drive through, you can also see that traffic is going to be okay. now, yesterday we did have kind of an unusual pattern. so it's going to see we'll see how this, commute comes together today 401. let's go back to the desk. thank you sal. >> growing frustration among bay area homeowners. state farm, california's largest insurance provider, just released a list of tens of thousands of future policies soon to be dropped. >> and pam and santa rosa, more than 1900 homeowner policies won't be renewed in orinda, 1700 policies won't be renewed. in lafayette, more than 950, and in oakland, 525. policies. ktvu zac sos talked to homeowners who fear they don't have options as it doesn't sit well. >> angela hsu i new data from the state's department of insurance putting her orinda zip code at the top of the list in terms of insured households

scheduled to be dropped by state farm this summer in the bay area , there's an increased risk. >> you pay more for it and i'm happy to pay more for it. but it's like we're not even given an option. >> the illinois based company, california's largest insurer, citing soaring costs, the increasing risk of natural disasters like wildfires and outdated regulations as reasons it won't renew the policies of some 30,000 home statewide. the highest concentration of them listed on this map by zip code. >> what you're seeing is what we were expecting is they're going and non renewing properties that are of the highest risk area. >> insurance broker carl sussman says. those include areas in the hills closest to brush like santa rosa, the oakland hills and this neighborhood in orinda. >> we tried to go with state farm and they said, no, unfortunately we can't cover you. >> among the residents here forced to seek home insurance elsewhere, people are just having a hard time getting home coverage in our area. >> if there are fewer, insurers to choose from, then it gives us, you know, less pricing power

a few streets over, the christiansen say they recently had their policy dropped by triple a. >> their message to lawmakers, it just seems unreasonable for folks in california. >> it feels as though we're kind of keep getting these huge corporations that make the decisions. and like the community has very little decision making. there are a lot of things that the city is doing for fire prevention. of course, there's always more to do, but it feels as though those proactive measures aren't being taken into consideration and reforms are actually currently underway to address that very issue. >> as far as when state farm is planning to notify customers impacted by all of this, that insurance agent you heard from earlier in the story, he says the vast majority of customers impacted have already been notified in orinda, zac sos, ktvu, fox two news. >> okay, zach, thank you. time is 404. a new survey is out about american homeowners and renters. it shows about half struggle to pay for housing.

now, according to redfin, the real estate broker, 49.9% of the people in the survey said they have at least some problems making housing payments. the survey also shows some homeowners and renters work more hours, don't go on vacation, and they eat fewer meals. more than 17% of those who responded to the survey also say they borrowed money from family and friends to make their payments. >> a former employee of san francisco ice cream shop humphrey slocum, is now suing the company. now, according to sfgate, the class action lawsuit claims several employees often skipped meals and rushed to deliver ice cream to bay area stores before it melted. workers also say the company failed to pay minimum wage and overtime pay. now. we tried to contact humphrey slocum for comment. we have not heard back. >> time is now for 405. samtrans now has new safety measures along the peninsula to protect its drivers. the union that represents 320 samtrans drivers

say they routinely face verbal and physical attacks. samtrans says last year the number of incidents spiked when there were 14 cases of attacks on bus operators is. >> this mirrors a national trend that's really concerning and so it's our mission to prevent as many of these assaults as we possibly can now see through protective barriers are being installed around the bus driver's compartment to reduce the risk of violence. >> and the board of samtrans approved a new code of conduct and an enforcement policy that says violators will be banned from future use of samtrans lines dealing with bullying, discrimination and intimidation at school will be the focus of a proposed new office of civil rights at the california department of education. >> now, state superintendent tony thurmond joined lawmakers to introduce the proposal. the office of civil rights would investigate complaints and keep track of the frequency of

incidents in public schools. the office would advise the superintendent on its investigations. >> our time is 406. this week's top priority for state lawmakers is making a dent in california's budget deficit. now, the office of the state legislative analyst predicts a $73 billion budget deficit this coming fiscal year. the governor and democratic lawmakers agreed to cover about $17 billion of that through a combination of delayed spending, borrowing, shifting costs and $3.6 billion in spending cuts. now, among the programs that will be cut, welfare, education and climate. >> my message to the governor's office is, you guys got to wake up and you got to take this seriously because californians are going to depend on what we do with this budget, and we can't just have, you know, a week or two to figure it out. we need to start working on this now. >> i was raised to believe that actions speak louder than words, and i appreciate the fact that we're not just saying that we're

concerned about the shortfall, but we're taking meaningful action to address it. >> now, this week, the governor and his family are on spring break, and the legislature is expected to wrap up its hearings by the end of the week. >> president biden laid out a new plan to eliminate student loan debt after an earlier relief effort was blocked by the us supreme court last year. under the new plan, the administration says more than 30 million borrowers could have some or all of their debt forgiven. the new effort focuses on specific groups of borrowers, including those who owe more money than they did at the start of their repayment. for more on who's eligible, ktvu spoke with mark kantrowitz, a nationally recognized higher education expert. >> borrowers who have been in repayment for decades. borrowers whose loan payments are going to be low or zero for a very long time, and ultimately be forgiven. borrowers who, have been negatively amortized so they owe more now than they did when they entered repayment.

things like that. >> now, the white house reports president biden has already canceled $146 billion in student loan debt for 4 million americans. >> time is now 408 senate majority leader chuck schumer indicates the senate will soon debate a proposed ban on tiktok. senate republican leader mitch mcconnell, who supports that proposed ban, called tiktok an enormous threat to america's children. the house already passed a measure to force tiktok parent company bytedance to sell off tiktok within six months or face a ban now, supporters of the ban warn the app is collecting data that could be turned over to the chinese government. tiktok says the efforts violate the company's first amendment rights. now, while a possible ban is being debated, tiktok may be planning to release a new app that could be similar to instagram. the company is notifying users of its upcoming photo app. it's called tiktok notes. reports say

the app will share existing and new photo posts from tiktok to the notes app, if users opt in to that feature. the company hasn't announced when tiktok notes will be released. >> the faa is investigating how an engine cover detached from a southwest airlines flight. tmz shared these photos. now the southwest jet turned around just minutes after taking off from denver on its way to houston on sunday in recorded air traffic control audio. one of the pilots said, quote, several passengers and flight attendants heard something loud hit the wing. the boeing 737 landed safely. port of oakland commissioners are now scheduled to meet thursday to discuss renaming the oakland international airport. >> now, officials in the east bay liked the idea of rebrand the airport as san francisco bay. oakland international airport. but san francisco city leaders hate the idea. san francisco city attorney fired off a letter threatening legal

action. he says the proposed name change would lead to confusion for visitors. >> from our perspective, the proposal appears intentionally designed to divert travelers who may be unfamiliar with bay area geography. >> now, oakland airport officials say a recent poll shows residents are comfortable with a name change and they support the efforts to increase the number of flights and travel destinations. now, in a statement, the port of oakland, which oversees the airport, said, quote, the proposed name modification will clarify, not confuse the new name. it identifies where oakland is actually located. okay, that is which is on san francisco bay. now, if the proposed name modification is approved by the board, the port will take all appropriate measures to defend its rights. to use this accurate geographic identifier for. >> okay, that's quite a conversation. i know that will

continue. all right. for now, let's go to steve paulson where he's starting with our forecast locally. >> here it is clear. and we're going to start with that because there's no fog or nothing out there to find except clear skies. if i put in the air flow at 5000ft, it is slightly north northeast. so with that in mind, it's a nice base map right there. we will see temperatures continuing to bump up here. i think tomorrow will be the warmest day, so maybe 82 or so. still pretty nice on thursday before temps start to drop on friday, but napa danville, menlo park, san jose up we go from 7275 yesterday to 76 and 77 today. tomorrow, probably some near 80 on some of those temps 40s, 50s, no 30s yet. i kept some in there just in case somebody decides to sneak in with one. it might be close for a few, but even san anselmo and sonoma are at 4344 rohnert park. so a little bit warmer here than we saw yesterday morning. 50 in arcadia, 54, in los angeles, santa barbara and monterey in the 40s and 20s. up in the mountains. we're good to go

until probably late friday, more likely saturday, when it does look like a system will drop in per usual. we've seen this going all the way back to december, and it looks like some pretty good rain will take us into sunday, but not for the next three days. clear and cool morning, sunny and warmer and mid 70s. maybe a few pushing 77 or 78. so 60s and 70s today. >> thank you steve. trying to revive downtowns across the state after the pandemic. we're going to hear from california mayors about their concerns and disparities in santa clara county. >> we'll tell you about a new study putting a spotlight on the challenges acing minority owned businesses

businesses. that study was commissioned by santa clara county ktvu lamonica. >> peters spoke with people who hope the findings will bring changes for bay area businesses. >> walter wilson is co-founder of the minority business consortium for silicon valley and says the lack of business opportunity with the county for african american business owners shows stark disparities. >> black contracting in this county is dismal, and black people are leaving this county in large numbers, primarily because they don't feel home. they don't feel like this is a place where they belong. belonging is important these days. and guess what? in the last five years, some 13,000 people left this county, 10,000 of them were african african ancestry people. santa clara county's recently released disparity study shows the county spent more than $2.4 billion on contract arts between july 2016 and june 2021, 15% of those funds went to minority owned businesses, including non-minority women with less than 1% going to african

american, hispanic and native american business owners. >> there are many, many latinos that are very much part of the workforce, but they're not part of the ownership. and we know that in terms of wealth creation for this generation and the generations to come, you need both and clearly there's been some exclusion on that side. >> both wilson and king say now that county leaders have data to back up their claims of business discrimination and exclusion, it's time for santa clara county to make some drastic changes. >> i think we have the right people at the board of supervisors right now who are willing to say, take a look at this and say, this has to be fixed and the fact that they asked for the disparity study says that they knew something was wrong. >> we reached out to susan ellenberg, president of the santa clara county board of supervisors, and she was unavailable for comment. lamonica peters ktvu, fox two news. >> thank you. lamonica. mountain

view is set to drop its ban on gas appliances for new construction. city leaders have proposed rolling back environmentally friendly building requirements that had mandated builders use other energy sources for appliances in new homes and commercial developments. now, that would put the city in accordance with federal law. the city council is expected to vote on the measure at its meeting today. >> our time now for 17 state lawmakers are debating an amendment to california's constitution to guarantee the right to clean air, clean water and a healthy environment. meet the author of the measure. southern california assemblyman isaac bryant says low income black and brown communities are disproportionately affected by poor environmental management, and that this measure would give the state a foundation for its environmental efforts. the proposal comes as california is trying to phase out its use of oil and gas within the next 20 years. >> in california, we beat our chest as climate champions. as leaders, we do it nationally. we

do it globally, but we are behind other states. our people do not have a fundamental right to clean air, clean water and a healthy environment. but we can change that and we're going to change that. >> now, critics of the proposal include the california chamber of commerce, which considers this a job killer. the chamber said in part the amendment would have far reaching negative consequences that would impair government operations, stunt development for new housing, infrastructure and clean energy project development, and has strong potential to destabilize california's economy, generating clean energy is headed for space. >> scientists are examining the idea of installing solar panels in space to combat climate change. here on earth. some greenhouse gas emission levels skyrocketed to historic highs last year, but calls to move from fossil fuels to solar and wind power face opposition here

on earth. so researchers at the oregon startup company space solar are considering out of this world solutions. this is about very large satellites high above the earth harvesting the abundant solar energy, converting that to microwaves and beaming it to earth. >> and in this way, we can we can get gigawatt scale, continuous power day and night, and through all seasons and weather, because solar panels in space would continually soak up the energy from the sun, researchers theorize they could generate 13 times the amount of energy compared to panels on earth. >> it's very interesting. >> i didn't know that. okay. >> very nice. all right. let's check in with steve paulson. another, plenty of solar, rays today, i guess. going to be done. no. >> need any help today, that's for sure, from space. so we'll have temperatures that will be bumping up here near average. most locations, you know, we've been below for so long. we get a quick little pop and then it's right back down. but this today

into probably thursday temps will warm up. and i think tomorrow will be the warmest day we'll get some near 80 degrees tomorrow. 40s and 50s on the temps here. the breeze is tailed off for many, but i could get a couple of upper 30s. but i think we're about on borrowed time for the 30s. look at pittsburgh and brentwood 50s there. kensington el cerrito is in there. alameda as well. so mainly on the 40s here. higher elevations. mount veeder 50 northeast oakland hills, though, has a little puff of a westerly breeze. boulder creek, though still says 38. i'll have to double check that, but little northerly wind 27. truckee 26. south lake tahoe 37. 38 prescott in flagstaff and 46 down in monterey. everything goes up and over for now, and we'll stay that way until probably increasing clouds on friday. and it sure looks like rain sweeps through on saturday, with some lingering into sunday and a little bit of high elevation snow. so we're not done yet, but we're getting closer to it. why don't you get to around? april 15th would start to wane unless it's a, you know, full blown rain year. and this has been a pretty good one.

anxiety. now, recent studies show the hallucinogen has the potential to help people with a series of mental conditions. the

new partial approval as a breakthrough therapy from the fda comes after a recent clinical trial showed patients anxiety improving anxiety is the most common mental health condition in the us. coming up at 520, we're going to talk with doctor mike of our fox medical team about this clinical trial and why it's different than what we normally think of when it comes to lsd. >> our time now for 24 california attorney general rob bonta traveled to the mexican border to put attention on the fentanyl drug crisis and also to thank law enforcement fighting to keep drugs out of the u.s, making sure that many pounds and many pills never make it across the border to california. >> also focusing on all of the arms of the of the network and tracking down the entire operation to hold folks accountable, not just stopping at the point of arrest. >> now, the attorney general says, as of march of this year, almost 12 million fentanyl pills

and 3,400 pounds of fentanyl powder have been seized by the california department of justice. the doj also arrested 280 people on fentanyl related charges. >> as the lgbtq community is criticizing the vatican for its new doctrine against surrogacy and gender affirming surgery, surgery. now, gay rights advocates accuse the catholic church of failing to offer dignity to transgender and non-binary people. the church calls surrogacy and gender affirming surgery, quote, grave threats, and compares the procedures to abortion and euthanasia that go against god's plan for human life. >> this is not a new position for the vatican. pope francis himself has said this before on several occasions. he has a real problem with what he calls gender ideology. and so this document now puts that on paper. >> a separate document released last november said transgender people could be baptized and

serve as godparents. >> our time now for 26 firefighters in el sobrante helped to rescue a horse that became stuck in the mud on a very steep slope. that tough terrain made it very difficult for the crews to get to the horse. after four hours, firefighters were finally able to remove all of the mud and the branches and get the horse named magic ben, to safe ground and reunite it with its owners. >> a heartwarming reunion in the east bay. we're going to take a closer look, as members of the coast guard are now home with their families. after a long mission at sea and a new bill may create competition when it comes to buying tickets to tell you about the new effort to reduce prices for concerts and sports events

>> good for us. no doubt. it would be even better today because we have. we had a teeny bit of fog yesterday. there's. i can't find anything today. and temps will continue to bump up here. they were about in line yesterday, so i'm not going too crazy here. but we're starting off with 40s on the temps 50s if you're closer maybe to the bay or the coast. but we're all good to go for sunshine. and here comes the sun today. that's for sure. we are looking for temperatures continuing to bump up a little bit. tomorrow looks to be the warmest day, but today won't be bad. with 60s and inland it'll be 70s on those temps. all right. sal is here. what do we know so far? >> well, it's a nice commute so far, steve, so far we do see some things that are getting a little slower, but so far, so good. if you are driving on the commute here, it looks okay now. yesterday it was a little bit of a tough commute to predict. it was, light. and then it got busy. then it got light again. so we'll see what happens today. there have been no major problems as you drive across bay area bridges. or if you're on highway four, looks pretty good

heading west. so far for 31. let's get back to the headlines. okay sal. >> thank you. well, state lawmakers are concerned that downtown areas in cities all over the state are recovering too slow from the pandemic. a state committee on downtown recovery met for the first time yesterday. ktvu jana katsuyama tells us about the ideas that are being debated downtown san francisco has become a different city from its pre-pandemic self. >> it's very empty. >> i was at bloomingdale's. nothing was going on. >> the challenge of how to change and improve downtowns such as san francisco is the focus of a new state assembly downtown recovery select committee. the first meeting was held in sacramento monday, chaired by assemblyman matt haney of san francisco. >> they develop policies that can truly support the recovery of our downtowns. >> the committee's goal is to create a statewide downtown recovery plan. four mayors testified monday from long beach, riverside, sacramento and san francisco. mayor london

breed gave some sobering data. office attendance is at 40% 46% of pre-pandemic levels as of march. >> we can no longer rely on five days a week and 9 to 5 employment, she said. >> remote work has impacted foot traffic, a ripple effect hurting small businesses and restaurants. >> remote work has led to a storic office vacancy rate of over 36% in our downtown. >> the mayor also talked about how state lawmakers can help by supporting efforts to streamline the transition of downtown office space into housing. >> my 30 by 30 plan is to bring 30,000 residents to the downtown neighborhood by 2030. >> the mayor also testified about the goals of creating a 24 over seven atmosphere in downtowns by bringing more entertainment venues and academic institutions. >> i'm doing my mba here in hult international business school. yeah, so this is why i'm here. and i love the financial

district. >> generally, san francisco is great. i moved here because the spirit, the energy still some people say their concerns about crime persist. >> usually i'm not outside at 7 p.m. alone. so i think like the government should do something. >> the downtown recovery committee plans to focus on future topics of crime, homelessness, the fentanyl crisis and tourism. the next meeting is scheduled for the second week of may in sacramento in the newsroom jana katsuyama, ktvu, fox two news. >> all right jana, thank you times for 33. and right now there are at least three bills being debated in the state legislature focused on downtown recovery. one would create a rehabilitate zone for ten years in downtown san francisco. that bill would speed up approvals for academic campuses, student housing and sports and entertainment venues. another would allow the cities to set up incentive programs for projects that convert office buildings into housing, and a third bill

would help finance those kinds of conversions by allowing cities to redirect tax revenue. >> a san francisco sheriff's deputy is charged with multiple felonies, including domestic violence. prosecutors say 40 year-old deputy sheriff jonathan espiritu choked a woman he had been dating when she tried to end the relationship in august. he's accused of attacking her again in december at her workplace, the victim reported the abuse last week after she found a tracking device on her vehicle. el espiritu pled not guilty to two counts of domestic violence, as well as assault, false imprisonment, stalking and other charges. he is being held without bail pending trial, district attorney brooke jenkins said in a statement. i would like to thank the survivor in this case for coming forward and reporting these crimes to law enforcement. my office will now do everything we can to ensure that there is accountability and that justice is served. >> our time is now. 435 a man was arrested after a standoff

with san francisco police that lasted more than seven hours. now, the police used flash bangs inside that building to help get the suspect out of there. police say first reports came in about 630 yesterday morning about a man breaking into an apartment building on gonzales drive near 19th avenue in san francisco state university police also say they believe the man was experiencing a mental health emergency. a neighbor who didn't want to be identified on camera told us she got up yesterday morning to the sounds of the man banging on her door. >> this morning i was in my house with my partner and her child and there was banging on the wall for our neighbor that we've been having issues with, then he yelled some things out the window, and then he came around to our front door, started banging on our front door and trying to kick it in, and ended up stabbing our door

about 20 times and then walked down the street. >> the man was arrested after several hours of negotiations. there is still no word on the charges he may face. our time is 436. it was one of the most anticipated astronomical events in recent years. a total solar eclipse. it cut a path over parts of mexico, more than a dozen us states, and eventually eastern canada. tens of millions of people had stunning views as the moon passed right between the earth and the sun. we're here in the bay area. we only saw a partial eclipse, but that didn't stop people from getting together to experience that special moment. the exploratorium in san francisco held an eclipse gathering to answer the questions of people about this rare event. many of the people who were there said the eclipse had a deep meaning for them. >> i feel like it's a transformation for, you know, new beginnings, new energy. it's

a time of change. you know, it's pretty awesome. >> i want to actually experience this. and this is a bucket list, issue. and then the what the next eclipse? i don't think i'll be around here. i'm >> yes, you will. now, the next total eclipse will be visible here in the u.s. in 2044. >> well across the bay in oakland, the chabot space and science center held a viewing party on its observation deck. they handed out glasses so people could watch safely. as you can see, a lot of people turned out with perfect viewing conditions in the east bay hills. for some of those younger viewers, it was their first experience of a solar eclipse. >> i look in the sun, it's like you could see part kind of like it looks like the sun is kind of like looks like pac-man, but also a bit like, orange ish. >> it was orange ish. orange ish, along with the safety

reasons that it won't renew policies of almost 30,000 homes here in california, state farm is not renewing policies in areas that are in the hills closest to brush, like santa rosa, the oakland hills and orinda. the homeowners are now left to find another home insurance policy. >> just having a hard time getting home coverage in our area. if there are fewer, insurers to choose from, then it gives us, you know, less pricing power. >> the vast majority of state farm customers have already been notified about whether their home insurance policy will be renewed. >> our time now. 502. a new surveys out about american homeowners and renters. it shows about half struggle to pay for housing, according to redfin, the real estate broker. 49.9% of the people in the survey said they have at least some problems making their house payments. the survey also shows some homeowners and renters work more hours, don't go on vacation, and they eat fewer meals. more than

majority leader chuck schumer indicates the senate will soon debate a proposed ban on tiktok. the senate republican leader, mitch mcconnell, who supports the proposed ban, called tiktok an enormous threat to america's children. the house already passed a measure to force tiktok's parent company, bytedance, to sell off tiktok within six months or face a ban. supporters of the ban warned the app is collecting data it could be turned over to the chinese government. tiktok says those efforts violate the company's first amendment rights. >> the faa is now investigating how an engine cover detached from a southwest airlines flight. tmz shared these photos. the southwest jet turned around just minutes after taking off from denver on its way to houston on sunday. now in recorded air traffic control audio, one of the pilots said, quote, several passengers and flight attendants heard something loud hit the wing. the boeing 737 landed safely. port

of oakland commissioners are now scheduled to meet thursday to discuss renaming the oakland international airport. >> it's a big deal. east bay officials like the idea of rebranding the airport as san francisco bay oakland international airport, but san fro city leaders hate the idea. san francisco city attorney fired off a letter threatening legal action. he says the proposed name change would lead to confusion for visitors. >> from our perspective, the proposal appears intentionally designed to divert travelers who may be unfamiliar with bay area geography, he now oakland airport officials say. >> a recent poll shows residents are comfortable with a name change and support efforts to increase the number of flights and travel destinations. in a statement, the port of oakland, which oversees oakland airport, said, quote, the proposed name modification will clarify, not confuse the new name identifies where okay is actually located,

four years. the developers asked for those extensions. they cited rising building costs and a slow recovery from the pandemic. it's estimated those two hotels would generate more than $2 million a year for the city through hotel occupancy, as well as property taxes as well. state lawmakers are debating an amendment to california's constitution to guarantee the right to clean air, clean water and a healthy environment. the author of the measure, southern california assembly member isaac brian, says low income black and brown communities are disproportionately affected by poor environmental management. and this measure, he says, would give the state a foundation for its environmental efforts. the proposal comes as california is trying to phase out its use of oil and gas within the next 20 years, as in california, we beat our chest as climate champions, as leaders, we do it nationally.

cleaning up after a fire at an insulation business. flames were shooting from the roof of the building. ktvu amanda quintana at the scene. now with what we know so far. good morning. amanda >> good morning. well, it looks like the fire is out right now, but firefighters tell me there are still hot spots here that they are working on. they have been here since last night. the call came in around 930 last night. now this is on tripoli way and hall road. firefighters are still on scene here cleaning up those remaining hot spots we just saw. we have about one fire truck here, but they just changed crews. now. this was a large fire when the units arrived. so a second alarm was called last night. video from late last night shows flames coming out of the top of this industrial building. this building belongs to west coast insulation. firefighters were attacking it with water from the outside, and it looks like the business right next door, which

recovering too slow from the pandemic. a state committee on downtown recovery met yesterday for the first time. it's chaired by state assemblyman matt haney of san francisco. and the goal of the committee is to create a statewide downtown recovery plan for mayors from long beach, riverside, sacramento and san francisco to testified and gave some sobering information. >> office attendance is at 40% 46% of pre-pandemic levels. as of march. we can no longer rely on five days a week and 9 to 5 employment. remote work has led to a historic office vacancy rate of over 36% in our downtown. >> right now, the downtown recovery committee will focus on future topics like crime, homelessness, the fentanyl drug crisis and tourism. their next meeting is set for the second week of may, and right now there are at least three bills being debated in the state legislature

focused on downtown recovery. now, one of them would create a rehabilitation zone for ten years in downtown san francisco, so the bill would speed up approvals for academic campuses, student housing and sports and entertainment venues. another would allow cities to set up incentive programs for projects that convert office buildings into housing, and a third bill would help finance those kinds of conversions. by allowing cities to redirect tax revenue. >> a san francisco sheriff's deputy is charged with multiple felonies, including domestic violence, prosecutors say. 40 year-old deputy sheriff jonathan espiritu choked a woman he had been dating when she tried to end the relationship in august. he's accused of attacking her again in december at a workplace. now, the victim reported the abuse last week after she found a tracking device on her vehicle. espiritu pled not guilty to domestic violence assault, false imprisonment and stalking. he is

decide to stop doing business in california, at least 1900 homeowners in santa rosa will not have their policies renewed. there are at least 1700 in orinda. more than 950 in lafayette and 525 in oakland. state farm is citing soaring costs, increasing risks of natural disasters like wildfires and outdated regulations as reason reasons rather, it will not renew policies of almost 30,000 homes across our state. the company is not renewing policies in fire prone areas like santa rosa, the oakland hills and orinda. insurance agents predict this is only going to continue with other companies as well. >> what you're seeing is what we were expecting is they're going and non renewing properties that are of the highest risk area. so the areas that are in the hills, the areas that are closest to brush, the areas that are a higher risk to them. >> people living in those areas now have to find another home insurance policy. in. many residents who have been canceled

department of education. >> now state superintendent tony thurmond joined lawmakers to introduce the proposal. the office of civil rights would investigate complaints and keep track of the frequency of incidents in public schools. the office would advise the superintendent on its investigation. us president biden laid out a new plan to eliminate student loan debt after an earlier relief effort was blocked by the us supreme court last year. under the new plan, the administration says more than 30 million borrowers could have some or all of their debt forgiven. the new effort focuses on specific groups of borrowers, including those who owe more money than they did at the start of their repayment. for more on who is eligible, ktvu spoke with mark kantrowitz, a nationally recognized higher education expert. >> borrowers who have been in repayment for decades, borrowers whose loan payments are going to be low or zero for a very long time and ultimately be forgiven. borrowers who do, have been

the scene right now to tell us what we know so far. good morning. amanda >> good morning. well, the fire is out now, but there are still hot spots. so that is why firefighters are still here. they're still working on that. and now that it's light out, you could really see the extent of damage inside this building. it's west coast insulation here. now firefighters were called here last night around 930. we're at the corner of tripoli way and hall road. and this is a large fire. when units arrived last night to a second, alarm was called. and video from late last night shows flames coming out of the top of this industrial building again, this is west coast insulation here. firefighters were attacking it with water. from the outside. it looks like the business. right next door, a commercial kitchen. also might have some damage, but luckily there are no reports of injuries. >> once the crews arrived on scene, flames were shooting to the roof about 30 to 40ft up in

pandemic. a state committee on downtown recovery met yesterday for the first time. it's chaired by state assemblyman matt haney of san francisco. the committee's goal is to create a statewide downtown recovery plan for mayors, including san francisco mayor london breed testified, and gave some pretty sobering information on office. >> attendance is at 40% 46% of pre-pandemic levels as of march. we can no longer rely on five days a week and 9 to 5 employment. remote work has led to a historic office vacancy rate of over 36% in our downtown. >> now, the downtown recovery committee will focus on future topics of crime, homelessness, the fentanyl drug crisis and tourism. their next hearing is scheduled the second week of may , and right now there are at least three bills being debated in the state legislature focused

on downtown recovery. one of them would create a rehabilitation zone for ten years in downtown san francisco, so the bill would speed up approvals for academic campusing, a student housing and sports and entertainment venues. another would allow cities to set up incentive programs for projects that convert office buildings into housing. and then there's a third bill that would help finance those kinds of conversion by letting cities redirect tax revenue. >> today, a group of immigrant and health advocates will call on county supervisors to approve what they describe as equitable health care for undocumented immigrants. now, the presentation at the county board of supervisors starts at 10:00 this morning. the county says in the past two years, its outreach and education network talked to 146,000 undocumented immigrants about obtaining free primary health care. but immigrant advocates say more needs to be done, which is going to be life

hospital ceo, the new contract will become effective next month and will run through april 30th, 2028. sonoma valley hospital provides services to more than 1500 anthem members each year. cheaper tickets to concerts and sporting events may be on the way. oakland assembly member buffy wicks introduced the legislation to create competition in the ticket sales industry. the bill is designed to reduce prices and increase availability of those tickets, wicks says. right now, ticketmaster controls 80% of the primary ticket sales in the u.s. this lack of competition, as i said, does hurt ultimately the consumer. since ticketmaster and live nation were allowed to merge in 2010, ticket prices have gone up an astronomical 140. now. ticketmaster released a statement saying the company supports reforms to improve ticketing, but believes the bill will instead undermine the

waterfront went viral. and here's the reason why. tiktok video shows a two story house moving across the bay over the weekend. on the side, a small boat towing it. now, the coast guard told the sfgate they got the approval about this boat house moving from the dock town marina in redwood city towards sausalito. and as of yesterday afternoon, it was still on its way. the houseboat is the second to last floating home at the peninsula marina marina, which used to house more than 100 people. you never know what you're going to see. you don't see that every day. >> you definitely don't. hopefully that didn't cause anybody. any fender benders, as you know, on the bridge, looking over like what the heck is that? >> a two story house. what is that? >> okay, well, it is a boat, right? >> yes. it's able to float. >> i mean, that's anyway. yeah. good point. i mean, that's why you have your house, but the
