yet where it's coming down right now. the impact from yesterday's storm including where flooding is still causing problems this morning and when we should dry out for a bit. then a chp officer shoots and injures a man on a san francisco freeway. what we're learning about the incident that closed part of 280 for hours, then cutbacks local schools due to declining enrollment. how many classes are going away for the next school year in the san francisco unified district from ktvu, fox two news. >> this is mornings on two. >> good morning, and we're so glad you're here. i'm gasia mikaelian and good morning i'm dave clark. >> it is thursday. it's february 1st. first day of the month. >> we say rabbit rabbit to ensure a good month ahead and hopefully a break in the rain. soon we'll see. >> paulson knows i'll get right to it. >> san mateo coast will go there because that's where a line of thunderstorms is moving onshore. the san mateo peninsula kind of missed out on rain. i mean, los altos and woodside had about an inch and a half. but look at that line. there's numerous

lightning strikes. i'll just extrapolate this out here. and you can see so near woodside, west menlo park, menlo park proper itself, mountain view and sunnyvale, i would expect some maybe some lightning here and some brief heavy rain moving through. there are other bands that are moving, but now you can see there's some areas that nothing at all. others can get some brief downpours. that's what we're dealing with today and probably tomorrow before we will get, i think, a break on saturday. the next big system will be on sunday. who'll stop the rain? well, not me off and on. morning rain cooler. some fog, mostly cloudy, occasional rain with thunder storms. temperatures are coming down 50s upper 50s to near 60, but a lot of 50s here. all right. sal's here. 701. and he will begin. where? well well, you know, in san francisco, northbound 280. >> steve is better and, you know, right now traffic is improving. after it was very slow. they're getting up to the alameda maze. so i do want to say that if you're driving from, let's say, daly city to the alemany maze, it is looking okay

. there are no major problems there. if you are driving on the bay bridge, it's still kind of slow as you drive around the corner to the toll plaza. or i'm sorry, to the tunnel and into the city. and right here at the toll plaza, there's a bigger delay. so it is going to be very, very slow. so as you try to get onto that span 701, let's go back to the desk. >> well the rain is starting to let up in some parts of the bay area. after several hours of downpours, it almost a full day of rain in some areas. the north bay is one of the most hard hit areas. ktvu bailey o'carroll up near sonoma creek this morning where there is some flooding, let's talk about road closures first. bailey garcia yeah, we are near highway one, 21 and 1212. >> this street, fremont avenue, is closed from eighth, uh, down to probably just about a mile down the way to my right there. the reason in being. well, that's because of all this flooding here. we'll start with you mentioned the sonoma creek. you can see the creek flowing

right through there. and it's appeared to have overflown. uh, can't tell exactly how deep it goes right there. but you can tell that eventually or not too long ago, maybe this roadway was completely covered in water by all the tree limbs that looked to be pretty soaked, that are in the road here. it doesn't look like they just broke off and blew from the wind. there incredibly wet, so it looks like water possibly carried them out here. and then you can see kind of near that street light the intersection that you're looking at. now, obviously, the creek overflowing into that intersection also. but i also want to show you across the street here. so we'll kind of walk a little bit, uh, just across fremont avenue. uh, the obviously the creek, uh, didn't quite overflow, maybe over the entire street. uh, but you can see it is quite deep over on this side, too. we're not too far off from some wineries. i can actually see some of those vines from where we're standing now. uh, and there is a tasting room somewhere on the other end of the street. we actually can't

see all the way back there from where i'm standing right now. uh, but there is a sign outside that says tasting room closed. today i'm going to guess they put that up yesterday and, uh, that that closure will remain in place today because again, we tried to kind of get an idea for how deep this water goes right here. but we just can't see exactly how deep it goes. so this whole area, kind of this little half circle where i'm standing, uh, probably was completely flooded, completely underwater for some of that water has gone down a bit. we were out talked to caltrans, uh, earlier this morning, and they told us the flooding was a lot worse in the overnight hours. it's gone down a little bit, but they're going to keep this road closed until that intersection that you were looking at, some of those flood waters go down a little bit until it's safer for cars to drive through here. we've already seen a number of cars get turned away who have tried to pass through here in caltrans says turn back the other way. you've got to go all the way back out and around. take highway 121. if you do want to get to sonoma. but luckily the rain has let up. there's no

more rain here. hasn't been for about an hour or so. so that's good news to hopefully help this flooding go down sooner rather than later. reporting live from sonoma. i'm bailey o'carroll, ktvu, fox two news okay bailey thank you. >> time now 704. the santa clara county office of emergency management warns if you live or work in the south bay, take precautions because of all the heavy rain, the dangers include falling trees, power outages, slippery roads and flooding. now, after last winter's powerful storms, the santa clara valley water district has trained its crews to prepare for the problems this winter. >> we're clearing out a lot of sediment from the creek the larw possible. um, and so allows that water during the winter months to flow through, uh, smoothly out to the bay and, and, uh, right now during, during the winter months when we see storms and things like that, we make sure that we get out into our creeks and we're cleaning up debris and anything that may cause a blockage in the creeks

as well. the valley water also closely watching creek levels. >> the manager recommend you double check if you live in a flood zone and have an evacuation plan. a number of bay area communities are opening emergency shelters for people who need to get out of the rain. >> the caritas center on sixth street in santa rosa will be open until friday in san rafael, people can take shelter at marin health and wellness on kerner boulevard in oakland. the jack london square aquatic center on the embarcadero, and the east oakland sports center on eads avenue were open in san jose. people can go to the roosevelt community center on santa clara street and emergency crews all over the state are being mobilized by the california office of emergency services for weather related dangers. >> in fremont, firefighters and fire trucks have been pre-position. they're ready in case they have to respond fast. it's all part of the emergency resources for alameda county. it includes five fire trucks, a hand crew, a bulldozer, and extra dispatchers. >> it's a good a good thing for

us to get ahead of this, right? so instead of being reactionary, we're progressive and we're setting up beforehand so that when the calls for service do come in, we're not overwhelmed. we can have the resources in place to mitigate the problems and these emergency crews are often called to make swift water rescues and other kinds of dangerous rescues. >> now, ktvu has extended coverage of the storm in our fox local lab. you can find additional forecasts from our meteorologists and see video of the storm, as well as be told you'll find out what to expect this weekend. it is free to download on your smart tv 707. >> now the chp is investigating a police shooting on interstate 280 in san francisco yesterday afternoon. police responded to the area after receiving calls about a man on the freeway, according to highway patrol. an officer shot the man following a struggle. officers say they found a knife at the scene and say they think it belongs to the person who was shot. the freeway southbound lanes were blocked for several hours. another person was taken to the hospital

and is expected to survive. santa rosa is moving forward with plans to reduce violence through the city. the council wants to expand violence prevention programs, including intervention specialists at hospitals and middle and high schools. the city also wants more outreach, social activities and safe spaces for teenagers. city analysts say that schools will be key when it comes to reducing gang activity. >> we training them like on gang 101 information right? letting them know like what are the current gang trends we're seeing what are some of the warning signs that they need to look out for school staff, and what resources are available in the community to help our young people and divert that sort of behavior. >> the city just held a violence prevention awareness seminar and has another plan for october. declining enrollment is leading san francisco public schools to make cuts. the district plans to have 60 fewer kindergarten through fifth grade classes next school year. administrators say all the classes are fewer, are

under half full. the district is currently deciding the number of spaces available at each school to maximize resources for middle and high schools should remain, for the most part, unchanged. urged. a legal settlement creates new rules for how california public schools should spend $2 billion to help students recover from pandemic learning setbacks a lawsuit was filed back in 2020 by the families of 15 students from oakland to los angeles. it accused the state board of education of failing to provide the support needed for low income students to access remote learning during the pandemic. as a result, the state will target the $2 billion of remaining learning loss money to low income students. it doesn't say exactly, though, how that money will be spent. >> all right, our time is 709. the billionaire investors in solano county are slightly scaling back their plan to build a renewable community in california forever. the silicon valley backed company originally wanted to build an urban center on top of an 18,600 acre site near the city of rio vista,

organizers have now filed an amendment to their proposed ballot initiative that reduces the plan by 1100 acres. their plan also says water could come from someplace else, as railroad tracks are being set up. now, organizers still wanted to vote 4000 acres to open green space, which still offers affordable housing. >> time is 709 right now. we do have some slow traffic and a new crash on interstate 80 westbound at san pablo avenue. it is right there. that's the new crash. we've had a couple of other fender benders in the rain and we also have some slowing on the richmond bridge approach, which is not all that unusual, especially when it's raining. you can see the westbound bay bridge is still pretty slow today. i think people are taking it easy. we also had some earlier issues on the bridge that are now clear. bay bridge is backed up all the way out to the bay maze. it's interesting to see it will be interesting to

the denny's restaurant in oakland on hegenberger road, is now the latest restaurant to close for good in the airport area because of rising crime. ktvu frank mallicoat here in the studio now to tell us about the restaurant closing down after being in business. frank, 54 years. yeah, it's become kind of a weekly thing in the city of oakland. >> the denny's restaurant closed down for good yesterday. many longtime customers say they were surprised and very disappointed. wow >> i did not know that. it's overwhelming. it is because i've been coming here for years. terrible that oakland's like this. this is probably the oldest business on the block, and it's closing down. sad

>> that restaurant, like many others along hegenberger road near the airport, have been the target of car break ins, robberies and other crimes. sign on the front door says the reason it's closing is the safety and well-being of denny's employees and its customers. >> i'm a product of the bay, born and raised, and it saddens me because when i was out of state, i was proud where i'm from, you know, and now i just kind of shut it. i just shake my head because of all the crime going on. >> i feel so bad for the city of oakland because it's like everybody is living. >> data from oakland police show more crime in the hegenberger corridor than anywhere else in the city of oakland, and many of the criminals target unsuspecting tourists coming from the airport and rental cars who are likely to have luggage inside. last month, in-n-out announced it would close its location there in march, and at the raising cane's on hegenberger manager says they were forced to close their indoor dining area and provide employees with a secure fence for parking, all due to break

ins. denny's now joins other restaurants near the oakland airport that have closed black bear diner, subway and starbucks , to name a few others. dave we'll send it back to you. >> okay, frank. thank you. time now. 715 a new report on electric vehicles shows electric vehicles may be no match for the guardrails along many highways and roads nationwide. engineers tested a rivian pickup truck, letting it run into a steel guardrail at a testing center. the truck barely slowed down until it hit the concrete barrier behind the guardrail, the experts say. guardrails are made to stop vehicles that weigh about two and a half tons. the truck weighed almost four tons because of the heavy batteries, it requires safety officials say. that much weight could cause more serious injuries to people in gas powered cars. the trucks appear to protect their occupants better and san francisco city leaders want to make it illegal to make a right

turn at a red light. now, at this new proposal is approved, the no right on red rule would extend through many areas, including the financial district, the embarcadero, and south of market. the goal is to make the streets safer for pedestrians and cyclists. >> sea otters are helping to protect a northern california estuary that had been collapsing on itself. the estuary moss landing, about halfway between santa cruz and monterey, is full of wildlife birds, crabs, insect . one of the crab species has been eating away the plant roots that help stabilize the banks of the solution, decided to relocate sea otters to the righe going over to sal. >> we're going to help you get to where you need to go on this first day of february. is it getting any better for you out there, sal? >> some commutes are getting better. dave others are still very slow. 80 has a new crash. west of 80 on the east shore freeway at san pablo avenue, and we had a couple of other crashes there. so if you're driving in,

let's say from hercules to berkeley, it's going to be slower than usual. there's a look at the richmond bridge approach. it is slow, and it's also slow onto the bridge. and there's interstate 80 westbound getting out to the toll plaza. no problems. it's a little crowded on the bridge, which is typical interstate 880. it looks like it stopped raining here. and things are getting a little better. and highway 24 also has improved. as you head over, let's take a quick look at that san mateo bridge. that's okay. and so is the dumbarton bridge. but we do have some slowing in some of these spots. it's still a little bit slow. 717 let's talk to steve now with today's weather. >> all right sal, we will head over to the peninsula san mateo coast. that's where one line moving through lots of lightning strikes observed. all looks like they've they've diminished her taking place there. one piece of energy is goingsfo, another diving more south if i, if i do this here and this would take it over towards los altos hills, mountain view, sunnyvale, santa clara and san jose in the

next couple of minutes to about 15 minutes or so. so that's the main line. heaviest rain was up in the russian river area. guerneville over four and a half west of healdsburg. four and a quarter sleepy hollow in marin county. looks like the leader even more than mount tamalpais. 4.22 novato was closed 3.75 376 ben loman at 375 and bodega bay, three, and a third, san rafael, also with really good rain, over four inches of rain. konocti three petaluma 2.60. the city two and a third yountville over to los gatos 1.62. los altos 1.53. in oakland, an inch and a quarter. that's the line moving through. it's kind of splitting part is hitting now. now towards the southern end of the peninsula, san jose, santa cruz mountains. the other band right up here is heading over the san mateo bridge. i think we just saw that right over to hayward and san leandro. so still plenty going on, although again, it's more isolated, not widespread. a mix of rain and snow. rain turned to snow at tahoe keys and they've picked up a little bit there. i know you can see though. again, it's a fine line there at lake level between rain

and snow. our system has mainly plowed through now. the colder, unstable air is coming in behind that there will be off and on rain with thunderstorms taking us into friday. i think we get a break saturday. sunday though, everything and i mean everything right now is pointing towards the heaviest rain towards the santa cruz mountains. but even down to monterey, san jose, santa clara valley, about san francisco, oakland south, there will be rain north, but the heaviest rain looks to be favored to south this time versus up towards the russian river, as we saw in the last 24 hours. off and on rain, cloudy to mostly cloudy. some thunderstorms rumbling through 50s on a lot of the temps. they'll stay here for a while. some rain on friday. i think we get a break most of saturday. next rain sunday. monday. steve thank you. >> 720 here. coming up, the storm is having a big impact on california reservoirs. while one of the state's largest reservoirs is now releasing water and the 49ers ready to practice again and get ready for the super bowl. >> we'll tell you what's planned for the last few days before they head

boeing over the fallout from an incident in which a door plug blew off an alaska airlines plane in mid-flight, the lawsuit claims boeing misled investors by saying it was laser focused on safety after the crashes of two max planes in indonesia and ethiopia in 2018 and 19. after the alaska door plug incident, boeing's share price fell 20. >> our time is now 723, the federal communications commission wants to make robo calls generated by ai illegal. now the new rules would allow state attorneys generals to sue people who use ai generated voices to impersonate someone else. the commission is expected to vote in a few weeks on that proposal, and hulu cracking down on sharing passwords under the new subscriber agreement terms, hulu users cannot share passwords outside of their households unless you subscribe to a specific service tier. now, the agreement is dated january 25th and says the new rules take

getting through it. oh, the rainy weather may not be as bad this morning as it was yesterday, but communities all over the bay area are feeling the impact. we'll tell you what the storms have done to trees in some parts of the bay area. and guess what? it's not just rain hitting northern california. these are live pictures, right this second from the olympic valley base area of palisades tahoe. you can see for yourself that snow coming down. we'll go there, live to the sierra where it's hard to get up the hill right now from ktvu. >> fox two news. this is mornings on two. >> well, good morning and thank you for joining us. welcome to mornings on two. i'm dave clark i'm gasia mikaelian.

>> it is thursday february 1st. let's get straight to our meteorologist steve paulson. this might be a situation where people say i don't have any rain. just wait. right. >> or they may say it's pouring, but yes, you're correct. there are some areas don't have any. mainly south and north doesn't mean we're done, but this is more hit and miss in nature. boy that's a that was a good line that punched in right on the san mateo coast. it split part went over san mateo now heading over towards hayward. but i would think on the san mateo bridge there's some pretty good rain. also in between menlo park and mountain view, heading over towards san jose. that's one san francisco's had over 2.5in of rain in 24 hours. and look at that line stretching right there, right back over towards richmond coming out of marin county, back over towards san pablo bay, but out towards benicia and also vallejo, probably hiddenbrooke american canyon that looks to be the line who will stop the rain? well, for some i'll do my best, but for others it will still happen off and on. rain today. more thunderstorms possible today. tomorrow, saturday does look like a break before the next system. rain and wind on sunday. all right, sal is here. i'm sure

at a pretty dramatic scene. there behind you. >> yeah, we are in the city's midtown terrace neighborhood that's very close to twin peaks. in fact, we're right underneath sutro tower behind us. you can see in the middle of noelville drive, very residential area. there is a 40 foot monterey pine that came down early this morning spanning the width of this road here, and we talked to the homeowner here. luckily, the home isn't doesn't appear to be very seriously damaged. it looked like the tree fell just short of hitting the roof. so he's been out here taking some pictures for insurance purposes. but the good news is no one here was hurt and no one is. there's not some any serious damage. there was no cars parked underneath here, but earlier this morning, just south of us in daly city, we came across a tree, came crashing down onto the top of an apartment building. we can show you the video of that. that happened late last night after the heavy rainfall on king street in daly city. again luckily, no one inside that apartment was hurt, but this morning they are

expected to start clearing away the tree down there on the peninsula. we don't know how many people were displaced, but back out here live we had to move out of the way because it looks like san francisco public works is in the process of starting their work to try and cut up this tree so they can remove it from the roadway. again, this is no crown terrace neighborhood up in the hills in san francisco. so a lot of monterey pines, which is what came down here in this neighborhood that have been here for about a half a century or so. but again, the owner of this home here says he's glad that no one was hurt. doesn't look like there's any serious damage to his home now. it's just a question of clearing this out of the way. live in san francisco. ali rasmus, ktvu, fox two news. >> okay, ali, thank you. time 734 along with the downed trees in other parts of san francisco, have had problems caused by the heavy rain in the mission district is one of the low lying areas that often become flooded clearing storm drains. some

businesses have sandbags readyie it all in stride. >> and i know we need the rain, but but trekking it across the city in the rain is no picnic, and getting on a bus is not fun. >> it's raining. that's a good thing i have. no, i lived in oregon for 13 months. it rained nine of them. so this is nothing . now >> city officials also advised call 311 if there's a problem. that's a minor inconvenience and only call 911 when it's dangerous or something life threatening, like a downed power line. >> the santa rosa fire department swift water rescue team is on standby standby during this series of storms. >> those crews kind of met up this morning, checked all their gear, got their boats ready and are ready to deploy at any time if needed within the city or into some of the neighboring jurisdictions if they were to need assistance from us firefighters and sheriff's deputies across sonoma county are monitoring the local creeks

and the russian river now. >> flood stage at guerneville is 32ft. right now the river is under 15ft. now to an incredible sight in northern california for a state water managers release water from the oroville dam in anticipation of a lot of rain. the state posted this video of the release from the dam's main spillway. lake oroville is currently at 76% capacity. see? it's the spillway. these are the images that are so breathtaking that was rebuilt after it collapsed back in 2017, forcing the evacuation of some 200,000 people in california's to hittia major water capacity milestone. it hasn't seen in seven years. water levels at lake shasta have been rising steadily over the past ten days. newsweek reports. if the lake rises by another 39ft, it will reach capacity. officials say the dam gates have already been raised to prevent any spillover from this most recent storm. now, of course, we have you covered throughout mornings on two. you can also stay on top of the storm anytime by heading to the ktvu weather app. we have updated information

anyone who's traveling up this way today. and as we head on through the caltrans yard, you can see some of those rigs that are kept out here. they have those, like i mentioned, the snow plows, the sanders, all the big trucks are here. caltrans working 24 over seven to try to keep the roadways clear from snow. so we did have a lot of snow come in in the late afternoon and early morning hours. the conditions at the higher elevations are where the snow is sticking. so about 5000ft in elevation on up through the summit elevation, which is again around 7200ft. you're going to encounter these slick conditions. these chains are required starting at nyack for all of your viewers who are headed in this direction and typically travel this way to take advantage of the ski slopes and get out there to take advantage of some of the snow that is falling. we know that they will encounter those chain

controls right at nyack. also, if they are headed in the westbound direction, expect to get chain controls in truckee. we're going to head out of the caltrans yard right now, and then we're going to hit one of the side roads that leads toward interstate 80, and we will make our way back to just give you a sense of what the road conditions are like out here. as you can see, the snow is sticking to the roadway for anyone traveling in the traveling in this direction, you will want to carry traction devices or chains and have all wheel drive with good tires. if you want to go that route. caltrans and chp are telling me on numerous occasions throughout the season that it's not good enough just to have all wheel drive. you have to have those reliable, all weather tires as well to make it past those chain control checkpoints. so this is a little slice of how things are going up here in the sierra. as we make our way back to

listed on the exchange now taking you live to the numbers after a bit of a sell off yesterday when the fed announced that it will not likely cut interest rates until at least may, perhaps june, the numbers are all all up today, though, across the board, the dow jones up about a quarter of a percent, the s&p 500 up about a half of a percent, and the nasdaq recovering three quarters of a percent. some of that loss from yesterday, it's up 100 points today. san francisco based okta, the latest tech company to announce layoffs. the identity management company plans to cut 400 employees. that's about 7% of its workforce. in a message to employees, the company's ceo said the layoffs are due to, quote, the reality that costs are still too high. this is the second round of layoffs for okta, which cut 300 employees a year ago, and layoffs at google is costing the company more than its culture. the tech giant spent almost $3 billion in severance and related packages after 12,000 employees were laid off in the last year, parent company alphabet announced

out to dublin. we had a couple of crashes there. it's really kind of tough driving when it's raining. if you're leaving castro valley trying to get out to pleasanton. 580 is going to be very slow. 802 let's get back to the headlines. >> thank you sal creeks and streams in the north bay are running high this morning following a big night of rain. ktvu tom vacar is live in san rafael this morning with a look at some of the flooding. >> yeah, here's the situation. this is called santa margarita creek. it's a concrete creek because they don't want to flood all of the other houses that are around here. now, this illustrates an important point. we just had a gully washer and this line came up a foot, foot and a half in in the last minute or so. and the reason is because it's draining the entire box canyon that represents terra linda, the northern part of san rafael. now, i want to take a look down here. here's one of the problems. when you have any kind of obstruction, this doesn't have debris because it's

concrete. but in any other kind of creek, you could have an obstruction like that. and if trees and bushes get up against that, then you have this problem of this backing up. the other problem here is because this is in the neighborhood, it's fenced off. but that doesn't mean that a child or a animal could get in here. and this is swift water to say the least. this is going way faster than anybody could control it. so as a result, this is where swift water rescue comes in. so while this is being drained here and being drained, well, everything downstream still remains soaked and because of the swift water issue, it's all dangerous down there. now, this is just one creek out of thousands of creeks throughout the entire bay area. now, what i want to do is take you up to sonoma county, where we had some other stuff today at the corner of 121 where it goes into sonoma , that's, uh, connects sears point and sonoma to the napa valley. uh, it floods and it floods often because it's a situation where it's low to the

water and the water is rising simply because of sea level. so it's harder for things to drain more quickly. that renders more roads more unusual. and that's exactly why highway 37, which connects 101 to vallejo, has to be raised in order to keep it as a useful highway that it's the situation right here. and these are good illustrations. we're going to continue north now, and we're going to see what else we can find. uh, to show you about this whole problem of what's coming afterwards. because remember, everything downstream from here is still soaked and being constantly soaked by the flow of water. and that's true in every creek. reporting live from san rafael, tom vacar, ktvu, fox two news. >> tom, thank you, santa clara county office of emergency management is warning people about potential storm related damages. everything from fallen trees to power outages, slippery roads and flooding. after last january's record breaking rain, the santa clara valley water district started training its crews in the summer to prepare for the winter time issues.

>> as we're clearing out a lot of sediment from the creek so that they have the larger flow possible, um, and so allows that water during the winter months to flow through, uh, smoothly out to the bay and, uh, right now during, during the winter months when we see storms and things like that, we make sure that we get out into our creeks and we're cleaning up debris and anything that may cause a blockage in the creeks as well. >> all valley water is also monitoring creek levels. managers recommend that people double check if they live in a flood zone and know the location of the nearest sandbag station. a number of bay area communities are opening emergency shelters for people who need to get out of the rain. the caritas center on sixth street in santa rosa will be open until friday in san rafael, people can take shelter at marin health and wellness on kerner boulevard in oakland. the jack london square aquatic center at the embarcadero, and the east oakland sports center on eads avenue are both open in san jose. people can go to the roosevelt community center on santa clara street. time now is 806. >> california's office of emergency services is mobilizing

afternoon, police responded to the area after receiving a call about a man on the freeway, according to highway patrol. an officer shot the man following a struggle. officers say they found a knife at the scene and say they think it belongs to the person who was shot. the freeway southbound lanes were closed for several hours. another person was taken to the hospital and is expected to survive. >> federal investigators continue to look for information about what led up to a plane crash on tuesday that killed a pilot in concord. they're looking over the plane and focusing on its fuel system and its engine. that's because witnesses said they heard the engine sputter right before it came down. we're we're looking at the pilot. >> we're going to look at the airplane and then the environment that he's, uh, actually flying in that day. and uh, we do have several witnesses that have, uh, um, given us, um, statements that have that we're trying to draw were that we've taken into evidence.

more flooding. but that is maybe be what we're going to be experiencing here in san diego. the rain just started coming down about 45 minutes ago. we're expecting to get between an inch to an inch and a half once this storm system moves through between today and tomorrow. but right now, i want to show you we're standing along the san diego river right now. things are relatively calm, but by the end of today, toward the afternoon early evening hours, this river is expected to hit minor flood stage at about ten feet. now this, of course, comes after you said it. they're the fourth wettest day on record for the city of san diego. that's 174 years of record keeping. they got 2.73in over there at san diego international airport. and that caused massive flooding in some neighborhoods. feet of water inundating some neighborhoods, people losing everything. we spoke to one person yesterday who said she just got out with only her wedding album and her kids baby photos. just nothing left. now, since that occurred, the city

has been trying to do a lot of work, trying to clear away mud debris, trying to clear those storm drains because that was really the biggest issue. we had a lot of water falling down in a very short period of time, but the drains simply weren't clearing that water away. and so city officials, residents here hoping that all the work that was done over the past couple of days will pay dividends and they won't see the type of flooding that they saw last week. but really, right now it is just a waiting game, seeing how bad the storm is going to be. and then after this one, we're expecting another, potentially even worse storm to come on its heels. that's going to be hitting sunday. all the ground here is going to be very saturated. and so folks living in low lying areas are being told to be on the lookout and to be prepared to evacuate back to you. >> yeah. max i was down at southern california a week and a half ago. i remember that monday it was epic to choose a word. tell us what officials are doing. are they ready? are they prepared for this? this

>> yeah. the city does believe that they are ready for this. incoming storm. really? the main messaging to folks is that if you live in one of those low lying areas, you got to be ready to get out. they have, you know, voluntary evacuation orders that have been issued for those areas. but really, the work that's been done over the past couple of days has really consisted of trash removal, debris removal, and mud removal. hundreds of tons of debris had to be taken out of these drains, out of these culverts to get ready for this incoming storm. they're also going to have storm teams out and about surveying these drains. make sure making sure that that the drains are going to be clearing the water properly and making sure that trees aren't falling down in the midst of the storm. because we're also looking at 40 50 mile per hour wind gusts associated with this storm. so we got those gusty winds, sloppy soil. we're going to see trees toppling and the potential for power outages. so a lot of dangers associated with this storm i was going to say not a beach day. >> that ocean will be angry, no doubt in southern california. uh, max gordon live for us in

anticipation of a lot of rain. take a look at the video the state posted of the dam's main spillway. the release there to help provide flood control protection for downstream communities. now lake oroville is currently at 76% capacity. this is the spillway that was rebuilt after it collapsed back in 2017, forcing the evacuation of some 200,000 people. california's biggest reservoir is close to hitting a major water capacity milestone it hasn't seen in seven years. water levels at lake shasta have been rising steadily for the past ten days. if the lake rises by another 39ft, it will reach capacity, officials say. the dam gates have already been raised to help prevent any spillover from this most recent storm. we do have you covered throughout mornings on two, and you can also stay on top of the story anytime by heading to the ktvh weather app. we have updated information there and live radar images. it's a quick free download for your smartphone. >> california's black legislative caucus introduced a package of 14 new bills to tackle the issue of reparations for the descendants of people who were enslaved. the bills are

one of the crab species has been eating away the plant roots that help stabilize the banks of the estuary. experts looking for a natural solution decided to relocate sea otters to the estuary because of otters often eat the crab when they came into the system, they that is super abundant in the marsh creek, and by eating that marsh crab and lowering its densities, they lowered the erosion effect of those crabs and thereby slowed the sloughing of the creek banks. >> silliman says that marshes increased production and fisheries protect against erosion during powerful storms, and gather and hold carbon 10 to 20 times faster than forests. >> all of which can help slow global warming. >> i would imagine those otters are mighty happy right now with all this rain coming down, but starting to slow down. let's check in with steve and get the weather word on a crazy day. >> still some, but yes, winding down here, some areas are getting some sun breaks, others there's been a line that just keeps coming out of marin

more than 20% when the opening bell rang this morning, ringing that bell amherst sports, the parent company of wilson, the company making those super bowl footballs. we showed you amherst sports, celebrating its listing on the exchange. it is based in finland, also owns ski gear company salomon. taking a live look at the numbers they're up across the board after those, uh, a little bit of a sell off yesterday, when the federal reserve announced that it is delaying, uh, the interest rate decrease, dow jones up about a quarter of a percent, the s&p 500 up about a half. same with the nasdaq this morning. san francisco based okta is the latest tech company to announce layoffs. the identity management company plans to cut 400 employees, which is about 7% of its workforce. in a message to employees, the company's ceo said the layoffs are due to, quote, the reality that costs are still too high. this is the second round of layoffs for okta, which cut 300 employees a year ago. shell reported a $28 billion profit for 2023. it's

california law that requires background checks before customers can buy ammunition has once again been blocked by a federal judge. us district judge roger benitez says the law violates the second amendment. a judge claims the background checks essentially forced californians to ask the state for permission to purchase ammunition, instead of treating the purchase as a right to bear arms. ruling halts the enforcement of the law for the time being. benitez blocked the law back in 2020, but a circuit court of appeals reinstated it

the following day. >> the federal judge has dismissed disney's lawsuit against florida governor ron desantis. it's the latest chapter in a years long disagreement between disney and desantis. the lawsuit accused desantis of punishing the company for speaking out against a bill preventing instruction on sexual orientation for kindergarten through third grade students. lawsuit claimed that desantis established the central florida tourism oversight district in retaliation. the oversight board has since threatened to increase taxes and utility rates and develop land around disney world. in the short terme. >> it's a win, but you know, in the longer terme, the case isn't over yet. interestingly the
