a mother shot and killed in her east bay home tonight. grief stricken family and friends struggling she had so much goinr her. she was such a good mom. i'm just going to miss her so much. >> loved ones say the 30 year old victim was a mother and college student. good evening. >> i'm julie julie haener and i'm mike mibach. police in pinole say the victim was killed by her ex-boyfriend and her family says in front of her little boy. new at ten ktvu joey huerta, live at the martinez detention center, where the suspect is in custody tonight and also charged with homicide. joey. >> mike and julie. this loving mother was known as someone who could light up a room with her smile. and she's being remembered tonight as someone whose life came to a tragic end. those who knew her best are sharing her story for the first

time. >> her smile will just light up a room. >> friends and family are mourning the loss of brittany ligdus. >> life will never be the same. >> police say the 30 year old was shot and killed on the morning of february 16th inside her basement apartment on summit drive. ligdus own ex-boyfriend and the father of her son, 36 year old jeffrey kendall, is identified by police as the suspect. according to the family. she called police when he broke into her home. she hid in the laundry room with her four year old son, liam, and was shot in the head right in front of the little boy, according to her aunt, nancy o'neil. >> he keeps saying mommy's dead, mommy's dead. we replay it in our head over and over and over. >> every day, kendall is seen on a neighbor's doorbell camera running down the street moments after the shooting. late that night, chp officers would arrest him in santa cruz. >> i knew something was wrong. >> cassandra santiago quickly became close friends with ligdus. when the two moms went

back to school to study nursing at diablo valley college, she had so much going for her. ligdus was popular on campus, knownúfor helping other students. she recalls the last friendúdays before the shooting regarding the couple's relationship being on the rocks, she said to me, i'm doing okay. >> um, but it's really hard. he's very unpredictable right now. >> santiago says her friend was worried about kendall recently buying a gun concern that he would harm himself while dealing with anxiety. o'neil has this takeaway for others when it comes to getting help. >> if anyone's ever worried about a situation or thinking that this doesn't feel right, trust your gut. you're probably right. >> police are calling this a tragic case of domestic violencen kendall is charged now with homicide, possession of

assault weapon and child endangerment, and that four year old mike is back with relatives this evening. >> and, joey, when it comes to motive, i mean, did the family open up or have any insight when it comes to a possible motive? >> right. well, they did say that brittany had broken up with her ex a week before this murder, and they do say that he was struggling with mental illness. he had some issues wit& that. a history of history of ae that they know of. >> all right. joey horta, live tonight in martinez. joey thank you for that. in sonoma county, santa rosa police are now inveatg the death of a mother and her young son. police say they recd call 750 this morning. the initial report summerfield road near howarth court, right across the street from howorth park. investigators arrived at the scene and taped off the area earlier this evening. officials were seen taking two bodies out of the home, authorities said in a news

release that the woman's son is approximately ten years old. the cause of death now under investigation and the victims names are not being released at this time. police say there is no known threat to the public in that area. >> a california judge ruled in favor of a safeway employee from san mateo, who was fired over an attempt to stop a shoplifter. safeway terminated antoinette baez's employment after she intervened during a shoplifting attempt in february of 2023. video given to us by baez's lawyers showed that baez was attempting to stop a woman as she tried to leave the store withc unpaid items and attempted to punch baez. a state judge initially upheld safeway's termination, but last week a new ruling in favor of baez was have made multiple attempts to reach safeway for comment, but have not yet heard back. >> heightened security measures in washington, d.c. tonight. the united states capitol, where

president biden is set to deliver his state of the union address tomorrow night. the stakes are quite high for president biden, his speech coming just two days after super tuesday. >> he'll make his case before the nation with a tight reelection bid in november. ktvu s jana katsuyama joins us now live tonight the president. gia. >> yes. and he's going to be facing a lot of scrutiny onúaism democrats and republicans. president biden is facing this reelection challenge and hoping for this coalition of moderate and progressive democrats, as disaffected republicans.t- tomorrow night, he will make his case and try to set a bipartisan tone on capitol hill.úthe stakes will be high for president biden's address this year, the speech coming right after super tuesday, which made clear november will be a rematch of president biden and former president trump. >> it's an opportunity to get the attention of a big share of the country, which, you know, doesn't happen thatúoften. >> eric schickler is co-director

>> late tonight, alabama republican governor kay ivey signed legislation protecting in vitro fertilization providers committees in the state house and senate approved bills that would protect providers from lawsuits and criminal prosecution in the event an embryo is damaged or destroyed. last month, the state supreme court ruled embryos are children after three couples had filed wrongful death lawsuits when three embryos were when their embryos were destroyed in an accident at a storage facility. alabama's three major ivf providers shut down services after the court's decision. >> still to come tonight, night markets expanding in san francisco, the extra funding helping to bring them back to life in different neighborhoods. >> and we're looking had some wd showers today, especially out in the east bay and parts of the south bay and the santa cruz mountains. but it's changed around tomorrow. it's going to be a nice day, but more rain in the five day. >> plus a chinese citizen living in the east bay accused of

nonprofit is awarding grants to two neighborhoods to hold night markets. ktvu is amber lee joins us now. she's live in the city

with more about where the money is going and community reaction. amber >> julie. the grants will help pay for upcoming night markets here in chinatown and in the sunset district. now organizers and merchants tell me they're excited and grateful for the help. merchants nights, chinatown is quiet and the streets empty. but last november, a night market breathed new life into this historic neighborhood. lily lowe, the founder of the event, plans to hold another one this friday may not enough. >> you know, tourism and not enough people to come and shop and eat in chinatown. so we want . chinatown, san francisco, china to survive. >> lowe says a new grant will make it possible for her to hold night markets on the second friday of every month through november. the $100,000 is a gift from a nonprofit called civic joy fund, founded by manny uchitel, owner of manny's cafe in the mission district. he

shared this video of him dancing at the night market with lowe. >> i went to the night market in chinatown this fall, and i saw thousands and thousands of people come to grand avenue. it just hit me that this was something that needed to happen >> uchitel tells me the money comes from a group of philanthropists. >> without the grant, i don't think we can do it. this you know, we do have a lot of volunteers, but volunteers only can do so much. >> you scuttle's nonprofit will also give $100,000 to the sunset night market. the first one was held last september and was started by supervisor joel engardio, who represents the district. >> we didn't think 10,000 people would show up, so we ran out of food. we didn't have enough booths, so we're going to expand it. >> he plans to hold the next one in late may or early june. >> we're going to do six blocks. we're going to focus it on food. we're going to really perfect the concept. >> stonekeeper back third genern stone carver sells his artwork at his store. gilbert lam plans

and there and some strong storm cells move through the area. >> our chief meteorologist, bill martin, joins us now kind of fast and furious. some of those rain cells, were they just kind of moved in and moved out. yeah. >> it came it came down. well the funnel cloud, first of all, julie is such a good indication of how severe the weather was today. i mean, if you've got under some of thistuf this is the radar from earlier today and you can see some lightning strikes out in the east bay. these storms were prettyc much not stationary, but they were slow move this of see how the bf thunder and lightning and then it clears off real quick. but not before a lot of rain fell. san jose got over an inch or a half an inch of rain, which that's a lot of rain from a system like this quarter inch in san rafael. more rain in the south and east bay than in the north bay. you got 2.27in livermore, a quarter of an inch, and then san francisco 0.07. so very, very widely dispersed rainfall totals. it's not

raining now. it's dry out there. down, it's going to get cool.t- and we're going to see valley fog form late tonight early tomorrow morning. so with that in mind, be prepared especially out in the bigúvalley. the radar sweeps right now show nothing going on and we won't see. shouldn't shouldn't say that. we probably won't see. shouldn't see anything until we get towards friday night into saturday when we have another chance for a few stray showers. but again a near miss kind of a weather system,únot a direct hit. so it would be a light one as well. we'll look into that when i see you next. >> all right bill, thank you. san jose police arrested two men suspected of two separate homicides. investigators say juan carlos perez shot three people on february 18th in a parking lot on story road. one of the victims, a man, was killed. investigators were able to identify perez as the suspect and arrested him on friday. the second homicide happened last thursday on more park avenue. police say a man was shot while sitting in a vehicle. denzel brown was identified as the spprimary suspect. the 30 year d

disputes stemming from the company's collapse in 2022, according to court documents. ftx will pay blockfi up to $874 million. the companies filed lawsuits against each other last year, seeking to recover funds they had loaned each other before going bankrupt. under the new settlement, ftx agreed to prioritize a $250 million sppayment to blockfi. the remainder of the settlement is contingent on its efforts to repay customers in bankruptcy. ftx has said it expects to fully repay its own customers, but one of the company's attorneys says that's not guaranteed. >> a former google employee living in the east bay is facing federal charges tonight, ktvu krystal bailey tells us the chinese citizen is accused of stealing confidential ai files from google while working at the company. >> the fbi arrested 38 year old lin hui ding, known as lee, on wednesday morning from his home in newark. ding, a chinese citizen, started working as a

software engineer at google in 2019, according to the department of justice. he's accused of stealing artificial intelligence related software. us attorney general merrick garland, during a visit to san francisco, shared the u.s. leads in ai technology, saying it's important for our economy and national security. >> the justice department's first job is to that lead and to protect our intellectual property. >> the indictment says that in may of 2022, ding periodically began uploading trade secrets stored in google's network by copying the information to a personal google cloud account. >> the charge is further that he stole this intellectual property , um, while he was working for two companies based in the people's republic of china. >> while at google, the indictment says ding simultaneously worked for a chinese tech startup, where he acted as chief technology officer and ac company he foundd and operated himself out of china. >> one of the company's explicit

goals was to replicate and upgrade google's platform, the same platform about which ding had stolen google's trade secrets. >> ding is also accused of traveling to china to do business deals while he was a google employee and covering up his crimes just will not tolerate the theft in f artificial intelligence. >> in a statement from google, their spokesperson told us we have strict safeguards to prevent the theft of our confidential commercial information and trade secrets, going on to say we quickly referred the case to law enforcement. we are grateful to the fbi for helping protect our information and will continue cooperating with them closely. ding is charged with four counts of theft of trade secrets. if convicted, he faces up to ten years in prison and a $250,000 fine for each count. krystal bailey, ktvu, fox two news. >> coming up, only two candidates move on to november

congresswoman anna eshoo. tonight, former san jose mayor sam liccardo leading the way with the most votes, followed by santa clara county supervisor joe simitian. assemblyman evan low just a couple of thousand votes behind the supervisor. the top two candidates will face off in the november general election. ktvu south bay reporter lamonica peters live tonight in san jose after speaking to each of those top three candidates, lamonica. >> mike, as you just mentioned, sam liccardo is leading in the race, followed closely by joe simitian and evan low. now, all three of these candidates still believe that they are the best choice to represent silicon valley in congress. >> as of this morning, we had about 145,000 ballots that we've collected so far with more than 209,000 people casting a vote on tuesday. >> santa clara county's registrar of voters says it will

be counting ballots for days. >> we will continue collecting ballots from the usps for additional seven days after the election, so as long as they're postmarked by election day and we receive it by march 12th, they will be counted as ballots are still being counted. >> state assembly member evan lowe says he's not giving up just yet. >> we've seen close to historic lows in the presidential primary, and so as the votes are still being counted, i'm hopeful to see the potential to be in the top two primary in a crowded race that saw 11 people vying to replace longtime congresswoman anna eshoo. >> santa clara county board supervisor joe simitian currently sits in second place and says he knows silicon valley voters well. >> he alone among the candidates i have represented 14 of the 15 cities and towns, so these are places i know pretty well and people i've represented, and i know their views, their values and their needs. >> former san jose mayor sam liccardo still has an early lead and says his focus on issues

that people in silicon valley face play a role in how people voted at the polls. >> we got a competitive race and i know that a lot of folks will be watching the county carefully. uh the good news is, at least the early results are good news for me. and so i'll continue to press ahead and prepare for the next eight months. >> now, all of the candidates told me that if they are on the ballot in november,úthey plan to get some rest from for now and then they will approach this next election cycle as if it were an entirely new campaign. mike >> all right. la monica peters live tonight in san jose. lamonica. thank you. in the east bay, the stage may be set in the race for who will replace outgoing congresswoman barbara lee. bart board member lateefah simon with more than 40% of the vote. professor jennifer tran in alameda's vice mayor tony daysog are in a race for second. >> all right, now to san francisco, whereúresidents are seeing a potential shift in

politics, with voters embracing two public safety measures. but first, a look at the measure that failed proposition b would have set a minimum standard for police staffing. 67% of voters said no. opponents criticized the idea primarily because it would result in the need for new taxes. however, voters supported measure e, it broadens police powers by allowing them to use drones and surveillance cameras. it also gives officers greater leeway to pursue suspectsúin vehicles. measure e passed with spmore than 60% of the vote, and there was strong support fromt& measure f. it requires adults without dependents who receive welfare benefits to undergo drug screenings. again, it received overwhelming support, with 63% of the vote. those voting in favor of measure f, and voters made it clear they want something to be drug use. ktvu is christian captain talked with the mayoral candidates about how the city moderate, with san francisco

voters approving proposition e, granting police new powers, and proposition f tying drug screenings to public assistance. >> the city has shifted from who backeh measures, says their passage does not indicate that the city is straying from its progressive principles. in its push for safety, san francisco continues to push forward our values in extraordinary ways, and we have not abandoned those. >> but we also need accountability. >> supervisor asha sapphire, who is running for mayor, says the results show a city hungry for change. >> voters want change. they want to see new leadership around all the different issues san francisco has faced. thing people areúconcerned about public safety. rightfully so. they're concerned about the homelessness crisis on the streets, the mental health, drug abuse. >> mark farrell, the most recent candidate to jump into the mayor's race, also sees voters looking for change. >> look, san francisco needs to change directions. the last six

years have literally seen our city crumble. we need to do an about face as a city. incredible momentum. >> last night, daniel lurie, also running for mayor, says the policies that voters approved reflect a more nuanced snapshot of the city's electorate than simply looking at it as progressive or moderate the electorate, the citizens and residents of san francisco are absolutely, absolutely looking for change from the outside. >> and that's what we saw yesterday, and that's what they're going to get in november. >> san francisco state university political science professor jason mcdaniel said looking at the election results to gauge if voters have fundamentally shifted their positions is to simplify, he said the results need to be looked at in context. >> i think the electorate has certainly rejected some of the policies that progressive politicians and have been put forward across. >> sf had pushed for a lot of the ballot measures that won last night. that organization said being a progressive city and a well policed city aren't

studies program was teaching the israeli-palestinian conflict. some students showed up in support of that program at berkeley high, saying it helped them hear new viewpoints on history, learning about the conflict through class has allowed me to really understand different perspectives, specifically ones that i hadn't seen before in my family or in social media. other students say the materials need to be overhauled, claiming they're biased against the israeli community and factually incorrect. >> the basic fact that both people have deep history in and rightful claims of, the presence of the land is critical to understanding of the conflict, and these are just two of many inaccuracies in this week's lesson sets. >> tonight's meeting comes just a week after the anti-defamation league filed a formal complaint

you have fog conditions for fog, and that's what we have is ther. skies have cleared that big old low has drifted south. and there it is down around southern california where they had flood advisories and flood watches. and that's the main heart of the storm right there. and that thing is pushing through. it's going to make them ac little bit of scattered showers again tomorrow for southern california . we're on the sort of non-dynamic side of the low. and we still did pretty amazingly well, quite frankly, in terms of rainfall. but that low is kicking out now highs building in and you know, this familiar story. this was basically our fall early fall anyway. lots of high pressure, lots of ridges. thursday through friday. and then saturday something kind of breaks it down a little bit and then on sunday and monday. but again, none of them are direct hits. it's what's today wednesday, and i'll say, okay, well next wednesday it's going to go off right.c big storm. you can see the earmarks of a direct hit. these storms were looking at. now none of them are direct hits. and so nobody's standing up saying, oh boy, it's going to be a gully washer because it's

going to clip to the north. both of them bring a little bit of snow up to the cascades, a little bit of snow up to the mountains. but for us, not not much of anything. a few scattered showers, but we'll keep an eye on it saturday and a little bit into sunday. there's the fog in the morning, burns off quick. there's the afternoon. that's thursday. there's friday morning. no fog on friday and then here comes that. see how the dynamics are way up here. and then this thing drags through about 10 a.m. saturday morning. so are you going to miss your baseball? i know all the kids are playing baseball and the boys and the girls, and i think i think a lot of stuff's going on right now, but i think you'll get away with it on saturday. and should i think so, i mean, day forecast and then sunday looks like a chance of showers too. but this is nothing we havengt seen before. it's like the whole whole last 4 or 5 days have been this kind of drive by weather system. that's not a direct hit. and that's what happens on saturday, sunday. so we'll keep an eye on it and i'll see you back here at 11:00. >> we'll see you then, bill.
