Before the Archive stopped deriving Ogg video files, there would usually be three video files: the uploaded file, a derived .mp4 file, and a derived .ogv file. Of the three, the .ogv file was usually the smallest. (About 260 megabytes per hour of video.)

Letting people download a smaller file saves the Archive money (bandwidth) and makes the download process less time-consuming for the users.

Another reason for the .ogv files: if the uploaded file has an extension of .mp4, then the Archive will not derive an .mp4, and if the uploaded file wasn't muxed so that a partial file can be viewed, then it will be impossible to view any of the video without downloading the whole thing. The .ogv files solve that problem.

I usually downloaded the Ogg video (.ogv) file because it was the smallest and because I always found that the .ogv file was of good quality (if the uploaded file was good).

The users who have slower Internet connections would benefit greatly from the resumption of deriving .ogv files.

Stopping the deriving of Ogg video files was a very bad idea. It doesn't help the users in any way; it only hurts them.
