was it saturday? >> i thought of you when we had canceled baseball games. bike races and swim meets. you called it on the nose. >> well, it was a cold one. unbelievable. it was. the highs were set at about 1 a.m. when it was around 55, because around 4:00 five, it was about 46 to 49 left behind on that low. a lot of low clouds. i don't think livermore is sunny, but there are some sun breaks in there. but boy, there's a lot of low clouds out there. you can see our low churning and it kicked out and left behind some low and high clouds kicking the clouds away. we're doing our best, that's for sure. but boy, it might be a tall order for some. i mean, there's some breaks in there, but the combination of sun, low clouds and high clouds will make for another cool day. but they're gradually warming up. 60s on the temps. all right, alex here. all of us. 880. is that where we're going? >> yes. this is a rough commute. if 880 was where you were planning to go, and you might want to reconsider that if that was your route this morning, especially in that northbound direction. let's go to the maps and you can see for yourself just how bad it looks here. there is a protest happening,

pro-palestinian protest happening in the northbound direction of 880 at embarcadero. so that is where a traffic is at a complete stop. so traffic not getting through at this point. in fact, chp issued a sig alert and the chp says big rigs are actually allowed on westbound 580 for now. they usually aren't . but that's because this is so jammed up because of that protest happening on the freeway. needless to say, there's a bunch of minor fender benders in the backup on northbound 880, almost extending all the way to san leandro. so here's that live picture where you see no traffic moving in that northbound direction. 880 at embarcadero is where our camera is showing you this live picture. traffic in the southbound direction very, very slow as people stopped to look at the police activity in the protest happening. and there it is. we have a live picture there from the scene. photographer chip von out there with amanda quintana. they're going to be gathering some more information about what's happening here. but again, the news northbound 880 at embarcadero completely shut down to traffic because of a

protest that is happening there. and there you see the backup and all the vehicles from this point, 880 embarcadero all the way up past the coliseum and into san leandro is where the backup is extending. there. you see it on this live picture that we show 880 at the coliseum. traffic. just not really moving in that northbound direction. bottom line, if you're going to take 8880 into oakland, just avoid it altogether. there is a crowd also at the bay bridge toll plaza. it'll take you about 20 minutes to get onto the span. 702 let's go back to the desk. >> ali. thank you. topping our news at seven to san francisco jails went on lockdown over the weekend after sheriff's deputies said they were attacked by inmates. ktvu james torres live now with details of the lockdown and what the sheriff's deputies union is now demanding from city leaders, james garcia locked down at these two county jails means there would be no visitation, no programs, no services offered. >> for the time being, san francisco deputy sheriff's association is reporting about

nine of its deputies have been attacked by inmates in the last three weeks. inside of those jails, just friday, the union reports some of its deputies suffered dislocated shoulders and other instances. some deputies were punched or even bitten by those inmates. the union's president says there is now a significant increase in violence in the jails, and says that's happening because of a lack of urgency in addressing short staffing levels. a union that the union, i should say, wrote a letter to mayor london breed, as well as sheriff miyamoto and other city leaders hoping to bring in the national guard to fill in some of the gaps left behind by those short staffed levels. >> you need deputies to be there for backup for emergencies, and you need deputies for, you know, command presence as a deterrence and all that's being whittled away and our staffing is thinning out and there's no aggressive hiring.

>> the san francisco sheriff's office, responding to that call, saying the request for a national guard to address the staffing levels is premature, adding the agency is working to address the issues and has a plan to quote immediately address the increase in assaults on our members at this time. no word yet on when the lockdown will officially be lifted, though the jail did indicate that this week, jail operations would return back to normal. reporting live this morning i'm james torres, ktvu, fox two news. >> james thank you. we'll go now to the north bay, where police in napa are investigating a shooting that killed two young women. it happened at 8:00 saturday night on riverside drive near laurel street. people who live in the area say there's been gang graffiti and crime in the neighborhood. a witness tells us teenage girls were arguing loudly, then walked toward a building. that's when he heard gunshots. >> there was just something about those pops that just didn't feel right. and, you know, there was just this scream that, like, you know, you feel

throughout your whole body. it scared the #### out of me. >> police say one victim was pronounced dead at the scene. the second died after being transported to a hospital. no one has been arrested and police have not released any information on a suspect. >> our time is now 705. today there will be another very important event in the already extraordinary congressional race to replace retiring congresswoman anna eshu ktvu andre senior here in studio with details on a recount that gets underway this morning. >> well, good morning to both of you. it all begins in just a few hours from now. santa clara county registrar of voters office will begin a machine recount of the votes from the march primary. santa clara county voters remember that congressional district 16 race ended in a stunning fashion. here, assembly member evan low and santa clara county supervisor joe simitian tied for second place right here. former san jose mayor sam liccardo came in first with a lead of more than 8000 votes, and it's possible all three candidates could be on the ballot in november. >> if we're just going to a

machine recount, the outcomes, probably not going to change. if it was a hand recount, then i think the odds are actually a little bit better that we might see a difference. >> one of the two people making a recount request to jonathan padilla, he's a former liccardo campaign staff member, but he posted this message on social media saying, quote, why other democrats don't believe in counting votes and ensuring that the will of the people is transparently reflected confuses me. it's especially baffling that many of the folks criticizing the recount i'm proposing have themselves advocated for automatic recounts in the past. >> it might be that somebody in liccardo's camp thinks, oh no, we might lose if it's three. but if we knock one of those two out, then we have a shot. >> santa clara county registrar of voters predicts it will take the next five days to recount these votes. they'll be working eight hours a day. the recount, expected to cost about $84,000. so we'll see what happens over

the next few days. garcia. >> andre. thank you. election watchers say that more latino voters are likely to encounter election misinformation. there projected to be more latino voters this november than in any other presidential election in the past. they should account for nearly 15% of all eligible voters. the national association of latino elected officials says latinos are vulnerable to misinformation because of their reliance on social media for their news. >> our community is very much online, right? they they are on the facebook. they are on youtube, i believe the last, one of the last studies that we saw was that upwards of 40% of latinos use, youtube as a source of news, for example. right. so, that again, makes a community very susceptible. >> latino leaders say they're encouraging social media companies to moderate their content in spanish as well as english. >> all right. our time is 708. we're still following the breaking news in oakland of a protest that's blocking the northbound lanes of interstate 80. the protesters are

pro-palestinian, and they're demanding a cease fire in gaza. ktvu is amanda quintana is out there now to show us and tell us more. amanda >> yeah. although this is a shock to many people here on the freeway, there actually was some notice because this group has had this plan for a while. so this is a plan called a15. they did have a sign up, but police just brought it down. it was called the a15 economic blockade. so this is something happening across the world today a15 for april 15th. they are planning to disrupt the local economy today. and oakland here is just one of 56 cities across the world where groups plan to create these blockades, either on freeways, ports, different areas. initially, they planned to be at bart at the west oakland bart station, but here they are on 880. this is just

before the embarcadero exit, and this started about 30 minutes ago. now you can't see the protesters because it seems like they are are, kneeling or sitting down on the freeway. but we've kind of been watching as police move in, take their flags down, take their signs down. it looks like they might move in to arrest them soon because they've kind of been doing some maneuvers here, switching out the crews. but again, this is a coordinated effort known as a15, it's meant to jam up trade choke points and disrupt economic, logistical hubs. and this is one of 56 cities where this is planned today. so we'll continue to update you. there are some other cities in california that are included in the list. orange county, long beach and san diego. but we will keep you updated as we watch and see if these protesters are moved off of 880 and how long this lasts. live in oakland. amanda quintana

ktvu, fox two news. >> amanda, thank you. we'll swing out to our traffic center here. allie rasmus watching the repercussions of that protest there on 880 in oakland. >> yes. and the traffic maps kind of tell the story here. you just solid red line and complete blockade of northbound 880 at embarcadero, which is where amanda quintana just was. let's zoom in to show you the impact here. you see a this is where traffic is stopped in the northbound direction of 880 traffic also very slow in the southbound direction. and then behind that back in the backup of that closure at embarcadero and northbound 880, you see just several fender bender crashes, which is what typically happens when you have a big backup and people aren't moving. for now, the chp is allowing big rigs to travel on westbound 580 to get around this mess. normally big rigs aren't allowed on that stretch of highway, but because northbound 880 is shut down, they are for the duration of this closure. you can see the

closure here in the northbound direction, with the police vehicles parked right there. this is traffic going southbound. it is moving in the southbound direction of 880 at embarcadero, but moving very slowly as people kind of stop and slow down to look at that protest happening on the other side of the freeway. let's show you the backup 880 in oakland in that northbound direction, the backup goes from embarcadero northbound, which is where that hard closure is all the way down almost to san leandro. so past the coliseum. and we showed you the map where there's a series of crashes there because of it. let's show you some other parts of the east bay commute. it is kind of a slow one and a rough one, not just on 880, but in other spots as well. your drive from the carquinez bridge to macarthur maze will take you just under a half hour. when you get to the bay bridge toll plaza. it is very slow. there is probably about a 20 minute delay. you'll note, though, this ramp coming from 880 traffic there is pretty light. and that's because of that closure that's happening there on northbound 880 at embarcadero.

shouldn't do that bridge collapse in baltimore. the agency now reportedly has federal agents aboard the cargo ship that crashed into the francis scott key bridge. this investigation will focus in part on the crew and whether it was aware of the issues with the ship's systems. the crash and bridge collapse nearly three weeks ago killed six people, all of them part of a repair crew working on the bridge. the ntsb has opened a separate investigation into the crash, despite elon musk's announcement that tesla will roll out a self-driving taxi, the california agencies that regulate robo taxis said they haven't heard anything about those plans. musk recently made the announcement on social media, said the company would unveil a robo taxi in august. ktvu spoke with the dmv and the public utilities commission. the cpuc confirmed it has not received any applications, plans or proposals from tesla to start robo taxi service. the dmv also said tesla has not applied for a

deployment permit, which is required for any company to run passenger service in an autonomous vehicle. it said tesla does have permission to test self-driving cars with a safety driver behind the wheel. >> our time now. 716 now we're hearing from some of the alleged victims of former windsor mayor dominic foppoli. their comments come weeks after california's attorney general suspended the investigation of the former mayor of that sonoma county city . state prosecutors cited a lack of evidence in that decision not to file criminal charges. >> state of california is telling all of its victims if someone has enough money and power to buy themselves out of trouble. and even if you reach out on a rape victim hotline and 14 other women say the same thing, you may walk free now. >> three other accusers also took part in that weekend news conference. three years ago, foppoli became embroiled in several allegations of sexual assault and several civil

lawsuits. the allegations led to investigations by both the state of california and sonoma county. >> happening now jury selection about to begin in the hush money case against former president donald trump. this is the first time a us president has ever stood trial on criminal charges. we'll turn to reporter connor hansen live from new york city. here we saw president, former president trump speak just before entering the courthouse about 45 minutes ago. what's the scene around you when it comes to spectators and security? >> gasia. as you can imagine, it's busy out here. we have protesters both for and against trump gathering outside the courthouse, and lots of lots of news cameras right out front of this downtown manhattan courthouse. trump arrived not too long ago through a separate entrance, but did speak to the few reporters inside the building, basically criticizing this case. again calling it a political persecution. also, taking his chance to take a shot at president joe biden, his

rival in the in the presidential election. he did walk through a mostly empty courtroom before it started. aisles and aisles that are soon to be filled with potential jurors. in this case, for the next week or two, they'll be going through jury selection, trying to pick out and weed out people they think might not or might be, might not be impartial to this case. so that's what we'll be seeing here for the next week or two, unclear if it will be as busy here every day, but dozens and dozens of protesters chanting, yelling. we've seen, different vehicles driving by, blasting music, honking their horns and things like that. so it's certainly quite the spectacle on this historic day. the first ever criminal trial against a former president. >> and connaitre, as you're speaking, live outside the courthouse, el paso, in just a bit of news here from inside. the judge overseeing the trial has just denied a request from the defense to recuse himself from the case. meanwhile to the jury selection here, in the end, it will be 12 new yorkers who will decide the former

president's fate is this jury selection process going to be like any other trial? >> well, you know, you have to imagine these jurors have seen a little bit about this case by now, it being so high profile. so it is okay if jurors know about the case. the big question will be if they have a strong opinion about trump, the lawyers will not be able to ask jurors things about their, you know, what party they're registered to, if they've made political donations, how they voted in the past. but they will be able to ask things like, do you have a strong opinion about former president trump? are you a member of any pro-trump or anti-trump group? so the defense hoping to weed out quite a few people right away. you know, in manhattan, we have a jury pool of close to 1.5 million qualified adults. the defense is going to try to find the most sympathetic possible jurors to their case here. but it's going to be a difficult process for them.

>> onsen live in new york. thank you again for your live reports. >> all right, connor, time now, 720. right back to allie. rasmus there's so much going on in our morning commute. allie >> there is. and most of it's concentrated in the east bay. and we're going to focus once again on 880, because this is the big problem that we've been seeing. northbound 880 completely shut down to traffic because of a protest that is happening right now. so no traffic getting through in that northbound direction. and there's a couple of crashes in the backup as well. southbound direction slow. also so taking a look at this live picture from our rooftop camera, this shows you 880 southbound at embarked arrow in the northbound direction. you see, there's no traffic coming through. and that's because of the protests that we can show you with the live picture here. this is from our photographer, chip von, on the scene there. you see that southbound traffic moving through. and on the other side of the freeway, you see the chp officers. and to the right of this picture is where the protesters are. and they've

lined up along the northbound lanes of 880 right here. you see a lot of people trying to take some pictures up close. here's a look at the backup. it extends almost all the way to san leandro. this is the northbound direction of 880 in oakland. be advised that the chp is allowing big rigs to go on westbound 580 to get around this. normally they're not allowed on that highway, but because 880 is completely closed in the northbound direction and they don't know when it's going to reopen, they are allowing it for now. other parts of the east bay, also a tough commute, including southbound 680 through the sunol grade. also southbound 880 at tennyson. there's a crash there and we'll end with the one bright spot of the commute. south bay commute looks pretty good this morning. 721 back to the desk. actually, did you forget me already? >> alex? steve paulson there's a lot going on here. there is no kidding. all right. thank you. we'll get to it here before we get to our rain totals on. there's some thick fog showing up here, novato, petaluma, napa

from ktvu, fox two news. >> this is mornings on two. >> well good morning. thank you for joining us. welcome to mornings on two i'm dave clark. >> it's monday april 15th i'm gasia mikaelian. we'll get to that mess on 880 in oakland in a minute. first though a quick peek at weather. much calmer than what we had over the weekend. now steve, that was unseasonably cold for us and strong. >> we've that's back to back weekends of what we call deep low pressure systems. man. there's a lot of fog out there, a lot 40s on the temps or low 50s. almost every reporting station saying cloudy to mostly cloudy. not only that, but there's some higher clouds that will drift in, so it's a tall order to warm up. we're doing our best kicking the clouds away, but it might be a slow process. lots of low clouds, fog, especially north bay. a mix of sun, fog and high clouds. slightly warmer though temperatures still, though. i mean, they were so cool on saturday. we're getting there. 60s on the temps. all right, ali is here. it's all about eight 8731 northbound, 880 at embarcadero, still completely closed to traffic in that

northbound direction because of a protest that is happening there. >> as we've been telling you, we're showing you the traffic impact, though, and it's pretty evident that this is going to be a pretty difficult commute for folks the east bay. avoid 880 in the northbound direction altogether. i'd even avoid it in the southbound direction because there's a lot of people slowing down. to take a look at this, we do see 580 traffic getting in that westbound direction, getting a little bit heavier as people try to get around this chp doesn't know when they'll be able to reopen northbound 880 there you see the live picture from our rooftop camera. there's the chp vehicles, southbound traffic moving very slowly here. chp is allowing big rigs on westbound 580. while this protest goes on. and while the road in the northbound direction is closed. so normally those big rigs aren't allowed on that stretch of highway. but today, in this morning, they are the traffic back up, getting a little bit lighter as the commute goes on. and so people

in that northbound direction, at least things are moving now. but if you can't avoid northbound 880 entirely in that direction, because by oakland, by embarcadero, because the protest happening there. so let's turn things over to amanda quintana, who is at the scene at the site of the protest with the latest information. amanda >> yeah. well, ali, it seems like this is going to take a while to get these protesters off of the freeway because we've seen a little more. it's kind of been hard to see the actual protesters because they're either sitting or kneeling down. but we've gotten a bit closer and able to see really what's happening there. so they're attached to these large oil barrels, like about 50 gallon big barrels, somehow chained to it or handcuffed to each other. it's hard to tell, but we've been watching chp police go up there because we could see sparks flying as they try to cut those barrels, cut those oil drums open, and then also either

the handcuffs or the chains that are there. now this is all part of a planned effort today with the goal of disrupting the global economy, this is something happening all over the world. really oakland is just one of 56 cities where this group plans to create these blockades, it's a coordinated effort known as a15. it's meant to jam up trade choke points and disrupt economic logistical hubs because participants in this, say that the global economy is complicit in the ongoing genocide of palestinian people in gaza. we've seen similar protests here in the bay area, at the port of oakland, at the bay bridge over the last few months. they do say on the a 15 website, because this was all planned out, that there is a need to shift from symbolic actions to those that cause pain to the economy. so that's really what today is all about, initially this group told us

they were going to be at the west oakland bart, but it seems like plans changed. so they're here on 880. again, this is right before embarcadero, and there are a lot of people, you know, pulling over to take pictures, pulling over to see what's happening, but it seems like there are about six, maybe seven protesters. again, it's hard to see because they're sitting down, but it will still take a while for them to be unchained. have have all of this cut before they can leave the freeway, and then traffic can resume. so i will send it back to you in the studio live in oakland. amanda quintana, ktvu, fox two news. >> amanda, thank you. we'll stay in oakland here. as police responded to a number of sideshows this weekend that in some cases were destructive and particularly dangerous. at least three cars burned during weekend sideshows that lasted for hours across oakland

saturday night. officers tried to break up the crowds gathered to watch the sideshows. in some cases, cars drove through alleys, up onto sidewalks and through parking lots to get away from police. there were shots fired at several sideshows, and in one case, a driver rammed police cars trying to get away. officers are seen in the video detaining some spectators and overheard saying they'd be released when cited. opd has yet to answer our request for information on its enforcement. >> all right, guys, your time. 736 israeli prime minister netanyahu holding several meetings today with other top military and political leaders. they're talking about how to retaliate against iran after iran's first ever full scale attack on israel. the israeli military reports iran fired more than 300 drones and missiles towards israel over the weekend. but israel says it intercepted 99% of those missiles with the help of its military allies, as wide scale attack by iran is a major escalation, together with

our allies and partners, we are operating at full force to defend the state of israel and the people of israel. >> we will continue to fulfill this mission. >> now, the white house says the us military played a big role in defending israel during the attack by iran. that's a terrific testament to the superiority of the israeli military, but also to our own military superiority and the effort, the risk, the resources that president biden committed to helping defend israel. now, the israeli military says the drone attack caused minor damage . a ten year old girl was badly hurt by shrapnel about 30 others were treated for minor injuries and anxiety as they ran for cover. coming up later this hour, we'll bring you more details on how the biden administration is responding to the attack by iran. >> president biden is holding several high level meetings at the white house today to discuss iran's unprecedented attack on

israel. the biden administration says the united states fully supports israel in this crisis. at the same time, the white house says the us does not want the conflict to escalate into a wider war. the united states stated its position during an emergency meeting of the un security council this weekend. >> the united states is not seeking escalation. our actions have been purely defensive in nature. >> today, president biden is set to discuss iran's attack on israel with the prime minister of iraq and the czech republic. >> all right. our time is 738 today. in case you didn't know, is april 15th, the tax deadline day, the irs says it's received more than 100 million returns so far as there's a new program aimed at making filing your taxes easier. it was rolled out this year. the california is one of 12 states allowing people who earned about $79,000 or less last year to file for free on

live look, dow jones started the day looked like it was going to be up more than a 100 or 200 points or so. it's come back a little bit from that, but still up a quarter of a percent, about 88, 89 points, the s&p 500 up slightly as well. the nasdaq up barely this morning, but we'll keep watching those numbers. tesla's stock down about 3% after word that it plans to lay off 10% of its global workforce. multiple reports saying ceo elon musk sent an internal memo citing cost reductions as part of the reason for the layoffs. it comes as tesla reported a drop in deliveries and demand in the first quarter. a december financial report shows tesla has more than 140,000 employees, so that means about 14,000 employees could be impacted. no official word yet on the layoffs, so it's unclear if any bay area jobs will be impacted on that. the biden administration is giving $6.4 billion in grants to samsung to

help the company expand its chip making operations in texas. samsung is building a new chip manufacturing hub in taylor, texas, and expanding and existing site in austin. federal officials say the grants will help create a us hub for development and production of semiconductors. the fund is by the chips act, passed in 2022 to strengthen the domestic supply of semiconductors, and target is holding its annual event to help get kids into safe car seats. parents who need an upgrade can bring those old car seats into the stores until april 27th. target says any car seat qualifies, even if they're expired or damaged. stores will give customers 20% discount coupons that can be used for a new car seat or any other products for their children, target says. so far, it has recycled 2.6 million million car seats since 2016. i'm pam cook. that's a look at your dollars and cents. >> the car seat? yes, the car seat. glad to be past them. yes,

ma'am. i was like, yep, she'll make that third and ali will will make it fourth with you, right? >> yes. although i do miss those car seat days ever. cute. now you can see them in the rear view mirror. let's focus though our attention on the situation in northbound 880, because it is still at a complete standstill at embarcadero. zooming in on the traffic maps here, you can see that closure. and now we also start to see some of the traffic getting slow on westbound 580 people at this point have gotten the message that northbound 880 is closed and is a mess. so now traffic is trying to get around it and that is getting heavy as well. in fact, chp says big rigs are allowed on westbound 580 because of the closure. that's happening on 880. so bottom line, if you're trying to get around in the east bay, especially around oakland, it's going to be very difficult. here's a live picture of the southbound direction of 880 from our rooftop camera at the ktvu studios. it's moving very slowly, and in that northbound direction there is a this is where the protest is

happening that is closed down all lanes of northbound 880. we can show a live picture from the scene there. you see the chp officers and law enforcement officers on the freeway in that northbound direction. this is where it is closed and they're not sure if we can see, a view of the protesters. it's probably that barrier. and the other side of the freeway is kind of blocking that view. but you do see the chp officers there. it looks like they're trying to maybe, remove some of the protesters from the freeway. we have heard from our amanda quintana, who's reporting at the scene there, that the protesters are using what's called a sleeping dragon, where they tie their hands together, and then they actually have to be sawed. the plastic handcuffs or pipes that they put their hands in have to be sawed off in order to get people out of the freeway. so that's what's going on there. and in the meantime, it is a big mess on 880. this is the backup all the way at the coliseum. let's take a quick check of the

>> this is mornings on two. >> welcome to mornings on two at 8:00. as you look live at the interstate 880 northbound right next to the coliseum. traffic there is very slow this morning because of a protest on 880 right now. thank you for joining us. i'm andre senior. >> i'm gasia mikaelian. it's a busy monday. let's begin this hour with more on that breaking news we've been following on 880 in oakland, protesters shutting down all northbound lanes. >> ktvu amanda quintana out there with a look at what police and highway patrol are doing now, amanda. >> yeah, well, the freeway is still shut down going northbound on 880. it's a little hard to see the protesters because they're sitting down, but they are still there from getting pictures that have kind of zoomed in, we could see there's about 6 or 7 protesters there sitting and they're either chained or handcuffed to big oil barrels. we've been watching and kind of seeing sparks as police try to cut those barrels and cut the handcuffs or the chains, but

this is all part of a planned effort today, with the goal of disrupting the global economy. oakland is just one of 56 cities across the world where groups plan to create these kind of blockades. this is a coordinated effort known as a15 for april 15th. it's meant to jam up trade choke points and disrupt economic logistical hubs. participants in this effort say that the global economy is complicit in the ongoing genocide of palestinian people in gaza, so this is their way to spread their message. we've seen similar protests back in january when they tried to shut down the port of oakland, there were other ones in november there at the port of oakland, obviously the one at the bay bridge. and on their website about this a15 effort, they say there is a need to shift now from symbolic actions to those that cause pain to the economy. so that's really what today is all about for this group. but obviously, you know,

this is planned for them. but people on the freeway were not ready for this. you know, they're just trying to get to work. it's monday morning, but this has been here stopped at 880 for at least an hour. here right before the embarcadero exit in oakland, and as i mentioned, this is a planned effort at other cities in the world. more than 50 cities. there are three other cities in california long beach, orange county and san diego that are also expected to have some kind of blockade, but we'll continue to watch. it seems like this will be here for a while because they're all chain to somehow connected to these barrels. we've been watching police kind of try to get them out of them, but it is going to take a while to cut them from the barrels and then get them removed from the freeway. so it seems like this is going to be at a stand. stand still here at 880 going northbound for a while now. live in oakland. amanda quintana ktvu, fox two news.

show you highway 24 in lafayette. because because of that closure on 880 people who have to get from the far east bay to oakland to the bay bridge toll plaza are using alternate routes. we showed you how backed up 580 was. highway 24 is slower than usual at this time of the morning, possibly because people are avoiding 880 and now 580 altogether. quick check of the toll plaza shows traffic here is light again. that may be because all the traffic is at a standstill just before the macarthur maze and the bay bridge at northbound 880. we don't know when the chp will be able to reopen the road because of that protest. and northbound. 880. 804 let's go over to steve paulson. >> all right, ali, thank you. well, we have high clouds. we have low clouds. we have fog. other than that, there's nothing going on here but temperatures. man they were cold on the weekend. as you know, we're in the 40s here on the temps or low 50s, but a lot of low clouds. few sun breaks in there, but it's going to be a tall order to

warm up too much today. but we'll do a little bit here. and kicking the clouds away, i'll tell you doing doing our best. some sun today. but it's a mix of low and high clouds, temperatures bumping up a little bit but still below average with 60s on the highs. all right, let's get back to the news now with andre and garcia. >> and straight back to more information on breaking news involving the fci dublin prison facility, which the bureau of prisons now says is going to be closed. ktvu has reported extensively on issues at the women's prison for years. several incarcerated women sued the prison, saying they were sexually assaulted and retaliated against for speaking out. a correctional officer is including a former warden, have been charged with sex crimes. so far, seven have been found guilty just last month, the fbi raided the prison and the current warden was removed. we have a crew on the way to the prison now as we're working to learn more about the future here already, we know no employees are expected to lose their jobs. the women at fci dublin will be transferred to other facilities now to the north bay, where police in napa are investigating a shooting that killed two young women. it happened at 8:00

saturday night on riverside drive near laurel street. people live in the area say there has been gang graffiti and crime in that neighborhood. a witness tells us some teenage girls were arguing loudly and walked toward a building, and then he heard gunshots. >> there was just something about those pops that just didn't feel right. and, you know, there was just this scream that like, you know, you feel throughout your whole body. it scared the #### out of me. >> police say one victim was pronounced dead at the scene. a second died after being transported to a hospital. no one has been arrested and police have not released any information about a suspect. >> it is almost 807 now. sideshows in oakland over the weekend, escalating to dangerous levels. well, you see it right there. at least three cars were set on fire during sideshows saturday night that spread across oakland, reportedly lasting hours. here's oakland police had their hands full trying to break up the crowd. participants driving through alleyways or

onto sidewalks and through parking lots to try and get away from police. police say shots were fired at several of the sideshow scenes. one driver even rammed into police cars to try and get away. well, none of the investigation that continues in antioch into a deadly multi-vehicle crash where one person was killed. the first report of it came in yesterday afternoon around 410. police say a lexus suv westbound on west 10th street and an acura sedan was going northbound on auto center drive. the cars crashed into the middle of the intersection. the 30 year old man driving the acura sedan died at the scene. two survivors in the other car were trapped inside. >> both of the patients that were extricated from the vehicle required the use of hurst extrication tools from our truck company. >> 233 year old women in the lexus suv were treated at the hospital for non-life threatening injuries. >> now to the middle east, where israeli prime minister benjamin netanyahu is holding several meetings today with other top israeli military and political

separate investigation into the crash. >> investigators are trying to determine what caused a boat to capsize near san francisco's ocean beach, sending four people into the water. the fire department received a report just after 10:00 yesterday morning that a 32 foot vessel overturned a few miles off ocean beach, first responders from the fire department, coast guard and chp arrived. they were able to pull four people from the water who were then checked out by medical personnel. we're working to get an update on their conditions. in marin county, seven people are being treated for exposure after their boat capsized in tomales bay. six adults and one child were on board when the boat overturned. multiple agencies responded with helicopters, water rescue boats and ambulances. >> well, the historic trial of former president donald trump unfolds in new york today. the latest details on the hush money case and the anticipated testimony, plus, they're going to run the ballots through the scanner again and those tend not to end up changing the results today, santa clara county starts recounting votes from a race

happened in a northbound 880. it is still closed in that northbound direction at embarcadero because of a pro-palestine protest happening. because of that, you see all other traffic from the east bay getting to oakland is very backed up on 580 and on highway 13, also heavier than usual traffic on highway 24 as well. but now we have a new problem across the bay. this is from the chp southbound, highway one 101 at the golden gate bridge is now shut down also because of protest activity, let me see if i can pull up that picture. so you see traffic moving in the northbound direction, but southbound is completely empty. and that's because beyond the view of our camera here, that's where there is a protest also taking place on the golden gate bridge. so bottom line, if you need to get to the san francisco from the north bay or from the east bay, it is best to take public transit this morning because of that shutdown northbound 880 and now a

officer. santa clara county sheriff's deputy pulled a car over for having expired registration. the driver was found to be wearing a security uniform with the word police on it and a bulletproof vest. he was arrested for impersonating a peace officer, as well as charges of illegal weapons possession and drug related offenses. >> tesla will reportedly lay off as much as 10% of its staff around the world. multiple reports say. ceo elon musk wrote an internal memo citing cost reductions as part of the reason for the layoffs. it comes as tesla reported declining deliveries and demand in the first quarter. a december financial report shows tesla has over 140,000 employees, which means as many as 14,000 could be

impacted by the layoff. it's unclear how many bay area workers would be impacted. a jury trial involving tesla is scheduled to get underway this week in santa clara county. a woman in santa barbara filed a negligence lawsuit against the company, citing defective product design, the lawsuit claims. mallory harcourt was eight months pregnant when her toddler got into the tesla, and activated the vehicle in december of 2018. harcourt who was in the family garage, placed herself in front of the vehicle thinking it would recognize her and stop, but instead she became pinned between the car and the wall. harcourt suffered severe pelvic injuries that she says prompted her to give birth early , just a week later. tesla's attorneys have reportedly argued that the unfortunate event was the result of the mother's own negligence in leaving her son unattended. >> san francisco mayor london breed is leading a local delegation during a weeklong trip to china. mayor trip is part of her effort to strengthen economic ties with shanghai. san francisco's sister city. the trip comes at a time of

>> this is mornings on two. >> welcome back. i'm gasia mikaelian. >> i'm andre senior. we have a lot of breaking news to get to in just a moment. it's april 15th monday. but first we're going to start with steve to see how the weather is going to be today. after a weekend of kind of spotty showers, depending on where you work. and cold. >> my goodness, it's a little a little better here today. some sun breaks already, some high clouds, a lot of low clouds though. that's kind of the key here, temperatures 40 to 50 on the temps here, temperatures. san jose is not that warm. but look at that low cloud deck. so from about san francisco, oakland south, you're socked in north and east a little bit better there. so we're doing our best here. kicking the clouds away. at least we're trying to. lots of low clouds, mix of sun and clouds. but temperatures bumping up a little bit still though below average with 60s on the temps. all right ali is here . if it isn't 880 it's now the golden gate bridge. >> yes, two major highways shut down by two protests that are happening across the bay. let's show you the map and you can see

the region wide impact it's having. so basically, if you're getting from the east bay anywhere to oakland or the bay bridge, you're going to have a rough time because rouz 880 is closed at embarcadero because of the protest happening. you see a lot of people trying to get around it and now it is just solid red on westbound 580, even highway 13 and even highway 24. getting to the bay bridge toll plaza is very backed up from there. we have learned just in the last 20 minutes or so, there is now a complete shutdown of the golden gate bridge in both directions, and you see the traffic impact because of that backing up into marin county on 101, this these two, highway closures are because of a pro-palestine protest happening on both sides of the bay. so you see the impact here on 880 looking at the backup from that closure, several miles north of this picture at embarcadero. and the backup extends almost into san leandro and it's been like

this since that protest happened and started a couple of hours ago. here's a look at highway 24 and lafayette. it is heavy in that westbound direction as people in the east bay try to avoid 880 and now 580. so this is another route to get to the bay bridge toll plaza. it is also very slow. here you see a live picture of the golden gate bridge at, and you see no traffic going in either direction there. so we'll continue to keep an eye on this. and actually amanda quintana is at the scene at 880 northbound where that protest, the first protest is happening, and we'll send it back to the desk with more information there. >> garcia. ali. thank you. pro-palestinian protesters are blocking northbound 880 in oakland, part of an economic blockade expected in cities across the world today. we'll bring in amanda. now, you've been on 880 for a couple of hours. have things changed at all where you are, amanda? >> not really. this is taking a very long time and we learned a little more about kind of what the protesters are doing over there, what it looks like. so

somebody that was on the other side of the freeway took some pictures and video and came to show us so we could get a better idea. so we've been watching and you can't see very well, but the protesters are sitting down and they are attached to these big oil barrels. we've watched police bring in these jackhammers. so it seems like these barrels are filled with something maybe concrete, something that's keeping them there. and then we're kind of watching sparks as police are trying to cut either chains or these barrels, trying to get these protesters off of the ground there, so it seems like this is going to take a long time because we have not seen any one be arrested in the almost two hours that we have been here. obviously, this is a surprise to these drivers to have this happen right in front of them. but this is part of a planned effort today with the goal of disrupting the global economy. and oakland is just one

of 56 cities across the world where groups are planning to create these blockades. obviously we just heard about the golden gate bridge as well. so this is clearly expanding, this is a coordinated effort. they're calling it a 15 for april 15th, they're trying to jam up trade choke points and disrupt economic logistical hubs, they say that this effort is to disrupt the global economy because the global economy is complicit in the ongoing genocide of palestinian people in gaza. obviously, we've seen many protests like this at the port of oakland on the bay bridge. now we're seeing another one currently on the golden gate bridge. this is nothing new, but on their website, they say that there is a need right now to shift from symbolic actions to those that cause pain to the economy. so that's really what the goal of this a15 effort is today, there are three other california cities that are on the list of places that are

apparently also going to have big protests like this, long beach, orange county and san diego. but again, this is going to be here for a while because it is taking a long time to bring in sars, jackhammers, all of these things to get these protesters detached from these large oil barrels and then get them arrested and get them off the road. so it's been almost two hours for these drivers who have been sitting here, and this is going to continue for a while live in oakland. amanda quintana ktvu, fox two news. >> all right, amanda, we'll check in with you a little bit later on this morning. none of this. according to the california state auditor, no one knows exactly how much the state is spending to fix the homeless issue and whether their efforts even work. and that same report also slammed the city of san jose, which it says hasn't consistently kept track of more than $300 million in support of services money cannot adequately ensure the money is helping to alleviate the crisis and took shots at the city's homelessness goals. now, to address that topic and more, i'm joined right now by san jose mayor matt mehan

. good morning to you, mayor. >> good morning andre. >> all right. so, mayor, you know, i think many people know that tackling the homelessness issue on the scale that you're dealing with right now was not going to be easy. but did you know about the issues found in the report prior to the revelation by the state auditor? >> yes. well, at a high level, i agree with the audit. it's why i ran for mayor. it goes back about three years and says that we have not. and frankly, i'd say the entire state of california has not been clear enough about how we measure success and which programs are working. the when you get into the details, i think the audit leaves some analysis to be desired. it doesn't actually highlight the success of the interim housing units we've built in recent years. but at a high level, i completely agree. we need greater accountability in government for getting to the outcome which is ending street homelessness, getting people off of our streets. we actually reduced unsheltered homelessness 10% year over year last year by

following the data, being more pragmatic, standing up basic modular units and getting people off the streets faster. so it big picture, i think the audit is right. >> so the report recommends a publicly reporting homelessness spending, drafting a homelessness response plan with specific goals and monitoring performance for the nonprofit service providers, which was criticized in the report. so where do you start in responding to the recommendations, which, by the way, the report would like to see those recommendations in place by september? >> yeah, and i think we absolutely need to be there by september. in fact, we've made a lot of progress in the last year. just last year, we stood up a homelessness dashboard on our housing department website. that was another issue that i ran on that we need to actually have public reporting and be extremely transparent about where every dollar is going and the impact that it's having. so you can expect that more comprehensive reporting this year we have moved to more outcome based reporting. so that

we can actually compare the performance of different nonprofit service providers. so that's that's directionally where we need to go. what the report also highlights, though, that is worth noting, is that san jose and no city in the state has the resources required to meet our shelter needs for our homeless population or our affordable housing needs. so we're going to have to step back as a state and decide, are we committed to building basic, dignified shelter for everyone on our streets and when it's available, are we going to require that people use it? that's what i think we need to do, and that's going to require a statewide effort. we can't expect just a few large california cities to solve homelessness for the entire state. >> yeah. that report did also find, as i mentioned earlier, big problems in the in the agency that oversees the state, the state in addressing homelessness. so this is not an issue just pointed towards san jose in itself, but it's a state problem as well. but i don't want to get back to the to the tracking the money to ensure

that it's adequately fixing, because in any situation like this, you spend money and you assess whether something is working and the report said it didn't adequately in san jose. ensure the money is helping to alleviate the crisis. do you think that's true, that you that that the city has not been, tracking to see how that money really transports to getting people off the streets? >> i think, frankly, there's a bit of a disconnect between the state auditor and the reporting we're doing in san jose. we provided a tremendous amount of data to the state. now, i will acknowledge, i think if you go back three years ago, that reporting has not been as tight as it as it's getting. i think we we're certainly improving again. that's why i ran for mayor was to increase that level of transparency and reporting. what would be really helpful to us would be if the state auditor and the state legislature here would create a comprehensive statewide framework for the performance measures that they think are most important. to me, the primary measure of success is the rate at which we get people off the streets and the

cost per outcome. that seems pretty straightforward to me. i have not seen the state bring that forward as the way that they measure the successful spending of state dollars. >> they have no outline of exactly how you should go about that and what they're looking for. so how can the auditor look at it and say, well, you weren't really following the rules. if there really are no guidelines by the state for you to follow? well that's government. >> i think part of the challenge is we have different streams of funding with different requirements, different timelines. it's a very complex bureaucracy. i think all of us in california need to demand simplicity, which is what is the fastest, most cost effective path to getting people off of the streets. it's why i have argued against making million dollar a door brand new apartments, our primary solution to homelessness. we need to stand up basic, dignified shelter. and when it's available, we need to require that people use it. that is not state policy today, and i think that's where some of this tension comes from. we have competing goals. are we trying to build all of the affordable housing we need, or are we trying to focus on getting

people out of tent encampments? those are not always exactly aligned. and so that's where we need greater clarity statewide on which problem we're trying to solve first. >> well, we know the problem you're trying to solve. and that is the homeless issue that you've been you've been really focused on since the day one you've been in office. so we appreciate you giving us a moment in talking about this latest issue. and we'll check back in with you in a few weeks to see how things are going with that. good. >> thanks, andre. all right. >> next week, the supreme court will hear arguments about whether or not people can be cited for sleeping on the street. back in 2018, the ninth circuit court of appeals issued a decision that said it's unconstitutional to issue criminal citations to homeless people for sleeping outdoors if there are not enough shelter beds available. now. the small town of grants pass, oregon, is asking the supreme court to overturn that ruling. the issue has divided the town, with the mayor saying she believes more housing for people who are homeless is needed. >> maybe then we can start policing the parks again, but we still have like 200 people who have to go somewhere. and so i
