you'll have two minutes for general public comment. >> today i stand in support of board----as the secretary of tenants association, i've had the privilege of working closely with margo for the past ten months and i can attest to her role as president. margo has demonstrated exceptional leadership qualities and a strong sense of responsibility in her position. when she was appointed i had confidence that she resolve existing challenges. her proactive approach, within the board have been commendable. it is dis heartening to wit baseless accusations towards

margo, particularly bit surnt secretary of ccsd. criticizing somebody based on their appearance or personal preferences is not only unprofessional but also detrimental. margo has proven herself to be capable and dedicated leader. it is imperative that we set aside personal biases. margo leadership is crucial towards stirring towards a brighter future. and only serves to hinder our progress. i urge all members of the board to support president margo mcnolte and to rally behind her mission. margo's continued presidency is essential for the stability and growth of the sccsd.

believe jesus rose on sunday. a lot of people don't, but i say, you have risen today. just like jesus. so i just want to say, that easter is a great time to bring communities together. we are one of the best places in the universe, i have not been out there but just with the heart and spirit that you bring to san francisco all of you, we're really ahead of the game. and many of you may not know at this time, commissioners that the hard work of torres and many other city officials on the heritage center is opening back up. the heritage center is a place for all people to congregate with events, trainings, and supportive services towards entertainment in the arts,

is very tech savvy, i'm a ceo of a tech company here in san francisco i moved here before the pandemic starting the start up with my company and my mom became blind and disabled because she was not able to get in the hospital when they were turning people away and because of the medical system, she lost her site, directly due to the pandemic. if it was not with talking with people in the filmore center which is where i live. if it was not talking with c bear who i met when i was getting our nails down, i would have never have known how to get my mom set up as a ihs system which she desperately. and i am an nhis provider while

running my tech company and being solely responsible for my mother who is on social security, that's all she has. and her roommate who was on her lease, she had less than 30 days which is right now is 15 days to vacate the premise because her roommate had to go on to additional senior support. and navigating this, if it was not for c bear or other people that this hearing was available, is very difficult and i'm a very resourceful entrepreneur here in the city so. if i'm having trouble navigating it, i can only imagine being a senior and anybody who has any form of disabilities trying to navigate themselves and in a way that doesn't make them feel like sea

bear with paper worked being shoved in front of them and that's all they have. i'm asking for ways that we can get involved in the community. but also to make these emergency situations, livable and humane, the experience, the fear that my mom is right now, that she might be homeless in 15 days and as a daughter, i can't provide for her beyond that. nobody should have to go through this. >> thank you for coming today. it's a particular issue that you're facing, i want to get your information so we can triaage with the department. okay, great. >> speaker: thank you. >> thank you very much. is there any additional public comment?

advise and brought my proposal to ccsd and to the members of the board, and it was not met with the joy that i anticipated but, you know, they don't want a boss, they want to change their behavior. i've also taken it to helen i'm her protege, she is my mentor and i adore her and she's had, it's almost like she's condoning the dysfunction and i'm not sure why. there is like objections that she has, is strangers coming into the building when a manager are not going to be becomed but i asked my manager and sometimes a third person is a good buffer. and she admitted the need that there is theft all the time. so i'm going to jum np and do a

residents advocating for their rights and interests. next slide. the accomplishments that we plan to do is, the communication, we're going to have a membership selection, decision making, this is just an outline a page. so next slide. great? so, there is no accountability right now, they just fight through meetings, screaming at each other and helen hale came and moderated the last meeting and everybody was on their behavior and then she left, and within ten minutes, they were saying the "f" word to the members that brought their words. it's, i'm not sure how long they will put up with me being

a president i don't put up with that behavior. they're discouraged from working between meetings and there is no confidentiality. and we want to put an task force and we will answer to you and report to you monthly. and do full outside its of the tenant affiliation and also ccsd, they have not had anyone look at their books for ever and all of this money disappeared during covid. they were getting participation funds and now that is thes zero, we yauft want to have a audit and i know the sunshine committee is saying that we cannot ask for that. so i'll probably be at another

meeting. also conflicts resolutions, that's the big thing is that we want to come in and help. so on this board there is going to be mental peer counselor which is the need of mental health intention at the housing level is that's really what a lot of problem center around, is just the mental health. so we'll v we have two seats for mental health peer counselor and just so you know, i'm a certified peer counselor. next slide, we're going to minimize your work, because everything that gets thrown on her lap, helen she gets a lot thrown at hers so i thought she would welcome this. we would just clear action items and have sub committees, that's where i'm at. i want to uphold the principles and the ethics and the meeting

examples that you do here. if you recall, i was mrimenting you on the way you had your debate the other last month. how discussed your side and somebody else discussed theirs and you were open to listening like adults and functioning boards, i would like to uphold those standards also, so we can go to conferences when available and we can build our affiliates, i would like every rad building to be in on this. and also through insecurity and reduce public housing skig ma because it's, these people don't just go to these house to see die. they're seniors and disabled but the their life is not over, they can kbt, --contribute, we want to train them to be part of the community so we'll have training sessions. next slide, we want to bring them on board with the

websites, the people at ccsd, don't all use email so it's very difficult to communication. some of them want text. if we have a website through all the affiliates, the people that had a problem can even have a chat with that. and we can have the language representatives, hotline for them to call in when they have a problem or a concern and we can address it right there. i want to instill some gratitude, they're given these beautiful homes and they complain for no reason, instead of being grateful that they have a roof over their head and

being given all of these services, i want to instill gratitude. next slide, just talks about how we wrote and the co-chairs and distribute the responsibilities. and that's everything i just said and the next slide is, we expect everybody to be on time or face a fine, which because they're always late at ccsd and there is nothing that i can do about it. and that will take care of the website and translators, all

the office materials, transportation costs to all the building. there is four core chairs and we want to have a seat for each affiliate and seat for the two peer counselor and seats rotating for resident services and for management so. depending on the subject level or problems that the tenants are complaining about, we would offer the seats to the management companies and relevant services, so it could be like an open communication where it's not just us against them, that instead it would be like we're all trying to make everybody's life better for the common good. it's unit and community people. and i'll end on the partnership expectations, of just that you have to act with integrity,

don't insult people, wait your turn to talk. this may sound basic to you but these are things that are being overlooked at the ccsd level, and just having conflict resolution. and i'm going to end with having resumes attached to this shortly of the court chairs which are impressive. i also have signatures of support of five buildings. a lost these affiliates are not participation --participating they have actually dropped out and in final thoughts, i have this proposal. thank you. >> thank you very much. commissioners any questions?

>> speaker: again, thank you commissioners, basically, what we are trying to accomplish is, a better safe, clean and mental health is a very key component to this. in order to really get things moving, there has to be support from your organization. also, it wouldn't work without the mayor support, it just won't work. i'll give you a specific example from the merchants association that worked. but the leafeder ship has to come from the top down and the bottom up and then you meet in the middle. so in order to make this a more safe place, i want to tell you

about safe. everybody is walking about drugs in the tenderloin. we've had two people od, i don't want let me retract, two people died four months apart very young people in our building. what is going on? i think the reason why these things are happening is because the neglect of partnerships, if you expect rad to work, this way it will become dis toughensinger al, i support the speaker. you expect them to support to you, to report to hud to report to the state. support systems must be in place for them to be a legitimate recommendation with the proper order. soz that we're talking about

have any updates since last month. we still have two attempts as maintenance techs and we're actively trying to hire somebody. next slide please. >> can i ask, what is the impact of you not having the two individuals? >> we have two temps in place and they're the same temps, when i was here last month, one of them is the same and we picked up a second since then, and we worked directly under the office staff. so it's somewhat mitigated but it's not as good as if we had full-time staff there. >> okay, thank you. >> next slide is the work order slide, we had 140 work orders.

the work order that we did not was for a aoun turn and it was closed for about the 8th of march so it was for the vacant unit. in that 102 our emergency work orders, we opened and closed 5. the average number to complete a regular work order was one and the average hours to complete an emergency work order was ten hours. >> so on this slide, how do i read it, so i understand of course work orders open 55, close 55, so i understand that piece. but then you get to november, 185 open which two carries over to me, so then, so but then, january 0s out again, how do you do the carry over? >> so i'm glad, you brought that up. so up until december, the staff that was documenting this, did not understand that they needed

to collect the data from work orders closed from previous months. so you're right, there should be six work orders that were closed in january from february from november to december. so you may say a month where we closed more work orders than we opened to account for that discrepancy. did i make that clear. >> yes, so we don't see that, because in january and february, we're not seeing that, so you're thinking in later reports, we'll see that data show? >> yes, you see it in march. because we had the one tra that we closed in zeb. >> thank you. >> i was hoping you did not

catch that. thank you. >> i look forward to these reports, so i do look at them. >> absolutely, and i appreciate that, because i've been able to turn my staff to make sure that we're reporting correctly. you might also notice that we had many less work orders than we've had in quite a few months. and the reason is that we have a new person and we have the temps and there were multiple orders. i may be able to close but i might need to order a carpet that might take sometime to

replace. and instead of holding the whole order open by reporting each item individually, it's easier to track and make sure that we're not for getting anything. so because of the temp, maintenance staff and the reporting people,. >> oh because they were putting 4 on to 1? >> yes. >> okay. so is there any other questions on work orders? >> not right now. >> sir. next graph is the staff, we described the trend. this is occupancy report.

this month we have 1612 vacancies, and currently we have 6 units that we're looking for referrals for. we have 1 units that are being remodeled and in the 14 there are three units for security service sxz antion called urban start. >> last month, you were dealing with a did lemma of one tenant holding down four units. >> i tell you my manager went back and send me an email. we had two house holds that were holding two units.

the first household, >> four months later, we refuse today move back, we sent her to legal to deal. she then did a grievance against us. the appeal was heard and as part of the non binding agreement, she agreed to surrender one of the units by september 21st. so, that's the outcome so far, it's not complete because, the appeal is non binding. so hopefully she will move out out of the one unit that she

moved out into. >> which means she'll be back in her original unit? >> she will be back in one of them and i assume it's the first one. i actually don't know. often times we allow them to move back or keep the unit they move to, ever is easiest for them. we don't care which unit she takes, we need her to just be in one unit. the second household, that i was talking about, had a fire in her university in august 23 of last year. she moved to a second unit. on march 28th, she moved her stuff back to the original unit. that situation resolved itself but it took five months. but the house that lost a fire, lost a lot of possession sxz it

was traumatic and it was hard to get that household back to the unit. >> do you know the cause of the fire? >> i--no. i do but i don't have it right but i believe it was an electrical fire from her range or cooking fire from her range, i'm sorry, i don't remember exactly. >> thank you. >> you bet.

and then for off line, you included three for security and urban start. the remaining ones are off line for what purpose? >> i would generally character them as off line needing repairs outside of our ability to repair. to give you an example, a couple of units were underneath the grade and i believe the sewer lines had broken the contractors told us there would be thousands to repair. so what was the reason for the movement from 18 to 14? in september of 2023, you have

18 that are off line and then in february of this year, you have now 14. was the ability of those four units to come off line? and if you don't have the answers, that's fine. it's a larger question that i'll bring up to the housing authority as well. >> i don't have, some had to do with the capitol repairs, units pop in and out. >> i don't want to go into any vague area, what i think would be good is when we have something to discuss, sources of funding, purposes of sourcing of funding and repairs that focus on units, that's the best place to go and have that conversation. so thank you very much for just responses on this slide. >> i want to be clear, is there

and again what we discussed in the past, the work that's been done under emergency repairs for the mayor's housing and this forth trafrj that will be available. so we have a very clear sense of what is paying for what is the timeline in which those services are being provided and then actual lease ups. >> thanks. >> thank you. >> thank you, so we have done a wait list pool for the vacant apartments at plaza and housing authority is doing interviews. i believe we have sent two or three referrals for them to start processing. so our goal is to lease those

resident services update. >> good afternoon, commissioners. i'm camille, a service coordinator with at plaza east. >> and i'm a service coordinator. for the month of february services have successfully been able to assist property management. we were also able to host a coffee hour and bingo for six residents. we also hosted a valentine's day goodie bag for 25 residents and we have been providing weekly hot meals for 18 family on sites, we also were able to host a healing and wellness event for six residents in partnership with dph crisis

services as well as being able to partner with tenant association to provide lunch with their weekly senior programming that is held on tuesday at 1:00 p.m. right now, the influx of residents that we have is about 20 for each week. so, furthermore we were able to host a healing a wellness appreciation dinner in partnership with dph crisis for 28 residents. and i'll go ahead and pass it to shakwan for technology support. >> yes, we provided technology support in partnership with definite mission. we have three resident who are undergoing the program so to* where they're learning technology so they'll be able to get a refurbished computer after that. we held a advocate and

volunteers. assisted and schedule healing and wellness one on one for two resident. assisted property management with work orders and open meetings. we met with tenant association to plan for the month of march. and services over 100 residents during the month of february. we provided financial coaching and anger management and many more services. and that is pretty much the services report for february at plaza east. >> great, thank you. do you have any estimates of how many people are attending those tenant associations? >> so for the tenant association meetings right now, it's our president, and some of her representatives we have about 1, probably it's a meeting of probably with ourself and the tenant association about 6.

the rfp was sent on march 4th. we had originally projected the first but it went out on the fourth. we did receive feedback by the 14th and wif been incorporating the feedback and making sure the package is altogether just following the hud procurement rules so. we're expecting to publish the rfp services. i have april 5th, that's the end of the week but really we can publish it at any point, once all the paperwork is done. >> just, thank you, just going to the march 4th, send draft review in the printout that i have in front of me. it says send for review by mayor's housing due to two million dollars investment.

so rfp including, what type of solicitation? >> so that, that clarification was i guess just to explain why we, normally we don't run all of our rfps by the mayor's office of housing. that's an explanation, they are kicking an investment to this. >> so it's meant to identify mayor's office of housings investment of 2 million dollars. >> i'm sorry, that in, the two million dollars is to the capitol funds one, which is the next slide this. one is for their, we just wanted to draw in their expertise. all of our red sites have services provided and they're all provided through cd. so this would be the first time to my knowledge that we're procuring separately or on our

own, we wanted run by them to augment the current services onsite and to make sure that we were on the right track of what we were asking for. >> i'm sorry that i'm confused. they said solicitation of capitol improvements, is this to meant to say, solicitation for capitol improvement and services. >> it's the one that starts with services solicitation. am i in the wrong one? >> okay, but for this rfp for this competitive proposal, what are we rfping for? >> it's for the 1.2 for services, that's going to be the 400 k, 400,000 over three years. >> it would be wonderful in this presentation, to have it listed here so we can have a sense of what we're solis at

this --soliciting for another layer deeper would be helpful for us. >> okay. >> otherwise, i'm just looking on the previous size, otherwise i'm looking at competitive proposal but for what? it's unclear. and then justs we go to the next slide, it's clearer that this is a connected, is it separate? >> two separate ones. they're separate. >> are they going to be released at the same time? >> no. so in the next slide which should be about the invitation forbid, the ifb is how we're going to pro cure for the capitol improvement solicitation. that one is expected to go out next week. so, so services is this week, the ifb is next week. and that one we were sending for -- ~>> okay, i'm sorry, sorry to

jump ahead. i just want to get a sense of where we are. can we go back to the previous slide for services. all right, so there is been on going conversations with our partners in the city to which we're connected in much ways. specifically with the office of housing community development with our purpose around plaza east but also connected to other departments for a variety of services depending on what the question is or issue. but for this one we're talking about services. >> correct. >> so have we had any community conversations to determine what the language should be in this solicitation? meaning, is the tenant council and interested parties that are onsite aware that there is going to be a service solicitation taking place? >> i know that they are aware, i have not been a part of any conversations personally. but i do believe that a meeting

was had with residents services and representings of the housing authority just not myself. >> so just coming back to this, i thinking what would be helpful is, for the housing authority, and thank you for putting this together. we're getting there. is for, it looks like we're taking care of the city aspects component of developing a solicitation that is meant to address issues that we've been hearing about by being onsite more frequently as an authority and other partners. what it would be good to hear specifically, is concrete awareness that has been delivered by a date close to the service, the service rfp that will go out so that we know that our communications

are clearer and strong. the community knows what is going on in the ground. a question that i will have next month for john steward is what is the level of communication with residents holistically that are more engaged than, living onsite, raising families onsite. participating in events onsite, but those organizers and leader members how will they be aware of issues raised with us would be good to see here and hear the dais as well. thank you for that. and the reason i ask these questions, i want to make sure that there is a level of diligence and coordination within the organization and organized communication with engagement with those that we're seek to go serve in response to the issues that they have raised with us.

>> sure. >> thank you. >> no problem. so then, so then the next slide was for the ifb which i guess, we've covered here, so that is going to be next week, it's anticipated to go out next week. and then i added, the vendor instructions for so the housing authority we published our solicitations also all solicitations that we do for any procurement, not just the la mra* sa one through the housing choice marketplace. and so i did add the instructions in a slide and we've attached it in the agenda packet for anyone that would like to see it. if you have a business, so i just included the instructions on how a person would sign up. the exact length that it takes them to our actual page that

shows solicitation that's we're doing. sxl if a business signs up they're able to put their company, are you a minority vendor or women owned vendor, all of that sort of stuff it asked us and what sort of services they provide or commodities they provide. so that if we do any solicitation, they would get emails that they have a solicitation to bid. it's very important for anyone that wants to do any work with the authority to just be signed up in that site. we do also, for the larger solicitations we do publish in the paper as well. but, i would, i think that signing up ahead of time and just kind of being on the site is the best way for them to for anybody, any vendor to know when we have something that is going to be put out. >> speaking alongside, how would people who may be

sustainability director. as well as bennett, so it took the almost entire agency we're very small to make this happen. and also with the grace of our board president, working alongside me and just helping me navigate through some really thorny places, but we did it and it's so exciting to see these courts back up. and these courts are run by the youth tenant advantage organization. and the money that was invested in these courts were through the san franciscans for sports and recreation and i think if i'm not mistaken it was over 280 almost 290,000 to refurbish the courts. and there were many individuals from the community who were in attendance who actually were there when the courts were first opened, and dedicated to

arthur ash. and i also wanted to thank our city partners, for self improvement and community development inc., the boys and girls club of san francisco as well as the woo yee children services for their flexibility and accommodation by working around the onsite construction schedule. it took probably about 6 months to get those courts up and going, because we had to deal with the different weather conditions, so therefore, those three organizations were really flexible with us during that work. and as we are doing that work, we also are going to do some additional work on that site. there are basketball courts on that site that we're work to go have that refurbishes, there is a playground on that site that

we're also work to go have reburr bished through the work that mariano did, we were able to put up a sidewalk leading up to the courts because at present day, the walkway was literally just dirt so. we're excite beside that improvement to the site. so it's really exciting again that that entire site and vair will be activated through some of the different renovation that's we're doing with the community. to further the work on that site. also, just as a reminder, the authority will work to intimately and diligently ensure that our commissioners on this board are aware.
