morning and it's not over yet. we still have several more days of rain ahead after the latest system yesterday brought heavy rain to the bay area, some areas saw flooding, others saw trees come down and it's not just the rain in the sierra. there is a ton of snow coming our with thes we've been seeing from this latest system. but first let's go to ktvu meteorologist mark tamayo with a look at what's coming next. mark. yeah today we call it one of those unsettled days where we actually have some pretty, you know, intense downpours that could have some sunny breaks and all of a sudden a downpour develops. >> so we are not dried just yet. and that's after a very active period, especially last night into to this morning. and take a look at the rainfall totals going back basically 24 hours. ken field over four inches boulder creek in the santa cruz mountains, over four inches san francisco. that does not happen a lot. 2.5in of rainfall in just about a 24 hour period. and you can see oakland, san jose,

impressive, and redwood city, 1.01. here's our live camera above san francisco this afternoon, where we still have lots of clouds. some interesting cloud features, a lot of vertical development with those clouds, and a good sign that we have some instability out there that could lead to some downpours. taking a look at this graphic up in the north bay, we actually have a flood warning in place until 1:00 this afternoon. so that's portions of sonoma county and portions of marin county closer to a black point. and so that's indicating that we do have some flooding happening. all the results of those downpours. so today's unsettled weather is being kind of produced by this guy. this area of low pressure out here in the pacific, as we come in closer, our picking up on some lightning strikes detected over the past couple of about three storm reports up in the north bay. look at all the storm reports over the past 24 hours indicating flooding in some downed trees and some power outages as well. so here's a look at the radar activity. as you can see up in the north bay, some scattered rain up in santa

rosa and looks like we have some development with those thunderstorms kind of moving across the bay across the bay bridge. and there's some of the coverage right now. those yellows and the oranges do link up to some heavier downpours for this portion of the bay area out toward parts of the east bay. so right around 24, right around orinda, we have some heavy rainfall kind of moving across that region, not as much coverage in the south bay. so you can't see, but still some action closer to the santa cruz mountains also. right around morgan hill. so be prepared for some more downpours throughout the afternoon hours. unsettled into your friday forecast and another potent storm will impact your weekend plans. we'll have more on that with your update in a little bit. >> thanks, mark. we have seen downed trees and flooding caused by this latest storm all across the bay. crews have been on standby up in the north bay responding to possible water rescues. ktvu tom vacar live in santa rosa here with the latest on conditions and looks dry at the moment. tom they're dry at the moment but that's not going to last. >> now the santa rosa swift water rescue team is just about to put it down for the day because there's not a lot to do,

but they are very likely to be back on serviceays next week. te putting this equipment away and they need to get some rest because when they're on, they are really on. and because of that, we have to be happy that you have people just like that now near the intersection of, um, uh, highway 121 where it goes into sonoma highway 121 connects sears point to at highway 37 to the napa valley. um, there were floods and with sea level rise now, it's harder to drain. and it dries and it drains far less quickly. and that means that more roads will be rendered unusable as we go on with sea level rise. and that is why highway 37 needs to be raised. because if not, it is going to become useful now with the situation. we want to talk to the santa rosa fire department because they have plans for the future and here's

what the fire inspector had to say. >> uh, the focus right now is, uh, the next round of rains on wednesday. uh, although we're not expecting much in the amount of rainfall, it's continuing to keep the ground saturated. and then our eyes are kind of on the potential for a substantial storm. uh, next week. now, near the intersection of rohnert park expressway and stony point road, we found two us geological survey scientists using a mini trimaran to determine the flow of velocity of laguna de santa rosa. >> this helps the city of santa rosa keep up on flood potentials downstream through many, many populated areas, all on its way to the pacific ocean. a permanent us gs flood monitoring station also there sends real time data to water officials by satellites, and then they can pass that on to first responders and the public coming back live again. the swift water rescue

avenue are open in san jose, people can go to the roosevelt community center on santa clara street, storm that's blanketing the bay area with rain is bringing fresh snow to the sierra. reporter melanie wingo has more on the conditions on the roads, and a warning from the chp here in soda springs at the 6600 foot elevation, we're seeing a light snow flurry at this hour and as you can see in the distance, interstate 80 is affected by all the snow that we're seeing now and the snow that we saw in the late night. >> and overnight hours, that snow on the roadway itself affecting travel chain controls, are in effect for anyone headed over the sierra and over the summit today, the cars headed in the eastbound direction are the closest to us. from our vantage point, the car is headed west, our farthest away from us. at this location. we've been driving around all morning long and we have seen the effects of the snowfall. we're watching as drivers are taking it slow out on the interstate and also on

the side roads as well. because even if you come to say, a gas station like the one here in soda springs where we are, the accumulation of overnight news snow has been such that it makes things slick for cars coming into parking lots like this. and even if you're walking around trying to pump your gas or get snacks to make your way over the summit. so the advice for drivers from anyone from chp officers to caltrans workers is take things slow out on the roadways. make sure you have those chains as you head over the pass, because you'll need them as chain controls are in effect, no estimated time as to when those will be dropped. that's a look at how things are up here at the higher elevations in the high country. i'll send it back to you now. melanie wingo reporting. >> you can stay on top of the story any time by heading to the ktvu weather app. we have updated information and live radar images for you. it's a

quick free download for your smartphone. >> chp investigating a police shooting on interstate 280 in san francisco yesterday afternoon. police responded to that area after receiving calls about a man on the freeway, according to a highway patrol officer shot the man following a struggle. officers say they found a knife at the scene and say they think it belongs to the person who was shot. freeways southbound lanes were blocked for a number of hours. another person was taken to the hospital and is expected to survive. new. at noon, elected officials at the bay area sikh community are coming together to condemn the recent incidences of vandalism. at two east bay temples. the graffiti was found in january at a sherawali temple in hayward. graffiti supported a cypress movement seeking to establish homeland and northern india. similar vandalism was found in december at a hindu temple in newark. >> we take this situation seriously. newark is a community

of welcoming. we have many diverse members in our community of different religions, different faiths, different cultures, and we welcome everybody in the city of newark. so we will stand with the sikh community when we see hatred or political division in our community and make sure that we are responsive to the community, to make sure that those messages don't stay in our community. >> newark and hayward police say they're investigating both cases of anti-india graffiti and are seeking help to apprehend those responsible. >> new at noon, contra costa county health officials are receiving more information about the investigation into the cause of a toxic release from the martinez refining company. the refinery release in november of 2022 contained toxic metals and increased hourly emissions from the refinery by up to 90 times its normal rate. spent catalyst dust from the release coated homes, cars and sidewalks in neighborhoods surrounding the refinery. county inspectors are said to be at the martinez

refining company on march 5th. so far, an independent investigation has found there were inadequate safeguards and that operator error was not a root cause. >> our analysis essentially discounts operator error as a root cause, and the reason for this is because humans make mistakes. and what we really need to do is design our processes and design our management systems. and safeguards so that an operator error doesn't lead to an incident. >> the final risk assessment report is set to be released to the public on february 22nd. san francisco based okta is the latest tech company to announce layoffs. the identity management company plans to cut 400 jobs, about 7% of its workforce. in a message to employees, the company's ceo said the layoffs are due to the reality that costs are still too high. it's the second round of layoffs for okta, which cut 300 employees a according to bloomberg video is

of coastal infrastructure, and we're not going to be able to rebuild back in the same places and in the same ways that we did before. >> the capitola wharf in santa cruz county is already under repair. works expected to finish before the end of the year. engineers decided to make the wharf more resilient by making it twice as wide, and the pilings are being built so they can be raised over time. if that's necessary. the project is costly. residents say it's worth it. i think we can do it so that they'll, you know, last for a while longer. >> it brings a community together to it's kind of a focal point for the community. we most of california's piers have undergone major repairs after erosion from the ocean and even fires. >> while the work is costly, once the piers are gone, it would be nearly impossible to replace them. well let's get a check of weather with our meteorologist mark tamayo a wet couple of days and i guess more to come. >> mark. >> yeah, the next potent storm

we're watching. guys will be moving in by sunday, developing near the santa cruz mountains and then kind of working its way north across the bay area. so that's what we're watching for the second half of the weekend for today. just be prepared for some sudden downpours. you don't want to be caught off guard. me thinking go outside for a walk and all of a sudden you get drenched because you have a thunderstorm that kind of moves overhead. so here's the rain today. here's the forecast for today. periods of rain, the possibility of some thunderstorms, the flood watch continues for today, and we actually have a flood warning indicating that flooding is actually happening. this is in portions of the north bay. so santa rosa to petaluma to black point in marin county. we are showing you that flood warning in place until 1:00 this afternoon. we'll see if the weather service will actually le area of low pressure is keeping those clouds and those showers and those thunderstorms dramatic looking clouds. if you've been looking out toward the bay this afternoon, here's a look at the satellite actually the radar

imagery. it's picking up on some lightning strikes detected across parts of the bay area. these are all of the storm reports you can see indicating some flooding, some downed trees and some power outages. and as we come in closer right now, you can see the radar coverage. and it looks like we have some activity moving into portions of the north bay right around santa rosa. let's bring the mostrillionecent image up. and there you can see a lightning strike detected moving into a sonoma county. so right around windsor you can see those lightning strikes possibly. and then still some coverage for the peninsula, for san mateo, closer to concord, you can see all the yellows and orange oranges, indicating that we have some pretty good downpours out there, some instability downpours. and then in the south bay, not as much coverage, but still some lingering activity right around morgan hill. and it looks like we have some development right around pillar point, right around half moon bay. some of the showers and some thunderstorms as we take a look at the forecast model. here we are today and it does not dry us up completely. we're still talking about some breaks in the rainfall, but still the possibility of some rain showers out there. so that's what we're

going to be watching, at least in the short terms forecast. here we are at 3:00 this afternoon. just once again don't be caught off guard with the showers develop. and then into tonight even we have some more activity. we are still going to keep things unsettled for your friday forecast. some breaks in the clouds, some clouds and some pop up showers. now we're starting to get a better idea of the next system that's going to be coming on board here. as you can see here, we'll put this model into the into motion into saturday. now saturday we still have to hold on to the chance of a few scattered showers, but nothing significant. saturday will be the best day of the weekend. look what happens though, as we take this into a sunday and you'll notice this is sunday, 4:00. some rainfall developing. this could really be targeting the santa cruz mountains closer to big sur as well. and the winds will be a key factor if you get an idea here with a bit of a circulation, that's the area of low pressure. it's going to draw up some very strong winds from the south. so the winds could definitely be an issue as we head into sunday. the highs for today, though, will be in the upper 50s to right around 60

by the year 2050, the scientists say the disease will be fueled by aging, obesity and alcohol and tobacco use. also new at noon, assembly member matt haney of san francisco has introduced legislation that requires first aid kits in all workplaces. in our state to contain the naloxone nasal spray. the life saving medication that can completely reverse a deadly opioid overdose by being sprayed into the nostrils. haney says for the first time in california history, drug overdoses have become deadlier than car accidents and homicides combined. in 2022, there were more than 7300 deaths due to opioid overdoses, with a growing number of those deaths among youth. one out of every five young youth deaths in california is now caused by an opioid overdose. ace. >> up next, downed trees across the area from this latest storm. we'll take a closer look at the damage and the preparations for even more rain in the coming days. plus, another oakland restaurant shuts its doors after 54 years in business. the reason denny's is citing the ongoing

started coming down hard and we've seen the sun out at times today. kind of a cloud gray sun mix behind us along the oakland estuary. it's good rainbow weather, isn't it? mark tamayo. and i know you're looking ahead to the rest of the weekend as well. >> yeah, i guess that's a nice spin on that right there for today. we actually have maybe some nice views of some rainbows, but yeah, some dramatic clouds out there. remember on my way to work today? just looking at basically that same cloud area and it looked like, yeah, we could be talking about some thunderstorms and some heavy downpours. take a look at the rainfall totals. we were expecting a lot of rainfall. and these numbers really adding up in a few spots so far with these storm totals. kentfield and boulder creek over four inches of rainfall, even san francisco just over 2.5in of rainfall. that's downtown oakland 1.20. concord 11.09. we still have the flood warning in place for portions of the north bay from santa rosa to petaluma, down toward black point that is in place until 1:00. this afternoon. so the main band moved across the bay area, but we still have a lot of unsettled

weather. it's just you can see this area of low pressure here. the cold cloud tops out here in the pacific, a good sign that we have some instability that could lead to some thunderstorms and some lightning strikes. as you can see, this is the bay area radar showing some lightning strikes moving across the region . and these are some of the storm totals over the past 24 hours is blanketing the entire region from mendocino county down towards san francisco, down toward monterey bay. now we're watching this one cell of some showers and thunderstorms moving into portions of the north bay right now, as you can see, we'll get a closer look on this one. this one. lightning strike moving into sonoma county. so this is right around windsor. this could be impacting 101 within the next few minutes. with those downpours out there. and then as you can see for the central portion of the bay, the inland east bay, we're talking about some showers out toward concord. these could be some heavier downpours out toward martinez, concord and bay point, and then shifting the maps around to the south bay. not as much coverage here, but still some scattered rain showers. and also looks like we have some

more activity right around half moon bay, el granada. as we back out the maps right now, i want to introduce you to our next system, a developing offshore. this will be the key factor. the key driver in our sunday forecast with another round of heavy rain for parts of the bay area. we'll have more on this with your update coming up in just a little bit. >> mark. thank you. heavy rainfall overnight and into the early morning hours led to problems that we typically see when the ground is soaked, fallen trees ktvu allie rasmus explains. it was a busy morning for public works crews on the peninsula and in the city of san francisco. >> public works crews spent the morning sawing and cutting what was left of a 40 foot tall monterey pine that fell early this morning, spanning the width of this roadway. this is noelville drive. this is in the midtown terrace neighborhood near sutro tower in the city. this tree came down during some of the heavy rainfall just around 5:00 this morning. luckily no one was hurt. i spoke with the owner of the home where that the tree fell right next to, and he told me there wasn't any serious damage to his house. luckily, the tree fell short of

hitting his roof, so he said, really the only sort of damage he had in his house was some paint scraped on the outside of the home by some of those branches, but it's the kind of thing we expect to see in the bay area whenever the ground is soaked. >> it was a torrential downpour. you could hear it all night. it was unrelenting and so i'm not surprised that this morning we woke up to find a tree down on our block just south of us and daly city. >> last night, a tree came crashing down onto an apartment building on king street. it happened around 1030 in the evening after the heavy rainfall . luckily, no one inside that apartment was hurt. we don't know how many people may have been displaced by the damage, but here in san francisco you can see a nice view of sutro tower with the blue skies, the clouds clearing, and just a little bit of fog left over. so now the cleanup begins for many parts of the bay area, including here in the city in san francisco, ali rasmus, ktvu, fox two news. >> thank you. ali california's

office of emergency services is mobilizing its crews across the state for weather related dangers. in fremont, a group of firefighters and fire trucks is pre-positioned in case they need to respond quickly. so all part of the emergency resources for alameda county, which includes five engines, a hand crew, a bulldozer and some extra dispatchers. >> it's a good a good thing for us to get ahead of this, right? so instead of being reactionary, we're progressive and we're setting up beforehand so that when the calls for service do come in, we're not overwhelmed. we can have the resources in place to mitigate the problems these emergency crews are often called for swift water, mudslide and other types of rescues in a credible site in northern california, as state water managers release water from the oroville dam, all in anticipation of all the rain. >> this week, the state posted this view of the release from the dam's main spillway to help provide flood control protection for downstream communities. lake

oroville is currently at 76% capacity. this is the spillway that was rebuilt after it collapsed back in 2017, forcing the evacuation of almost 200,000 people below california's biggest reservoir is close to hitting a major water capacity milestone. hasn't seen in seven years. what water levels at lake shasta have been rising steadily over the past ten days? if the lake rises above another 39ft, it will reach capacity, city officials say. dam gates have already been raised to prevent any spillover from the mostrillionecent storms, and you can stay on top of the story any time by getting our ktvu weather app. we have updated information, live radar images free to download on your smartphone. >> federal investigators continue to look for information about what led to a plane crash on tuesday that killed a pilot in concord. they're looking over the plane and focusing on its

new water heaters or new heating systems. the new child tax credit also takes effect for this tax season, so it could take a week or two until all that new information is updated with the irs. the house has approved a bipartisan tax package that would temporarily expand the child tax credit lowr income families. the deal calls for increasing the maximum refundable credit for households that owe little or no income tax. the senate still needs to vote on the changes if passed into law. the new provisions would be in effect for three tax years from 2023 through 2025. >> more than two dozen california counties are suing tesla, saying the company

mishandled hazardous waste. the lawsuit accuses tesla of improper disposal of hazards, including oil brake cleaners, batteries, antifreeze and paint. suit says the violations happened at dozens of their facilities, including tesla's fremont factory. state could impose a penalty of $70,000 per day for each violation. tesla has not responded for comment just yet, and shareholders are suing boeing over the fallout from an incident in which a door plug blew off an alaska airliner in mid-flight. the lawsuit claims boeing missed led investors by saying it was laser focused on safety after the crashes of two max planes in indonesia and ethiopia back in 2018 and 19. after the alaska door plug incident. boeing share price fell 20, declining enrollment is leading san francisco public schools to make some cuts. >> the district plans 60 fewer kindergarten through fifth grade classes next school year,

santa rosa. so we're not done withsystem kind of fades away over the next 24 hours or so, we're still talking about that sunday storm. and these are just the rainfall totals. as we take this into to the sunday forecast. so at least the developing theme, it looks like this would be favoring the southern half of the bay area. and the target could be closer to monterey bay, closer to the santa cruz mountains, closer to big sur as well. so that's what we're watching for. the sunday deal here is the satellite. the radar right now is becoming closer. reports of some lightning just over the past few hours. you can see some lightning strikes moving across parts of the bay area. these are all the storm reports you can see just compiled over the past 24 hours, indicating lots of downed trees and some power outages, and of course, some flooding. here you can see up in the north bay the put a pause on this radar and you'll notice we actually had some lightning strikes closer to santa rosa. nearly about to 4/10 of an inch of an hour up closer to the windsor area, just within the past hour. so we have some

heavier downpours for that portion of the region. and then it looks like, boy, look at all this action closer to rio vista. some lightning strikes here. so some thunderstorms roll in across parts of the bay area this afternoon. as we move the maps closer to the central portion of the bay and the south bay still see some activity right around morgan hill, and then still talking about some rain showers coming on board. closer to half moon bay this afternoon and extending, in rign mateo, right around highway 101. we're still talking about some downpours as we back out the maps quite a bit. we are going in the pacific and this is the next storm we're watching, so we still have the current storm out there, but we're also watching this system out here in the pacific right about here to the north of hawaii. that will be the key factor. the key driver in our sunday forecast, with increasing rainfall rates, and will definitely have to keep an eye on the winds. once again, we actually have some stronger winds with that system offshore. probably high wind warnings and wind advisories as we head into saturday night and into sunday. current numbers. you can see santa rosa 53 degrees. the airport. there's that

roads nationwide. engineers tested a rivian pickup truck by having it run into a steel guardrail at a testing center. the truck barely slowed down until it hit the concrete barrier behind the guardrail. experts say the guardrails are made to stop vehicles weighing about two and a half tons. that truck weighed nearly four tons, in part because of the heavy batteries that power it. safety officials say that that much weight could cause serious injuries to people in gas powered vehicles. trucks appear to protect their occupants better. new passenger numbers from the airports in san jose and oakland show the airports show numbers that are still below pre-pandemic levels. oakland international says it saw over 11 million travelers in 2023, up 1% compared to the previous year, but still far below the 13 million plus passengers who went through oakland in 2019. before the pandemic. san jose madera reports just over 12 million passengers traveled through that airport last year, up 6.7% from the year before. but still short of the 15.6 million in 2019. an
