many people, but it will affect some on the maritime on-ramp to the bay bridge there at west grand. you can see it in this picture here, kind of far away. see those flashing lights up there that's going to affect traffic? it's an overturned truck. as you come in. so it's right there from the port of oakland. one of those semi trucks did flip over. perhaps the load shifted. that's not unusual. this happens every once in a while. it's not affecting the bay bridge traffic. i do want to mention that on the east shore freeway, we did have a crash. west 88 university. that's a separate incident involving a big rig that's on the shoulder. we're going to keep an eye on everything, and we'll be here letting you know. 402 let's get back to the headlines. >> all right, sal. thank you. well, very angry residents in the santa cruz mountains were furious as they packed into a community auditorium to speak out and share their anger about losing their homeowner's insurance. this, after several major insurance agencies decided

to drop insurance coverage in california. ktvu bailey o'carroll reports from scotts valley about the frustrations of those residents. >> they say they have your back until stuff happens and then now they're out the door. >> it's a sentiment we heard over and over tonight. residents in the santa cruz mountains left confused and unsure how to find new coverage. >> how many of you have been dropped or non-renewed by your insurance company, so guess what? you're not alone. >> according to an independent insurance agent at the meeting, none of the major insurance companies are issuing new homeowners policies in scotts valley, the average price of insuring a new home would be two and a half to three and a half times more than just five years ago. in that new price could be comparable to a second mortgage for some. >> my insurance has been canceled, it will be canceled in august, and i've been told i can only go onto the cal fare plan and then get supplemental. and given what i've heard, i expect

that insurance to probably triple. so up to maybe 15 k just for the fire tonight. >> hundreds who've been affected demanded answers from public officials. >> what do i do if i've been non-renewed for homeowner's coverage? the answer get out there and start shopping for coverage. there are a lot of, let's say, more obscure insurers that you may not have heard of. you really have to search the entire market. that means contacting multiple agents before you give up and settle for a fair plan. >> the ultimate fear that the rise in cost of insurance would drive people out of the area. >> a lot of people have left or are trying to sell their houses now to get out, because they don't know what's coming. >> the california department of insurance was on the panel tonight, but would not speak to the media when we asked them for an interview for this story in scotts valley. i'm bailey o'carroll, ktvu, fox two news. >> thank you. bailey. well, this afternoon protesters at san

francisco state university will announce that they have reached an agreement with the school. >> their student protests started more than two weeks ago. now, the protesters say san francisco state has agreed to divest from weapons manufacturers, while also creating ways to develop new screening procedures to prevent making investments in companies that violate human rights. >> later today, several demonstrators will move from the uc berkeley campus to uc merced, where uc regents will meet during the next two days. three protesters took down their encampment at berkeley after the school chancellor agreed to a comprehensive examination of university investments and to quote, social responsible investment strategy. under this agreement, the uc berkeley foundation will review all investments and here community concerns about companies that may be linked to weapons manufacturing, mass incarceration and surveillance industries. however, they did not commit to making any change to investments.

>> a lot of this is bigger than uc berkeley, uc berkeley is a small component, a small a small gear. and, you know, you know, where the power is really situated in the state of california, the uc regents, the state of california, and the nation as a whole. >> protesters planned a big rally today at uc merced, where they are demanding the entire uc system to divest from companies that support israel. >> our time is 405, and for the time being, the university of san francisco does not plan to take down the encampment on its campus, but protesters are warned they could be suspended or expelled for violating the code for student conduct. united will never be defeated now. the protesters ignored a deadline to leave the campus by 3 p.m, and they staged a rally. they set up tents two weeks ago and demanded that usf, a private institution, divest from companies linked to israel, along with supporting palestinians on the campus or in

gaza. we've had folks whose friends lost 30 over 30 people from their family entire, like bloodlines lost. >> so all of this really, like, amplifies the need for us to be a voice for the people who don't have a voice. >> now, university officials told the protesters they're willing to call for a ceasefire in gaza and also give the student protesters 1 or 2 seats on an investment task force and make changes in the curriculum, like adding palestinian studies. usf sent a statement here to ktvu. it reads in part, we remain committed to continued dialog and have not cut off conversation. there are no plans to clear the encampment or involve law enforcement as long as the encampment is peaceful and nonviolent. our time is now 407 and other news. two alleged thieves are in custody now after a car chase in san francisco ended in a dramatic crash. now,

yesterday morning, police rushed to a report that someone was mugged just north of golden gate park and the police saw the suspects escaping. the police chased after them but called off the chase, fearing for the safety of people in the area. but the suspects kept going, speeding down cabrillo street before crashing into a mini cooper and then slamming into an apartment building. >> it's an act of god that there was nobody standing on this corner when this car came through. >> this kind of stuff doesn't happen too often in this neighborhood. it's pretty quiet out here most of the time. >> and the two suspects were eventually arrested. the man who lives in this building is now displaced until repairs are made. >> highway one through big sur is expected to reopen on friday. that stretch near rocky creek bridge, south of the carmel highlands, was closed last month due to damage by storms. caltrans crews hope to reopen it by memorial day weekend, but governor newsom toured the area and had some better news. >> caltrans is working overtime,

reminds us how important water safety is. the cdc reports that the number of drowning deaths are rising between 2020 and 2022. more than 4500 people drowned on average every year. that's 500 more per year compared to 2019. the biggest increase in those deaths have been among children. >> drowning is the number one cause of unintentional death for children on the autism spectrum. up through age 14. >> now, just last weekend, a young boy died while swimming near bethel island. the cdc says even infants can take swimming lessons, and all children should

wear life vests in the water, particularly where the currents are strong. >> 15 people, including a chp staffer, are facing charges of insurance fraud. now, authorities released video of a staged accident that was part of an organized crime ring. defendants claim they were involved in crashes where they suffered bodily injuries and their cars were heavily damaged. insurance claims totaled more than $350,000. >> tom is now 415. the irs warns about a fraud that offers secret tricks for high tax refunds. some taxpayers are falsely claiming employment status to get the sick and family credit. some claim fictional household employees in an effort to get credits. the irs says thousands of tax filers are being audited and they'll have to prove that they're eligible. >> more americans are falling behind in their credit card payments. the federal reserve bank of new york reports the number of people who are more than 90 days late on their

payments has risen to the highest level since 2012. the fed says credit card and auto loan debt that transitioned into delinquency has risen across all age groups. total credit card balances hit $1.1 trillion in the first three months of this year. >> our time is now 415. the creators of tiktok are suing the federal government over a potential ban. attorneys argue that the law that requires the company to sell off, or be banned violates the user's first amendment rights to free speech. a supporters of the law say the app poses a security threat because of the chinese ownership. tiktok is also filed a lawsuit against the federal government. >> an oakland high schooler is getting ready to graduate after being accepted to 120 colleges and universities, ktvu is. amber lee has his story and where he has decided to attend in the shashilal. >> with hard work and persistence, helms, ortega of

oakland hits the high notes with relative ease, and he sings with joy. >> i feel very lucky that, i was well prepared and i had wonderful guidance counselors and parents that were supportive of this whole process. in here, there's acceptance letters. >> helms and his father show me a suitcase filled with 120 acceptance letters and scholarship offers from colleges. he applied to around the country, a feat since he immigrated to the united states from his homeland of uganda. just five years ago. his mother and younger brother are still there. he's now a graduating senior at head-royce, a private school in oakland with a 3.94 gpa. he tells me it was a challenge navigating the cultural differences between the two countries. >> he's taking it day by day, like i had wonderful people around me, like my parents, and my grandparents that were helping me each step of the way. >> the 18 year old honed his

singing skills performing on the streets of san francisco gives me a lot of confidence and everything that i've tried hard in all the different academic realms that i'm interested in. >> i definitely always come back to music and singing because that's that's sort of my safe haven. >> among the college acceptance letters he received was one from uc berkeley and that's where helms decided to go. dad, a graduate of cal and now a tech entrepreneur, says he did not influence his son's decision. >> i gave him an encouragement to follow his dreams, not not go to berkeley specifically. this is the gown. >> very, very exciting. this is the first time i'm opening it. >> actually, helms is preparing for his high school graduation at cal. he plans to major in music and minor in global studies. his advice to other young people keeping your head up and going forward and prevailing and just going forward and not letting all the noise get to you. helms is scheduled to graduate from high school on june 8th. after that, he plans to go to peru to

and they are the what number team is it like the 13th i think, not 13th. >> no. yeah that's a lucky number. >> yeah. good for them. we're so happy. good morning everybody. rise and shine. looking out towards the skyline of oakland where the tribune tower stands 306ft tall. you can see it there by the blue illumination of the tower. and i like to mention this because the ceiling is roughly down to about 500ft. so we're not having visibility issues. in oakland. we have another deck of cloudiness and that currently stands at about 1100 feet. it is now 49 degrees in rohnert park, san francisco, sporting 50. we do have clear skies in throughout the tri-valley this morning at 52 degrees. otherwise a bank of cloudiness from redwood shores and the peninsula to cupertino at 56 degrees. if you want to compare this morning to yesterday, we're averaging pretty similar temperatures. if not even a couple of degrees more on the mild side, the winds are pretty flat, except that fairfield and travis. these

winds will increase today out of the west and southwest of 15. occasionally a stronger gusts. so we still have high pressure. it's our key component. we have a trough to the north of us, but it says measly area of low pressure just spinning its wheels off the santa barbara coastline. and that has been enhancing the marine layer in southern california, anywhere from point conception all the way to san diego. we too, have the enhancement of a thin layer of that low clouds and patchy fog. so that's going to remain around the seashore with that onshore push. otherwise, some very warm numbers in our inland areas. in fact, 85 today, that's our outside number that will be in antioch and in pittsburg, pleasant hill. you'll be between about 82 and 85, otherwise 83 degrees. and throughout livermore and in pleasanton, 80 in santa rosa. how about mid 70s around the peninsula? this is a good looking day. otherwise barely any clearing, but a hint of some sunshine in pacifica at 63 degrees. we got a baseball

investigation into 22 reported incidents of crashes and traffic violations involving a waymo vehicle. now, no one was hurt in any of the incidents, including some that happened here locally. waymo, which is based in

mountain view, says it will cooperate with the investigations. the company has been operating robo taxis in arizona and here in california, in san francisco and los angeles . it does have plans to expand to the peninsula and south bay this summer. >> our time is 425. the justice department accused boeing of violating a settlement that allowed the company to avoid criminal prosecution after two deadly crashes involving its 737 max planes more than five years ago, a filing in federal district court in texas says boeing failed to make promised changes to detect and prevent violations of federal anti-fraud laws. now, it's up to the justice department to decide whether they will file charges against boeing. >> san francisco's aging water and sewage system is getting an upgrade. since 2005, the city's public utilities commission has been working on a $4.8 billion improvement project. so far, three reservoirs have been completed. two others will soon be finished and repairs at the

approved a new housing development for senior farmworker there. and it comes as governor newsom recently called on the commission to approve the plan. after weeks of a delay. ktvu lamonica peters tells us there are some mixed feelings in that community. >> dozens of people attended tuesday night's planning commission meeting in half moon bay. >> we have an obligation to put the city on the best legal footing and make sure that we follow the law, as the governor has asked us, the commission has to decide if it will approve a 40 unit senior housing project for farmworkers. >> last week, governor newsom urged the commission to move forward with the project. >> this is a big necessity for everybody in the coast. we don't have too much housing, so that we are. that's why we are, here. >> farmworker advocacy group alice and mercy housing say they've been working on the project for over two years. if approved by the commission and

the city, it will be located downtown at five, five, five kelly avenue. but the proposed size of the housing project, loss of parking and added congestion is a concern for some people. >> we have way too much going on down here. we have schools, churches, boys and girls club down here. it's just not the right space for that. >> everybody has a car. this is a car dependent community and they're going to have to drive around looking for a parking. >> the planning commission says its meetings are held to gather important information, and the time it takes is simply a part of the approval process. >> well, there's always reasons not to build something somewhere people will always find that reason, but we really have to look at who we're building this for. the most vulnerable are senior farmworkers that have dedicated their lives and their physical health to us. so honestly, how can we say no? >> lamonica peters, ktvu, fox two news. >> all right. lamonica, thank you. times for 34. in santa clara county, a new proposal

would ban homeless encampments near creeks. santa clara valley water district is holding a special meeting friday day to talk about an ordinance that would make it illegal to camp near waterways that are owned or maintained by the district. the valley water says the growing number of camps out there is concerning for the environment and threatens its workers. the people who are caught violating that ordinance could face fines up to $500 and 30 days in jail. san francisco supervisor asha sapphire introduced a new resolution to urgently restore millions of dollars to the department of children, youth and family. >> now, he says he wants city leaders to restore $25 million in funds that were cut from the agency. he accuses mayor london breed of over prioritizing bringing pandas to the city over programs for children and families. sapphire is running against breed for mayor now. he released a statement reading in part, quote, if we can rally to fund a home for pandas, then we

can certainly unite to fund the essential programs our youth rely on. we need a budget that shows we care equally about all parts of our community, from our beloved pandas to our precious children. breed has said that she plans to raise the $25 million for the pandas through private donations, but needs an exception to the city's law banning private donations or fundraising for fundraisers and projects. >> our time is 435. san francisco mayor breed says she will not take part in a mayoral debate that's scheduled for monday. in a statement, her campaign said there are reports of, quote, troubling connections between the campaign of candidate mark farrell and the debate organizers together. sf instead, mayor breed says she will attend a moderated discussion between mayoral candidate supervisor aaron peskin at manny's in san francisco monday night. the mayoral candidates mark farrell, supervisor asha sapphire and philanthropy daniel lurie are still scheduled to attend the debate. now, voters in san

francisco could be asked to approve a $390 billion bond measure to help revitalize san francisco. mayor breed introduced that measure, backed by six city supervisors. the funding falls into four major categories public health facilities like zuckerberg san francisco general hospital, shelter and housing for homeless families, street safety and road repaving, and public space and park improvements. it was approved by the board. the measure will go on the november ballot. >> alameda county district attorney pamela price has scheduled a news conference this morning to discuss the decision by the county's board of supervisors to combine her recall election with the november 5th general election. now, that's what price is. supporters wanted. backers of the recall wanted the election to be scheduled sooner. the registrar of voters said a special election this summer would have cost the county 15 to $20 million. combining the recall with the november general

now on its side. here on one of the ramps across the freeway. crews are trying to do it as fast as they can. since traffic will pick up over the next few hours. ktvu james torres is live near the scene. what do you see? james >> yeah, so we get a pretty good vantage point from the bay bridge toll plaza here. you can see right behind me, right on the overpass there. this is if you were on interstate 80, headed towards san francisco, so headed toward the bay bridge toll plaza and then you would get off of that maritime grand avenue offramp. that off ramp is now shut down for the time being because because of that big rig that is overturned on its side, right now, you can see two different tow trucks that are working on trying to get an upright here. it's not standing straight, just yet, but according to chp, it's a truck that made its way up from l.a. it's carrying about 73,000 pounds worth of rice. doesn't sound like any of that spilled. from what we can see, chp did

not request any help from any hazmat crews, so it doesn't seem like there's any fuel leaks. no rice leak. so not too much of a mess on the off ramp. there it's just the truck that has leaned on its side and that's why you have the two tow trucks here that are trying to work to upright it here. as far as the traffic, not too much affected here so far. i mean, we are only talking just a few minutes after 5:00 this morning. so cars are running very smoothly, very easily through the bay bridge toll plaza, headed into san francisco from oakland. but that off ramp, that grand avenue maritime offramp coming off 80, that is shut down for now. so if you need to make your way in that direction, certainly consider a different option before you head out the door this morning. chp says it might be a couple of hours before they can actually get that truck up and moved out of here. and then, of course, cleaning up some of the debris that might be left over. we'll keep an eye on it for the morning. and once we know as soon as that off ramp

rasmus is here in the studio now to tell us why they agreed on that date. good morning allie. >> good morning dave. well, it came down to the cost. the alameda county registrar of voters told the supervisors it would cost between 15 to $20 million to hold a special election this summer. now, august or september were the other two dates. this recall election could have been held, but including the recall of district attorney pamela price on the ballots in november general election. it will only cost the county an extra $4 million to do that. and that's what they ultimately decided on in a vote last night, after hearing more than two hours of public comment both for and against the recall of the da, more than 100 people signed up to speak. >> da price should not face voters again until she nears the end of her first term. this is what voters expect when we elect our representatives. recall should be a last resort. >> there are so many businesses that are closing down because they are. the da is not

maintained by the district. valley water says the growing number of camps threatened the environment, and its workers violate hours of that ordinance could face fines up to $500 and 30 days in jail. >> san francisco supervisor asha sapphire introduced a new resolution to urgently restore millions of dollars to the department of children, youth and family. now, he says, he wants city leaders to restore $25 million in funds that were cut from the agency. he also accuses mayor london breed of prioritizing bringing pandas to the city over programs for children and families. sapphire is running against breed for mayor now. he released a statement reading in part, quote, if we can rally to fund a home for pandas, then we can certainly unite to fund the essential programs for youth. our youth rely on. we need a budget that shows we care equally about all parts of our community, from our beloved pandas to our precious children. breed has said she plans to raise the $25 million for the pandas through private donations

he's in our tech department, our technical operations center. and he's providing us with this beautiful view of the estuary looking out towards a very quiet oakland a's coliseum right now. because of that marine layer, visibility is down to five miles in half moon bay, four in santa rosa, and the low clouds and patchy fog has even streamed inland. a good 50 to 55 miles towards the tri-valley. visibility now under ten miles. today it's going to pan out to be a good looking day. once we get rid of the may gray tomorrow, the temperatures go down just gently before they go back up on friday and then we go cooler over the weekend, but still a very dry weather pattern. temperatures right now between 50 and 55 degrees in fremont and in union city. besides fairfield, the winds are under ten miles per hour. these winds will be rotating today west and west southwest, but that's pretty much an onshore flow up to about 15mph. so we

see a slowdown in orinda because of the equipment that's getting off the freeway. for the most part, we have a decent commute, but caltrans crews are still working to remove an overturned big rig that's stalling traffic from the east bay to san francisco. this vehicle is off the westbound interstate 80 just before the bay bridge toll plaza. ktvu james torres is live near the scene. and, james, what do you see? >> well, sal, the effort is underway to try to get that big rig out of here. i'm not sure if it's directly affecting some traffic. we are just a few minutes after 6:00 this morning, so this is at the time where traffic is going to start to get a little heavier. metering lights are on at the bay bridge toll plaza, and we're starting to see a little bit of a backup here. but where the actual big rig is, that's off of i-80, that's on the ramp here, coming off of, that, gosh, i just lost my thought there for a second. it's the off ramp, coming off of 80, that last exit just before the bay bridge toll plaza. if

you're heading into san francisco out of oakland here. so it's not on the actual freeway here, but they do have that off ramp, shut down at this point here. you can see the two tow trucks that are just on either side of the big rig. it is still on its side at this point. you can see part of it that is just poking up above the walls. the concrete walls of the overpass. it's carrying about 73,000 pounds of rice. doesn't sound like any of that actually spilled onto the freeway. there's no fuel leak or any oil leak either. no hazmat crews on the scene here. so for the most part, it's pretty clean. at least as clean as an overturned big rig could be. the challenge is, of course, is getting that very heavy truck back up on its wheels and moving it out of the way. they usually require a couple tow trucks to do that. you see the crane that is up in the air right now with the cables connected to the truck. the effort is underway to try to get that out of the way, of course, the off ramp there still shut down at this point. the traffic here from the bay bridge

moving, getting ready. this by the way, is the 21st bus trip for educators in. >> people in the santa cruz mountains are voicing their concerns over being left without homeowner's insurance after several major companies decided to drop coverage. now, last night, they met in a packed auditorium, confronting cal fire, local officials and even the state's department of insurance. the big question what should they do if their insurance company dropped them? >> my insurance has been canceled. it will be canceled in august, and i've been told i can only go on to the cal fare plan and then get supplemental and given what i've heard, i expect that insurance to probably triple get out there and start shopping for coverage. you really have to search the entire market, but that means contacting multiple agents before you give up and settle for a fare plan. >> an independent insurance agent says the price of insuring a home could be two and a half

agreement with the school. now, their student protest started more than two weeks ago. >> now, the protesters say san francisco state has agreed to divest from weapons and manufacturers, while also creating ways to develop new screening procedures to prevent making investments in companies that violate human rights. later today, several demonstrators will move from the uc berkeley campus to uc merced, where the regents will be meeting during the next two days. >> people. protesters took down their encampment at berkeley after the school chancellor agreed to a comprehensive examination of university investments and to a, quote, socially responsible investment strategy under the agreement, the uc berkeley foundation will review all investments and hear community concerns about companies that may be linked to weapons manufacturing, mass incarceration and surveillance industries. however, they did not commit to making any changes to investments. >> a lot of this is bigger than

story apartment complex for low income senior farm workers in downtown half moon bay. some people at the meeting expressed concern over the size of the project, loss of parking and added congestion. >> we have way too much going on down here. we have schools, churches, boys and girls club down here. it's just not the right space for that. >> everybody has a car. this is a car dependent community and they're going to have to drive around looking for a parking. >> last year's mass shooting at two farms in half moon bay exposed the poor living conditions of farm workers. city leaders say they would build new housing for farm workers. supporters of the project say they have been met with a series of delays. and last week, governor newsom urged the city to move forward with the project . >> well, there's always reasons not to build something somewhere people will always find that reason, but we really have to look at who we're building this for. the most vulnerable are senior farm workers that have

dedicated their lives and their physical health to us, and we have an obligation to put the city on the best legal footing and make sure that we follow the law. >> as the governor has asked us, the planning commission approved the project with a vote of 4 to 1. >> however, the commission is recommending a reduction in the building height. pam >> thank you. andre. union workers say the city of oakland has failed to collect millions of dollars in tax revenue. this comes at a time when the city faces a $360 million budget deficit. now, city workers held a symbolic $34 million check during a press conference outside city hall, the union members say collection of the tax money could prevent potential service cuts, including the closure of fire stations, along with improving 911 response times. they want the city held responsible. the mayor has previously said that the city can close its deficit without cuts to services. >> our time is 615, two people in custody now after a chase in san francisco ended in a

dramatic crash yesterday morning, police rushed to reports of a mugging just north of golden gate park. the police called off the chase out of concern about the safety of people in that area. the suspects kept speeding down cabrillo street before crashing into another car and then crashing into an apartment building. >> it's an act of god that there was nobody standing on this corner when this car came through this kind of stuff doesn't happen too often in this neighborhood. >> it's pretty quiet out here most of the time. >> now, the two suspects eventually were arrested. the man who lives in that building is displaced for now, until repairs are made. >> highway one through big sur is expected to reopen friday. the stretch near rocky creek bridge, south of the carmel highlands, was closed last month due to damage by storms. caltrans crews hope to reopen it by memorial day weekend. earlier this month, the governor signed a state of emergency proclamation to secure $100 million in federal funding to repair the road.

general election in november. it is a presidential election, of course, and those types of elections tend to have higher voter turnout. the da's supporters believe that higher turnout will work out in her favor to help her stay in office. now, there were other possible dates for the recall election in august and september , but ultimately, the alameda county board of supervisors decided that cost was a big factor. the registrar of voters told county leaders it would cost anywhere from 15 to $20 million to stage a recall election this summer. but if they combined it with the general election in november, it would only cost $4 million. the alameda county board of supervisors approved that november 5th election date at its meeting last night. it came after two hours of public comment for and against the recall, and more than 100 people had signed up to speak. >> da price should not face voters again until she nears the end of her first term. this is what voters expect when we elect our representatives. recall should be a last resort. >> there are so many businesses that are closing down because

difficult swim in open waters. 55 year old amy gubser became the first person to swim west from the golden gate bridge to the farallon islands without wearing a wetsuit. it took her 17 hours to finish that almost 30 mile swim. she's a nurse in neonatal neonatal works. neonatal work. she works in the pediatric intensive care unit at ucsf, and says she's been planning and training for that swim for five years. one challenge, of course, the really cold water for each mile, the temperature kept dropping and dropping and dropping, which i was prepared for. >> i wasn't prepared for the 43 degree water, but i was prepared for higher 40. >> now to make that swim official, miss gubser could not touch a boat during her swim, but her team who followed her on the boat. they gave her hot chocolate and poured some warm water on her all during her swim
