60% of the vote. new tonight ktvu joey jorda explains how the race has been overshadowed with allegations against james chang. >> two uc berkeley students are going head to head in the special election to replace district seven. berkeley city council member rigel robinson, who resigned in january. undergrad cecilia luna parra and grad student james chang are the two candidates on the ballot. the race is now overshadowed by allegations of sexual assault against chang, which he denies. in a video he posted on social media. >> i did not assault anyone, according to the campus newspaper the daily cal, an unnamed former volunteer for chang's campaign is the alleged victim of unwanted advances, including groping at an off campus rave. this is a hit piece. this is a concerted and intentional political attack, and i find it abhorrent and that they would co-opt such a serious subject for political gain.

>> we caught up with little parra on the campaign trail. >> i am appalled and saddened that, somebody was affected in this way or allegedly affected in this way. >> both candidates have pedestrian safety and affordable housing on their platforms. >> i am really passionate about addressing public safety from by addressing the root causes of crime, and trying to prevent crime rather than respond to it. >> the university is planning controversial housing at people's park for 1100 students and separate housing for at least 100 unhoused. chang supports the plan, while la parra is calling to build at a different location when crime is top of mind for voters, we spoke with with security, there's a lot of things to unpack, such as the racial undertones. >> when people think about crime, we have to worry about our safety. >> that's not criminal. and, you know, we really just need to stop crime. >> james chang declined our request for an interview. the elections office says the final

result should be in by next tuesday in berkeley. joey hornick, ktvu, fox two news and our election coverage continues on our fox local app. >> we'll have the very latest developments on elections, both here in the bay area and nationwide as we lead up to the november general fox local is free to download on your smart tv. >> new at 11. authorities have found and identified the body of a woman thought to be killed and then reported missing by her husband. san pablo police said today that a body found in the oakland estuary in september has been identified as 74 year old keith e tran. police say she and her daughter were killed by her daughter's husband, who allegedly tried to cover up the crime by reporting the two women missing. the suspect has pleaded not guilty to murder charges. the body of his 40 year old wife has not been found. >> convicted killer scott peterson appeared in court this morning via zoom from a state prison. peterson is seeking a new trial with the help of the la innocence project. that's a nonprofit representing people

who may have been wrongfully convicted. today, his lawyers asked the court to seal the identities of potential new witnesses, but then withdrew that request after prosecutors told the court much of the information is already public. >> they're laying the groundwork right now in making these preliminary motions to get the information that will provide the gravamen the heart of this motion for a new trial, if everything is agreed. >> peterson was convicted of killing his wife, laci, and unborn son more than 20 years ago in modesto. >> a moratorium on new licenses for smoke shops in richmond was approved unanimously by the city council tonight, members of the community complained about the number of smoke shops in the city. city staff reported 78 licenses for smoke shops. they also found three shops that had no license to sell tobacco products at all. the ordinance would put a 45 day pause on new permits. >> we've been receiving a lot of

complaints about unpermitted operators, as well as noncompliance of existing operators, and so it's a good time now to review our regulations around tobacco retailing. >> city staff members also revealed a concern about enforcement and a lack of municipal codes and procedures. officials say a pause will allow the city to look at ways to align business permitting with community values. >> new tonight dublin will soon have a new high school. emerald high is the first comprehensive new high school built in alameda county in more than 50 years. that high school is on dublin boulevard, not far frominrstatel open this august ktvu. lamonica peters w able to get a closer look at the campus, and tells us why it was necessary to build an entire new school. >> students, faculty and staff at emerald high school in dublin are beaming with excitement as the first day of school gets closer. >> just the idea of kind of

being the inaugural grade and like getting a chance to set the standards, that's that's what everybody else is freaked out about. >> funded by bond measures, dublin unified school district broke ground on the 23 acres campus in september 2020. now it's preparing to welcome the first 950 students on august 13th. >> dublin high school is so full that this community has needed a second high school for a long time, and you know, i believe over the last ten years, this community of dublin has invested a lot of, of money into, into building what we are now standing in emerald high school. >> emerald high school will have a capacity for 2500 students. once fully built by 2026. right now, the campus has 42 classrooms, a 2400 seat gym, a 137 seat lecture hall, high tech science and technology classrooms, and a grand student union. patty ramsey teaches biology at emerald high school

and is looking forward to working in her new classroom. there's going to be more counter space for them to do their experiments on. >> i also have a prep room. we have a lot of prep rooms and prep space, that's going to make it easy for us to flow. >> the district says between 2010 and 2020, its student population grew 92, and since 2000, dublin unified has opened eight new schools, including emerald high school. >> with the changing demographics here in the bay area, we want to make sure that the experience here at emerald high school reflects the wants and needs of the community it serves. >> i feel like i know what we all want and i want in this school. is it when emerald high school is completed, it will have a full football and soccer field, eight tennis courts and an eight lane track. >> the district also says it plans to open another school in shamrock hills by 2026. lamonica peters ktvu, fox two news. >> the oakland roots and soul soccer club say their future in oakland is now on the line. today, the alameda county board,

alameda county board of supervisors voted to put their portion of a proposed soccer stadium site up for auction. the county says they've been clear about wanting to get out of the sports business and offer to sell their stake to the city of oakland, but was previously rejected. and the oakland roots are pushing to finalize leases for the use of the raiders former training facility in alameda and the malibu lot south of the coliseum for a proposed pop up soccer stadium. >> please do not destroy our best hope for a stadium in oakland by selling the property without first completing the lease. >> the county board directed their staff to pursue a sale to the city before the auction date of may 22nd. >> in tonight's west coast rap, the university of southern california announced it is canceling the valedictorian commencement speech, citing safety concerns. why that's sparking outrage among students also state parks week is coming this summer. >> we take a look at the

pro-palestinian views, and this story does begin tonight's west coast wrap. >> the university says it received emails and other electronic communications warning of a plan to disrupt the commencement, including a threat to the valedictorian. >> she embodies what it means to be a valedictorian for usc and to take that away from her. at least the honor that comes attached to it is extremely disappointing, because this is her moment to enjoy. this is her graduation. >> the announcement comes on the heels of global protests condemning the war in gaza. critics of the university's decision also says usc should provide a secure environment and allow the speech to be delivered. usc officials have said their decision has nothing to do with freedom of speech, but instead about security and safety in hawaii. >> a new report on the deadly wildfires in maui has found that limited equipment and a lack of mutual aid agreements hampered the response to the fires last august. that report by the western fire chiefs association says that due to limited resources, crews had to use

personal vehicles, even a moped to rescue residents. the fire resulted in the deaths of 101 people and the destruction of thousands of homes. the after action report recommends keeping relief fire equipment fully stocked, creating a statewide mutual aid program, and implementing an evacuation plan for residents who speak different languages. >> and in the state of montana, an elephant brought traffic to a stop in butte county. officials say the elephant escaped from the jordan world circus after a passing car backfired and scared the animal. the video shows viola the elephant barge kind of through the cars in the street. no one was injured and the handlers were able to corral her without needing law enforcement to intervene, and the circus was even able to go on as planned tonight. and you can hear about the west coast top stories every weekday right here on ktvu west coast rap with alex savage airs 7:00 monday through friday or you can find around the clock coverage at west coast wrap.com.

governor newsom was in the north bay today where he announced a new partnership between california and norway, and the governor was at the larkspur ferry terminal, along with norway's crown prince. >> governor newsom says california and norway share the long tum goal of becoming low emissions. societies. both want to reduce greenhouse gas emissions by at least 80% by the year 2050. >> a point of pride to continue to invest in our efforts to change our strategies as it relates to our carbon footprint, it's a point of pride that we dominate in america on solar. we dominate in electric vehicles where dominating on battery storage. 757% increase in just the last few years. >> the governor and norway's minister of trade and industry also signed a memorandum of understanding. newsom says it cements a framework for collaboration and the exchange of knowledge and data and best practices to create solutions that advance climate action.

in half moon bay. riley rhodes and max hunter were recognized last week during a ceremony by the california surf life saving association. the two were credited with rescuing a swimmer at poplar beach last year. despite eight foot swells and low visibility. the california state park said the awards are a testament to their courage and willpower. >> also new at 11, san francisco fire officials safely rescued a man caught in the tides at marshall beach earlier this evening. chp. golden gate deployed its helicopter to help with that rescue. fire officials say the man had gotten sick while on the beach, preventing him from accessing the trail before the tide came in. the man was stabilized by paramedics on the beach, but later sent to a nearby hospital. >> time is running out to hit

the slopes this season. some ski resorts around tahoe are getting ready to close as soon as this weekend. sierra tahoe season will come to an end on sunday along with heavenly and diamond peak. others, including kirkwood , sugarbowl and mount rose will all close sunday, april 28th. >> all right. turns out to be a pretty nice day today, so a lot of those ski resorts are going to keep going. you know how that is. they got a lot of snow. so some of those folks like palisades and probably kirkwood, they'll probably last pretty deep into the late spring, maybe even early summer. the highs today warmer than yesterday. highs tomorrow will be warmer than today. on the whole coastal temperatures generally in the very low 60s, upper 50s. coastal fog is trying to form. it's not doing a very good job of it, but i think we'll see some patchy coastal fog tomorrow morning. and then you see the live picture of oakland in the tribune building. was the green one lit up in green. so these are the clouds that we're going to see the next few days. the weather is out in the pacific hundreds of miles away, but the clouds are going to come up over the ridge. you can kind of see

what the ridge is doing. it's pushing everything up and over. but these clouds are coming over the top. that's how high they are. and when they're high enough, they get up in the jet stream and they move pretty quick. and that's what we're seeing. and that's what we saw today. that's what we'll see the next couple of days. more clouds on really on thursday and friday, which will modify the temperatures a little bit, keep them out of the low 80s and probably mostly in the mid and upper 70s, but still you splitting hair. it's going to be beautiful. beautiful weekend or not. weekend week. and then the weekend looks pretty good too. here's tomorrow morning and then there's tomorrow afternoon. so those are the clouds wafting over the ridge. and there's thursday morning. thursday afternoon, partly cloudy, partly sunny. and here comes friday. and there's that fog came back. you can see it underneath there, that fog footprint. you probably pick it out. so fog wants to come back. i think it'll come back sooner than that. but either way, these are the forecast highs for tomorrow, which are slightly warmer than they were today. and then highs on thursday will be slightly cooler than they will be tomorrow. the five day forecast as you take a peek, you'll see numbers kind of working their way back from the low 80s and to

the upper 70s. and then the more clouds on saturday. so 74 degrees. >> but that's what i'm talking about though. that's nice. >> yeah, yeah. the gardens are going. the bees, the birds, everything's happening. >> we haven't had a whole week like this for. i don't think it's been a long time. >> we've always had a little rain cloud on one of those five day panels. >> all right, all right. bill. bill. thanks. okay well, alameda county voters will soon decide whether controversial district attorney pamela price will stay on the job or be recalled. >> it is now official. the signatures have been certified. ktvu tom vacar explains the next steps by a narrow margin. >> alameda county certified the possible recall of controversial district attorney pamela price, often criticized for being too soft on criminals. of the more than 123,000 signatures submitted, 74,757 were validated and just over 1500 signatures more than needed. >> we, the voters, have the right to hire you, but we are also the people who can fire you. >> the recallers say they

submitted a lot more valid signatures, but the unusual requirement of having signers put down an occupation technical early and legally invalidated their signed petitions if they actually counted. >> those who actually did not put under occupation. some folks did not want to put on an occupation. for many reasons, we believe that we should have more than 100,000 signatures, and the recallers do not want to wait until november. >> we are here for various reasons. our main reason for us being here today is to make sure that the board of supervisors follows the charter. the charter used specific words without delay. it immediately. >> even if a special election could cost as much as $20 million, the recallers say it is worth it. >> we have lost more than $20 million in damages. lives lost. there's no dollar amount for live loss physical damage to people they can and they must both accept the certifications by april 30th. >> and secondly they must set an

klay thompson and draymond green will remain together. fans say they are looking forward to next season, which starts in october at chase center in san francisco. amber lee ktvu, fox two news caitlin clark is setting records even before stepping foot on a wnba court. >> her indiana fever rookie jersey was the fastest selling ever for a draft pick across all sports, male and female, according to the official retailer for the wnba, the actual number of jerseys sold was not disclosed. tmz says all of the interest in the women's game could mean more money for the players, as well. >> i know today a lot of attention has been paid to her salary, and a lot of people obviously think that she is worth a lot more than, say, $370,000 over four years. i'll tell you what those contracts will not look like that going forward. if these fans continue to watch caitlin in the wnba, the they will be exponentially bigger.
