is the day you want to have the nbc washington app. that's where we'll put up the latest closures and delays. on this saturday morning, welcome to "news4 today." i'm david culver. >> good morning, i'm megagan fitzgera fitzgerald. a wet start to the day. that could mean ice or snow. it could be a lot of things. >> unfortunately, for folks out and about driving, it seems to be more rain. tom kierein is tracking that in the weather center. seems to be a rain event. >> storm team 4, we've been downplaying this since yesterday. it's a very minor impact for the metro area here for the rest of the day. north and west of us, the air is just cold enough for the rain to change over for a little bit of wet snow. right here, it's just rain in the immediate area. j. to our south, maybe a little bit of sleet mixing in the pink zones as well as along the 81 corridor from winchester to ragers town. gettingor

hagersto hagerstown. advancing from the northwest heading east, we have the winter weather advisory in effect. canceled for the -- northern, western, loudoun, northern fauquier, points north and west, in effect. there could be icing there, little bit of wet snow and little bit of sleet. i have the now hour by hour timing in a few minutes. >> tom, we'll check in with you then. about 8:31. we're tracking this winter weather, especially on the roads. >> indeed, that's where we find lauren ricketts. lauren, how are the roads looking? >> reporter: sorry, i lost you for a minute. we are not looking at anything really too bad throughout the region. we are seeing really just some wet roads throughout the region right now. i do want to mention, we've been in virginia. we were on i-66 through manassas. we went down 234, tracked our way back. now

death. derrick ward is live in glen arden, maryland. good morning, derrick. >> reporter: good morning. we're in a town house community out of barlow road in glen arden, maryland. you see the address, this is where the homicide happened. it was in the earliest hours of the weekend. take a look. it was about 12:10 when the police were called to the town house development. when they got here, they found an adult male in that vehicle. the car was running and the person was found dead. they have not revealed the identity of the victim or any information on a suspect. prince george's county police are asking for help from anyone who might have heard or seen anything. a man found dead in a car at about 12:10 last night in glen arden, prince george's county police want your help. we're live here, derrick ward.

police are searching for the person who shot a high school student. it happened near the school yesterday. police say the student was shot in the leg and is expected to be okay. they think the suspect is also a student. but witnesses say this all started from an argument in a parking lot near the high school annex. police say they later found the bullet lodged in the ceiling of a classroom. no one was hurt and at least five shell casings were found. >> i mean, this is a serious occasion. i mean, someone brought a gun to school. lives could be lost. it was terrifying. i honestly didn't feel comfortable and i wanted to get out. >> anyone with information about this case is asked to contact the prince george's county police department. you can remain anonymous. let's head over now to the presidential transition. your safety at the 58th presidential inauguration is the prime focus at m.a.c. the multiagency communications center. want to know where it is? we can't tell you. we don't know. it's a

the location that is. 47 federal and state and local agencies will operate from there. they will operate continuously starting thursday through saturday. one of those agencies is the d.c. national guard. we've learned its head will be stepping down at 12:01 on inauguration day. >> it's not because he wants to. major jenner rol schwartz followed procedures. he submitted his letter of resignation but expected president-elect trump to reject it. that's not what happened. the trump administration accepted the resignation letter and schwartz found out about it from the pentagon. d.c. council member vincent gray wasn't too happy about it. >> it's unconscionable to me. this is a man who devoted so much service to this country, so much service to the city. the quintessential leader. >> schwartz bass appointed by former president george w. bush. now to the day after the inauguration. the women's march on

will force several street closures. here's a map of the closures. the red line shows what will be closed and the yellow line that you see there represents the actual route of the march. large crowds of people from across the country are expected to participate in the march. d.c. police say they will be monitoring crowds. >> our strategy has been to develop a security plan that will create a safe and secure environment for everyone. >> the march will start at 10:00 on saturday at the intersection of independence avenue and third street southwest. >> ahead of a dr. martin luther king, jr. holiday, thousands will march here in washington as to keep his dream alive. the we shall not be moved rally will start at the monument and continue to the martin luther king, jr. memorial. the national action network will sponsoring the event. organizers will not only protect mlk's dream and also

road temperatures are above freezing. a minor impact today. it's mostly rain in the metro area and across most of the region as this tra

the west heading off to the east. we'll have more rain moving into the evening. farther north and west in the shenandoah valley, some of the isolated locations in the lower valleys may get icing. the higher elevations may get wet ow and sleet into early afternoon. i've got new hour by hour timing. a look at your week ahead toward inauguration day in just a few minutes. tom, we'll check in with you then. the man convicted in the 2002 sniper shootings in d.c., maryland and virginia, wants a judge to toss out his life sentence. malvo was sentenced to life in prison as a 17-year-old. his attorney filed a motion yesterday. he's serving at the red onion state prison in southwest virginia. his partner in the shootings was executed in 2009. the pair was convicted for the shooting spree that killed ten people and injured three others. a mistrial has been declared in the case of a 2015 killing of a transgender woman.

prosecutors are vowing to try again. leblond is accused of the killing behind a gaithersburg shopping center. leblond was embarrassed when he was flirted with in front much his friends. there's some evidence that someone else may have been involved in the shooting. the jury deadlocked yesterday after three days of deliberations. tributes pouring in for the exorcist screen writer who died on thursday. fans of his horror film and book have been visiting the famed georgetown steps that he made famous. a key character dies by throwing himself down those stairs near georgetown university. >> i'm honoring his memory in the best way i can by running up and down these stairs which provide a great workout. >> we're taking pictures just as the author died. so it's a circle of life thing.

>> he died at a bethesda hospital from a form of blood cancer. he was 89 years old. this morning, chicago's working with federal courts to revamp its police department after a scathing 164-page report from the u.s. department of justice. the chicago police department is the country's second largest police force. for years, the d.o.j. says it has abused people's civil rights. used excessive force and shot people who didn't pose a threat. chicago is one of 25 investigations into law enforcement agencies opened by the obama administration. it's still not clear how the incoming trump administration and new attorney general will handle them. want to turn now to the major development. this is over the faulty airbag inflators that have killed nearly a dozen people here in the u.s. tom costello explains why the takata corporation will pay out more than $1 billion as some high-level executives are facing

billion dollars, $850 million will compensate the automakers. only $125 million will go to the victims. >> the consumer is left holding the bag. i'm shocked. i can't believe this. i'm stunned. >> meanwhile, without enough parts, car r dealers are behind in fixing all of the vehicles. ford recalls another 816,000 vehicles. the cars more likely to get fixed first are in hot humid climates where the airbag is more likely to explode. tom costello, nbc news washington. turning now to the island nation of cuba. cubans there are lining up outside the u.s. embassy in havana to get a visa. the lines are expected to grow longer because the obama administration abruptly ended the so-called wet foot dry foot policy this week. that policy allowed cubans to get legal residency if they made it to u.s. soil. the government is praising the change. it says the

throughout the rest of the day. just a cold rain falling in the metro area. take a look at radar now. we have light rain falling across northern virginia. most of maryland now. it does change over to sleet farther north and west. that blue line upper right of your screen. that's the dividing line between the warm and cold air aloft. it's locked in, in northeastern maryland. it will stay there throughout the rest of the day today. some of the of the warmer air tracks off to the east. we'll see it moving through. we may get a break here early afternoon. there's another surge of rain in indiana, ohio. it's going to be moving in later this afternoon and will linger into the evening hours. temperatures will stay in the metro area in the mid and upper 30s all throughout the day today and into tonight with light rain all the way on through. it may taper off a bit around 2:00 and come back in for the evening hours. still this winter weather advisory in effect north and west of the area. it was canceled a couple of hours ago for the

northern montgomery county, howard, western northern loudoun, fauquier, there's going to be icing, some of the surface that is are a little bit below freezing, maybe a little bit of ice. but it's mainly rain just about everywhere else for the rest of the afternoon, look at our temperatures, theer near the freezing mark. panhandle of west virginia and to our north. but in the metro area, in the mid-30s right now. wet streets in the metro area. that's the situation through noontime into the afternoon and the evening just wet roads even where the -- any rain or sleet is going to be falling or i should say snow or sleet north and west of us. the road temperatures are below freezing. here's the hour by hour look at what's happening here as you get into the afternoon hours. all this generally very light. that's where it's tapering off at 2:00, 3:00. another surge of rain into the shenandoah valley. into northern virginia around

through. after 7:00 or 8:00 p.m., most of it is done and by midnight, it leds off to the east. any little bit of sleet or snow, changing to rain much of the region in blue, northern virginia the metro area and maryland, mainly rain well to our south and far to our west. mainly ice and mainly on elevated surfaces in the pink. the ground surfaces are well above freezing there as well. tomorrow we'll be seeing sunshine back. temperatures near 50 on sunday afternoon. for dr. king day on monday, a lot of clouds around. a small chance of a sprinkle. highs reaching the mid-40s in the afternoon. mid-50s on tuesday. increasing clouds. might get sprinkles tuesday evening. rain showers wednesday through midday drying out in the afternoon. highs upper 50s. looks nice toward inauguration day and next weekend. that's the way it looks. >> looking forward to that forecast, tom. thank you. if you've ever been frustrated at the
