grid lock on the schuylkill expressway after a deadly crash this morning. if you are heading out the door try to avoid this area, during rush hour. good morning, it is thursday, october 16th i'm ukee washington. i'm quarter von tiehl. let get to vittoria for a look at that backup and how folks can get around that area if they take to it work and school. >> good morning erika, ukee, good morning everyone. if you take eastbound side of the schuylkill expressway to head to work or school trying to get to center city maybe heading in the university city area we have a few alternates but lets give you an idea what happened this morning. couple hours ago on the eastbound side of the schuylkill expressway we had an overturn vehicle fatal crash approaching the area of girard avenue coming in from montgomery drive. it set us back with residual traffic and gaper delay but they have reopened one lane

only. now the delay that lies behind this is continuing to grow, right now, this delay is stemming back toward belmont avenue and because it is only 7:00 and rush will be setting in heavily this will only continue to grow. city avenue delay is going to affect city avenue itself or schuylkill at city avenue delay. but just plan a correspondencingly to have have some major traffic this morning, starting your day. kelly drive, martin luther king drive will be best alternate. heading out of northeast philadelphia, you could take roosevelt boulevard and maneuver your way there. take broad street all the way down or take i-95. with that said i-95 we are seeing major delays stemming out of the northeast down through vine street expressway. we have a pothole southbound right around cottman avenue which is causing a mess. if you had are a truck drive you cannot use drives so blue route to 95 is an alternate and this accident ace affecting a few septa bus routes as well. we were just talking earlier

the accident happened when it was light liz raining and that is when folks just should not under estimate the the weather. >> you almost get caught off guard when that kind of thing happens. you are right. as you have been saying and my advice would be the same just be smart about this. even though what you will see when we bout out to storm scan three is radar is emptying out and we are clearing out with the crowd cover just retreating here you cannot take this necessarily at face value. rain is done we're fine. it is not a snap of the fingers. we have aftermath issues here, clogged drains and leaves that fell off the trees. we do still have flood add advisory for lehigh valley, eastern edge of berks county. they took out western batch of advisory for you who are in berks county but then up to the poconos. so is there still some poor drainage flooding, small stream flood ago this kind of thing and those fallen leaves are blocking up storm drains. it is so hard to give yourself extra time when you walk out the door.

we get. that you just need to get your day started. this is a situation where you'll get slowed down. sometimes just being mentally prepared can be the best advice. the as we walk outside the door here at least rain is winding down and thankfully later on we should expect to see sunshine peeking through as well, back over to you. >> good morning, in the news, a second dallas nurse who contracted ebola from a patient is waking up in an atlanta area hospital this morning. doctors are treating amber vincent inside emery university hospital's infectious disease unit this video is of a medic escorting her into the hospital last night. that is her in the yellow hazmat suit. this morning cdc is under scrutiny forgiving vinson permission to take a commercial flight from cleveland to dallas one day before she was hospitalized for ebola symptoms. agency said they allowed her to fly because she didn't meet criteria for someone at high risk. meanwhile president obama has canceled another travel day to

monitor the out break. >> i'm confident that we can prevent a serious out break of the disease here in the united states, but it becomes more difficult to do so, if this epidemic of ebola rages out of control in west africa. >> cdc director tom freedan will testify at a congressional hearing later today over his handling of the out break. now news that two dallas nurses are infect with ebola has prompt sod nurse necessary our area and across the nation to speak out. they are calling for more training and better protection. "eyewitness news" reporter jane carabao is in the satellite center with that part of the story, jen. >> that is right, nurses all across the country are understandably concerned about ebola. now nation's largest nurses union has sent a letter to the president demand will that better protections being put in place for health care

no specific protocol in place, thomas duncan they say was left in the public area with other patients for several hours, nurses didn't have proper protective gear, duncan's lab samples were unsealed and transported to the general distribution center ace nurses who treated duncan allowed to interact with other patients. toomey wants standard followed by some university where health care providers have successfully treated patients without further infection if they are not high standard like emery or university of nebraska then would i not feel comfortable taking care of a patient. >> reporter: and also here in the delaware valley, communities continue to try to prepare for a possibly bowl a out break here, happening today, the the philadelphia city council is holding a hearing about this city's preparation and readiness for a possible out break, scheduled to speak, a number of health officials as well as folks from the philadelphia international airport. reporting live from the sat center, i'm jane carabao, for cbs-3 "eyewitness news".

will cover that all in a few moments. claims of excessive force inside philadelphia's current fromhold prison lead federal lawsuit. altercation was caught on camera september 20th. surveillance video shows inmates james akuba handcuffed and being escorted for medical attention after pepper spray incident in his cell. second later, you see corrections officer identified as james wiseback start to punch him. he puts up akuba in a choke hold before other officers break it up. corrections department disciplined wiseback and new back on the job. >> this brazen, violent behavior took place in front have of ten other co's, in a common area of the prison, where there is five other video cameras. the concern is that what did this officer do in the dark corners of the prison when no one is looking. >> wiseback claims akuba threatened him personally and spat at him saying once i felt spit london my facial area i reacted with hard, empty handed use of force. the corrections department has

vehicle actually looks like. if you are traveling east bound on the schuylkill expressway, coming out of the area of montgomery drive, making your way down through girard, towards girard avenue you will notice that overturned vehicle right here in the right lane as well as on the shoulder, and it is still emergency personnel on the scene investigating this accident because we have learned that it was, fatal. so still only one lane of traffic is still getting bias a result of this investigation. now if you are trying to get by that accident, thinks the delay that you will be sitting in for quite sometime. now this shot here is right before the accident scene, not too far from the roosevelt boulevard, city avenue. so if you are trying to climb your way out of your western suburbs here are a few ideas to head into center city. kelly drive, martin luther kick drive is an idea if you are a truck driver, and cannot the use one of the drives, 476 and 95 is your best alternate. i know it is out of your way and looping back around but that is what we're dealing w also a few septa bus routes have been affect, nine, 27, 124, 125. look at rush hour traffic on

hi, good morning everyone i'm ukee washington. after a lot of rain over the last several hours, we have katie in the weather center. >> we have been dealt a pretty heavy hand of rain, many locations pick up several inches worth of accumulation before this storm was completely done. we should call it the a cold front because that affected us but now it is pulling away. problem is, the isn't just flipping a switch so there are residual problems which vittoria will be talking about but we are starting to clear out. 72 degrees the expected high today despite the fact that we had a cold front and still mild. dropping down to 56 tonight under the clouds. tomorrow and saturday both look lovely and cool air pays us a visit. temperatures take a solid hit by sunday, vittoria. >> because of this weather

first lets take a look the at accident scene as we take a live look from chopper three here. notice the accident right here, that is overturn vehicle on the eastbound side of the schuylkill expressway that caused a fatal crash on eastbound 76 approaching girard avenue. as we move from chopper three lets get back to the ground to give you a better idea of the situation. within lane of traffic ace loud to bypass this instant accident scene. moments ago, all of the lanes were closed, they have been intermittently opening and reopening, or opening and closing the eastbound side of the schuylkill to tend to this incident as now they are involved in an investigation. with one lane only we have a westbound delay gaper delay on the opposite side and, look at this, thinks an interesting shot here. thinks the the eastbound side of the schuylkill expressway. this is westbound side. eastbound, montgomery drive exit is causing so much of a problem that barely any folks are even getting by, and you can see it moving down toward that instant accident scene.

let's talk alternate, westbound we will have a rush hour delay. i wanted to point that out since we were there. let's talk alternates heading in to center city skill a kelly drive martin luther king drive. unfortunately if you air truck drive you cannot use the drives. blue route to 95 is your best alternate there. as a result a few septa bus routes have been affect, the nine, 27, 112424, 125 and delays out of the northeast commuting southbound in the sit a vine street expressway when you get there. and from the southbound side of the roosevelt boulevard approaching the schuylkill another problem. katie, would you think that just a little bit of the trickle wouldn't cause too much of a problem but a whole different story i would say. >> that is so true, variety tore y you said it, even despite the fact that basically the rain is done at this point, it doesn't mean thaw can just say, okay, wipe our hand clean and we're done with this. it is just, not work ago this way. when we are dealing with minor flooding like we have had, there are flood advisories

hours congress will have tough questions for nation's top public health officials and a executive from the dallas hospital, where two american medical workers contracted ebola. doctor daniel vargas from texas health presbyterian is expected to acknowledge mistakes were made in diagnosing ebola patient thomas eric duncan who died last week from the disease. he will also address concerns over protocols, medical workers used while treating him. today the president canceled a second day of campaigning to focus on ebola containment efforts. >> i want people to understand that the dangers of you contracting ebola the dangers of a, serious out break are extraordinarily low. >> reporter: but a growing number of republicans including house speaker john boehner are calling for the president to issue a temporary travel ban or visa restrictions for countries hardest hit by the out break. >> if you are in west africa and accidentally get exposed toe bowl, is what first thing you will do. you will try to get to america to get to an american hospital where your life might be saved. >> reporter: white house says

"eyewitness news" reporter nicole brewer joins us now from northern liberty where students will be randomly select in a lottery tonight, nicole, good morning. >> reporter: good morning tower contact. yeah, lose this lottery and you have loss your seat here at palmer charter school, in northern liberties. of the 1200 students that are currently enrolled here, tonight's lottery will pretty much cut off about 250 have of them. school force cut its enrollment two months into the school year if you can imagine how difficult that within for parents and students. this all is after the school

lost a court battle by the way with the philadelphia school district which says the cap for city charter schools is actually 675 students, again, they've got about 1200. it is a battle brewing for quite sometime, years really and district successfully argued it does not have to reimburse palmer for the students over that threshold. parents frustrated by the timing of this announcement in october but also hopeful that their child will win a seat. >> i feel very blind sided because like i said we have been supportive, supportive, supportive, the whole time and then all of a sudden we have an emergency meeting and you tell us there is a lottery and it is objecting. that is so unfair. >> i just don't know what to do. all i can do is just pray. >> reporter: you mention that had possibility that half of its population could get cut, basically, the gamble may in the end there. unless the school can obtain immediate funding for

a massive storm for what bermuda can handle at this point. notice bermuda is about 22 miles across, and that is about as big as the eye is of this storm. so this is just a huge, huge, system and it is expected to at least come really close if not pass directly over bermuda in the days ahead. lets track it, as a category four. a major hurricane. it does look liken though it loses some strength it will still be a major hurricane by the time it goes over bermuda or passes and makes closest path to it where it will be happening into friday. we have got another storm to talk about, anna in the central pacific, why? because this is a storm that might actually bring more heavy rain and we think it will, to hawaii. so, very rare to see, several systems, roll over the hawaii island and the reason it is named anna in the beginning of the the list because it formed in the central pacific as

good morning, i'm erika von tiehl, lets check with katie, so much rain, overnight is it getting out of here. >> it is basically over, erika. in terms of the wet weather that may be falling from the sky. there is still a lot over my shoulder but full screen here with storm scan at least land area for the most part, obviously still a few hours but for the most part things started to empty out here on storm scan three. that is also evident when it comes to the cloud cover with some bright sunshine trying to peak through that cloud cover at 59 degrees outside kutztown area middle school. low to mid 60's in terms of temperatures new but we should climb in the lower 07's and that goes for tomorrow and saturday as well before another burst of cool air comes along in time for second half of the weekend, vittoria.

traffic is if thing by this is eastbound schuylkill fatal crash since 5:00 a.m. this morning. it is approaching the the area of girard avenue, so coming from montgomery drive. the delay is, serious. because we now have an investigation that is why it has been out there for so long. as we continue and give you idea of what the delay looks like this is what lies behind it. notice here there you have it, accident after montgomery drive those two lanes are closed with one lane of traffic getting by. in regard to the delay stemming all the way in your western suburbs and only continuing to grow, so if you are looking for an alternate, a few ideas, kelly drive, martin luther king drive but i have been giving that alternate all morning and you'll fine volume there as well just make sure you give yourself enough time and filling up at the the pump before you head to school or work this morning. if you cannot use one of the drives and take 476 or i-95. i know that seems out of the way but that is what we have this morning. few september bus routes are being affected and if you are traveling on the westbound side of the pennsylvania turnpike you are
