working 24/7 to get healthcare.gov working properly. >> you deserve better. i apologize. >> reporter: she blamed the slowness of the site on problems with a verizon server but said she was ultimately responsible. cbs news obtained this internal government memo from september 27th. it discusses incomplete security testing on the website but still recommends an october 1st launch. >> you have exposed millions of americans because you all, according to your memo, believed there was an acceptable risk. >> reporter: the memo authorizes further security testing and consumer information is secure. >> and it's not just on capitol hill. frustration also high for marylanders counting on the affordable care act. >> reporter: waitress cathy

kelly one of millions counting on the affordable care act. >> i need it. first of all, my age, i need healthcare for a surgery if it comes up or whatever might come up. i need some kind of healthcare to help me out. >> reporter: she was able to log into the website but says she's still in sticker shock over the rate she was quoted and can't afford on her modest income. >> i had a $20,000 deductible with a $302 payment a month. >> reporter: glitches with the websites have forced many people to seek outside help getting enrolled. small businesses are waiting to learn more before they explore plans for their employees. >> we will be shopping when the time comes. we don't offer health insurance at the current time, but it's something that we will have to look into and shop. >> reporter: for now, cathy kelly will wait for changes and improvements to the website before she decides what she'll

do next. >> maybe we'll find out something. i don't know. >> and you'll hope that it helps you? >> right now it's not. >> reporter: officials are promising they will fix problems with the federal and state insurance websites. >> the white house says president obama has complete confidence in the secretary. swift action. nearly a dozen students disciplined, accused of cyber bullying. there have been growing calls for schools to crack down after a series of teen suicides across the country, including here in maryland. >> reporter: officials say school administrators were made aware of the cyber bullying incident on monday and by tuesday they'd taken action. 11 annapolis high school students not in class today. the group is accused of cyber bullying. officials say it started when one student photographed another without their knowledge, then texted the photo to other students with a

di spatialing comment. it was eventually posted to social media. >> we face it very seriously. >> reporter: students say it still happens. >> i used to go to school with a lot of people who did that every day. >> it's a lot easier because you don't have to say it to someone's facement. >> reporter: a new law went into effect here in maryland that makes cyber bullying a minor a misdemeanor offense. it's called grace's law. she killed herself last easter after she was cyber bullied relentlessly. after her death, her family lobbied for action. >> i can't bring her back, but i can honor her memory by making sure it doesn't happen to anyone else. >> reporter: students are happy the school took action. >> they should get in trouble for it. they shouldn't be doing that to other kids. >> reporter: school officials say they will continue to crack

down on cyber bullying. the school won't say what disciplinary action has been taken against those students, but the options ranged from detention to expulsion. >> thank you. maryland state schools have now joined a pilot program with facebook to combat cyber bullying. the family of a man who died in police custody files a multimillion dollar website. the suit alleges anthony anderson was brutally beaten by three detectives before he died last september. but prosecutors found the detectives did not use excessive force and they were never charged. the police department has not commented on the lawsuit. the u.s. spy scandal is getting worse. it apparently went on inside the vatican. the nsa listened to the cardinal's phone calls as they prepared to elect a new pope in march. the vatican says they're not worried about the reports.

the growing list of european allies is furious. when a gunman killed 12 people at the washington navy yard, security guards weren't properly trained for such an attack. some guards at maryland's federal facilities aren't either. we have more on the training lapse. >> reporter: that's right. lawmakers are saying their goal is to prevent another tragedy. security is under a microscope. >> our hope is that our bill represents a sensible step forward to help protect national security. >> reporter: last month, 12 people were killed at the washington navy yard in southeast d.c. when gunman and government contractor aaron alexis went on the attack. lawmakers want to strengthen security clearance background checks. >> i don't know if this would

be prevented the navy yard shooting, but i know it would have given us a much better chance of preventing the navy yard shootingment. >> reporter: the government accountability office is examining the security of federal facilities. there are concerns that many guards aren't trained to respond to active shooters. in this report, investigators say they were unable to determine which guards had received active shooter response and screener training. that's a big concern in a state like maryland that has a number of federal facilities. there are 35 facilities across maryland. >> how after 10 years did the department not have a handle on what measures are in place to secure their own employees? >> reporter: there are 9600 federal facilities across the country that require protection from the department of homeland security. >> thank you very much.

there are more than 14,700 security personnel in place to protect those facilities. the baltimore man suspected of giving students cookies laced with marijuana is now facing gun charges. according to the baltimore sun, clyde tatum who worked at the reach partnership charter school is charged with possession of a handgun. they found the handgun at his home. last week several students became sick after eating the cookies. a notorious baltimore criminal is arrests after he spent years scamming local restaurants. he fakes medical emergencies to get out of paying his bill. we have more on this so-called dine and dasher. >> reporter: police have dubbed him the dine and dasher, but his real name is andrew palmer. he likes a good meal but doesn't like footing the bill. >> we've had a number of

incidents. >> reporter: palmer's latest just this sunday where he ordered beer, a sub, and pizza. >> we were getting all the money together to bring up to the office and he had no money to pay his bill. >> reporter: once the bill, the manager said palmer told her a sob story about how three men robbed him prior to coming into the restaurant. >> and knowingly came to the restaurant and ordered $50 worth of stuff knowing that he had no money. >> reporter: he was arrested. it isn't the only restaurant snub. he has a palette for more expensive tastes too. sullivan's lost out on more than $150 after palmer collapsed to the ground pretending to have a seizure to avoid paying for his four blue moons, one split lobster, three bacardi lights, one 22-ounce ribeye steak, and a cup of

coffee costing more than $160. paramedics were called to the restaurant. police say he was taken to the hospital where doctors found no evidence of a seizure. palmer has been arrested eight times for petty theft. he is now in the baltimore city jail with a $1500 bail. >> many of palmer's cases involve theft under $100 which carries a light penalty and in some cases, little to no jail time. police chasing a suspected drunk driver. wait until you see how it ends. >> ma'am, are you okay? bus driver turns lifesaver. how he kept a woman from jumping off a bridge. a very mild halloween this year. i'll have the complete forecast coming up next. ,,,,,,,,,,,,,,,,,,

police say the suspect was a drunk driver. watch as he attempts to change lanes but instead hits a barrier and goes flying back into the officer's car. police say the driver has previously been convicted twice for drunk driving. the widow of the nevada middle schoolteacher who lost his life in a school shooting is speaking about the tragedy for the first time. he died while trying to convince a 12-year-old boy to drop the gun he brought to school. his wife sharon said she knew he'd step in to save others. >> i knew. and when it transpired that it was on school grounds, i knew exactly what he did. i knew he stopped it. i knew he stepped in front. >> the boy wounded two students before killing himself. police are still trying to determine a motive.

the controversy surrounding the washington redskins name continues with a request to meet with all nfl owners on the issue. that request comes from the oneida indian nation. their representatives say a recent meeting with nfl officials was disappointing and roger goodell was not present. they say the league is continuing to make money by promoting a racial slur. >> it's not a victimless crime. it is very real, damaging facts on native americans. that's the whole point of this issue and our desire to change it. >> the nfl says other native american groups feel differently about the name. they say they will continue to listen and learn more about the issue. helps prevent a woman from possibly taking her own life. >> ma'am, are you okay?

>> he says he noticed the woman standing on an overpass. he's seen helping her back over the guardrail. police and a crisis counselor then arrived. a spokesman says the driver was given a standing ovation by the passengers on his bus. marking the anniversary of super storm sandy. one year ago, millions of americans were just starting to realize the extent of damage here in maryland and all along the east coast. >> stand beside her and guide her. >> jersey shore as survivors of super storm sandy remember all that was lost. it doesn't take storms as strong as sandy to endanger maryland's coastline. some parts of maryland will be literally under water in a few decades.

tonight, tim williams shows us why maryland's shore is so vulnerable. >> reporter: maryland's fragile coastline is vanishing. each wave, each high tide carries a little more land back into the water. >> there are fewer and fewer days that we have much of a beach at all. >> reporter: place the blame on climate change. its ripple effect is causing the sea level to rise in maryland at an alarming rate. more than three and a half feet by the end of this century. >> the rise is occurring three times faster than that of other locations. >> reporter: she's watching her property at the tip of miller's island disappearing before her eyes. hurricane isabelle 10 years ago broke apart her bulkhead and now every storm steals more of her land. >> without the bulkhead, this is the erosion we get. >> reporter: maryland has the fourth longest coastline in the continental united states which adds up to more than 3000 miles

that's vulnerable to rising water. >> portions of the coastline are sinking. at the same time, sea level is rising. >> reporter: we obtained these maps of maryland showing how much land would be loss with only a 4-foot rise in sea level. much of ocean city and dorchester county would be under water. >> flooding we see today on a more frequent basis in communities like chris field or annapolis could really be the high tide we see in the future on a daily basis. >> reporter: 600 acres of land erodes in maryland every year. 13 islands have been lost, including holland island where this house once stood. >> the lower eastern shore of maryland is perhaps our most vulnerable. >> reporter: long term that's bad news for maryland. by the end of the century,

chris field will wash away. for homeowners, it's only a matter of time before they'll be under water. >> water level has gradually risen to the point where when we get a high tide, it's to the top of the wall and over. there's no keeping it out. >> denise and her neighbors are doing what they can to fight the rising waters by raising their foundations. the state is being proactive limiting the spending of tax dollars in areas of high risk of flooding. >> it's been nice here, though. we have some very, very mild air headed our way for the next two days. take a look at temperatures and look at that humidity. it was humid last night. tonight it's up to 96% with no wind at all. we're at 53. the dew point 52.
