two tonight. dozens paca's city meeting in half moon bay, voicing support and concerns for an affordable housing project for senior farm workers. >> i feel like the project is way too big for the space. >> it's urgent and needed, and it's timely. >> a community divided over plans to build a new housing development in half moon bay. good evening everyone. >> i'm julie julie haener and i'm mike mibach. tonight the half moon bay planning commission is meeting to discuss this project, which would bring a 40 unit living space to the city. now, governor newsom is urging city leaders to approve this plan after last year's mass shooting exposed the poor living conditions of farm workers. ktvu lamonica peters live tonight in half moon bay, where that meeting, lamonica, is still underway. >> yeah, mike. the meeting is underway, but it looks like they may come to a decision tonight. but, like you said, after last year's mass shooting, the city and the governor wanted to prioritize farm worker housing.

and now some in the community are still supporting that. and others say the project is just too big for an already crowded area. >> we have an obligation to put the city on the best legal footing and make sure that we follow the law, as the governor has asked us. >> dozens of people attended tuesday night's planning commission meeting in half moon bay. the commission has to decide if it will approve a 40 unit senior housing project for farm workers. last week, governor newsom urged the commission to move forward with the project. >> this is a big necessity for everybody in the coast. we don't have too much housing so that we are. that's why we are, here. farm worker advocacy group alice and mercy housing say they've been working on the project for over two years. >> if approved by the commission and the city, it will be located downtown at 555 kelly avenue. but the proposed size of the

housing project, loss of parking and added congestion is a concern for some people. >> we have way too much going on down here. we have schools, churches, boys and girls club down here. it's just not the right space for that. >> everybody has a car. this is a car dependent community and they're going to have to drive around looking for a parking. >> the planning commission says its meetings are held to gather important information, and the time it takes is simply a part of the approval process. >> well, there's always reasons not to build something somewhere. people will always find that reason. but we really have to look at who we're building this for. the most vulnerable are senior farm workers that have dedicated their lives and their physical health to us. so honestly, how can we say no? >> now again, the planning commission is still in session and they haven't yet made a decision. now, the state's housing accountability unit says that it will hold half moon bay

accountable if they don't move forward with this project, as the law requires. mike. all right. >> la monica peters live tonight there in half moon bay. lamonica. thank you. in santa clara county, a new proposal would ban homeless encampments right near creeks. the santa clara valley water district is holding a special meeting on friday to discuss an ordinance that would make it illegal to camp near waterways owned or maintained by the district. valley water says the growing number of camps is concerning for the environment and also threatening to its workers the punishment for violating the ordinance could range from fines up to $500, as well as 30 days in jail. >> new at ten tonight, fed up residents in the santa cruz mountains packed a community auditorium and an overflow room to voice concerns and fears about being left without homeowners insurance. this comes following a slew of major agencies deciding to drop coverage altogether in the state . ktvu bailey o'carroll joins us now. she's live in scotts valley tonight with more on residents frustrations. bailey

>> julie, it was a packed house for this meeting tonight. cal fire, other local agencies, even the state's department of insurance on hand here to field questions from those concerned residents. many of them say their homeowners insurance policies will be dropped in the coming months. >> they say they have your back until stuff happens and then now they're out the door. >> it's a sentiment we heard over and over tonight. residents in the santa cruz mountains left confused and unsure how to find new coverage. >> how many of you have been dropped or non-renewed by your insurance company, so guess what ? you're not alone. >> according to an independent insurance agent at the meeting, none of the major insurance companies are issuing new homeowners policies in scotts valley, the average price of insuring a new home would be two and a half to three and a half times more than just five years ago, and that new price could be comparable to a second mortgage for some. >> my insurance has been canceled. it will be canceled in

august, and i've been told i can only go onto the cal fare plan and then get supplemental. and given what i've heard, i expect that insurance to probably triple. so up to maybe 15 k just for the fire tonight. >> hundreds who've been affected demanded answers from public officials. >> what do i do if i've been non-renewed for homeowner's coverage? >> the answer? >> get out there and start shopping for coverage. there are a lot of, let's say, more obscure insurers that you may not have heard of. you really have to search the entire market. that means contact multiple agents before you give up and settle for a fair plan. >> the ultimate fear that the rise in cost of insurance would drive people out of the area. >> a lot of people have left, or are trying to sell their houses now to get out, because they don't know what's coming. >> the california department of insurance was on the panel this

evening, but would not speak to the media. when we asked them to do an interview for this story live in scotts valley. i'm bailey o'carroll, ktvu, fox two news. >> yeah, a lot of people facing the same situation. bailey. thank you. san francisco mayor london breed says she will not take part in a debate set for next monday. in a statement, her campaign said there are reports of, quote, troubling connections between the campaign of candidate mark farrell and the debate organizers together sf instead, breed says she will attend a moderated discussion between mayoral candidate supervisor aaron peskin at manny's on monday night. well together, sf tells ktvu in a statement. they made changes to accommodate the mayor's schedule. they added, quote, it is telling that the mayor, like supervisor peskin, has chosen to try and tarnish the reputation of together sf instead of joining the other candidates and explaining why our 100,000 community members and all san francisco voters should trust them to run the city for the next four years. mayoral candidates mark farrell,

supervisor asha sapphire and philanthropist daniel lurie are still set to attend that debate. new at ten. >> the alameda county board of supervisors voted tonight to combine the recall election of district attorney pamela price with the november 5th general election. the registrar of voters and price's attorney both wanted the vote to happen in november. backers of the recall say they want that election to be scheduled sooner. a special election this summer, for instance, would have cost the county 15 to $20 million. members of the public, addressing the board at the meeting tonight, we are calling on the board of supervisors to consolidate the recall with november's general election. >> if the charter had been followed, the election would be actually in june, not august 13th or later. >> the district attorney is scheduled to hold a news conference tomorrow morning, 10:00, to discuss the board's decision, as well as her path forward. >> pro-palestinian protesters rallied today on the uc berkeley

campus just before they started dismantling their encampment. palestine a uc berkeley spokesperson says the university will meet with protesters and listen to their concerns. if the encampments come down the encampment first emerged in the school's sproul plaza morthan three weeks ago, and unlike many universities nationwide and things at cal have remained peaceful tonight, student encampment organizers say they are not backing down. instead, they are moving their demonstration to uc merced, where the uc board of regents will meet tomorrow. >> we're not letting anybody dictate, you know what we do with these encampments. this was a strategy. this is a tactic to get this university to divest and, you know, if it turns out we need to do something else to get the university to divest, we'll do it as well. >> protesters say there will be a big rally tomorrow at uc merced, where they will be demanding total divestment from israel for the entire uc system. >> the university of san francisco ordered student

protesters to leave their encampment on campus by 3:00 this afternoon. but tonight, they're still there, with commencement ceremonies scheduled to begin on thursday. ktvu jana katsuyama has the story. united, remember bbt at the center of campus, student organizers held a rally at the university of san francisco at 3 p.m, the deadline that the school's president gave the antiwar protesters to leave the site. >> pre-college students and supporters spoke out against the war in gaza. >> theology is action, not silence. if the world is committing injustice and you do not speak out against that injustice, you are responsible. >> the students have had the tent encampment for two weeks, calling for the private university to take action to divest from companies tied to the war in israel and take other actions to support palestinian students on campus and palestinians in gaza, where the un has declared a humanitarian

crisis, students say it is personal to some of the protesters. >> we've had folks whose friends lost 30 over 30 people from their family entire, like bloodlines lost. so all of this really, like amplifies the need for us to be a voice for the people who don't have a voice. >> in a letter to protesters, usf president paul fitzgerald explained steps they plan to take after negotiations monday between the staff and students. those include calling again for a ceasefire in gaza, giving a student a seat on the new socially responsible investment task force and considering a request for a second seat. researching curriculum changes and the addition of palestinian studies. students say they plan to remain on site, however, until they have assurances of more action. >> we know that we're here till graduation, we're here until, you know, we get another meeting and we get clear defined answers on everything. >> the university sent ktvu a statement saying in part, the

university is continuing to prioritize communication, dialog and de-escalation with the protesters. we remain committed to continuing dialog and have not cut off conversation. there are no plans to clear the encampment or involve law enforcement as long as the encampment is peaceful and nonviolent, the university says. anyone who remains camped here past tuesday's deadline could be disciplined if they violate the student conduct code. that includes up to suspension or expulsion, graduation ceremonies are expected to begin on thursday, may 16th, in san francisco, jana katsuyama ktvu fox two news. >> the biden administration is moving forward with a $1 billion arms deal with israel, according to congressional aides. this comes less than a week after the biden administration paused a shipment of bombs because of israel's offensive in the city of rafah. that has caused nearly half a million palestinians to flee the violence. it could be years before the weapons are delivered, but the deal is likely to send a message of support to israel still to come

decided on a college close to home because it offered both a great music program and other options that will broaden his education. >> we're far from the shallow, with hard work and persistence, helms ortega of oakland hits the high notes with relative ease, and he sings with joy. >> i feel very lucky that, i was well prepared and i had wonderful guidance counselors and parents that were supportive of this whole process. in here, there's acceptance letters. >> helms and his father show me a suitcase filled with 120 acceptance letters and scholarship offers from colleges. he applied to around the country, a feat since he immigrated to the united states from his homeland of uganda, just five years ago. his mother and younger brother are still there. he's now a graduating senior at head-royce, a private school in oakland with a 3.94 gpa. he tells me it was a challenge navigating the cultural differences between the two countries, taking it day by

day, like, i had wonderful people around me, like my parents, and my grandparents that were helping me each step of the way. the 18 year old honed his singing skills performing on the streets of san francisco gives me a lot of confidence and everything that i've tried in all the different academic realms that i'm interested in. >> i definitely always come back to music and singing because that's that's sort of my safe haven. >> among the college acceptance letters he received was one from uc berkeley, and that's where helms decided to go. dad, a graduate of cal and now a tech entrepreneur, he says he did not influence his son's decision. >> i gave him encouragement to follow his dreams, not not go to berkeley specifically. this is the gown. >> very, very exciting. this is the first time i'm opening it. >> actually, helms is preparing for his high school graduation at cal. he plans to major in music and minor in global studies. his advice to other young people keeping your head

up and going forward and prevailing and just going forward and not letting all the noise get to you. scott is scheduled to graduate june 8th. he's a member of pacific boychoir academy in oakland. this summer, he plans to travel with them to peru to perform, and in mid-august, mike and julie. he plans to start classes at cal. >> unbelievable. >> so that's his passion music. he wants to follow that and hopefully become a professional singer. >> yes, but he said he decided on berkeley and not a music school because he wanted to study psychology and international relations. >> so that's why multiple subjects and he's still very close to home too as well. >> a bright future, 120 schools he was accepted to. amazing. isn't that incredible? good luck to him. all right. >> thanks, sam birx amber a pacifica woman made history by completing a very difficult open water swim. on saturday, 55 year old amy gubser became the first person to swim from the golden gate bridge out to the farallon islands without a wetsuit. now

others have made this swim go in the other direction. she's the first to swim west to the islands. it took her 17 hours to complete the nearly 30 mile trek. the neonatal nurse, who works in the pediatric intensive care unit at ucsf, told us she's been planning and really training for this one for five years. one challenge the cold each mile, the temperature kept dropping and dropping and dropping, which i was prepared for. >> i wasn't prepared for the 43 degree water, but i was prepared for higher 40. >> now to make the swim official. gubser could not touch a boat on her journey, but her team who did follow her on a boat, gave her hot chocolate and hot water to pour on top of her neck as she swam to battle the cold ocean water. >> one brave woman, highway one through big sur is expected to reopen sooner than originally thought. a stretch of the highway near rocky creek bridge, south of the carmel highlands, was badly damaged in storms at the beginning of april. caltrans

has been working now around the clock to repair the road. initially, crews were hoping to have it open by memorial day weekend. governor newsom announced today it will now be open friday morning. >> we're tracking the weather. it is about the fog, how thick it gets at night and how shallow it gets during the day. the temperatures, that is it. fog bank is getting thicker right now as we speak, and as it does, that fog is pushing further inland. and that's what it was last night. and this morning the fog was pretty much everywhere, then burned off. and then tomorrow afternoon the fog does this. it pinches back down, stays at the coast, and temperatures there will be in the 50s, but temperatures inland could easily make it into the so easily into the 80s most likely. so. the plan for the next few days will be this expanding and contracting marine layer, which correlates directly with these our temperatures. so today it did contract and or shrink. and then we had temperatures in the low to mid 80s. tomorrow it will do the same thing and the temperatures will be just about the same. maybe a degree or two

where he will be attending an international climate event. the governor is hoping to strengthen and advance international relations when it comes to fighting climate change. on thursday, newsom is scheduled to address pope francis and world leaders at the vatican climate summit. the governor will also be visiting the city of bologna to speak about a new climate partnership with northern italy. now, prior to his departure, governor newsom was in san mateo county today, where he did announce money generated from proposition one will become available sooner than planned. as ktvu political reporter greg lee shows us, more than $3 billion will help build behavioral health treatment facilities statewide. >> governor gavin newsom walked

with state and county leaders at cordillera mental health center in redwood city. the san mateo county facility, set to open a new expansion in a few months. the backdrop for the governor to announce the state's expediting funding from proposition one, which aims to tackle the state's homelessness crisis. >> it's $3.3 billion on the notice of funding. availability will go out. we will quickly approve those plans because we have a new task force and strike team around this, breaking down all of the boxes. >> voters narrowly approved the measure in march. in part, it authorizes the state to use $6.4 billion in bonds to build housing and treatment beds for people experiencing serious mental health illnesses and addiction. applications for the funding were set to open in the fall, but will now open in july for cities, counties and organizations to build or improve centers like this, prop one encourages counties to be ambitious about behavioral health care services and to address the root causes of the many challenges our communities

face. cordillera has not received any prop one funding yet, but newsom used it as an example of what the state wants to see. to underscore the point, a woman whose son receives care here spoke about its efficacy. >> i wish every county had available for mentally ill clients what this county has available. >> not everyone agrees disability rights california opposed prop ones passage and said in a statement. drc opposes governor newsom's behavioral health system reforms, which expand forced treatment using proposition one. money to build locked facilities will harm people with mental illness and substance use disorders. prop one also reworks attacks for mental health services, requiring counties to spend much of the money on housing and programs for homeless people. newsom called out 19 counties who he says are out of compliance with housing mandates and are reluctant to use tools like care court. >> it's time to do your job. it's time to get things done. you ask for these reforms. we've provided them. now it's time to

deliver. >> and we know that any kind of transformation and we're talking today about transforming our mental health system, any kind of transformation. it takes collaboration and compassion in san mateo county. >> greg lee, ktvu, fox two news a group of doctors, public health experts and community organizations are coming together now to call on san francisco city leaders to do more to address the drug overdose crisis. >> the group gathered today outside the city's medical examiner's office to bring attention to the more than 3000 people who have died from overdoses since 2020. in san francisco. they say there needs to be a greater health response to keep people alive with the right support, they can continue progressing. >> i have yet to encounter someone with addiction who truly desires to remain trapped in that cycle. >> earlier today on the four, we spoke with laura thomas, the director of harm reduction policy at the san francisco aids foundation. she says there needs

to be better access to life saving solutions as the single most effective treatment for opioid use disorder is methadone, which has been around for decades. >> it's very well researched. it's extremely effective, but it is highly, highly regulated. and so people can only take it by going to certain places. >> health experts are also calling for evidence based public health strategies to help support those who are struggling with addiction. >> some much needed improvements coming to san francisco's aging water and sewage system. ktvu is tom vacar has a look now at some of the major projects now underway. >> now you see it. soon you won't. san francisco, college hill reservoir, an outlet project, is the city's oldest reservoir that dates back to the gold era rush. it's the key to sf generals and surrounding neighborhoods. water supply for the san francisco public utilities commission says it's

one of six citywide reservoir projects designed to beef them up, and their piping systems beef them up to modern seismic standards. engineer katie miller is a 27 year veteran of the sf, puc. >> from 2005 up until now, we've been working on the water system improvement program, which is a $4.8 billion program to provide seismic reliability as well as water supply reliability. >> three reservoirs are already completed, two others soon will be, and the sixth begins later this year for completion next year. the all new plywood roof, which will receive a waterproof cap, is far less expensive and more flexible than the former roof. >> plywood is easy to come by typically, and it will be much easier to make repairs on this than a heavy concrete roof or something that's engineered miles of high tech. >> inflow and outflow pipes have flexible connectors that will keep them from breaking even in major earthquakes. >> what we're doing is focusing

the $7.5 million settlement tonight that 30 year old angelo quinto died in 2020 after being restrained by officers. his sister called 911, saying he was having a mental health crisis, and when officers responded, they restrained him face down for several minutes. he fell unconscious and was pronounced dead at a hospital three days later. san jose police are looking for a transient accused of sexually assaulting a girl while she was walking home from school. investigators have released these surveillance photos of the suspect. he has been identified as 50 year old julian salvador martinez. police say the victim was walking home on april 9th. right on south 11th street, when the suspect, who was riding a bicycle, grabbed her. he pulled her underneath the 280 overpass and began to assault her. the victim fought him off and he rode away on his bike. martinez is known to frequent san jose homeless encampments. anyone with information regarding his whereabouts is asked to call san jose police. >> a dramatic scene unfolded today in san francisco's richmond district. police say a car went into a residential

building following a hit and run, crash and robbery. as ktvu crystal bailey tells us now, two suspects were eventually caught. it all started when police were called to a mugging at the corner of balboa street and 26th avenue at around 1030 tuesday morning. >> they threw a woman down, took her, took her bag, and then that they jumped in the car and then were running away and the cops saw them. >> police say they started to chase the suspects, but the officers ended their pursuit for the safety of people in the area. but the suspects in a gray honda accord continued. witnesses say they saw the gray honda accord coming down cabrillo at high speeds, hitting a mini cooper in the intersection before it slammed into this wall narrowly missing the elderly man inside. >> that is the wall to his bedroom. his bed is on the other side of the room. thankfully dennis crosby, who lives in a flat upstairs, says he felt the building shake during the impact. oh, i felt it right when the crash happened.
