>> fox two news this is mornings on two. >> well, good morning to you and thank you for joining us. welcome to mornings on two i'm dave clark. >> good morning i'm pam cook. it is wednesday april 10th. and i think it's going to be even warmer today. let's check in with steve paulson at least inland okay. not it was it was pretty darn warm on the coast yesterday. >> not today. there's a bigger fog back there. okay we'll get some 80s inland. i think we'll get 60s over by the coast. a mini summer pattern here. 40s on the temps here across the board. upper 40s for some, mid 40s for others. you can't see. it's hard to see, but it's there and it's solid san mateo coast moving, moving up the marin coast. so patchy on the santa cruz. now again it's only going to impact a few areas and that's to the west. otherwise temps livermore in san jose 81 and 80. all right i believe frank mallicoat was in the neighborhood. we dragged him in and said, you're doing traffic today. hey you know, i'm up at 230 every day of the week,

so i know you're not. >> no, i am not. god bless all of you. but yeah, sal's enjoying a couple of days off, so i'll be pinch hitting for him. happy to say, a few weeks ago when i filled in, we had all kinds of things going on at 4:00, but it's pretty, pretty clear right now. let's take a look at the toll plaza on that bay bridge. as you can see, cars are moving freely into san francisco right now outside of a little construction out there, everything looks pretty good. san mateo bridge quiet as well, but i'm sure things will pick up here in about an hour or so. that's a look at traffic. let's send it back to the desk. >> all right. thank you. frank. legendary stanford women's basketball coach tara vanderveer will hold a news conference this afternoon on the stanford campus to discuss her retirement. the basketball legend holds many records, including the most wins by any coach in college basketball history, 1216 victories. vanderveer has won three national championships and led her teams to 14 final fours

in her 38 seasons at stanford. just a few months ago, vanderveer reflected on her career. >> i've enjoyed every minute of it, i just i love coaching at stanford and, you know, basketball is just such a passion of mine that it has gone really fast. but it's been fun. >> vanderveer coached the u.s. women's basketball team to a gold medal in the 1996 olympics, and in 2011, she was enshrined into the basketball hall of fame. she will stay with stanford athletics in an advisory role. >> she's incredible. well, the basketball world is honoring vanderveer, espn analyst jay bilas tweeted. tara vanderveer is what a true leader in champion looks like. there's no more respected and admired coach in the game ever. even stanford's biggest rival is congratulating her. the women's basketball coach at cal, charmin smith, posted this message, quote, i think one goal is to

leave the game better than you found it. mission accomplished. tara. thank you for everything. enjoy the next chapter. >> kate paye, a former stanford player and longtime member of the coaching staff, is in negotiations now to take over as the new head coach. as a player, she won a national championship with vanderveer in 1992. she has been on the stanford staff since 2007. if she is officially named the new head coach, she will have to take over stanford team. adjusting to a new routine as it leaves the now defunct pac 12 and heads to the acc now. later today, coach vanderveer will speak to the media about her retirement, and you can find coverage and stories about her on the fox local app. it's a free download for your smart tv. just search for that fox local app and select ktvu. well, a gray whale was spotted off northern california coast entangled in a fishing net. yeah. >> ktvu jana katsuyama tells us that the video of that whale is

bringing together wildlife officials and the marine mammal center to track down that whale. >> the gray whale was spotted off the coast by thornton state beach in daly city. crews with no fisheries work tuesday to try and help the giant mammal that was entangled in a net. it's just saddens me because, we all have to live on this planet together. the whale had been entangled in the fishing gear for weeks, and noaa says it was first spotted down in southern california near long beach. >> it was spotted by one of the whale watch boats off southern california. >> the noah shared this photo with ktvu showing the whale's body. they say unlike the usual entanglements involving rope, this is a much more severe entanglement involving a gillnet. >> gill net is a very dense, mesh and tie twisted around the tail is very difficult to try to remove. >> noaa's west coast marine

mammal stranding network says the whale was too skittish to attempt a disentanglement, so they put a satellite tracker on the whale. on march 23rd. they followed it for a while, but the tracker fell off. gray whales usually migrate at this time of year from breeding grounds in southern california to feeding grounds north near alaska. it had moved northward and was spotted again april 3rd offshore near piedras blancas, and then again here off the coast of thornton beach, where the team tuesday once again approached the whale to attach another tracker and buoys. >> they verified that the entanglement is still there, largely in the way it was down off southern california. and, that's it's distinguished now by some floating their bright colored, balls of floating buoy. >> no, officials are asking people to call their hotline at one 877 s.o.s. whale. if you see

the whale, they say, do not approach it. they are hoping to locate it and then go back out on the water and boats to try and disentangle it with some special equipment in daly city, jana katsuyama, ktvu, fox two news. >> jana. thank you. time is 406 in santa rosa. some people there can't call 911 right now because of a phone outage. it was caused by a failed at&t cable and less than 100 people are affected by this. if you can't reach 911, you can call the santa rosa police non emergency line. there's no word yet on when that phone service will be restored. >> we are learning the identity of a nine year old girl killed in a tragic crash over the weekend in the east bay. dana hernandez tapia of oregon, was killed early sunday morning when the suv she was in crashed at the junction of interstate 680 and highway 242, in concord for women inside the car were hospitalized. the male driver left the scene. no word yet from the highway patrol on what caused the crash, or whether or

not the driver has been found. >> our time is 407. arizona supreme court upheld a ban on almost all abortions in that state. the state supreme court upheld a law that was first approved back in 1864. that was before arizona was even a state. in the ruling, the court said that, quote, all abortions except those necessary to save a woman's life are illegal. the law would also punish abortion providers with prison time. political experts say this abortion ruling and others will play a big role in the november election. >> you're going to see this issue played fast all across the country. there are about 1516 counties in the united states that decide who the next president of the united states is. in those 15 or 16 counties in those states, about half those states will have ballot measures on the ballot concerning abortion rights. >> now, the court did put its ruling on hold for a few weeks to allow more lower court appeals. that means it will be

almost two months before any possible enforcement. >> all right. time now is 408. we want to check in with steve paulson. it was 78, 79 degrees. even along the bay in marin county. so. but i think there's i hear him say some fog rolling in. a lot of us will be happy to see that. >> well, it's only going to be confined to the coast here. so inland it won't matter. it'll still be a i'm just going to make this quick. we have some fog on the coast, so it's a tricky forecast over there, because it's shallow fog bank inland. probably some low 80s is the way it looks here. enjoy today. and tomorrow because big changes are on the way, especially as we head towards friday night into saturday. yes, it does look like pretty good rain, believe it or not. but today we're going to see lots of sunshine. so fog along the coast, clear inland, cool to mild by the beaches, yet warm inland. we are looking for 60s, 70s and then inland upper 70s to low 80s. you guys all right.

or of boeing's planes after the allegations made by a whistleblower. a boeing engineer says boeing took shortcuts in assembling of the fuselage of 787 dreamliner jets. he warned the risk could be catastrophic, as those planes get older, boeing said in a statement the

allegations are inaccurate. a senate hearing is now scheduled next week on the claims made by the whistleblower. >> an audit shows california is spending billions of dollars on homelessness without tracking where that money is going. now. the review started when south bay state senator dave cortese visited one of the largest homeless encampments in san jose . he asked the city whether the money spent on housing programs was working. he found the data insufficient, so he and other lawmakers asked the state auditor to investigate. now the audit examined two cities, san jose and san diego, between 2018 and 2023. >> you know, to improve upon, you know, some of these areas, these deficiencies and these systemic issues that that the audit, calls out. >> auditors say a council responsible for coordinating the state's efforts against homelessness does not have a consistent method for gathering information about program costs

and outcomes. now, the council issued this response saying the audit's findings, quote, underscore a need to continue to hold local governments accountable. primary responsible for implementing these programs and collecting data on outcomes that the state can use to evaluate program effectiveness. >> our time is now for 13. a former san jose police officer who's at the center of a racist text message scandal is asking a judge to move his case to a venue hundreds of miles away. mark mcnamara, a white former police officer, was sued after being accused of excessive use of force. now he was seen on video in march of 22 shooting a black man who was actually trying to prevent a robbery at a restaurant, according to court documents. mcnamara sent racist and homophobic text messages after that shooting. now, his lawyer is asking that an upcoming civil trial be moved to the eureka area. fearing that mcnamara won't get a fair trial

here in the bay area because of extensive media coverage. but the victim's lawyers oppose that. >> that's complete nonsense, there have been big cases, major cases that, you know, have even more coverage, national coverage that still take place at the venue in which the incidents, you know, have happened. and it's just another method used to delay the trial and to delay the justice that mr. green has been waiting over two years to get. >> right now, the case is tied up in appeals, and it's not clear when a judge may rule on the request of the former officer. the san jose city council approved two separate ordinances designed to provide an extra layer of security around the city's schools. now, yesterday, the city council members banned anyone from camping within 150ft of a school campus. also, they approved a second ordinance. it would ban rvs and other large vehicles

from parking, close to schools. >> a little bit of the wild west where people are going to park wherever they want to park because nobody's going to do anything about it, especially oversize vehicles where you can't see around them. and i think, perhaps we can prioritize, roadway safety. >> now, many homeless advocates in san jose are opposing both of those measures. they say the ordinances will make life harder for people living on the streets or living in their cars or in rvs. >> i think it's just a tragedy. it's just horrible. where are they going to go? let's get them into berryessa first. let's get another safe parking for rvs. let's just get some more ice now. not next year. >> well, city leaders say yesterday's vote is just the first step in enacting these new ordinances and say it will likely be several months before enforcement begins.

>> after 20 years at san jose's santana row, an irish pub, rosie mccann's, will close its doors for good. >> pam, the owner, says they struggled to bring back customers after the pandemic. ktvu is lamonica peters says that what that closure means for that outdoor shopping plaza, from customers to staff members, those who love rosie mccann's at santana row say they're going to miss the food, the fun and the cozy feeling of the irish pub. >> we were very disappointed to hear. we just heard yesterday that they would be closing, and i think it's a loss for santana row. >> i know the customers are sad. after covid, the business kind of been declining, but it's more about like the staff and the family. to me. we've been here for so long. >> the owner of rosie mccann's, mina shamsi, made this post on social media announcing the restaurant's last day of service would be april 20th. retail analysts say santana row is most likely in a transitional phase,

with newer brands coming in and older businesses on the way out. >> i expect them to switch their tenant mix towards a little bit of a higher end tenant mix, but i don't necessarily see them having to switch it into a miami bar, miami design center like high end location, because that already exists over there. >> corral, who's worked at mccann's for nearly a decade, says she found out about the closing last week. she says some employees have been offered jobs at a second location in downtown santa cruz, but the pub just couldn't survive in a changing economic landscape. >> it's just like inflation. we live in california. everything's so expensive and trying to keep up with the cost of other restaurants in santana row, it makes it hard. >> daniel roberts, who's at the restaurant bar for the first time, says he lived in europe for 14 years and having an irish pub nearby reminded him of his former home. >> i'm kind of surprised, actually. it's very rare to find good irish pubs in the south

bay. and so actually today, as we were walking past, we saw this and thought, oh great, let's get some irish food. >> some customers also told us they felt this is a big cultural loss to the community, but they do understand why the owner decided to close the doors on april 20th for a final time. lamonica peters ktvu, fox two news thank you. >> lamonica steve paulson has our forecast. it's going to get warm for some. >> that is correct. >> inland coast, some will call it hot, i think. right. >> if you're if it's over 76 is too hot for you then yes. but not on the coast. there's a much bigger fog bank now. it's going to be rather down on the ground, shallow, but still it's there. sunny bay side and inland fog along the coast though. so warmer today if you're away from the coast, no problem. so. but on the coast i it looks pretty solid there. napa, pleasanton, redwood city, san jose 78 for napa. bump it up a couple for pleasanton also redwood city and san jose. so near 80 for a few, interesting on the breeze. if

you go up a higher elevations, there's a little bit of a northerly breeze, but at the surface there's a little more of a westerly breeze or southerly big spread here. look at the mount veeder 65 yet. oakland hills 55, boulder creek 44, southeast, south northeast. so you can see the dividing line there and 40s 50s on the temps here. we we've rapidly warmed up the overnight lows here over the last three days. to the north, san anselmo's 44 sonoma's 45. rohnert park's in there, windsor 44, healdsburg 45. even upper lake and middletown are out of the 30s and into the 40s. upper 20s, 30s in the mountains, 40s and 50s up and down the coast. los angeles, though at 58, up and over everything goes. this will be the warmest day as the high winds out. but on the coast we're dealing with fog. it's a shallow fog bank and rain returns on saturday. it looks like a pretty good little system there, so enjoy today. amounts look pretty good coming in, so i would have a plan b if you're on, you know, have something planned for saturday. sure looks like it. it's coming in. might even linger into early sunday as

administration has no higher priority than reuniting the hostages with their loved ones. >> health and human services secretary xavier becerra is reportedly considering stepping down from the biden administration after the november election to run for california governor in 2026. now, that's according to politico, which reports becerra has had conversations with fellow democrats over the past weeks where he indicated he is considering joining the crowded field to succeed governor newsom in two years. becerra previously served as attorney general of california. javier becerra was in the bay area yesterday to talk about the biden administration's push for more access to health care for the latino community, in particular, the secretary of health visited the clinica de la raza in oakland. it was the final event in a weeklong national latino health tour. becerra says the biden administration is working to lower health care costs, including lowering the cost of prescription drugs, despite

opposition from big health care companies. >> don't fight us. join us, president biden has made it very clear we're going to expand health care to more americans. and so if you're in the way, if you're a ceo of some of those companies that are in the way, we're going to fight back. >> becerra says the biden administration is also focused on expanding mental health services to latinos. it launched the 988 suicide and crisis lifeline with spanish language text and chat services. >> our time now for 25, a first of its kind medical procedure, is helping a growing number of bay area military veterans who have prosthetic limbs. it's a two part procedure. it's being done at a va hospital in san francisco. the first physicians install a post in a limb and allow six months of healing and physical therapy. then doctors perform a second operation to properly position the new limb. many local veterans say this groundbreaking surgery has made them much more independent.

francisco. >> as ktvu joey horta reports, the governor's office released new numbers crediting the agency with taking more than 9.5 million deadly doses of fentanyl off the streets in the last year. >> one little dose, as little as two milligrams could kill you. >> fentanyl is a drug tom wolf knows all too well in 2018, he was living in the streets of san francisco and hooked on both heroin and fentanyl, leading to his arrest. >> it's a struggle because you'll basically do anything to feed that addiction. >> new numbers from governor gavin newsom's office on tuesday show the results of chp special operation, with the city of san francisco targeting the tenderloin and surrounding areas known as a hotspot for open air drug use. >> this is an operation that has a lot of moving parts. >> since may of 2023, chp has taken more than 40 pounds of fentanyl off the streets. that's more than 9.5 million doses of

the drug and had made nearly 500 arrests. >> driving down the street. and we witness a, you know, a hand to hand drug deal. yes, absolutely. we're going to intervene. >> chp focus is on making traffic stops to help free up san francisco police resources. the goal targeting fentanyl trafficking and disrupting the supply chain of a drug that the cdc says is 100 times stronger than morphine. wolf applauds chp operation but stresses that drug treatment is key. >> and in june, i'll have six years clean and sober. and that's because i was held accountable. i had to go to jail for a few months to get sober, and then i went to a six month residential treatment program. >> wolf now works as a consultant for the salvation army's transitional housing program, helping people battling addiction to turn their lives around just like he did. i just need to stop this revolving door that we have with organized drug dealers continuing to be arrested and then getting

released to pretrial diversion, and they head right back out onto the street, chp telling us they are doing this to support san francisco police and police telling us tonight they're thankful for that in san francisco. joey jorda, ktvu, fox two news thank you, joey. >> oakland police will present their proposed budget to the city administration today. now, the department is working on addressing staffing issues. police command told a council safety committee that there are currently 708 officers on the job. the current police budget authorizes 712 officers. the academy has 14 officers set to graduate next month. >> opd is not unique in the fact that we, along with other law enforcement agencies, have had a difficult time recruiting people into our academies. >> the police department budget is about $358 million for the current fiscal year. next year's budget is about $364 million. >> our time is 435 state

lawmakers on both sides of the aisle working together now to crack down on retail theft. here in california yesterday, both democrats and republicans in the state capitol unveiled a package of seven new bills, all designed to combat the growing problem of smash and grabs and other retail thefts. >> as you guys know, our retailers have gone many years and have been asking for the help, and i think that's what we're here to do. >> this bill says to organized crime rings, we mean business, and we're going to give law enforcement the tools they need to shut you down. >> now, the bills would also make it easier for law enforcement agencies to arrest shoplifting suspects and also increase the criminal penalties. however, these proposed laws would not make changes to proposition 47. it's a ballot measure that state voters approve ten years ago. >> we are seven months away from the next presidential election, and it is still unclear if president biden and donald trump will participate in any televised debates. now in an

unusual move, the five major broadcast and cable news networks prepared a joint open letter urging the 2024 presidential candidates to participate in what they call a rich tradition in our american democracy now! donald trump has previously said that he will debate, though he did not participate in the republican debates. president biden has not commented yet, with aides reportedly concerned about moderators enforcing rules. when trump takes the stage time is now 436. >> there could be a recount of votes in the hotly contested race for the congressional seat of retiring congresswoman anna eshoo that ended in a tie for second place. two people have asked for recounts in san mateo and santa clara counties john padilla used to work as a policy director for former san jose mayor sam liccardo, who secured a spot in november's runoff as the frontrunner in the march primary, and dan stejic is a

former candidate for san mateo county supervisor. >> and this race is going to garner a lot of attention because of the unusual set of circumstances. liccardo, still in the driver's seat, but one of those other two is going to try to cut through that means negativity and lots of money. that will be the element of this race. >> now, the boat recount would start monday if those requests qualify. the candidates evan low and joe simitian would both advance if that tie holds, we will know in an hour whether the u.s. is succeeding in lowering inflation. >> this morning, the labor department will release the consumer price index, which measures the average changes in prices that consumers pay for key goods and services. economists predict the cpi will increase slightly. the federal reserve hopes to bring down inflation to about 2, but it is still sitting at about 3.2. >> time is now 438. competition for a powerful artificial intelligence processors ramping up intel announced its latest ai

chip, meant to compete with one of nvidia's most powerful ai processor, which right now powers ai applications for some of the world's biggest tech companies, including microsoft and google. intel says the new chips will be available to customers later this year. >> toyota has now unveiled its new forerunner suv. it is the first redesign of the vehicle in nearly 15 years. now, the 2025 forerunner will have a hybrid option for the first time. the look is very similar to the recently redesigned tacoma pickup. toyota says pricing will be released later this year, closer to when the suv will actually go on sale. >> time is 438. disney making changes to its disability access service at its theme parks. that's the program. it lets people with disabilities get a return time for rides instead of waiting in a standard line at both disneyland and walt disney world, the company now says it's meant for guests with

they reached the ncaa tournament 35 times, reaching the final 414 times in winning three ncaa championships. the latest one coming in 2021. her final record . was 1065 and 220. now, in a statement, vanderveer said, quote, the joy for me was in the journey of each season. seeing each group of young women work hard for each other and form an unbreakable bond. winning was a byproduct. now, we spoke to coach just a couple of months ago when she became the winningest coach in college basketball, and asked her about the possibility of retirement. here's what she said. >> it is just so, so amazing to me, you know? but it i've enjoyed every minute of it, i just i love coaching at stanford and, you know, basketball is just such a passion of mine that it has gone really fast. but it's been fun.

state wildlife agencies are teaming up with the marine mammal center in the effort to try to capture or catch a gray whale and find it along the san mateo coast. >> the whale was spotted yesterday in daly city, near thornton state beach. it was tangled up in fishing net. whale experts believe at first became entangled last month near laguna beach in southern california, and yesterday they placed another tracker on the whale. >> they verify that that the entanglement is still there, largely in the way it was down off southern california. and that's it's distinguished now by some floating there, bright colored, balls. the floating buoy. >> now, the team plans to use special equipment to try to disentangle that whale from all that fishing net. and the experts advise, if you see the whale, don't approach it. instead, call the experts. in

a judge to move his case to a venue hundreds of miles away. mark mcnamara, a white former police officer, was sued after being accused of excessive use of force. now he was seen on video in march of 2022 shooting a black man who was actually trying to prevent a robbery at a restaurant, according to court documents. mcnamara sent racist and homophobic text messages after that shooting. his lawyer is asking that an upcoming civil trial be moved to the eureka area. fearing mcnamara won't get a fair trial here in the bay area because of extensive media coverage. however the attorney for the victim is opposing that. >> that's complete nonsense, there have been big cases, major cases that, you know, have even more coverage, national coverage that still take place at the venue in which the incidents, you know, have happened. and

it's just another method used to delay the trial and to delay the justice that mr. green has been waiting over two years to get. >> now, right now, the case is tied up in appeals, and it's not clear when a judge may rule on the request of the former police officer. >> arizona's highest court has upheld a ban on almost all abortions in that state. the state supreme court upheld a law that was first approved in 1864, before arizona was even a state. in the ruling, the court said all abortions except those necessary to save a woman's life are illegal. it would also punish providers with prison time, political experts say this abortion ruling and others will play a big role in the november election. >> you're going to see this issue played fast all across the country. there are about 1516 counties in the united states that decide who the next president of the united states is in those 15 or 16 counties in those states, about half those states will have ballot measures

end of the month. >> all right. our time is 548 santa clara. vta seeing a big increase in ridership. the american public transportation association says the cta bus ridership increased by 22% last year compared to the 18% national average, and the vta is crediting the growth to its overhaul plan that increased bus and rail route frequencies just before the pandemic. now, a new study is out revealing a remote work could have positive impacts on the environment. while at the same time hurting public transit ridership. researchers at the university of florida found that a 10% increase in remote work could lead to an almost $4 billion annual loss in transit fare revenue around the country, a 27% drop. the same study found that carbon emissions would go down 10% as people hit the road less.

champion, a 15 time pac 12 champion, five time national coach of the year. of course, the winningest head coach in ncaa history. she also led the us women's national team to a gold medal in the 96 atlanta olympic games, but she started her career as an unpaid graduate assistant at ohio state. years later, after a couple of other since she was hired here at stanford in 1985 and quickly turned this program into a national powerhouse. but in a statement, she on her retirement, she said that she's loved the game of basketball since she was a little girl and has given her so much throughout her life. she said, i hope i'm able to give back at least a little bit. well, she certainly has the impact she's made on basketball. women's basketball is undeniable as evident by the people that she's touched. just about everyone in the basketball world and the sports world is reacting to her retirement news from warriors head coach steve kerr to different analysts and,

>> our time is now 607. a judge has delayed a decision on whether the family members accused of killing a three year old girl in san jose should go on trial. that decision was supposed to be out yesterday, but the judge decided to let lawyers on both sides present more evidence. the prosecutors say the child's mother, grandfather and uncle killed the girl during an exorcism at a church in san jose back in september. they say those family members believe the little girl had been possessed by a demon. >> we're learning the identity of a nine year old girl killed in a tragic crash over the weekend in the east bay. donna hernandez tapia of oregon, was killed early sunday morning when the suv she was in crashed at the junction of interstate 680 and highway 242, in concord, four women inside the vehicle were hospitalized. the male driver left the scene. there's no word yet from the highway patrol on what caused the crash, or whether the driver has been found.

two separate ordinances that are designed to provide an extra layer of security around the city's schools. ktvu andre senior. joining us now live in studio with reaction from both supporters and opponents of these new measures. andre >> well, pam, the issue of how to keep san jose schools safe while being sensitive to the needs of the city's unhoused, has been the center of a debate for the past few months. the council held its first public hearings back in january, and yesterday the leaders of the bay area's largest city made their long awaited decision. the council members banned anyone from camping within 150ft of a school campus. they also approved a second ordinance that would prohibit rvs and other large vehicles from parking close to schools. >> a little bit of the wild west

the latest bay area city to ban new gas stations, panels, temporary moratorium also limits expansion of existing gas stations. now, it's part of an effort to reduce the city's greenhouse gas emissions to at least 40% by 2030. council members are set to draft a permanent ordinance in the coming months. petaluma made international news in 2021, when it became the first city in the country to ban new gas stations. >> all right, our time is 614 more e-bikes are coming to oakland, berkeley and emeryville and the metropolitan transportation commission and lifts announced they'll be adding more than 500 of these bikes and new docking stations to the bike share program. they'll be placed near bart stations in business and retail districts. city leaders are hoping this will help build a network of e-bikes to connect cities in the east bay. >> sunnyvale is applying for grants in the hopes of starting a cost effective rideshare option. now, the city council has unanimously voted to partner

text message scandal is asking a judge to move his case to the eureka area now. mark mcnamara, a white former police officer, was sued after being accused of excessive use of force. he was seen on video in march of 2022, shooting a black man who was actually trying to prevent a robbery at a restaurant. now, according to court documents, mcnamara sent racist and homophobic text messages after that shooting. his lawyers fear

that mcnamara will not be able to get a fair trial here in the bay area because of extensive media coverage. right now, the case is tied up in appeals. arizona's highest court has upheld a ban on almost all abortions in that state. the state supreme court upheld a law that was first approved in 1864 before arizona was even a state. in the ruling, the court said all abortions except those necessary to save a woman's life are illegal. it would also punish providers with prison time. the court did put its ruling on hold for a few weeks for more lower court appeals. that means it will be at least two months before any possible enforcement. beginning today, internet service providers will be required to publish specific details about their broadband plans. the federal communications commission has been lobbying companies to openly show information, such as pricing fees and service speeds. these labels are intended to allow consumers to shop for

amanda quintana, ktvu, fox two news. >> all right, amanda, thank you. time now. 634. there's a new report out on the chp special operation in san francisco, where they're helping the police battle the fentanyl drug crisis. new numbers from the governor's office show that since may of 2023, the chp has taken more than 40 pounds of fentanyl off the streets. that's more than 9.5 million doses of the drug. and they've made almost 500 arrests driving down the street. >> and we witness a, you know, a hand to hand drug deal. yes, absolutely. we're going to intervene. >> now, the chp says its main focus making traffic stops to help free up san francisco police. >> oakland police will present their proposed budget to the city administration. today, the department is working on addressing staffing issues, police command told a council safety committee. there are currently 708 officers on the job. the current police budget

authorizes 712 officers and the academy has 14 officers set to graduate next month. >> our time is 635. advocates for the homeless. pretty angry at the city of antioch over the clearing out of a homeless encampment near highway four. what is the point in this other than just to take everything that they have left, including shelter? now they're accusing the police of towing away cars, along with parked rvs and campers that people were living in, without giving them a chance to take out and remove them themselves. they also say non-life law enforcement city staff were not there on the location as they normally are. we tried to reach out to the city. so far, there's been no response as city leaders have said, they repeatedly check on these encampments and the police warned the occupants several times about the plans to clear out the encampment. >> an audit shows california is spending billions of dollars on

homelessness without tracking where the money is going. now the review started when south bay state senator dave cortese visited one of the largest homeless encampments in san jose. he asked the city whether the money spent on housing programs was working. he found the data insufficient, so he and other lawmakers asked the state auditor to investigate. the audit examined two cities san jose and san diego, between 2018 and 2023. >> you know, to improve upon, you know, some of these areas, these deficiencies and these systemic issues that that the audit, calls out, auditors say a council responsible for coordinating the state's efforts against homelessness does not have a consistent method for gathering information about program costs and outcomes. >> now, the council issued this response saying the audit's findings, quote, underscore a need to continue to hold local governments accountable, primarily responsible for

fog out there, even though it will burn back. morning fog, a few high clouds making for a nice sunrise. most of those are to the north, but inland areas will bump up santa rosa, petaluma and half moon bay, all dealing with fog. that was not really the case yesterday. it was very little. it disappeared fast, but inland today, temperatures will nose those up a few degrees. napa, pleasanton, redwood city and san jose 70s to low low 80s. the key on the fog is there's a little circulation right here, right off the southern marin coast. that's what we call a little coastal eddy. and that enhances fog. now the high pressure above it is squashing it so it bases are really low 40s on the temps, few 50s. same for the east bay temps 50s for a few 40s for most. although panels down to 43 cool degrees. that's your system for the big change on friday going into saturday. but today fog along the coast. otherwise it will be warm inland. big change though, arrives on saturday. cooler. so enjoy today and tomorrow. and if you have plans on saturday i would have a plan b. you guys. >> casey thank you. time 643. if you're planning a summertime

arrest shoplifting suspects and also increase the criminal penalties. however, these proposed laws would not make changes to prop 47, a ballot measure that voters approved ten years ago. >> in today's dollars and cents, people in gilroy could get a chance to vote on a possible sales tax increase to pay for improvements to public safety. now, the proposed ballot measure would increase gilroy sales tax a quarter percent, which would be used to hire more police officers and firefighters. council members say more first responders are needed due to gilroy's rapid population growth during the past ten years. the council is scheduled to take a final vote july 29th after several community meetings in the santa clara stadium, authority rejected a proposed resolution of its long standing legal dispute with the 49ers over the operations of levi stadium. now, the authority says, the 49ers submitted the team's quote, best and final proposal last month. it would settle open issues related to

threatened to go on strike if they can't reach a fair contract with the school district. a rally was held by educators and supporters before the martinez school district board meeting. the teachers say the school district offered them a 3% pay raise, while other county employees received an 8% cost of living adjustment. starting salary for a teacher in martinez $59,000 a year.

number of bay area military veterans who have prosthetic limbs. it's a two part procedure. it's being done at a va hospital in san francisco. first, the doctors install a post in a limb and allow six months of healing and physical therapy. then the doctors perform a second operation to properly position the new limb. many local vets say this groundbreaking surgery makes them much more independent. >> my dogs help my wife. anybody else? i can help them now or before i'd have crutches, they'd have to help me out. it's not going to be perfect. it's not a real leg. it's still a prosthesis. but i'm good with that. >> now, vets who've had the surgery also say they now have much less pain. they also have more control and balance. time is 659. a group of students from east oakland back in the bay area after a two week tour of southeast asia. the students from castlemont high school touched down at sfo yesterday.
