was killed was an offduty chp officer headed to work at the time of the crash. investigators say that 44-year- old joseph kevin yum was driving his chevrolet pickup truck northbound on months rakes made a left turn, directly in front of the officer who was traveling southbound -- monterey, made a left turn, directly in front of the officer who was traveling southbound. >> he was an amazing person. amazing person and officer. >> reporter: the identity of the officer who was killed being withheld pending the notification of all of his family. the driver of the pickup truck is cooperating with the investigation. one of the things they're going to be looking at is the turn that was made. you can see there is a turning lane further down. right here looks like a double

yellow. so many investigators will look at that very closely. live in st. martin, jesse gary. >> jesse, thank you. a funeral cyst underway this noon time for a san francisco fire battalion chief who died while on duty earlier this month. firefighters from across san francisco are attending the service at st. ignacius church for battalion chief gary sydel. he was found unresponsive after returning from a call. he died of natural causes. other local departments are coming to help respond to other emergencies in the city. >> we are going through the grieving part right now. we allowed them he to attend all the funeral services and in order to do, that we asked

being damaged with collapsed facades and rubble in the streets. there are no immediate reports of casualties. the earthquake comes on the same day that city held preparation drills for the anniversary of the 19858 earthquake. now to the latest on hurricane maria, which is a category storm barreling through puerto rico. the wind speeds have barreled up to 165 miles per hour. puerto rico's governor has declared a state of emergency. the hurricane is expected to make land fall tomorrow and lauren green reports, for many of the islands in the area, this is the second category 5 hurricane this month after hurricane irma. >> maria strengthened to a category 5 and continues to head north. the last time that the

atlantic had two hurricanes category 4s with in 2011. >> we are in contact with our forces, firemen, military police and police. we are very little information at this stage. >> many are concerned about the potential for flooding and mudslide. a storm surge up to 7 to 11 feet above tide levels is expected in the hurricane warning area. jose, still a category 1 hurricane, has started storing up a surf along the coast of new jersey and long islands. >> we are expecting for minor or moderate street flooding. we are expecting to have beach erosion. we have rip current right now. >> back in the caribbeans, hurricane watches and warnings have already been issued. maria will likely strike the virgin islands and puerto rico as an intense hurricane by wednesday. forecasters are also predicting 10 to 15 inches and up to 20 inches of rain in some places. >> it's a too early to determine if maria will determine the u.s. east coast

next week. in new york, lauren green, ktvu fox 2. let's bring in our meteorologist rosemary orozco tracking the latest storm. >> can't help but feel for those folks. already already torn up by irma now looking at maria on the way in. let's take a look at where it's at right now, category 5, west-northwest is the movement at about 10 miles per hour. strongest winds, 165 miles per hour. we take a look, about 70 miles there, you can see the enter of the eye from the virgin island area and 150 miles from the puerto rico area. we do expect for it to make lands fall. here is a look at the path. it will remain a strong category 4. it is expected to weaken just some but the storm surge from 7 to 11 feet, destructive wind. they will not get much of a break. it does take more of a north turn as it comes late in the week and that will be good for the u.s. fit remains on this

a dramatic scene in the north bay. you can see police with guns drawn. sky fox is getting these pictures overhead. the highway police said they received calls of man holding signs of hate towards jewish people and police officers. when police arrived, he pull add way. he was pursued and he he has now been arrested. it takes a lot more time these days to get to with your need to go. >> now there is a new report that found that traffic jams increased 80% in the last

eight years. ktvu's allie rasmus joins us with more. >> reporter: we are at the bay bridge toll plaza. you can see traffic is still moving slowly out here. and it is noon. studies confirmed what many of us know. >> traffic is bad and getting worse. >> reporter: traffic congestion in the bare area has gone up 80% with more people spending more time in traffic at 30 miles per hour or slower speeds. this is the fourth year in a row that traffic congestion reached record levels, a problem that bay area drivers know. >> getting off work after going into commute, after ten hours a day. >> that's stressful. >> i live in oakland, live in

fairfield. >> reporter: the booming bay area economy is driving the trend so is the housing crunch. >> we have two major job center here is in the bay area, san francisco and silicon value e neither of those are inexpensive places to live. as a consequence, a lot of people have got to drive a lot of miles to get from home to work and back. >> the reason why i choose to live here because the housing is affordable. otherwise, i have to live in the city and that's really expensive. >> reporter: of the top 10 worst commutes in the bay area, most of in and out of san francisco or in and around the silicon valley. highway 101 in san francisco between 280 independent change and pressure island is the area's worst commute touring the afternoon evening hours. the study also found that since 2010, more people have been using but you blick transit. mtc says that slidership on

subtle. we have three miles per hour reported there. stronger in areas around oakland and santa rosa, 14 miles per hour for you gusting to 21 there at the airport. here is a look at future cast model picking up for you right now. partly cloudy skies in the forecast. tomorrow mornings, the clouds are back from the coast around the bay and inland. if you look to the north, looks like we may have a few scattered showers to start the morning over areas like lake county. then it begins to move into portions of the north bay. here we are at noon time, not seeing a whole lot of blue or green on the screen but there is the possibility of drizzle, a few light scattered showers. notice a lot of cloud cover as opposed to the blue sky that we are seeing out there today. as we get into the afternoon, it begins to peel away and we'll be partly cloudy for the afternoon. for today, showers will remain to the north. mostly clear skies and temperatures will range from the six at the coast to 70s around the bay and 80s for the warmer spots inland. here is a look at the afternoon highs expected for

equifax disclosing that a second data breach occurred prior to the incident disclosed last month. equifax says it involved corporate networks before the tax season. just last week, equifax said that its stuarty team believed it addressed the problem from march but now hackers broke into its corporate networks in may but leveraging that flaw

from the previous hack. >> toy retailer toys'r'us is filing for bankruptcy as the holiday season approaches but the company does plan to keep its stores open. the company has been struggling financially and says that bankruptcy protection will help it deal more effectively with long- term debt. it's important because the earnings of is to r us are the strongest during the last quarter of the year. the company wants customers to know that all of its 1600 stores will stay open. let's take a peek at stocks. we have been on the plus side through the entire section. so far, the dow jones industrial is up, almost 40 points. and convenient service for buyers from am son. you can return items at kohls stores instead of shipping them back. kohls will open stores in los

b.a.r.t. police investigators are asking for the public's help in identifying a woman who reportedly tried to rob a woman. julie barred was riding traction when that woman that you see here dropped a note in her lap. the note says, drop her phone and wallet under her seat is and don't turn around. she then faked seizure to attract ate tension of other passengers. >> detectives took that surveillance video from the car. since we know the time frame, we were able to find out what occurred and the video does

corroborate what the victim reported. >> there is no indication that suspect had a gun. if you recognize her, b.a.r.t. police ask you to give them a call. >> the new chief of b.a.r.t. has been on the job for more than 100 days now. we talked to chief carlos rojas now. >> my wife and daughter will not get on b.a.r.t. by themselves. none of us will get on b.a.r.t. after dark. >> a mop swarmed the train at the colyseum station, snatchings cell phone, waltz and anything of value. now, staff and five other passengers who have been victimized by similar mob style attacks have slapped the agency with a multi-million dollars lawsuit. >> there is a broken trust that will take time for that to get better. >> and he says that b.a.r.t. has not done enough to protect

videos out or the picture out of a suspect so that we can get the public's health. >> the chief says that public perception coupled with lower crime stats may be a better measure of what success is, going forward. >> i think -- i don't think there is one measurement that will say we are successful because of a. you have to look at it with a very holistic approach. >> we have asked b.a.r.t. for updated crime statistics showing how many robberies occurred in the third quarter of that year. they say that information won't be ready until next month and we'll keep track of the latest crime stat to see the effect that chief rojas has. >> it's interesting what the chief said about fare evaders. my intuition would be to say, put officers on trains. >> his theory is a two-fold herism first, you are setting the bar. in other words, we are not

going to allow any kind of bad behavior including turn style -- >> start at the front gate. >> right. >> we are not going to allow this in but as he said, what they'll do often, occasionally, i guess, they can catch weapons, people who have guns, people who have warrants so they can sweep them out of the system and get bad actors out. >> there is a general misperception that b.a.r.t. police are softer than opd or berkeley pd or officers in san francisco. this might be addressing that. >> that might help address that, having a more visibility presence is something that chief has been doing. he is putting signage up where the station is, where the actual police station is, because, mike, you grew up in the city, i have lived in the city for a while. i didn't know where the police station was for a long time. >> if they get more officers in the years to come, are all

back now to that powerful earthquake in mexico he city. the u.s. geologic survey says it was a magnitude 9 p .1. these are live pictures coming out of mexico. rescue crews on the ground removing damaged vehicle, trying to search for victims who may be buried under rubble. some buildings have collapsed the facade of others. they cracked, sending rubbles below. there are no immediate reports of casualties. people, however, have been

taken to social media posting video and photos after the earthquake. you see some smoke rising from a number of buildings. light pole swaying with the impact of the earthquake. the earthquake comes on the day. it marked on a day that mexico was holding a drill in memory of the 1985 earthquake. workers used their bare hand to upright a car. to have this happen, when you think 32 years ago to the day of that '85 quick which happened 7:18 is, local time, that killed people. 18,000 were injure. that magnitude 8.1.

accident. police say it he was initially wanted for shoplifting at a safeway and officers were trying to arrest him. he jumped into a vehicle and trove -- drove off, hit two officers. he was spotted later on and he was arrested after trying to hit 0 officers but he crashed his car. and there are concerns about the safeway at concord. the mayor sent a letter to safeway's parent company, albertson but safeway is not interested. >> they were not interested in pursuing an authorization to arrest or work on other crime prevention options that our police department may be able to share with them and other techniques. they seem to think that their
