right now tragedy strikes again for a glenarden family. a young girl hurt in a deadly fire this week died from her injuries. plus, a done deal in virginia. state senators passing a transportation overhaul that's going to change the taxes you pay in the commonwealth. and oscar pistorius free on bail. barred from his home while police investigate his girlfriend's death. what per family is saying about it all tonight. but first tonight, breaking news out of florida. a serious crash in the final lap of the nascar nationwide race sent a car hurdling towards spectators at the finish line.

several fans were hurt when the car went airborne as you saw and crashed right into the chain link barrier fence. the crash ripped that car in half leaving the burning engine wedges in the fence and sending debris into the stands. the driver, kyle larsson was not hurt. local hospitals are saying they're expecting ten patients now. nascar says it's not sure yet exactly how many people have been hurt. again, the daytona 500, nascar's biggest race of the year is set for tomorrow. also tonight, sad news from prince george's county. a young girl died from her injuries in that house fire in glenarden. 11-year-old daja price had been in critical condition since the fire that killed her father and two sisters thursday morning. and tonight county firefighters want to make sure families are thinking about safety. darcy spencer flif glen arden tonight with that story. >> reporter: this was just devastating news from this community that was already

dealing with a horrible loss. this is what's left of the home that was destroyed by that fire early thursday morning. it took the lives of these young children. take a look here. right in front of the home, a single teddy bear left here in memory of these children. prince george's county fire officials say they're stepping up efforts to make sure every home in the county has a working smoke alarm. the fire here on leslie avenue in glenarden claimed four lives. a father and his three little girls ages 4, 8 and 11. earlier today fire destroyed this home on berry road. residents got out okay but their little blind dog couldn't find his way out. he was rescued and given oxygen which saved his life. both of these tragic fires have one thing in common -- there were no working smoke alarms in either home. >> very disturbing over the past couple weeks we've had several fires where we found there is no working smoke alarm inside the structure. that is of high concern for

firefighters and medics because we believe that a smoke alarm would have given them a chance to survive. >> reporter: investigators say if the glen arden home had a smoke alarm, the outcome could have been different. an 8-year-old twin sister of the victims difd. she said she used a fire safety plan she used in school to escape the flames. just this year there have been nine fire fatalities in for instance george's county compared to ten in all of last year. fire officials say having a working smoke detector in your home increases the chance of everyone getting out alive by 50%. >> if they had a working smoke alarm, again, they would have been provided that extra seconds, maybe up to main of opportunity to get out of the house safely and perhaps have insured the safety of all living things inside that home. >> reporter: now fire officials estimate that roughly 40% of the people do not have working smoke detectors in their home. officials here say there is no excuse for anyone not to have a

working smoke alarm in their home. here in prince george's county can you get one for free by calling 301-864-safe. now officials say they do plan to go into the elementary schools starting next month pushing that safety message, also pussing thing the message need to have an escape plan if there is a fire in your home. darcy spencer, news 4. a deal today on the future of one of northern virginia's biggest challenges. the state senate passed what is being called an historic highway reform bill and it will change the taxes you pay in the commonwealth. the bill is now headed to the governor to sign and will change the retail gas tax increase the sales tax and add fees for car buyers. news 4's julie carrie explains today's last-minute deal. >> reporter: the vote on the transportation funding bill was characterized as do or die, a final opportunity to do something about the gridlock that threatens virginia's economy. >> it's a green light. this may be the last chance you get. >> reporter: 25 virginia state

senators did hit their green light, voted yes and followed their house counterparts in approving the measure that will pump $3.5 billion into roads, transit and rail over the next five years. >> it will enable us to contribute a lot more money to rail, improve the services to get you to rail, perhaps widen some major arteries a little bit. >> reporter: prince william county senator is the longest serving senator in virginia history. and he counts this bill as one of the most significant he's ever helped pass. >> it's very important. it's going to change people's lives. >> reporter: the transportation bill contains a complicated plan for raising new revenue. it reduces the state gas tax but hikes the state sales tax and several other fees. traffic took northern virginia and hampton roads will be able to raise more money for priority projects through a bigger sales tax hike, a hotel tax and home sales fee. some senators say two taxing levels is unfair and others fear the impact on the region's

economy. >> once the ball got rolling, i think taxes just piled on and moran mohr and more. >> reporter: governor bob mcdonald pushed for the transportation plan. it could become his legacy initiative. but he also gave in return assurance to democrats that he'll consider expanding health care coverage for the poor. in richmond, julie carrie, news 4. the nation's governors are warning that even the possibility of the sequester is threatening the nation's economy. if congress doesn't reach a deal by next friday, massive federal spending cuts will take effect. state leaders are in washington for the annual meeting of the national governor's association and governors from both parties say the threat of cuts is enough to slow economic recovery and undermine budgets in their states. to the weather now, the rain let up outside. sidewalks and roads still kind of wet as temperatures start to drop tonight. storm team 4 meteorologist chuck bell has a first look at our forecast. hey chuck. >> good evening, jim. good evening, everybody. finally, the rain drops pulled

false reports that could affect the conclave to elect a new pope. back here in washington, cardinal donald world leaves for the vatican tomorrow to be part of that conclave. south african correction am officers visit theed home where oscar pistorius is staying. he is staying with his uncle. pistorius also has to surrender his passports and guns and check in with police twice a week. his coach says pistorius will start training monday hoping to clear his mind. pistorius is charged with his girlfriend's murder, her father said today he might one day be able to forgive pistorius as long as he tells the truth about what happened. she wants america's kids to get moving and last night the first lady showed off some moves of her own. another look at michelle obama's dancing on "late night with jimmy fallon" and how she created the president's dance moves. plus, hoping our saturday clouds will give way to some sunday sun.

violent night in the district left two people dead in two unrelated shootings. one of them in the 300 block of livingston terrace. damon brown was found shot in the head. no word on any suspects or a motive. the other deadly shooting happened just a couple hours earlier in northwest.

a man shot multiple times less than a block from the busy u street corridor. derrick ward talked to neighbors who heard the gun shots and has the latest on the investigation. >> these vehicles, this sign, all damaged by flying bullets. it happened about 1:12 a.m. when what they're describing as an altercation between two men here in d.c. spilled out on to the street. >> i woke up at 1:15 in the morning to four really clear gun shots. >> a woman who lives nearby and doesn't want to appear on camera says what she heard next confirmed the gunfire was real and that someone had been hit. >> a woman was saying no, no. please don't die. >> i mean you see fights every once in a while. but never anything as intense as that. just dead body. >> police have identified the victim as joseph harden of alexandria. police responded to the scene and arrested 24-year-old cedric spicer. he is charged with first-degree murder while armed. as the investigation continues, the d.c. council member

representing the area is asking the police chief to take action. >> shares emergency powers to close this business for 96 hours during which time the abc board meets and determines whether to suspend the license. >> reporter: this man came to retrieve his car. it was no longer part of a crime scene. but the damage was parentally worse than the bullet strike. what looked like transmission fluid began flowing out of his engine. he was a block away when he heard the gunfire. >> it's hard. you're scared. you have to watch your back. you have to know where you're at and you have to know where you go. >> reporter: in northwest, derrick ward, news 4. so the clouds kind of started to move out? >> a little bit, yeah. luckily the rain is long gone. as long as the rain is turned off, most people won't mind too much. can you leave your umbrella at home for your saturday evening plans. it isn't a pretty night to be outside. most of the sidewalks and roadways are still wet. just a tiny little bit of daylight left here at the tail

end of the day. yes, indeed, the skies are going to make an effort to clear out a bit here during the evening. may have more clouds sneaking back in first thing tomorrow morning. on the whole though, i think that you're going to enjoy the day on your sunday. right now though, full cloud cover. 45 here in washington. winds out of the northeast at 7 miles per hour. and gradually that wind is going to come back around to the northwest by tomorrow. and that northwesterly wind will bring the drier air in, take the last of the clouds away and bring the sunshine back. 39 in hagerstown right now. 46 in fredericksburg. 45 degrees in capital heights and district heights. 45 degrees also down into brandywine, maryland. your sunday planner, may have lingering clouds first thing tomorrow morning. but then we should clear out very, very quickly and be left with full sunshine for much if not all of the day. highs tomorrow into the upper 40s and near 50 degrees. so that's pretty nice. so on storm team 4 radar, the drops are now gone. a few lingering sprinkles across the eastern shore. even those are showing signs of
