right there, people living in southeast d.c. walking ai t gun violence last night in the district. this comes after four days of gunfire that killed seven people, including 11-year-old karon brown. police arrested 29-year-old tony mcclam for the killing of the young boy. according to charging documents, mcclam admitted to police that he fired the gun into the car in self-defense and didn't know the boy was in the car. this is one case from the violent outbreak and d.c. leaders want your help. admayor muriel bowser ple with the mmunity to turn anybody in who has a gun, even if it means a relative could go to jail. >> it's better to be arrested for having a gun than for murdering a child. call us. >> d.c. police urge anyone with information about these recent shootin to give them a call. a bill to fund the septembe 11tctims compensation fund

as the d.c. region. good morning to you. i'm jummy olabanji. >> i'm adam tuesday. aaron gilchrist and eun yang have the dayf. of we are it is turning into a messy morning all across the area. >>uck bell is standing by with your ecall-important forast but let's begin with melissa mollet with update on first 4 traffic. >> this is a mess here this morning. guys, so many different issues here and there. let's start with outer loop at new hampshire avenue. a six-mile backup southbound95 down on to the outer loop of the beltway because of earlier fatal crash investigation so very slow through thatea. southbound bw parkway an issue there. another problem here this morning. right now we talk with justin i finch w down on the ground. what are you seeing where you are in a different spot? >> reporter: not seeing much in the way of cleanup yet regarding that crash. behind me i want to show you what we are seeing now.

we do have sinkhole in the traffic on the far l that is moving but as you might expect, there is a great deal of backup behind tha so knowhat coming up here. this is the inner loop by exit 33. onnecticut avenue. a tractor-trailer crashing overnight. also with it lots of magazines on board creating quite a mess here this morning. we have not seen much yet in thp way of clean at this time but you're seeing here on the scene there are three tow vehicles here standing by ready to move that truck and trailer with it when the time is right. looking to the far right here you can see on theuter loop the traffic is moving. if you're making walker way out this morning know outer loop and inner loop you might encounter backup. it looks like they are beginning to do something here with the tractor-trailer removal.

the tow truck are beginning to move into position here. we will bring you much more on that as we see it develop. news4 meagan fitzgerald is tracking traffic trouble. you have ane updat well, right? >> reporter: justin, as you mentioned, iis slow moving today, especially here on the outer loop of the beltway. there was a crash earlier this morning just before 4:00 and that update is just coming in to our new room. we are learning it was fatal. that person died. you're looking is live at the westbound lane of the oter loop before the university exit here. traffic moving along. this is an improvement what we have been seeing throughout the morning. what maryland state police tell us before 4:00, a person going on the westbound lanes here los contro their vehicle and slamming into the jersey wall losing control of their car. unfortunately losing their life. police out here for several hour investigating that

learning that person haspassed away. if you take a look behind me here you're looking at the aftermath of that crash. traffic very slow moving on the outer loop of the westbound side before the university exit. i want to get to chopper 4 to give you a better look at what we are seeing out here. slow moving traffic for the last 45 m or so. this is actually an improvement from what we saw earlier this morning when traffic was at a standstill. maryland state police were out here for hours investigating that single-vehicle crash. they tell us that driver somehow lost control of their vehicle, slamming into the guardrail and then immediately, of cours being transported to the hospital. we know that person has lost their life. right now, 3 out of the 4 lanes that are open here on the beltway. if you g areng to be commuting this morning for work and going to where you need to be, make sure you look for extra time because it is absolutely slow moving on the beltway. >> a mess out there, megan.
