server. but said she is as responsible. >> i am as frustrated as anyone. >> reporter: top officials also demanding to know why millions are kicked off their current health man, after the president gave assurances that would not happen. >> some bur cats in washington- - bureaucrats in washington say, even though you're promised to keep it, you're now not able to keep that plan. >> reporter: cbs obtained this internal government memo from october 27th. it discusses incomplete security testing on the website, but still recommends an october 1st launch. >> you have exposed millions of americans, because you all, according to your memo, believed it was an acceptable risk. >> the memo is an authorization for further security testing and says all consumer information entered on this site is secure. in washington, danielle nottingham, wjz eyewitness news. >> the white house says president obama has complete confidence in his secretary.

sebelius, the president is in boston this afternoon, defending his healthcare law. a washington state man pleads guilty to mailing threatening hert wells to lawmakers, including maryland senator barbara mikulski. 41-year-old christopher carlson faces up to five years in prison. he's accused of mailing letters to mikulski and other lawmakers in february 2012. the letters contained white powder, causing major dinner concern about bioterror attacks. the powder was then deemed harmless. sex, drugs and gang activity, all behind bars. another guilty plea in the scandal at the city jail. vic is live in the newsroom with the latest on this high- profile scandal. vic? >> a police officer pleads guilty to her role in the scheme. 26-year-old kimberly dennis helped the black guerrilla gang operation smuggle drugs into the city detention center. prosecutors say she also had a sexual relationship with two gang members while sharon behind bars. in addition to the seven

officers, three other defendants in the case had pleaded guilty to racketeering charges, including the gang's leader at the jail, tevon white. >> the scandal caused a major review of operations inside that city jail. >> an investigation is under way into a deadly fire in northwest baltimore. firefighter were called to the home in the 3800 block of hilton road. the 88-year-old homeowner was found on the second floor in cardiac arrest. he died after being rushed to the hospital. according to our media partner, the man who died, edward clark, of the head umpire for the baltimore city parks and rec. >> the widow of the nevada middle schoolteacher who gave his life to protect his students is now speaking out. jarica duncan has the story for wjz. >> i knew exactly what he did. i knew that he stopped it. >> reporter: when sharon lansbury first heard about the shooting at the high school, she sent her husband michael a text message. he didn't respond. she had a feeling michael, a

marine and national air guardsman had stepped in. police say a 12-year-old shot and killed the math teacher and coach as he tried to convince the boy to put down his weapon. >> he wouldn't want me to be angry. there is no reason to be angry. we lived a good life. >> reporter: three days before michael died, the couple celebrated their fifth wedding anniversary. and before he left, he said these final words to his wife. >> have a good day, my beautiful wife, i can't wait to be home with you and go for our walk. i love you. >> sharon says almost every morning, michael would put a sticky note on her coffee cup to say "i love you." she kept every single note and is thankful that she did. >> he is always there, always will be. he's guiding me through. >> reporter: this sunday, michael will receive a 21-gun salute, as family and friends celebrate his life and his love for community and country. jarica duncan, wjz eyewitness news.

>> police are still trying to determine what prompted the student to open fire. as school was getting under way last monday. 11 anap will on -- annapolis high school students are disciplined for cyber bullying. a photo of a student was taken, without the student's knowledge and posted on social media, which sparked some pretty nasty comments. school officials are treating the incident as cyber bullying and say it violated the school system's code of conduct. well, turning to weather now, the sun, it came out, following a gloomy start to the day. a live look outside right now. the rain has definitely moved out. how do things look for our trick or treaters tomorrow? wjz has weather and traffic together. bob turk is updating the first warning weather forecast. bob. >> we had about a tenth of an inch of rain this morning, early on. it was pretty much done by 8:00, 9:00 and moved off to the eastern shore. take a lock at temperatures. -- look at temperatures. low to mid-60s. dew point comes up to 53. it's a lot more moist atmosphere than we've seen the

last couple of days. now, this morning, actually, right now, we're running about 1 degree warmer than yesterday. hagerstown, 6 degrees warmer. at least most places, west of the bay, where the sun has been out, are warmer than we saw yesterday. it was 44 this morning. actually, about several degrees above average. and 53 in d.c. and 50 over in easton. now, tomorrow, we've got high pressure off the east coast. a front to the west with breezy conditions and rain. but that will probably not get to our region until after midnight tomorrow night. if you're heading out in the evening with the kids, it will be breezy but mild. temperatures probably right in the upper 60s, maybe even around 70. during their early evening tomorrow. kai? >> bob, thank you. let's check on our roads with kristy breslin at wjz traffic control. hi, kristy. >> hi, kai, hi, everyone. not too bad of a start out there, couple of delays. watch for a slowdown from 197

it is partly sunny. 64 degrees in central maryland right nu. the complete first -- now. the complete first warning weather forecast is coming up. a trick-or-treating nightmare. a 12-year-old pennsylvania boy finds a razor-like blade in his halloween candy. the boy said he found the small blade in a package of m&ms

while trick-or-treating over the weekend. and he found this blade burg the town's sanctioned day of trick-or-treating, which is supposed to keep kids safe. an investigation is under way by local police and the candy company. more than a dozen vehicles are involved in a massive chain reaction wreck. according to police, more than 15 vehicles were involved in that crash, including a tractor- trailer. police believe two separate crashes happened back to back. one person was hospitalized. no one was hurt. police say fog in that area, and wet roads may be to blame for the pileup. 13-year-old andy lopez is laid to rest in california. the teen's death has sparked question and outrage. last week, a sheriff's deputy opened fire, after mistakenly thinking the teen was cawrg an assault rifle. carrying an assault rifle. >> classmates and friends of andy lopez carried his casket into the santa rosa church in

california. his distraught parents, seen here. clarlsz mates remembered -- classmates remembered him fondly. >> andy was a really nice classmate. he would always make you smile and laugh and he was loved. >> reporter: but with the grief, there is outrage. hundreds took to the streets tuesday, many of them teenagers, skipping school. demanding justice for lopez, gunned down by a sheriff's deputy last week, who apparently thought the teenager posed a deadly threat, holding what turned out to be a toy gun, an ak-47 replica. but some think the deputy and his partner showed poor judgment. or worse, deliberately targeted a hispanic youth. >> we're here to say a badge is not a license to kill. we demand the cops be jailed. >> reporter: investigators from another police department are still reviewing the case, but thus far seem to be defending

the deputy, eric yohaus, a 24- year veteran, saying he had to quickly act, based on the perceived threat. >> the weapon appeared to be real. the subject appeared to be turning toward them. and the barrel of the weapon appeared to be rising in their general direction. >> complicating matters, the replica gun, called an air-soft rifle, didn't have a classic orange cap on the end of the rifle, which is required by law to be put on toys. not a great day on wall street. [ stock bells ringing ] of. >> all the markets are down today. let's take a look at numbers. dow is down 62. s&p off 9. and nasdaq is down 22. let's go to new york right now, where alexis christoforous has tonight's cbs money watch update. the federal reserve says the economy is growing only moderately. and still needs support from the fed stimulus program. after a two-day meeting, the fed said it will keep buying $85 million a month in bonds to keep interest rates low and give a boost to the economy.

analysts predict weak government shutdown will keep the fed from tapering its stimulus, at least until march. washington's budget battle. a new survey finds private sector employers added just 138,000 jobs. and general motors is reporting a 15% jump thanks to sales in north america, south america and china. analysts say gm may be close to paying a shareholder dividend. and social security recipients are getting a 1 1/2% raise next year. it amounts to about $19 more a month on average. and is the smallest gain in social security payments in nearly 40 years. bad weather in france and argentina pushed wine production down 5% last year. the industry currently has an undersupply of nearly 300 million cases of wine a year. and experts say that is not enough to keep up with demand. that's your money watch. for the latest business news, follow me on twitter at alexis

beautiful day. who would have thought. the way it started? >> it was a little rainy to damp this morning. >> it was dark, too. >> and i said it might rain earlier this morning. that was the warm air trying to move in over top of this dry air. it rained for a couple of hours early this morning. if you were up at 5:00, 6:00 a.m., yeah, it was raining a little bit. most areas had about a tenth of an inch. so most areas really didn't even see that much. a few spots had a little bit more. let's take a look at temps now. it's warmed up, with sun to 64.

and the humidity is up there. 69%. it's a little on the moist side. humid side. east/northeast winds at 13. barometer, right now, holding steady. 30.16 inches. currently 63 in d.c. 62, pax river. eastern shore, still has quite a few clouds until a little while ago. baltimore west, a little warmer with more sunshine. 65, hagerstown. and the dew point once again in the mid-50s. 64 in westminster. and 60 down by the bay. right now, we have a pretty good east/northeast wind. during the day tomorrow, winds come out of the south/southwest. and they're going to pick up. it's going to be a breezy afternoon. and almost a windy night tomorrow night. but it will be mild. it could start out around 7:00 p.m., around 70 degrees tomorrow night. so if you go out with the kids in the evening, it will be breezy. but looks like it's going to be very, very mild this year. look at all of these warm temps, south of us, mid-70s. 80 in new orleans. 68 in kansas city. chicago with some rain there at

59. the cold air, the extreme northern plains is even moderated, not nearly what it was earlier. but we will cool down. but ahead of that, we've got rain across the midwest. a little snow, early on. across portions of wyoming. that low pressure, still wrapping around. but see the moisture coming up from the gulf of mexico. had a little bit of rain moved off shore here. a lot of rain, as the front approaches late tomorrow night and friday. that's when the rain moves in. for halloween -- i'm already jumping ahead a couple months. it will turn cooler, but not until late friday. the rain should be done friday by about noon friday. but it will be windy. because lean gusts up to 30, 35 miles an hour, late tomorrow night and on friday. south winds tomorrow, at 10 to 15. and bay temp around 59. tonight, look for, let's call it partly cloudy skies. maybe a little fog with mild, 53 overnight. it's really warm. 72 degrees tomorrow.

about. new allegations of u.s. spying. this time, an italian magazine claims the spying was on cardinals in the runup to the new election of the pope in march. alphonso van marsh reports for wjz with more. >> reporter: the vatican says it's not worried about reports that u.s. security agencies spied on cardinals as they prepared to elect a new pope in march. an italian magazine says the national security agency listened in to telephone calls in and out of the vatican. the latest allegations come as spain's prime minister grows a growing list of allies, furious over spying on leaders. if true, he says, this activity is inappropriate is unacceptable. >> a spanish newspaper reports nsa tracked more than 60 million phone calls in spain in just one month. >> it is disgusting. america is friends when it's convenient, he says. france and germany are also demanding an explanation. german chancellor angela merkel

is investigating reports that the u.s. has been monitoring her cell phone for years. alphonso van marsh, wjz eyewitness news. >> now, the vatican says if the allegations are true, it is an embarrassing blow to an institution famous for its cloak-and-dagger-like secrecy. a new report is out today on the deadly shooting at the washington navy regard -- yard. and it criticized the response to the chaos. kai is live in the newsroom with the new developments. >> the new report says contract guards who protect facilities don't respond to adequate training to the shooting. the september massacre left 13 people dead, including the gunman. that gunman worked in one of the buildings there. the new report says officials at five guard companies say their guard cannot receive train on what to do when a gunman is opening fire. the summary was presented at a house committee hearing on securing federal facilities. vic? >> kai, thank you. investigators believe the navy yard gunman was recovering from

a psychiatric problem. the hunt is on for a predator in colorado. a man breaks into an 8-year- old's bedroom, and tries to trag -- drag her to his car. but she fought back. and police say that could have saved her life. >> reporter: terrifying moments for an 8-year-old girl in aurora, colorado. >> looks like an unknown party came in through the daughter's bedroom window. >> reporter: just after midnight. >> we do know a light was on in the bedroom. it might have been possible for the predator to look and see inside that there was a child, which in some ways makes it even more chilling. >> reporter: the man ripped the screen off her window, grabbed her as she laid in bed, pulled her through the open window, forced her through a dark alley, toward his car. >> this young girl immediately cried out, immediately put up a fuss and a struggle, and who knows if that might have saved her life. >> reporter: her cries, the struggle enough, alerting her father and mother, escaping her captor and into her mother's arms. her father ran after the suspect, only catching a glimpse of what appeared to be

a new silver bmw driving away. now, an entire city on alert. >> part of the reason for this press conference is to alert the entire denver metro area that this predator is on the loose. >> reporter: the girl was able to help investigators draw up this sketch. a white man, blond hair, black coat, smelling of cigarettes. a reward for information leading to his capture, now doubled, to $20,000. now, the child's grandmother says another child was in the room at the same time. but that child was asleep. baltimore city police arrest a suspect in a murder. 23-year-old britney powers is in custody today. she is accused of killing a 24- year-old woman in the 800 block of abbott court earlier this month. no details yet about a motive. skateboarder is in critical condition now, at shock trauma, after colliding with a police car. the sheriff's department says it happened last night. investigators say the 20-year- old was hit when the deputy made a turn and the skater couldn't stop in time. police say the skateboarder was at fault. for the first time, we are

hearing from victims who were on that ride at the north carolina state fair that malfunctioned, injuring several people. bo minic has their terrifying experience. >> people that are arrested -- >> reporter: it was supposed to be a fun night at the fair. but for chardonnay patterson and kayleah donaldson, they end up literally, hanging on for dear life. >> i tried not to scream because i felt like screaming would have made it worse. >> reporter: the two are students at louisberg college. they went to the fair thursday night and actually had ridden the vortex earlier that same night. after riding it a second time, donaldson had trouble getting out of her harness. >> just like the last click. and i tried to get out of it and it wouldn't let me. >> reporter: after the ride was stoped and people were starting to exit, witnesses say it started back up again. donaldson was partially harnessed and patterson had no harness on at all. >> my eyes were closed the whole time. but the next thing i know, people were laying down, unconscious and all of that. >> reporter: witnesses say the

ride went up about 20 or 30 feet in the air, flipping upside down, and leaving patterson with nothing to do but hold on. >> i was just telling her, please don't let me go. >> the two managed not to fall. paterson hurt her shoulder, and her friend had bruises, but they realized if are five -- for five others who are in the hospital, it's much worse. they also realize that the pride operator is accused of tampering with the safety devices. >> he was controlling it. >> whenever he punched me. he deserves it. he hurt five people. a lot of people were like in emotional distress. like that was a very wrong, meanful thing to do. >> and that was bo minic reporting. the navy's newest war ships slip into maine. marking a new era for war fighting, it seems. this is the uss zim walt. it's one of the most high tech in the world. the lightweight shows up on

foresighted industrialist, recognized the problem and put in a cable car to take the residents up the hillside and into the sunlight to keep them from getting a terminal case of cabin fever during the long, dark winter. even with norwegian snow, karen row, who runs the tourism authority here, says it could be a tough place to live. >> if people get some, they will be more healthy. and they the work better. >> reporter: and if they get shade and shadow and darkness, not so much. >> yeah. that's true. >> but modern technology may now have solved the problem. instead of bringing the people to the light, they figured out a way to bring the light to the people. an array of mirrors has been installed on the hillside, programmed to track the sun across the sky and reflect it down into the town below. well, not into the whole town, just into the town square. still, that may be enough. >> it makes a difference, even that little bit of sunshine in this whole big dark town makes a difference. >> it makes a difference. and this is the center of the town.

a bus crash in southern india kills 45 passengers. police say a packed bus crashed into a highway barrier and killed the 45 passengers who were inside. the driver and six others managed to escape through a window. the other passengers were trapped inside the bus, which had a locking system, controlled by the driver. the bus driver is facing several charges. today, a dust storm is blamed for a string of accidents that claimed live of three people in arizona.

the dust blew across two states in phoenix and tucson, causing a chain-reaction crash. 19 people were involved. at least one car got pinned between to 18-wheelers. at least a dozen people were injured. mass murder-suicide. six people are killed in a deadly shooting in south carolina. mary is live in the newsroom with details on the shooting. >> six people, including two children were shot to death in a south carolina home last night. officers rushed to the scene after a man called 911 and said he was thinking of hurting himself. shortly afterward, 911 received another call from a neighbor, saying four children frantically ran from her house, after hearing gunshots. when the s.w.a.t. officers arrived, they found six body, two women, two men, a boy and a girl. the sheriff said one of the deceased men is a suspected gunman. they believed the killings were the results of a domestic dispute. denise? >> thank you, mary. police have not released the names or the ages of the victims. the man accused of fatally shooting nfl star sean taylor,

have to have morning rain. 64, oakland, one of the coolest spots at 54. locally, temperatures right around the mid-60s. for some reason, bel air came in at 57. and 60 down by the bay. eastortheast winds. now, tomorrow, the winds are going to come back out of the south. that will bring very mild air that is going on across the south and the midwest right now. these temperatures in the mid- 60s, upper 60s to low to mid- 70s right now. that is moving directly up the east coast. warm front. that's because the crowds and the rain this morning. the warmer air, riding over the cooler and dryer air that was around our region. yes, there will be dew points around 40. so the ability to come up. now, to the west, there's chilly air. but denver has even warmed up to 46. two days ago, they were 31. even this colder air mass has moderated smalt. it's really cold up in eastern quebec. and temperatures in the 20s. but that's not -- not going to impact us at all. this front to the west. you see the dividing line.

between the milder air has rain along it. some thunderstorm activity. missouri down to portions of arkansas. some of those storms, pretty strong, with gusty winds. for us, basically, we're watching these clouds approach us from the west. tomorrow, a lot more clouds. but tomorrow night, we'll be in this very, very warm air ahead of that front. the rain we expect not until very late tomorrow night. maybe after midnight, or even later. into friday, noon. then it turns breezy and cooler. it will be quite breezy again tomorrow night. into friday. wind gusts up to 30, maybe 35 miles an hour. so for the weekend, it will eventually clear out and get a little cooler. south winds on the bay. ahead of that front, at 10 to 15 knots. but a small craft advisory, thursday, late through friday afternoon and friday evening. bay temp, around 59. tonight, not a bad night. in fact, very mild at 53. a little fog could form. and tomorrow, low 70s, yes. that's 10 degrees above average. breezy, warm afternoon. clouds and sunshine.
