this morning, fire officials are urging people to be cautious of the dangers of the russian river, especially right now. >> the water is moving very fast. it's still at a high level if you're not an experienced swimmer. we urge you not to swim in the russian river at this time. i know that it's temperatures are up outside and it draws people to the river, but we caution everybody to be very careful because this is a very common occurrence. when the water is moving at the rate it is. >> he also says that the water is still very cold in the russian river, so hypothermia can set in pretty quickly. we will be here this morning getting you all the updated information. as the search continues. we'll bring you any new information that we find out. this morning. live in forestville. amanda quintana, ktvu, fox two news. >> all right amanda thank you. time now. 523 house speaker mike johnson will fly to florida today to meet with donald trump in an effort to save his job at the. johnson angered some

5:31 am
not arriving until saturday evening or even saturday night. sunday. this is a really cold system for this time of year. so look for some sun in the morning. but it's a cool change, that's for sure. compared to what we had the last couple of days. the breeze will pick up, clouds will be on the move, but temperatures are on their way down 60s to near 70. all right, frank's here. unfortunately it is not friday light. we have 218 80 hayward. yeah 880 had issues yesterday on that off ramp and again today this one a lot bigger 880 southbound 982 west for those commuters heading over the peninsula. >> big rig on its side. it's blocking all the southbound lanes. and i'm told traffic is a mess. southbound 880. take a look. there it is. that's the culprit right there. obviously a major thoroughfare heading south towards san jose. this is causing a huge backup chp giving us that photo out of their hayward office center cut. you can see the triangle blinking away there at 880 traffic currently being diverted at winton. and that's prior to the
5:32 am
crash. so cars are able to get off southbound and get back on the highway and bypass the accident. but as you can imagine, you can see the red flaring out of the hayward side there. traffic is a mess. and let's talk to a gentleman that just went through it. james torres joins us live on the telephone. he's in route to that scene. james what's it been like? >> oh, boy. just went through it. i think we're still making our way over. and as you can imagine, pretty hard to get as close as we can because, you know, of course, they're just so many more cars in front of us, at the time that we've gotten here. but, yeah. 880 moving along very slowly this morning. and if you learned any lesson from yesterday, it certainly don't take for granted how quickly your commute could be at this time of day, because really, anything can change in an instant. that's what we're hearing from chp. this morning. we saw the images of the big rig turned over. there might be some concerns that the that the truck itself might have swiped a couple cars, we're still working to find out if there are any
5:33 am
injuries as a result of this. i know the driver is still, cooperating with the officials on the scene here, trying their absolute best to try to get this cleared as quickly as possible. but don't expect that to be anytime soon. we know caltrans still making their way out to the scene, and that might take a little bit to do there. they did call in some tow trucks to get out here as well, but again, that will take a little bit to get on there as well. and then the actual process of uprighting, those trailers and then getting them removed and then cleaning up the roadway to make it safe enough for cars to pass through. i mean, we're talking a couple hours that we would expect that 880 will be shut down, this morning, of course, heading into the peak of friday traffic. of course, it's something we're going to keep our eye on, we'll give you those updates as soon as we got them. but as of right now, 880 southbound and shut down at the moment. we'll let you know when that changes. >> james, i know you left a little before the 5:00 hour. you've been on the road for a good half hour. how far away are
5:34 am
you from the scene? >> i think we're about, a quarter of a mile, you know, we. i got pretty close to that, whitten exit here. you're already seeing it, too, by the way. on the on the marquee on each of those signs. those count caltrans signs that are will immediately tell you, hey, there's an accident. head here. try to exit as soon as you can. take some alternatives. because this is going to be something that's going to cause some trouble for a long time. >> yeah, i know those big rigs. each weighs over 16,000 pounds. we don't know if they're carrying anything. they might have to offload that as well. all right. james torres in route. he's on highway 880 about a quarter mile from the scene. and we will touch base with you in a little bit slow going if you can find an alternate route. although they are diverting traffic off the highway right now at whitton, but it's going to take a long time if you're southbound on 880. that's the latest in the traffic center time now. 534 pam. we'll send it back to you. >> okay. thank you. frank. the contra costa district attorney's office has charged a man accused

action over the name change. and the debate continues. >> yes, and it will continue. >> yes it will. all right. right now we want to head over to steve paulson. we get some rain moving in tomorrow. >> correct? that is correct tomorrow. today is the transition day. it will be a much cooler pattern here. fog is ramping up, especially south of san francisco. upper low is on its way. pretty good for mid april. main message today is cooler santa rosa, redwood city, walnut creek, san jose down we go from 70s and 80s yesterday, 60s to 70s today. pretty good rain being advertised by some of the forecast models, i'll say. i mean it starts early. early overnight saturday. it starts to pick up saturday afternoon, especially evening goes into sunday, it looks like. but look at the amounts here. santa rosa, san rafael, oakland, napa, fairfield, concord and santa cruz all over an inch. not sure i buy that completely, but that's a sign of a pretty good little system, which is on its way. it will be from sunny and warm yesterday in the sierra to weekend of snow, likely with cooler and windy conditions as well. fog is trying to form
5:40 am
pretty fast here, mainly on the san mateo coast south, but i think it's a sign of things to come as this system inches closer 40s and 50s on your temps. pretty dynamic. little low for this time of year, and it will drop temps considerably as we go into the weekend, that's for sure. so from 80s to maybe even only upper 50s, as we had a couple of days ago to now just yesterday till i think tomorrow we will see temps drop a good 25, maybe 30 degrees possible thunderstorms. you get a low like this coming in this time of year. that could certainly generate some steep lapse rates. looks like more of a rain system than it does a snow system. there will be some up in the mountains. your snow forecast 1 to 5, maybe six. some of the higher elevations. but i mean not too bad for this time of year. they'll get a little bonus up there. friday changes some morning fog, but increasing clouds throughout the day. cooler and the breeze will pick up 50 to 60 to a few. holding on 70 for one more day. >> thank you. steve. california's new rules regarding solar panels are headed to the supreme court. coming up, why environmental activists are challenging the rules that limit

we want to go right back to frank mallicoat and traffic boy, a big issue this morning. yeah, this all happened shortly before 5:00 this morning. >> the big issue down at hayward . it's highway 80 southbound at 92 west. big rig, a double big rig. and the second half of that big rig is down on its side. and right now it's blocking all traffic 880 southbound. let's take a look at the map. as you can see right there near 92 and 880 southbound. and that is causing major, major issues. they are diverting traffic off at the whitten exit prior to the crash. cars are able to get off quickly and bypass the accident. but as you can imagine, a huge issue. we do have chp officer kylie musselman on the line out of hayward. officer good to have you with us. can you hear me? all right. kylie musselman, can
5:45 am
you hear us? with chp hayward. >> hi, frank. can you hear me? >> yeah, we got you now. thank you for standing by. what's the very latest? and when do you hope to have that thing upright? because as you can see on our map, traffic is backed up quite a ways. >> absolutely. we understand you and the public frustration. hopefully we can upright this one faster than the one yesterday. it is a smaller trailer with a wider roadway configuration, so the tow company has a little bit more room to work, we are waiting for the tow company to show up, and once they do, we will have a better estimated time of opening from them. >> do we know what was inside and do you have to offload any cargo out of that big rig? >> so both trailers were loaded with 15,000 pounds each of packages. it was a fedex truck that overturned. and, depending on what the tow company can do, we may not have to offload it.
5:46 am
but if we do, that's obviously going to take a little bit more time and how about diverting traffic now they're going off at winton. >> take us through that process if you can, well what happens? officers show up on scene. they set up the necessary flares and cones and things like that, safety is obviously our number one priority, and we're diverting all southbound traffic off at winton, obviously, if you know you're going to go through there, i would plan alternate routes. anything you can to avoid the area, because even though the diversion is happening, the narrow city streets. so traffic's going to build up. >> and once you get off at winton, how quickly do you get back on bypassing the accident? >> i mean, it just kind of depends. it depends on if people are going to continue taking southbound 880, or they're going to try to take city streets, i can't say for sure, but hopefully it's a pretty quick process. >> and more importantly, was anyone injured at all? and do we have any idea what happened?
5:47 am
>> no. thankfully we know that the driver of the semi truck was not injured, and we're not 100% sure how this crash in particular happens, but driving a truck that big, there's a there's a lot of factors that can play into a crash, speed, whether or things like that, especially with a double decker. >> it was towing a, what, another 20 foot portion of that truck that went down. well, hopefully you can get this cleaned up in a hurry, and i'm glad everyone is safe, that is officer, kylie musselman, chp hayward. thank you for your time. we appreciate it. okay, well, there's the very latest. you see what's happening southbound right now? 880 is shut down. they are diverting traffic, but it is a bit of a mess on what hopefully would have been a friday light. not so on 880. another update coming up at 6:00. our james torres still
5:48 am
trying to get down there. hopefully we can talk to james at the top of the hour. dave we'll send it back to you. >> okay frank, thanks for the update. time is 547. extra traps are being put out in santa clara county to catch a rare type of mosquito that can carry dangerous viruses. now, these traps are being set by vector control in bushes and other damp and cool areas along the foothills of east san jose. so far, six of these invasive mosquitoes have been captured, and the experts say the mosquitoes are aggressive and they're known for biting humans. it is a very concerning thing because the ada aegypti can transmit diseases like zika, chikungunya, yellow fever and dengue. >> well, i'm a little more concerned about this one because apparently it's out during the midday. right and not just dusk, dawn and dusk. so that's got me more concerned. >> and vector control officials don't know where these mosquitoes came from, but they're telling residents remove all standing water, including
5:49 am
emptied the dog bowls as well. very targeted spraying is already taking place, but wider efforts could take place if more of the mosquitoes turn up. >> santa clara county will hold a conference today on zoom to examine the challenges black women face before and after giving birth. a coalition of medical groups and county leaders hosted an event yesterday for black maternal health week. in 2020, california recorded its highest maternal mortality rate in ten years. county supervisor susan ellenberg says statistics show more needs to be done. >> 80% of pregnancy related deaths are preventable. we cannot accept the status quo. >> black women that are 3 to 4 times more likely to die during childbirth. black women in their 20s with promise, with hope standing before you already exhausted the maternal death rate for black women is more than double that of white women.
5:50 am
>> now you can watch that zoom conference starting at 930 this morning by going to our ktvu web links. the warriors are now in ninth place in the western conference standings. after a big win last night. the warriors won their third straight game last night to make it nine wins out of their last ten games. a lot of good shooting there. steph curry led the win with 22 points. the dubs came from behind to beat the trail blazers. here is the updated western conference standings. the sacramento kings are in eighth place. the warriors in ninth, followed by the los angeles lakers. all three teams have the same record, still two games left in the regular season, so the warriors can still improve their seeding. they play tonight and then sunday afternoon and we're going to be watching. yes, we will be. yeah they seem to be gelling i know. all right. just in time steve paulson is here, no rain tonight but cooler temperatures today, right? that is correct. >> that's correct. we'll go up to the mountains here because while we had 80 degree temps, they were springlike with 60s up
5:51 am
there. but it's going to continue right into the weekend, right? no, it's not now. today will be that transition day. but over the weekend much much cooler. some rain snow likely especially saturday evening saturday night. and the winds are already going to pick up later this evening because a lake wind advisory has already been posted. fog is trying to form pretty fast. it is on the san mateo coast and i think it's a sign of things to come here. 40s 50s on the temps probably won't change all that much. pretty deep. cold core low deep. when i mean strong and it's ushering in a significant change. first will be increasing clouds. so friday changes here. look for low clouds some sun in the morning. then increasing clouds turning cloudy. the wind will pick up and then clouding up. and then rain develops on saturday. probably some thunderstorms as well. and rainfall looks pretty good. half inch to inch and a half for us. this is more of a rain event than it is snow event, but the mountains will get a little bit. so if you're going up, today is the day to go. maybe early saturday because by saturday night, sunday i think you'll get some pretty good snow up there.
