soon. and yes, we are covered in it from the north bay. all the way down into the south bay, giving you a live look here over the gray skies and the golden gate bridge. the rain is falling and do expect it. for most of today we will break away to scattered showers by the second half, but just take a look. we are covered. we don't even have to spend a whole lot of time trying to zero in and see where we have the rain, because it is everywhere at this time. and as we move in a little bit closer, you can see over areas of the south bay a little bit of pink and white mix with snow levels down to about 4000ft. in fact, over the santa cruz mountains it may be just under 4000ft. so a chilly storm by april standards. we do expect to get anywhere from half inch of rainfall to nearly two inches by the end of the weekend. and our afternoon highs way below average, as well as the breezy conditions. a better look at those current conditions out there and what we can expect for the weekend, as well as the sierra coming up in just a little bit, sounds good.

>> thank you. rosemary, if you are going to get out and about, we want to keep you covered traffic wise. and if you're on highway 80 westbound in emeryville, this is what you're looking at right now. ashby and chaumont avenue. there was a crash about a half an hour ago. ac transit bus and a car. they collided. it actually blocked highway 80 and chp actually had to shut it down for a short spell. they are now letting some traffic through. they've got tow trucks on the scene trying to get the bus in that car out of the way, but traffic is moving, although very slowly right now. so if you can avoid highway 80 westbound there at emeryville, right before the bay bridge, likely a good idea elsewhere. let's take you to the oakland coliseum. the a's actually have a game today. might be a little wet there, but traffic is moving just fine. and once again, let's take an overlook with one of sal's maps. and as you can see, mostly green on the screen. got an issue. it looks like on highway 24 there. and of course,

right at that belmont ashby area and a little bit of construction on a couple of fender benders out there. so if you are out and about, take it slow. those roads are mighty wet. >> time now. 703 happening today. we do expect to hear from the lawyers who are speaking on behalf of the women who have accused a former windsor mayor of sexual assault. this will be the first time they are speaking since the state attorney general's office announced it would not file criminal charges against him. let's go now to ktvu. james torres live for us with what we expect to hear today. >> claudine. good morning. well, lawyers for one of dominic foppoli's accusers say they are still working on a case against him. and a statement regarding these most recent headlines regarding the attorney general's decision not to file charges. that attorney says in part, the ag's decision not to file charges at this time has given our sisters, our mothers, family and friends who have had their voice. taken away, a chance to

come together, an opportunity for hope and to be heard again. it was just two weeks ago when we heard state attorney rob bonta announcing his office would not have enough evidence to support bringing forth charges against foppoli. this comes three years after at least two women say he sexually assaulted them. foppoli denied those allegations and spoke to ktvu after the state general's state attorney general's decision dropped. >> very, very clear since the beginning that there was no truth to any of this, and i'm just, i think glad that we're finally able to move on and hopefully start to heal. >> we did hear from the sonoma county sheriff's office, which launched an investigation of its own, to submit for prosecution, though it details the resources used to gather, gather evidence and make a case, officials simply said they respect the attorney general's decision. now, those attorneys representing foppoli's accusers say april is sexual assault awareness month, so they're

using this opportunity to bring victims together while announcing what steps they'll take to move forward with civil charges against the former windsor mayor. their news conference is set for 1 p.m. later today in santa rosa. reporting live this morning. i'm james torres, ktvu, fox two news. >> all right. thank you james. well, family members of a championship bicyclist who was killed in san francisco is now responding to a possible plea in this dui case. 44 year-old ethan boys was killed while riding his bike in the presidio in april of last year. 81 year old arnold lowe is now facing charges of vehicular manslaughter for allegedly driving under the influence and causing his death. prosecutors are reportedly considering a possible plea deal that would mean lowe could spend a year behind bars. family members of the bicyclists have now sent a letter to the judge in the case, saying they would be satisfied with that proposed plea deal next week. lowe is scheduled to appear before that. judge, who had earlier expressed

concerns about the terms of this reported deal. >> time now 706. for almost eight months, a new bike lane down the middle of san francisco's valencia street has been frustrating both businesses and even some cyclists, as they maneuver in and out of bike lanes into traffic lanes there. one business owner says the bike lane is intrusive and detrimental to business in that neighborhood. he is so upset about the street design he's on a hunger strike in protest. >> i just taken on myself and decided to sleep here for 30 days for a hunger strike. even though it sounds really, really difficult and an extreme going extreme. small businesses go in amazing suffering, people losing their livelihood, people losing their houses. so i just want to people to be able to see it rather than just talk about it. so that's the main purpose of this. >> he is currently in day seven of the 30 on that hunger strike. chp arrested a couple carjacking

suspects after they led officers on a chase throughout the bay area friday morning. the chp spotted a car, wanted a connection with an oakland carjacking up north in solano county. chp says it waited for its helicopter to arrive before trying to pull over the car. instead of stopping. officers say the suspect sped away. eventually the chp telling ktvu officers were able to stop the driver in the terra hills neighborhood using spike strips. suspects then surrendered to the police. >> a superior court judge in san francisco has rejected the sentence of probation for the man convicted of fatally stabbing an elderly woman. last month, 35 year old danielle couch was sentenced to five years of probation for the stabbing death of 97 year old ann peng taylor in june of 2021. that was the result of a plea between couch and the court. however, yesterday another judge declared that sentence illegal and said it cannot take effect. and that's because couch was already on probation for two

felony burglary convictions at the time of the crime. california penal code says that disqualifies him for any sentence of probation. a hearing will be held on tuesday to determine next steps. >> caltrans pushing back its planned closure of highway 37 over the weekend, with wet weather moving in the paving work will now start on friday, the 19th of april. westbound highway 37 between highway 29 in vallejo and 121 at sonoma will shut down that weekend, and the following weekend, and the eastbound lanes will be closed the weekends of may the 3rd and may the 10th. because it is muddy wet out there. >> oh it is, and i got to tell you, you guys have been talking about this rain rosemary. we knew it was coming. and yet even this morning when i woke up, i'm like, what? too much? it's here. it's a lot. yeah. i mean, and you know, you know me. i was talking about, like, taking out the cushions for outdoor furniture. i did that this week, enjoyed it, and i threw them back in because because it

wasn't just sprinkling today it was going to rain. rain today. yes, yes. >> yeah. claudine, you're not alone. i don't know how many people have said. is it safe to bring out the patio furniture? well, for a few days, perhaps giving you a live look here at the golden gate bridge, where it is a soggy start. we showed you storm tracker two at the beginning. we'll show you here again where it is just covering us from the north bay, through the central bay and the south bay, and we're talking about this being a cold storm with snow levels. it looks like below 4000ft in some areas. you can see the santa cruz mountains. loma prieta sits before below 4000ft. we've got a little bit of rain, snow, snow mix there and then areas over the diablo range in mount hamilton. we've got some snow there in mount hamilton, closer to about 4000ft. so the rain is widespread. the winds are breezy out there. take a look at the sierra. it's still quiet. it is working across the bay area, the sacramento, san joaquin valley and eventually up over towards

the sierra. with a little bit of snow expected there, but no advisory for travel. although you will need the chains for the snow tires, so just be prepared if you're going up. here's a look at lunchtime so that big wave moves through and then we break away to scattered showers for the afternoon. we also have the risk of thunderstorms. in fact, take a look at 4:00 in the afternoon. the yellows, the oranges, the reds indicating that possibility and risk of thunderstorms for us into the afternoon and for those that have evening plans, we will be partly cloudy and mainly dry. rainfall amounts from here to the end of the evening, another quarter inch to half inch expected and in the sierra going to get a few inches of snow. but take a look at how low pollock pines sits. just about 4000ft, but placerville sits below 2000ft, so we are looking at temperatures to be on the cool side. better look at these afternoon highs and the rest of the weekend coming up in just a bit okay. >> thank you rosemary. well, rite aid is closing two bay area

in two bay area locations. court documents released this month show the company plans to close storefronts in union cities, union square marketplace and in san jose, near story and white roads. the union city store says it will close at the end of may. the san jose location says it will cease operations on may 19th. this is all part of a larger plan to close 53 locations nationwide. rite aid filed for chapter 11 bankruptcy last year, tied to decreasing sales and lawsuits related to opioids. >> time now 714 the a's have

returned home to oakland for the first time since the team announced they will be moving to sacramento next season. ktvu. s ellis wirtz spoke to some of the heartbroken a's fans who attended last night's game at the coliseum. >> drumsticks chicken. >> the aroma of meat on the barbecue wafting through the air from tailgate to tailgate. music playing. but the feeling is different. fans know this is the last season of the a's here in oakland. last week, the team announced it's officially heading to sacramento for the 2025 season. well, i wanted them to stay, but i know that that it's a business, so they have to make money. >> and, it's too bad they couldn't come up with an agreement for them to stay. >> your season ticket holders. yes. well you continue to be season ticket holders next year. sacramento was the equal distance from merced as oakland is. >> and you don't have to cross the altamont. so probably so there's no word as to any

guarantees for current seat holders. we haven't heard an offer from the a's yet, so we don't know what they're going to do for us. >> native oaklander jose patino is, like others, resolved with the inevitable. >> it's too bad that they couldn't come up to him with an agreement for them to build another stadium. you know? but i mean, that's the way it is. i mean, there's nothing that we actually can do. >> others blame the owners and elected leaders for the loss of our home team. >> i hope at some point, oakland's leadership will come to the knowledge that we have to do better. we can't just think one way. we can't be like everybody else. we got to think outside of the box. >> hard feelings, not hard to come by here. >> i'm thoroughly disappointed, but i kind of understand both sides. i love oakland, but oakland's got to do better. >> laverne grew up in oakland. she worries about the jobs that will be lost and the impact on the town. there's a couple of generations in there working, and now they're all out, going

to be out of a job. >> and it's just very sad. so it's a trickle down effect. >> john malak is an avid a's fan. >> yeah, i've been i've been to 38 consecutive opening nights. i was here in 74 world series. he says he'll still support the a's on their way out of town. i did buy 50 tickets for the last game on september 26th, and i got a bus coming from the restaurant that i manage, and we're all going to come to the last game of the year and it might be the last game in oakland. >> so alice wirtz ktvu fox two news. >> a celebration of spring in japanese american culture is kicking off today in the rain, mind you, the northern california cherry blossom festival happening in san francisco's japantown. it is second largest cherry blossom festival in our nation. events begin this morning with a taiko performance that happens at 11:00. festival aimed at celebrating the japanese american culture and the cherry blossom bloom. there will be a grand parade, floats, performances, the works, food

vendors, events are all happening today and tomorrow as well as next weekend. >> well, caltrans says the work to stabilize the crumbling cliff near highway one and big sur will reach an important milestone by memorial day. it's been nearly two weeks since heavy rain washed out this part of the cliffside south of the rocky creek bridge. right now, the only way in or out is a daily convoy at 7 a.m. or 5 p.m. caltrans says it anticipates that crews can get enough work done to stabilize this part of the highway by may 27th, after which that convoy system will end. then there will be alternating one way traffic through that area, but it won't need an escort. no estimate, though, on when that road is going to be fully repaired. and that storm kind of didn't take us off guard. we were expecting it, but it was right. it was a lot. we i think that's what we were saying about that one. we're like, oh, that was a lot. >> that's always a mess down there though. they've been

struggling for years and years, by the way. i just checked highway 80 and 50. no change required. but you said snow is going to fall. maybe as low as placerville today, is that right? >> yeah. we're at least that's the projection. most of the models are projecting. the snow level will be about 4000ft. and we're actually seeing that a little bit of snow in our hills as well this morning, giving you a live look over san francisco. but yes, the west slope, as well as the sierra, still quiet as this hasn't moved over towards the east far enough and we'll take a look at the radar here in just a moment. let's take a look at some of the rainfall amounts from the last 24 hours the boulder creek, the santa cruz mountains, 83 107 inch the inner east bay. concord reporting 10th of an inch. but oakland, san francisco both nearly almost 3/10 or so. and we still have more to go. in fact, the very widespread heavier rain is going to be with us through the morning hours and a view there of storm tracker two, where it is over the north bay. the central bay, the south bay from the coast inland, we're seeing it and the white indicating some of that higher elevation snow

for our hills this morning with a cold storm moving overhead. if i back up just a little bit, here is the center of the system. and as it works its way toward the east, it is going to provide us with that unstable air that could bring us the afternoon thunderstorms. if you take a look at the sierra, you can see why it's still fairly quiet there. you don't need the chains just yet, but this is moving over over the next few hours. and even though there is no winter weather advisory per se for travelers, do expect the slick roadways as well as the hazardous conditions over the sierra later today. here's a look at the future cast. there's that front moving through right now. there's a look at the center of the storm. notice how it just kind of spins off our coastline by 4:00 in the afternoon? we're tracking those thunderstorms the oranges, the reds, and then into the evening hours. we may have those pop up showers that continue. if you have dinner plans or out and about, do expect to have the umbrella the tomorrow morning. we will continue with unsettled weather as this takes its time

to move through california. by the afternoon noon. still calling for a scattered shower. you can see it's not going to be widespread and you will have opportunities to get out and about. but we will be unsettled through most of the weekend with the widespread rain moving through right now, temperatures across the bay area on the chilly side in the 40s, 46 in the north bay of napa, 46 in san francisco, and our afternoon highs for today mid to upper 50s, which is anywhere from 5 to 15 degrees below average for this time of year. temperatures will be a little better tomorrow and then mid 60s with dry conditions on monday, back into the 70s once again. tuesday, wednesday, back to you okay. >> thank you rosemary. we have been keeping an eye on the roadways during this april shower. and there was a big issue at this area right here. that's highway 80 westbound at ashby and chaumont. ac transit bus and a car collided about 630 this morning. they actually had to shut down the highway for a

bit to get those two vehicles off the roadway. but as you can see, traffic is flowing nicely now through that 80 corridor. and onto the bay bridge. so that's good news and especially good. it happened on a saturday and not on a friday because that could have been a real mess. how about highway 280 down in san jose? a little bit dark a little bit wet. you can see the headlights and the tail lights going both ways. so that is good news. here's an overall look traffic wise throughout the bay area you can see the bay bridge. you got a couple of fender benders that highway 80 situation and a little bit down what looks like 101, but mostly green on the screen. if you're out there, take it slow. it's mighty wet. >> happening today san francisco honoring labor leader cesar chavez with an annual parade and festival. that festival starts at ten this morning on 24th street. he'll go from folsom to bryant, and the annual parade begins at 19th and dolores at 11 a.m. it'll wind up at mission and 24th. san francisco supervisor ash-shafi'i will

in australia say they have shot and killed a man who fatally stabbed at least six people at a very busy shopping mall. several others were critically injured in the attack, including a nine

month old baby. all this happened early this morning inside one of the largest shopping malls in sydney. investigators have not yet determined a motive for the attack, stabbing was the deadliest act of violence in australia in more than eight years. >> police in hawaii say a shuttle crashed into a crowd of people at a pier, killing one woman who was celebrating her wedding anniversary. this happened on friday in honolulu. officers say the driver dropped off a group of customers and then got off the shuttle, which was still moving. they say someone alerted him after the driver accidentally hit the gas instead of the brake, and that shuttle hit at least eight other people. >> hawaii's department of health has determined it's finally safe to swim once again and surf in the ocean waters off the coast of lahaina in maui. the announcement, coming seven months after that disastrous wildfire that destroyed most of that city. and it follows several months of testing that found the ocean waters no longer pose a public health risk. however, hawaiian authorities continue to limit access to some of the coastal areas near the

you're heading out today, umbrella, windshield wipers and keep the speed down a little bit. welcome back to ktvu mornings on two on this green on the screen. saturday >> good morning, i'm frank mallicoat and i'm claudine wong. yes. let's talk about how long that green is going to stay with us. meteorologist rosemary oroczo joining us. and i know there's some festivals and events happening in the city. and i know they're sitting there thinking, okay, cherry blossom festival. we had 80 degrees two days ago. it's only going to rain today. the cesar chavez parade and festival as well in the city. i'm sure organizers are saying, really? >> gosh, i know, i bet they say more than that. 1:00 right? we are not going to have this steady downpour all day long. but, you know, for folks that do need to get out there and set up, it is a soggy one to start the day giving you a live look here over san francisco, we will turn over to scattered showers and isolated thunderstorms for the afternoon. but this morning at this hour. take a look. we are all covered in the rain and as we move closer to areas over the south bay and our hills, you can see we've got some rain,

snow mix and snow right over it looks like a loma prieta in the santa cruz mountain area. and then as we look off toward the east mount hamilton area in parts of the diablo range. so that's right, about 4000ft, even a little bit below in areas like loma prieta, i think it's closer to 3800ft. take a look at the little pink over mount diablo this morning. that's closer to 3500ft. so it is a cold storm that is moving through the bay area. and if you are thinking about getting outdoors at any time soon, go for the thicker raincoat because those temperatures are in the 40s. this morning, our afternoon highs will also be below average temperatures. slightly better for tomorrow and drier tomorrow, although not completely dry. a better look at the current conditions of what we can expect for your weekend coming up. >> okay. thank you rosemary. all right. let's keep an eye on the roads for you this morning in case you need to head out, because certainly as we look at the bay bridge toll plaza, this is a saturday morning. so not a ton of traffic out there, but we

have been seeing the chp all over the map this morning. literally as there's been minor accidents and slide outs, and there is roadway flooding and got off the freeway today. and there was just, you know, a couple inches of rain, just enough to catch you off guard when we've had some dry days. let's take you out to san jose and we can see the headlights on at 730 in the morning. usually we be enjoying, you know, some daylight and some sunshine, but not today. and so it is going to be slow as you go everywhere around the bay area. if we take a bigger picture at the traffic map for you, this morning, again we are seeing just minor fender benders. you can see as we kind of scan. nothing major to report for you. they've been able to clear up these little issues that they've had back and forth this morning. but they are constant fender benders, small accidents. so you're still going to get in and around the area, the green on your screen telling you that the traffic is moving. but make sure you slow down, give yourself some extra time. it doesn't take a lot to cause some issues this morning for you

moments at a cease fire protest that was caught on camera. a man seen assaulting and spitting on demonstrators in south san francisco, ktvu zac sos, spoke to one of the demonstrators caught up in the attack, who says this is not the first time the man has clashed with that group. >> yeah, like you pull your mouse down, you cell phone video capturing a man spitting on an assaulting demonstrators during a gaza ceasefire rally in south san francisco wednesday. >> he personally elbowed me in the face. >> the woman, who asked to remain anonymous out of fear of retaliation. part of the group changed south san francisco, which holds rallies every wednesday, this one coinciding with celebrations marking the end of ramadan. >> i should have been with my family, but i'm just so disturbed about the genocide that's unfolding. it's been unfolding for the past six months that i took time out of my day. >> the rally starting out peaceful. >> and then this man starts approaching us from across the

has given our sisters, our mothers, family and friends who have had their voice taken away, a chance to come together and opportunity for hope and to be heard again. it was just two weeks ago when we heard from state attorney general rob bonta, announcing his office did not have enough evidence to support bringing forth charges against foppoli. this comes three years after at least two women say he sexually assaulted them. foppoli denied those allegations, and he spoke to ktvu after the state attorney general's decision dropped. >> and very, very clear since the beginning that there was no truth to any of this, and i'm just, i think glad that we're finally able to move on and hopefully start to heal. >> we did hear from the sonoma county sheriff's office, which launched an investigation of its own to submit for prosecution, even though it details the resources used to gather evidence and make a case, officials simply said they respect the state's decision. now, those attorneys representing foppoli's accusers

say april is sexual assault awareness month, so they're using this opportunity to bring victims together while also announcing what next steps they'll take to continue with civil charges against the former windsor mayor. their news conference is set to start at 1:00 this afternoon in santa rosa. reporting live this morning. i'm james torres, ktvu, fox two news. >> well, family members of a championship bicyclist who was killed in san francisco is now responding to a possible plea deal in this dui case. 44 year-old ethan boys was killed while riding his bike in the presidio in april of last year. 81 year old arnold lowe is facing charges of vehicular manslaughter for allegedly driving under the influence and causing his death. prosecutors are reportedly considering a possible plea deal that would mean lowe could spend a year behind bars, and family members of the cyclists have now sent a letter to the judge in the case, saying they would be satisfied with that proposed plea deal.

next week, lowe is scheduled to appear before that judge, who had earlier expressed concerns about the terms of the reported deal. >> time now 805 for almost eight months, a new bike lane down the middle of san francisco's valencia street has been frustrating. both the businesses there and even some cyclists, as they maneuver in and out of the bike lane and into traffic lanes. one business owner says the bike lane isn't trusov and detrimental to businesses in the neighborhood, and he's so upset about the street design, he's currently on a hunger strike in protest. >> i just taken on myself and decided to sleep here for 30 days for a hunger strike, even though it sounds really, really difficult and an extreme going extreme. small businesses go in amazing suffering, people losing their livelihood, people losing their houses. so i just want to people to be able to see it rather than just talk about it. so that's the main purpose of this. >> he is currently in day number

seven of that 30 day hunger strike. chp arrested a couple carjacking suspects after they led officers on a big chase throughout the bay area friday morning. the chp spotted a car, wanted a connection in an oakland carjacking in solano county. chp says it waited for its helicopter to arrive before they tried to pull over the car. and instead of stopping, officers said the suspects then sped away. eventually chp tells ktvu they were able to stop the driver in the tara hills neighborhood using spike strips. the suspects then surrendered to the police. >> a superior court judge in san francisco has rejected the sentence of probation for a man convicted of fatally stabbing an elderly woman. last month, 35 year old danielle couch was sentenced to five years of probation for the stabbing death of 97 year old ann peng taylor in june of 2021. that was the result of a plea between couch and the church and the court. however, yesterday another judge

declared that sentence illegal and said it can't take effect and that's because couch is already on probation for two felony burglary convictions at the time of this crime. california penal code says that disqualifies him for any sentence of probation. a hearing will be held on tuesday to determine next steps. the palo alto independent police auditor found that two officers violated policy in a blood draw of a suspected drug dealer. the incident happened last year when the man was arrested during an alleged drug transaction. well, months later, the report says, the santa clara county district attorney dismissed charges, saying in part that the blood draw was done without the man's consent or a warrant. the palo alto police department said in a statement that the police auditor made no recommendations as a result, and they would not comment further on the case. >> caltrans pushing, pushing back whether it's planned closure for highway 37 over the weekend because of our stormy weather, the paving work will now start friday the 19th of

secretary of state's office says just released official voter turnout numbers for this year's california primary last month. those figures show more than 7.7 california voters cast their ballots for the march 5th primary. not a lot. that's roughly 35% of all of the registered voters in the state. this year's figure is far lower than the voter turnout for the california primary. some four years ago. that's when a record 9.6 million californians had cast at their ballots as well. >> recount is scheduled to begin on monday in the 16th congressional district race that ended in a tie for second place santa clara county planning to conduct a machine recount next week that will run monday through friday. former mayor sam liccardo or former sam liccardo staffer, i should say jonathan padilla, requested that recount and is required to pay the costs. the two candidates, evan low and joe simitian, who tied for second place, would both advance to face sam liccardo in november if the recount results
