familiar face expected to jump in. this is ktvu, fox two news at 730 and mark farrell, a former city supervisor who briefly served as mayor in 2018, filed the paperwork today, a busy night here in politics. i'm heather holmes. farrell, a centrist democrat, has long considered running against current mayor london breed. for more on the race, we want to welcome to the show tonight. political analyst brian sobel. brian always a pleasure to see you. so farrell's expected entrance into the san francisco mayoral race, do you believe he is a formidable candidate at no question about it. >> he's a former nearly ten year member of the board of supervisors. he was the 44th mayor of san francisco for about six months and he has a base in san francisco. so, uh, he's a, uh, somewhat of a moderate. um, and i think he has, uh, a base from which he can run. okay.

>> already, though, some very well known candidates in this race, in addition to mayor london breed, you have nonprofit founder daniel lurie. you have current supervisor asha sapphire . and now another possible challenger. what does this say about the current administration's struggles? >> i think it says that, uh, these candidates and other people in the city think that, uh, mayor breed is weakened enough that if someone else runs a good campaign on many of the core issues that london breed can be beaten. uh, we will see. yeah >> the other candidates, though, that i mentioned, brian, they all launch their campaigns months ago. do you think it's possible for farrell to catch up ? >> yes, because, you know, it's about exciting people. it's about getting people into the race who, uh, move the needle and so i'm sure, uh, farrell is thinking, hey, i'm getting in

late, but i have, uh, some issues to run on. i'm going to be somewhat of a fresh face, certainly a fresh face to this race. um, he's been there before. like i say, but fresh face to this race. and that's sometimes, uh, can get people who are a little bit on the fence about who else to vote for. uh, it gives them another alternative, and that's what he's got to hope. uh, people in san francisco are thinking, okay , so let's go back to his brief time as mayor. >> he he was appointed mayor for about six months. this was in 2018. and again, while it was a little bit brief, do you think that that will actually play in his favor? >> hard to say, because that came on the heels of the death of mayor ed lee and had a lot of turmoil in san francisco politics, which seems to be the norm. but, uh, and the competition with london breed over who would emerge as mayor of san francisco ultimately, uh, the question today, uh, is would people remember him as mayor, as a supervisor? uh, and he came

from a district where a lot of money resides in san francisco. and so i think he's going to have the money and he's a he's, uh, has name recognition. others so that isn't going to be as big a problem. the biggest problem for him is, as you say, he's getting in late and he's got to find a track, uh, to run in. and elaine and see if he can kind of outdistance these other candidates. >> yeah. before i let you go. lows. let's just talk about some of the issues. i mean, you have crime and homelessness. uh drug use. i mean, what's what's the strategy for any candidate now getting into this race when it comes to those three main topics, i'm a business person. >> i have watched san francisco degrade over time. i've watched businesses move away, conventions not come to the city . i'm going to be the law and order candidate. i'm going to bring business back. i'm going to increase the tax base. i'm going to take care of homelessness, and i'm going to

clean up the drug situation. that's the platform. and that's what he has to run on. and frankly, what these other candidates run have to run on. and london breed, for her part, heather, she has to say i've done a lot and i have plans for my next firm that will cure a lot of these problems. >> all right. political analyst brian sobel again, it's about to get interesting in san francisco. thank you so much. well, another race we are you to another race that we're following very closely tonight is for california, the senate and the four front runners hoping to succeed the late senator dianne feinstein are debating once again tonight. democratic congressional members adam schiff, katie porter and barbara lee, along with a republican, former major league baseball player, steve garvey, taking the stage for their second debate. the latest polling from uc berkeley shows that schiff and garvey are in the lead to make it past the primary and into the general election. that primary by the way, is set for march 5th. well as the election season heats up, you can stay up to date by downloading our fox local app.

remember, it is free on your smart tv now to other news tonight and san mateo police are investigating the deaths of four people whose bodies were found in a home on alameda de las pulgas today in the sugarloaf area. investigators say the victims were a man and a woman and two young boys. their relationship and cause of their deaths was not released, but authorities say this appears to be an isolated event and they are not currently looking for any suspects. frustrated business owners in oakland say they are ready to take the city to court over a recent rise in crime. just this morning, hemos spot juice bar and cafe at seminary and foothill was burglarized. the owner tells ktvu the suspect stole a cash register and caused thousands of dollars in damage. the small merchants chamber of commerce says some store owners are now considering suing the city because they feel helpless, as this is the worst that it has ever been. >> it's very, i mean, very scary. i mean, we need solutions now. we need things to be done

now. >> calls for help can be heard across oakland yesterday, a rally was held outside the in-n-out burger there on oakport street, which will close next month because of crime, organizers say the city needs help, and they're calling on the governor to step in. here's an example of the crimes small business owners are dealing with. in oakland, someone broke into a nail spa on lakeshore avenue sometime over the weekend . a resident shared pictures of the shattered windows there. the thieves got away with the cash register here as well. that resident also said he tried to report the break in to the non-emergency line for oakland police, but ended but ended up hanging up the phone after it rang for about ten minutes without anyone picking it up. the shop was closed over the weekend for the lunar new year, but eventually the owners arrived and dealt with the damage. a man has been sentenced to probation after being convicted in a crash that killed former ktvu news director fred zender. alameda police say that 33 year old michael williams was driving under the influence when

he hit zender. it happened when zender was walking in a crosswalk at lincoln avenue and walnut street back in june of 2021, williams pleaded no contest to felony vehicular manslaughter. he was sentenced to more than two years in jail last month, but he was released from custody for time served. williams was placed on three years probation and ordered to attend an alcohol rehab program. san francisco police say they are now investigating after a waymo autonomous vehicle was set on fire over the weekend. it happened on jackson street near grant at about 9:00 friday night, fire officials say more than a dozen people surrounded the vehicle, which was empty at the time. they spray painted graffiti on it, smashed the windows and then lit a firework inside. mayor london breed said in a statement, quote, it was a dangerous and destructive act of vandalism. chinatown is one of the densest neighborhoods in san francisco, and any fire could explode and spread among tightly packed buildings to endanger lives, homes and businesses.

meantime the teamsters union has reintroduced legislation calling for stricter regulation of driverless trucks. here in california, the teamsters want human drivers behind the wheel of self-driving trucks weighing more than 10,000 pounds. the union says that would put safety first while preserving hundreds of thousands of good paying truck driving jobs. the same legislation was introduced last year. it passed the state legislature, but governor newsom vetoed it, saying it wasn't necessary to ensure safety. san francisco police say they have arrested 23 people in connection with two drug sting operations around un plaza. they say that number includes 16 dealers who were booked inside it for sale or possession and other charges. last week. they also seized more than $4,500 in cash and 883g of suspected narcotics. they say these nighttime operations will continue on a consistent basis. all right. the 49ers back in the bay area after that crushing

breaking overtime loss to the kansas city chiefs in the super bowl 58 yesterday. the team arriving at san jose mineta airport this afternoon. it's not the homecoming, though, that the team nor fans had hoped for. no, lombardi trophy was on board the flight this time, but the 40 niner faithful still showing up to welcome the team back home. dozens rocked their niners best with signs, flags and even some balloons. they congratulated the team on a season well done, the faithful say they weren't expecting the game to end in a loss. they say it was heartbreaking, but they add they still support the team. i'm a die hard fan and i just want to show them that we love them no matter what we see. >> it didn't go the way we wanted to, but we want them to know that we're still here for them and next year we'll be better. hopefully even though this year's super bowl ended in heartache, there is some good news the team doesn't have a ton of high priority free agents, with most of the key players like nick bosa, deebo samuel and christian mccaffrey all under

learned from heather what a pretty day, right? >> yeah, yeah, yeah, i do say that whenever i it is a pretty day, i think of you. oh, you're sweet because you're pretty too. >> oh, it was a gorgeous day. it was pretty. a really nice looking mild winter day. we have one more in the forecast. look at the temperatures spot on for this time of the year from 58 degrees in san mateo to 64 degrees in san jose, which is about a degree warmer than it should be for this time of the year. but we'll take it. right? okay, so let's go ahead and take a look at what's to come. first off you see all these high, thin cirrus clouds invading the bay area. you saw them today trying to mask the sunshine. well, we'll see increasing cloud cover tomorrow. still see some of those hints of sunshine from time to time. but this is system number one. behind it, we have a secondary system, but i want to go one storm at a time. this one right here will squeeze out about a quarter to a half an inch of rain, depending on where you are, but not until watch the

clock tick on by. here's your tuesday at this time becoming mostly cloudy. and then it's wednesday in the morning hours we begin to see the raindrops on the rooftops in santa rosa to the north around guerneville, cotati, sebastopol. then here's the frontal boundary as it slices through the bay area. by the evening commute, we will have a break in the activity on your thursday before we have this secondary system roll in for your friday. and guess what? it's an atmospheric river. in fact, this plume goes all the way back to the hawaiian islands. and there's the third system that's going to interfere with your holiday weekend. and i've been trying to tally up the numbers. i do believe we could see up to five inches of rain in the what is locations between the thursday and monday system. that storm number two and three. so yeah, these are some really impressive totals. but we've been there done that. just get prepared for that. temperatures tonight overnight not as frosty 30s and 40s due to that cloud cover tomorrow 50s and 60s in

between san antonio road and sherwood avenue. demolition of the building forced the lane closures. authorities say the bike lane and sidewalk will remain closed. now the city of san jose is facing a new roadblock in building hundreds of tiny homes for the unhoused. last year, governor newsom promised to use state funds to send assembled sheds to the city. but as our jesse gary explains, newsom's promise now comes with new costs, symbolizing unity. >> at a vietnamese new year's celebration at san jose city hall, mayor matt mahan mulling the latest wrinkle in his sheltering of the unhoused. >> the important thing is that we get these units built and we get people out of encampments and indoors. last march, governor gavin newsom, using state funds and enlisting the state's national guard to build and deliver 1200 tiny homes around california, including to san jose. >> when that individual is ready, that we have a place to go, or at least another option

in terms of the alternatives to living out in the streets and sidewalks. now, his office says the state will send cities $12.7 million, was not pre-constructed tiny homes for san jose. it's $63,500 per tiny home. the price per unit, according to the state , would be $13,225, plus the cost of site preparation and construction. that could be considerable and, according to city officials, creates a financial gap providing state funds to purchase small homes at a state negotiated rate. still delivers on our original commitment, according to the governor's office. this happens a lot. >> politicians make promises they don't deliver. you know the people die. in the meantime, pastor scott wagers has spent decades working to provide necessities for the south bay's unhoused residents. >> he's been an ardent opponent of the tiny homes plan and sees the latest change as representative of his years long struggle. it's an affront to all people of conscience that really

try hard, you know, to house people. >> for advocates, it's a crisis because we watched and know the people and watch them perish. but politicians say things and it sounds good and they're convincing. but look at the facts. >> the facts, according to san jose's mayor, is that this change will produce a shortfall in funding. 200 tiny homes that will be built on the vta site in north san jose. mayhem remains confident the city council will find money in a budget surplus. that's shrinking toward deficit. i understand that we've got some budget challenges over the next year or two, but we're going to keep pushing in sacramento for funding to be devoted to expanding our shelter system, our inpatient treatment system, so that we have places for people to go. >> and we can require that people come indoors from encampments. that's the formula. the mayor says this will not affect a timeline for the tiny homes to be built in north san jose at san jose city hall, jesse gary, ktvu, fox two news. >> it is the 20th anniversary of

honoring today's anniversary. it's being called the winter of love. that's when san francisco mayor then mayor gavin newsom defied the federal ban on gay marriage and the city began issuing marriage licenses to same sex couples. today, we spoke with john lewis and stuart gaffney, who was among the first same sex couples to be married in san francisco 20 years ago. >> i realize this was the first time in our lives as lgbtq couples couple and as an lgbt person for ourselves, but this was the first time in our lives that our government was treating us as equal human beings. >> the couple later joined other that overturned california ban on same sex marriages. they remarried later that same year. san francisco's world famous carnival festival is still more than three months away. but tomorrow, well, the festivities kick off early with a mardi gras fat tuesday celebration. it's
