turnpike southbound between exits 3 and 4. this just came into our system. i'm trying to get new information or more information, rather, as to how many vehicles it involves. it doesn't seem to be slowing things down on the turnpike southbound, but just be aware of that if you're headed in that direction. on the 42 freeway, this is the northbound side. headlights are northbound, taillights are southbound. things are running free and clear. we usually see a construction zone, but i don't see any lights indicating there's a construction zone right now. and also, your drive times. 95, 422 and 476, typically trouble spots as we get later in the morning, but things are looking great there as well. here's what we're following new from overnight. a car carrying a shooting victim crashed on the way to the hospital. two people are hurt now, and police are still looking for a gunman. nbc 10's matt delucia is joining us. >> reporter: chris, the shooting victim eventually made it here to the hospital, but the series of events has police asking some

questions this morning. here's some video of the scene. this happened just after midnight on the 5600 block of catharine street. philadelphia police tell us the 24-year-old man got into an argument with a group of men. well, one of them, police say, fired off 11 shots at the man while he was sitting on a stoop. some of those bullets hit the house and windows, but the target? he gets hit once in the back, and here's what happens next. another person nearby gets the victim into a car and starts driving him to the hospital. well, on the way, their car gets into an accident with another vehicle. the woman in that car was injured. she was taken here to the hospital as well with a minor head injury, according to police. now, the shooting victim, he is here at hup in critical condition. his driver was taken in by detectives for questioning, but at this point, no arrests. live in university city this morning, i'm matt delucia, nbc 10 news. it is back to school for students in philadelphia, and this morning the doors will open for the new year, but what the school day will look like remains uncertain.

just about 3 1/2 hours until the first bell rings. classes start at 8:30. nbc 10's rosemary connors is live in spring garden with a closer look at how students will get to school today in the midst of all the cuts. rosemary? >> reporter: that's right, tracy. for students who aren't walking to school or catching a ride, the district provides them with septa passes that they can take the bus, train or trolley, so long as they meet the requirements of how far away their home is from school. however, last month, the district announced plans to reduce service so that only students who live two miles away or more would be able to get their hands on those septa passes. before, you just had to live a mile and a half away. this is part of an effort to cut $32 million right before the start of school to make sure that classes would start on time. there is some good news this morning. we've been talking to district officials who tell us they have been able to work out an agreement with septa. there was concern that students would be coming late to class or not showing up at all. >> transportation cuts are not moving forward. transportation for our secondary

school is going to stay the same, so high school students are going to continue to get the septa pass. so, if you live more than 1.5 miles away from the school, you will get that pass. >> reporter: eligible students should be able to pick up those passes today or at latest tomorrow. while this was a budget cut that was managed to be restored before the start of school, students will find big changes when they get into the classroom today. we'll talk more about the key staff members who will not be in school. that's coming up at 5:30. reporting live this morning in spring garden, i'm rosemary connors, nbc 10 news. >> all right, rosemary, thanks. 5:04 right now. today, fathers around the country and in our area will gather for the million fathers march. dads are encouraged to walk their children to and from school today. the purpose is to show how vital fathers are to the life of a child. today's march in philadelphia begins at 56th and master. philadelphia school superintendent dr. william hite will help students usher in the

a car driven by 18-year-old nidera moore on tuesday night. guzman later died at the hospital. no word on charges in the case at this point. an atlantic county teenager who was killed in a chain-reaction car crash will be laid to rest today. aisling cooke will be laid to rest. her and four other soccer players were on their way to a tournament when their car was hit by a truck on route 40 in hamilton township. police are still investigating that crash, which involved a total of three vehicles. philadelphia police fired shots at a car they said tried to run over an officer. it started as a traffic stop after 10:00 p.m. at tulip and benner in tacony. police say they pulled over a black nissan, and as they approached the car, the driver took off and tried to hit an officer. police shot at the car, which later turned up at frankford hospital south. a woman was shot in the leg and now several people are in custody. a teenager remains in

critical condition this morning after a shooting at a philadelphia playground. police say the 18-year-old was with friends at the torresdale playground on frankford avenue. a man walked up, said he was robbing them. there was a scuffle. a teen was shot in the chest. the gunman took off. an arrest warrant is issued for a suspect accused of shooting a man six times outside a west philadelphia store, and the victim, edward lynn, is now paralyzed from the waist down. police say the shooting happened after he accidentally bumped into the suspect on his way out the door. a camera outside the store shows the suspect, who's been identified as allen stokes, opening fire, and lynn, again, was struck six times. stokes has been charged but has not yet been arrested. seven minutes after 5:00 now. two teenagers are facing charges for allegedly beating a mentally challenged man. police are still looking for more attackers. this is a story that nbc10.com first reported. video shows a group of teens punching and kicking the man in newark. the video went viral on social

media. police have confirmed at least five separate attacks on that same man. a high school senior says she was horrified when she saw the video, so she created an antibullying campaign centered around them. >> it was just disturbing either way, that you can stoop down to the level and bully somebody who can't defend themselves at all. >> a 13-year-old and a 14-year-old have been charged with offensive touching, assault on a vulnerable adult and conspiracy. the victim was injured in one of the attacks and was treated at the hospital and released. you can read more about the beating investigation by going to nbc10.com. the videos are posted there as well along with details on the arrest. the trial is set to begin today for a south philadelphia man accused of hitting a pedestrian in old city back in july. police say shaffiat ali ran over a person crossing market street and second and then tried to take off. that arrest came two months after police say ali was involved in a road rage case in center city. in that case, he was charged with shooting a bb gun into a car with two women and a baby inside.

clouds to start off our monday morning, but they won't be around all day today, unless you're down the shore in delaware, where you'll get mainly cloudy skies. right now outside, though, as we look at boathouse row, tranquil on the water. winds are remaining calm. it will be a breezy day today for some, though, so keep that in mind. temperatures at this hour, 68 for philly, cherry hill 64 degrees, horsham 59. 58 for reading. 60 for you in allentown, and we start off 57 degrees for you in bluebell. down the shore, warmer, 73 degrees for atlantic city, beach haven and avalon, cape may 73. that seems to be a popular number. 64 degrees for atlantic city airport and vineland 65 degrees and dover currently 70. we had a few showers that pushed through delaware, still hanging around canton/delaware area. also pushing into portions of southern new jersey.

very light shower activity slowly dissipating there as that pushes through. we don't think that's going to be around all morning, so no worries there. future weather, though, shows those clouds still hugging the coastline throughout the morning and also into delaware, clearing a little for philadelphia and also up in the lehigh valley, some clouds, too, but most of the cloud cover will really be down into the shore and also on the beaches for the day today, and then also the chance for showers, that returns in the forecast for tomorrow. so, your forecast for the day today, 76 for allentown, quakertown also at 76. trenton 78, northeast philly at 78 degrees. we'll have a high of 75 degrees for the shore. cape may 75 degrees. 77 degrees for chester and wilmington 78. philadelphia a high of 78 degrees. all under partly cloudy skies. so, we will get the clouds in the morning, some clearing on the afternoon, but some clouds still hugging the coast, like we said, for the afternoon. 75 degrees for tomorrow. notice the chance of showers returns along with clouds. more clouds expected by wednesday and humid with storms by thursday.

it's ten minutes after 5:00. it will be busy out on the roads later this morning with back-to-school traffic and typical monday in september traffic. so, maybe this is a good time to hit the roads. >> maybe, if you can get out the door early enough. nbc 10 first alert traffic reporter katy zachry has an update on the roads. >> that's right, a number of our construction issues are starting to clear, as they typically do, between the 5:00 and 6:00 hour. montgomery county, route 202 at 76. no issues to report on 202 or 76. also in montgomery county, though, a single-car crash could be delaying things a little more as the traffic picks up. it's not causing any problems right now. it's in upper providence, collegeville road, which is also route 29, near black rock road. it involves a single car there. but there is an incident on the new jersey turnpike southbound that we're watching, an accident reported between exits 3 and 4, so be aware of that. and average speeds in the area, look at that, they look great, around 55 miles an hour. well, back to work. from isis to immigration, the top priorities for lawmakers as they head back to washington this morning. new items added to the september

5:15. happening today, lawmakers on capitol hill will get back to work after their summer recess. top priorities include a vote on

a spending measure to keep agents funded through mid-december. lawmakers will also consider extending a freeze that prevents state and local governments from taxing access to the internet. president obama plans to meet with congressional leaders at the white house tomorrow to begin laying out a strategy to defeat isis. the president will address the nation then on wednesday. he told nbc's "meet the press" he wants americans to understand the threat and how the government is dealing with it. u.s. air strikes targeted islamic state fighters in northern iraq. those attacks were carried out yesterday. the military says those air strikes destroyed an isis command post, a bunker and several vehicles carrying antiaircraft artillery. meantime, isis released a new propaganda video showing how the group used surveillance drones to help plan an attack on an air base in syria. isis has also used google earth to pinpoint locations of syrian government forces and other rebel groups. the video also shows the mass execution of hundreds of syrian soldiers. meantime, lebanon's prime minister is urging his

countrymen to remain calm as anger grows over the capture of soldiers and police by isis in syria. his televised address came after pictures appeared on the internet showing isis militants executing a lebanese soldier. that soldier and about 20 others were seized when isis overran a lebanese border town last month. a kurdish soldier who died fighting isis has been laid to rest. hundreds paid respects to that soldier yesterday, one of two kurdish fighters who died in a booby trapped building saturday. the other fighter was also buried yesterday. there are new items on display in the national 9/11 museum in new york. personal artifacts symbolize events that happened after the twin tower and pentagon attacks in 2001. a shirt worn by a navy s.e.a.l. in the raid that killed osama bin laden and a special coin given to a cia officer are included. there is also a brick from bin laden's compound in pakistan. the libraries of four former presidents join forces today. george w. bush will make the announcement along with bill

clinton that their presidential centers and those of george h.w. bush and lyndon johnson, will launch a scholars program. details of that partnership will be unveiled later today at the newseum in washington, d.c. the program is expected to provide leaders the opportunity to study presidential leadership and decision-making. arnold schwarzenegger said he'll be back, and he is. the actor and former california governor returns to the state capitol for two events today. one is the unveiling of his official portrait. the other is a discussion of california's fight against climate change. while in office, schwarzenegger frequently promoted the state's 2006 global warming bill. for the first time since declaring california's gay marriage ban unconstitutional, a federal appeals court will hear arguments about same-sex weddings. today, three judges are set to hear arguments on gay marriage bans in idaho, nevada and hawaii. state and federal court judges have been striking down bans in more than a dozen states since the landmark supreme court ruling last year.

right now, legalizing gay marriage is a decision left to each state, and so far, 19 states and washington, d.c., allow it. a 700-acre wildfire that is burning in yosemite national park has forced the evacuation of about 100 hikers over the weekend. the meadow fire started burning early sunday afternoon in yosemite's backcountry. hikers were evacuated by helicopter. the cause of that fire's still under investigation. a 6-year-old california boy's in the hospital after being attacked by a mountain lion. the boy was walking ahead of his family and friends on a hike when his father says the big cat came out of nowhere and attacked the boy. the dad and another man fought off the animal. the boy suffered bite wounds and scratches on his head. 5:18. if you're getting ready to head out the door, let's update you on the roads. >> nbc 10 first alert traffic reporter katy zachry will give us a heads-up on anything that might slow us down out there. >> our majors in the area are looking pretty good, except for new jersey turnpike southbound, which i'll get to. this is vine street expressway

allentown, 58 for pottstown. almost 70 already this morning for those of you in philadelphia at this hour. glassboro currently 65 degrees. down the shore, atlantic city 64, 67 millville, wilmington at 65 degrees. we're looking at mostly cloudy skies at this hour. should not be that way all day today. of course, unless you're down the shore and down into southern delaware, where clouds could be around throughout much of your monday. a few light rain drops here now moving through dover into southern new jersey, towards morris river right now, but these are very light rain drops and sprinkles, and a lot of this really not touching the ground. this will fizzle out as the morning progresses. this is all part of this system, this low just off the coast of the carolinas, feeding us those clouds that we're seeing, feeding some of that moisture mainly into delmarva and into the carolinas. there is a chance that some of this could spread up towards us, but it will be mainly south, south of the 95 corridor. today, 78 degrees. look for a mix of sun and clouds with clouds this morning. it will be cooler today, too. typically around 81 degrees this

it is 5:24 on a back-to-school monday for many of you, as we take a live look at boathouse row on the schuylkill river. good news is you won't need the rain umbrella, you won't need the raincoat. it's going to be a nice, cool morning. meteorologist tedd florendo calling for highs in the upper 70s to around 80. a majority of young people do not have a credit card in their wallet. according to a survey by bankrate.com, more than six in ten people in their teens and 20s do not have a credit card. financial analysts say plastic builds credit. without one, folks can run into problems trying to buy a car or a home. well, if a pay raise is in your future, don't expect too much. and gm says they're getting a handle on those faulty ignition switches. hampton pearson is here with both stories in this morning's cnbc business news. hampton, good morning.

>> hi, tracy. yeah, we're going to start with that pay raise story. u.s. companies are planning to give pay raises, averaging about 3% next year. now, that's according to a new study by the pay consultants towers watson. that's on par with a 2.9% average raise the past two years, but it's barely above the rate of inflation at 2.1%. towers watson says the top reason employees join or leave the company is base pay. the median annual salary for the nation's 106 million workers is now about $40,560. more than 2 million vehicles recalled this year. in an exclusive interview with cnbc, barra said replacement parts should be available for customers by next month. she's also talking about changing the corporate culture inside gm. the automaker was criticized for waiting too long to recall cars well after it discovered the
