and a shortage of resources to support that demand. >> good evening everyone. >> i'm mike mibach and i'm julie julie haener, county leaders are looking into ways to alleviate that problem. new at six tonight ktvu crystal bailey joins us now. she's in concord with more from officials about what they're doing to boost response numbers. crystal >> well hospital wait times for ambulances in contra costa county are way above the state standard of 20 minutes. on top of that, there are not enough ambulances to answer those calls. county officials are saying that this is not new or unique to contra costa county. >> it's my personal opinion that that emergency medical services, ems in this state needs a significant overhaul. >> the number of calls for ambulances is straining the system, according to officials in contra costa county, an issue that was highlighted after the number of ambulances available reached the number zero on the saturday before mother's day. >> there's 911 calls keep coming in and ambulances sit at hospitals with patients unable

to transfer. the patient to the hospital, the situation becomes worse and the number of available ambulances gets reduced. >> this isn't a new thing. this has happened periodically over the years and it's not unique to contra costa. >> since september, the number of ambulances has increased from 54 to 72 per day, but officials say they've received 240 calls for an ambulance this year alone. >> more than two thirds of them needed serious advanced medical attention, and paramedics are hard to hire and keep. >> we are putting up to a dozen firefighter emts through paramedic school and then our subcontractor, amr, is also putting many of their emts who want to become paramedics through this paramedic school, hospitals are overburdened and understaffed with hospital wait times for ambulances up to an hour at places like contra costa regional and john muir, walnut creek. we have seen some success with sutter delta in antioch, who has reduced their ambulance

patient offload time in the last 12 months by a full 50, fire chief louis brochard says this is a system wide issue happening across the state. >> but in contra costa county, he's working on implementing a program called nurse navigation, where 911 callers who don't need an emergency transport can set up a doctor's appointment. >> the whole point is to try and take demand down so that not everything is a 911 emergency. not everything requires a paramedic transport to the hospital. not everything, even requires transport to the hospital. >> and the nurse navigation program would cost about $600,000 a year. but it could alleviate the problem. and supervisor burgess says if you do have a serious crisis emergency, please call 911. someone will arrive to help you. i'm live in concord. crystal bailey, ktvu, fox two news in oakland. >> police are investigating a shooting right near city hall that left one man dead. this happened around 2:00 this

morning. police say the victim was taken to a hospital where he later died. video from the scene here shows a vehicle that had crashed into a construction site at the corner of 14th and jefferson. bullet holes can be seen in the front windshield. anyone with information about the case is asked to contact oakland police. >> a shooting suspect is in critical condition after san jose police opened fire on the man. he is accused of shooting at random in a busy neighborhood. ktvu south bay reporter jesse gary has the latest on the investigation. >> san jose police investigators say the man seen in this security camera video getting out of a minivan and shooting is a felon armed with a gun that hasn't yet been traced. around 4:00 sunday afternoon, police say 41 year old san jose resident ricardo villarreal drove to the k and k apartments in east san jose for reasons still unknown and fired indiscriminately. that's a frequent occurrence. >> we often find felons in possession of firearms. that was

the situation 17 days ago, and so that's part of what we were trying to figure out. it's part of what we're trying to convene a group of people together to figure out why in san jose, we are seeing this uptick in violence directed, gun violence directed at our police officers. i've been doing this a very long time. i've never seen us san jose police officers take so much gunfire in such a short period of time. >> apartment complex residents called 911, which brought a swarm of police officers. neighbor jorge chavez used his cell phone to show officers converging on the van after the initial shooting. >> we hear a gunshot and we at first we thought it was like a firecracker, but we didn't think much of it. and later we hear like two more gunshots and then that's when i looked out to the kitchen window and i saw there was like a van with broken windows. >> villarreal was eventually cornered by three officers, all three on the force. three and a half years, four years and four and a half years fired, hitting and dropping the suspect. >> this apartment complex was filled with people enjoying a

warm sunday evening. families, friends and children were safe one minute and the next in grave danger. what they did next was the one thing they knew would stop this nightmare and make their family safe again. they called san jose police officers for help. we cannot allow attempts of killing of our officers to become normalized. expected or tolerated. >> detectives say they recovered a loaded, unregistered gun at the scene. officials say this is the third time this year san jose police have been targeted with gunfire. that happened only twice all of last year. >> we need to continue pushing to fully staff our police department because in dangerous situations, minutes matter. clearly we need to do better. ensure that people who are prohibited from owning guns can't access them by working harder to get unregistered and ghost guns off of our streets. >> the department is now working with the atf to try to trace a gun that they say so far has

been untraceable. while at san jose police headquarters, jesse gary, ktvu, fox two news, san leandro police have arrested a 13 year old in the stabbing death of a young man inside a safeway. >> the attack happened last month at the safeway on bancroft avenue. police say an 18 year old man was stabbed during a confrontation with the suspect. investigators say interviews with witnesses and surveillance footage led them to their suspect. they also say a search of his home resulted in additional evidence linking the teen to the crime. he was taken into custody at his school on thursday. home depot has been fined more than $1.3 million as part of an arson investigation into a massive fire. dillon gregg was charged with arson for setting the home depot in san jose on fire in april of 2022. his case is still pending. the santa clara county district attorney's office now says, though the store had several fire code violations that prevented firefighters ability to save the building on that

day, including a water sprinkler system that was not working. firefighters were also blocked from the fire lane by improperly stacked pallets. >> new at six tonight, the two half moon bay mushroom farms, where mass shootings took place last year, are now being ordered to pay thousands of dollars in back wages and damages. a u.s. department of labor investigation has recovered more than $450,000 for 62 workers at concord farms and california terra gardens. the labor department also assessed penalties after investigators found the farms underpaid workers and provided unsafe housing conditions. the wage recovery and fines are part o settlements reached for multiple violations of the migrant and seasonal agricultural worker protection act and the fair labor standards act. >> the controversy over campus protests continued at the university of san francisco today. the school began removing tents and belongings from a pro-palestine encampment. and as ktvu henry lee explains tonight, student organizers say they were not given any notice.

>> we frustrated her upset. just thrown off like she's just giving her orders. they got people. >> university of san francisco student susu stasha says the campus gave no notice before they started removing tents at a pro-palestinian encampment on monday morning. the students were already planning to leave, but she says that doesn't make it right. >> they once they came in, they just started breaking stuff down. no warning, no, no consent, no. like, hey, where's this? they just took everything down. they shoved the tent. they shoved everybody's personal belongings. >> the campus says most students had already left the camp, and that the majority of the 50 tents had been abandoned. the tents have been on campus since the end of april. protesters in line with the campus tagline, have been hoping to spearhead change, drawing attention to the plight of palestinians half a world away. and at usf, first year law student hannah beauchamp pope says the administration's actions is an affront to the private jesuit

university. state admission. >> and i literally woke up from that tent this morning. all of my belongings are in there, my computers in there, all my blankets are in there. my keys to my house are in there. i just feel like it was an escalation that was unnecessary. >> nor al-muhtasib is an assistant professor who's been monitoring the students safety and welfare. the fact that we told them we want to make sure everyone gets their belongings and that we don't let things go to waste, and we actually want to donate a lot of it to our on house comrades. >> those at the camp say protesters have been working with the university to find some kind of middle ground. what happened monday, they say, calls all that into question. any kind of bridge that they were building before they harmed it. now in a statement, the university said in part usf is grateful to all who have participated in charting a peaceful path forward and prioritizing safety and respect for all members of the community. the university did have its graduation ceremonies last week, and some of the protesters did interrupt the law school graduation, but for now, they are moving on to their next

phase of their protest in san francisco. henry lee ktvu, fox two news. >> 2000 graduate student workers at uc santa cruz walked off the job today and went on strike. they're protesting the uc system's recent crackdown on pro-palestinian demonstrations on college campuses here in california. the walkout involves teaching assistants, researchers and other academic workers. no word on how long this will last. uc administrators say the students are in violation of a no strike clause in their contract. the international criminal court issues arrest warrants for israeli prime minister benjamin netanyahu and some hamas leaders, prompting a wide range of reaction from around the world. >> and there's more fallout over the death of iran's president in a helicopter crash. bay area political analysts weigh in on why a power shakeup in iran will and won't make a difference. >> and we're getting into our tuesday now. we'll line up the forecast for this week and we'll take a peek at the weekend as well. >> also ahead, state regulators planning to update fuel

5:00 tonight. sky fox does show some of the firefighters there on the rooftop around the building. at this point. no reports of any injuries. we are hoping to get an update to this current situation from fremont fire at some point during the newscast. >> prosecutors have rested their case in the criminal hush money trial against donald trump after the former president's former attorney testified for a fourth day. the defense then called its first witness to the stand a lawyer who once advised michael cohen. fox news michelle ross was inside the courtroom for today's proceedings. >> former trump attorney michael cohen testifying today during cross-examination by trump defense lawyer todd blanch that he stole $30,000 from the trump organization to make up for his lower than normal annual bonus. blanch, saying you were shorted on $100,000 on your bonus that year. cohen responded, that's correct. cohen kept $30,000 for himself after what was supposed to be a $50,000 reimbursement to tech company redfinch, cohen

explained how trump did not like where he was placed on a cnbc poll ranking top business leaders, so they hired redfinch to rig the poll. but when final results came out, landing trump much higher up at number nine, cohen testified that trump was still dissatisfied and did not want to pay the $50,000 payment, was put in the same reimbursement agreement as stormy daniels. cohen says he went to td bank over the course of a few days to withdraw $20,000 cash in a brown paper bag, blanch. so the $50,000 that you got back from redfinch, you only paid the redfinch owner $20,000, right? cohen yes, sir. blanch. so you stole from the trump organization? cohen. yes, sir. and redirect. prosecutor susan hoffinger tried to restore cohen's credibility outside the courthouse. a raucous environment with at least 14 of trump supporters who were in the courtroom. counter-protesters can be heard behind them. >> i wanted this country to understand that prosecutors around the country are calling

this sham trial exactly what it is a sham trial. >> prosecutors accused donald trump of falsifying business records to cover up a hush money payment to stormy daniels. but trump says his books are in order. >> it's not marked down as construction. it's not marked down as sheetrock and cinderblock. it's marked down as legal expense. you have a lawyer, you pay him a legal expense. >> again, that was michelle ross reporting. it remains to be seen whether mr. trump himself will testify in his own defense before the trial began. the former president said he planned to do so, but his attorney told the judge last week it was no longer certain. >> hunter biden is pressing for a delay in his federal gun case. he is asking an appeals court to pause the delaware trial, scheduled to begin next month. attorneys for the president's son argue there is no urgent need to start the trial on june 3rd, shortly before the scheduled start of another federal trial on tax charges in california, hunter biden is accused of lying about his drug

use in order to buy a gun in 2018. he has pleaded not guilty. >> representative anna eshoo hosted a reception today to honor this year's u.s. service academy appointees. that event took place this afternoon at moffett field in mountain view. every member of congress has the opportunity to nominate students living in their districts to the five service academies west point naval, air force and coast guard, and the merchant marine academies. this year, representative eshoo had a record 15 students receive appointments to the academies. >> i have a lot of hope for the future of the country through the eyes of these kids, these young people, their outstanding representative, eshoo says. >> each applicant has gone through a rigorous selection process and was selected because they excelled academically and athletically and demonstrated strong leadership skills. >> a bay area lawmaker says tribes should be involved more involved in the decision making process when building offshore wind farms along the west coast. north bay congressman jared

huffman sent a letter to federal regulators requesting that they place a senior official in the state to specifically respond to tribal needs. the biden administration has approved eight offshore wind farm projects, including two right off the coast of humboldt county. but tribal community have expressed frustration with what they describe as a lack of consultation on proposals that impact culturally significant waters and land. >> state regulators are pushing back over allegations that gas prices will significantly rise over a new climate plan. the california air resources board is planning on updating fuel standards this year. the updated rules are expected to require the oil industry to develop ways to reduce emissions, which could be costly, and those costs may be passed on to consumers or customers. rather, in a study of the issue last year, a staff report from the air resources board suggested prices could increase $0.47 a gallon in 2025 and $0.52 a gallon by 2026. staff later on in december, then

said the actual cost increases were unclear and the analysis was incomplete. >> the research we put out recently says, i actually don't think the amendments they're proposing right now are likely to increase the credit price very much at all. so you will see an increase in the gas price impacts, but it might get into the 15 cent a gallon range. >> the air resources board has postponed its hearing on the changes to later this year. one change that is going into effect is that the state gas tax will increase $0.02 per gallon, beginning july 1st, a beautiful weekend. >> overall, it was a little cool in some places and it warmed up a little yesterday. warmed up a little bit more today and we warm up a little bit more tomorrow with temperatures in the hot spots potentially into the mid 80s. maybe a little warmer than that, but it's not. by no means is it a heat wave. it's just warmer than we have been. as you look outside, you

be seen coming from the vehicle. this is at ellis, near hyde in the city's tenderloin. motorists were urged to avoid the area as firefighters hit that truck with their hose lines. fire officials say no one was hurt and no word tonight on how that fire started. there is a new mural inside the headquarters of the san francisco fire department to honor the history and the legacy of city firefighters. the mural was unveiled today in the lobby of the fire headquarters by chief nicholson. it was hand-painted by the academy of art university students. now it shows the department's landmark engine company number five. firehouse is also an actual vintage fire engine, creating an illusion that it is parked right outside the old house. chief

at a san jose apartment complex is now in critical condition after being shot by police. police say the suspect, identified as 41 year old san

minister in a helicopter crash, ktvu jana katsuyama spoke with bay area iranian-americans and local scholars about the impact this could have on iran and the us. >> video released by iranian state media shows search crews recovering the bodies of iran's president ebrahim raisi, the foreign minister, and others killed in sunday's helicopter crash in iran's east azerbaijan province. the crash happened in dense fog, a shock to iran's regime. raisi was the 63 year old protege of iran's supreme leader, the ayatollah ali khamenei. san francisco state university professor mahmood monshipour says raisi was a right wing leader, known for his hardline crackdowns on iranian opponents. monshipour said raisi had low support among the iranian people. >> only 7 to 8% of them participated in the parliamentary election, which, indicate how badly, the regime

between israel and hamas. >> and it's clear president biden also said israel wants to do all it can to ensure civilian protection and what's happening in gaza is not genocide. the chair of the fdic is stepping down after a report exposed rampant sexual harassment within the agency. >> the white house announced that martin gruenberg will leave the federal deposit insurance corporation once a successor is appointed. a report from a law firm last week documented more than 500 complaints from employees about stalking, harassment, homophobia and other issues. members of congress began calling for greenberg's resignation from the banking regulator. following that report . the biden administration is calling on water utilities to better protect themselves from hackers. the environmental protection agency warns that cyber attacks against water utilities across the country are becoming more frequent, more severe and that many utility companies are not meeting simple security goals, including failing to change default

process. >> these guys are doing an outstanding job. you know, it's going faster than i thought it would go. >> the ship was finally able to move after a controlled explosions broke up. massive pieces of debris stuck on the boat's bow, and crews are a massive step closer to fully clearing the shipping channel to the port of baltimore. >> despite the fact that people said this could take six and nine months. i'm proud that that we're on track, that by the end of may, we'll have that federal channel open. >> dive teams have also recovered the bodies of all six construction workers killed in the collapse. meanwhile, multiple agencies, including the fbi and us coast guard, are still investigating what caused the collision. preliminary findings from the national transportation safety board show the ship had two electrical blackouts hours before leaving port. >> the ship had an emergency generator. it does not power propulsion, and without the propeller turning, the rudder was less effective. they were essentially drifting.

>> the ship's 21 crew members from india in sri lanka have remained on board since the collision. with the boat now docked, it's still unclear when they'll be permitted to leave. so far, the white house has earmarked $60 million to rebuild the bridge and urged congress to pass additional funding. but some house republicans have appeared hesitant to do so. in washington, rebecca castor, ktvu, fox two news. >> red lobster has filed for chapter 11 bankruptcy protection. the move is to bring down the seafood restaurant chain's outstanding debt. dozens of locations have already closed, including those in fremont and rohnert park. the company says it plans to continue closing restaurants and eventually sell the business to lenders, with the hope of staying afloat through a financing agreement on wall street. stocks were mixed today, with the dow down 196 points. nasdaq finished higher by 108 and the s&p was up nearly five. few major economic reports are scheduled this week, but investors are now looking forward to nvidia reporting

cast in the state assembly. right now, people can consume marijuana products on site in licensed lounges, but right now, dispensaries cannot sell non cannabis related food and drinks. governor newsom vetoed a similar bill last year over concerns it would undermine the state's smoke free workplace protections. he's the author of the bill. assemblymember matt haney says he modified the bill to address those concerns in this year's version, billions of dollars in new federal funding is coming to a major public transit project in san francisco. >> as ktvu tom vacar reports, when it's all finished, both caltrain and high speed trains could be rolling right through the city. >> the transbay joint power authority, the public agency responsible for building, operating and maintaining the quarter mile long transbay transit center complex, has received a $3.4 billion funding commitment from the federal transit administration. this money will be connecting the above and below ground portal

that will allow trains and busses to pick up and drop off passengers to connect, as never before. congress woman and former house speaker nancy pelosi says the project is essentially shovel ready. >> we say when we want to allocate money, we want to see dirt fly. >> the train will come into the terminal at an angle, and then what it will do is it will make a slow right turn. going this way, and it will go four blocks, four blocks until it reaches its final stop, where it loads and unloads passengers. though the terminal was designed for a pre-covid world, the many flexibilities built and contained within the terminal will now allow the world class tourist and business city to adapt, no matter how it evolves post-covid, downtown cannot be a 9 to 5. >> it has to be offices, housing and places for people to enjoy because it is a real neighborhood with a park right above our heads that we can

it's cool in here. that's the trough. and then here's the ridge. but the ridge is further offshore. so we're not seeing as much warming. and the high pressure not dominant. and that's why we are not seeing fog. one of the reasons we're not seeing fog because the high pressure the pacific high, which is the main well, one of the huge reasons besides topography, that the bay area is in a mediterranean climate. right. you get the dry summer, wet winter and that big h, that pacific high, which is our dominant weather feature, has to act like it's supposed to act this time of year. and that means stay put. and that allows temperatures to come up, allows the fog to form. but that's not what we're seeing right now. and last week we didn't see it. we're probably not going to see much of it this week, but we will warm tomorrow and a few degrees, and then we will kind of hover there in the mid and low 80s really right into friday. and then saturday and sunday temperatures don't plummet, but those 80s turn into 70s. so in the warm spots would be a nice week ahead. really pleasant hay fever getting better i hope. i hope this is like talk to a lot of people. this is one of the worst years

years that i can remember and probably the worst year i can remember for, for pollens. tree pollens are trending down a little bit. so that helps certainly. but these windy conditions as the warm inland temperatures, the fact that the high percentages of those trees in the inland bay valleys, those subdivision trees are male trees which produce a lot of pollen. so the fog tomorrow morning, there it is in monterey bay, but not on our coast. tries to reform. tomorrow night comes back a little bit on wednesday morning and then kind of goes away wednesday afternoon and then comes back in earnest on thursday and friday. so it's subtle stuff. and sometimes people will say, hey, god, isn't it great? it's easy day for you, man. nothing. nothing going on in weather. easy. it's the hardest of days because there's nothing going on. i mean, we're we're kind of staying put with this pattern. and again, like i said this the other day, you just take the darn thing. oops. taped the darn thing and you could play it back because we're sort of in a steady pattern. so here's the five day forecast and

this past season, then, you know, they're two rookies made a big impact. and today one of those young players, brandon pisemsky, he was named to the nba all-rookie first team, which , other than winning rookie of the year, is one of the highest honors, really, that he could receive. the six foot four guard out of santa clara ranked third among all rookies in three point percentage and fifth in assists, and sixth in rebounds. not bad for the 19th overall pick in last year's draft. the other rookie, trace jackson davis, who was selected 57th overall. he came in 11th in the all rookie voting. here's pisemsky. >> it means a lot. you know, in the off season, you think about, you know, your journey where you came from, what steps it took to get here. being the 19th pick in an organization where not a lot of rookies get to play, and
