in washington. president trump made good on his threat to take executive action in the face of a stalemate over coronavirus relief between democrats and his negotiators on capitol hill. he signed an executive order yesterday to extend unemployment benefits but at a lower level to continue a moratorium on evictions, to provide relief for student loans and to suspend payroll taxes. but it could prompt a court fight by democrats. in a moment we will discuss what happens with house speaker nancy pelosi and treasury secretary steven mnuchin. but first let's bring in martson under mark meredith traveling with the president in new jersey was a closer look at the executive action. >> president trump is taking a wide range of executive action to address the economic crisis and while some republicans are starting to cheer, democrats insist this will do little to help americans that are struggling to make ends meet.

chris: however, it came about and i know you don't like the executive action, won't millions of americans get some extended federal unemployment relief and some protection from evictions, get that now rather than nothing at all? nancy: what the president did, i agree, it was unconsciou consti, while having illusion of satan were going to have a moratorium on evictions, i will ask the folks in charge to study and he says he's going to do the payroll tax and what he's doing is undermining social security and medicare. these are illusions and they do not -- what he calls in our bill unnecessary. let's review the difference. first of all, millions of children in our country are food

insecure, our bill addresses that with tens of billions of dollars. feed the children. the republican bill has $250,000, while our bill addresses those on the brink of eviction, we use the numbers from the princeton eviction lab and low-income housing coalition to show how many people will be evicted and what their needs are, that could come to tens of billions of dollars, the republican bill has nothing, this being of sunday morning, i recall per this is pray for those who are hungry, pray harder for those, pray for those who are homeless, pray harder for those who will not give them shelter, pray for those who are sick and lonely and pray harder for those who will not give them comfort. but what the president did does

to talks to come up with a fuller package? nancy: clearly you don't have an understanding of what's happening both in the weekends of the president's executive order which don't give the money to enhance benefit but a complicated formula will take a while if at all to accomplish and put money in the pockets of the american people. what we said we will honor our heroes, state and local, healthcare workers and et cetera, first responders, teachers and the rest and that's part of our argument of how much are they willing to do. secondly were going to stop -- i allowed you to finish you allow me too finish. they're going to open our economy by addressing the virus which the president has ignored for months now to do the right thing scientifically based and third put money in the pockets of the american people. so what the president did does

not accomplish what he sets out to do in the categories he did but we said will come down a trillion, you go down a trillion, meet us halfway and will be able to have an agreement that meets the needs of the american people. chris: i understand but the point i'm trying to make, they were offering $150 billion for cities and states, you wanted 900 billion, as a result of no deal, as a states and cities which we all agree do need some money, are going to get nothing, the question is, i'm not saying it's all your fault, or is all the republicans fault but the failure to make a deal will result in a lot of people in the lot amenities that were in need and eat up with nothing. nancy: how do you justify tens of billions of dollars to feed the hungry to $250,000, do you understand how far apart we are

just by that example, let's bring all of that together. you pretend that they're putting up money for elections, no, no, you contend that there helping with the post office, none of that has been their bill, when you look at the amounts it does not have any of that, our bill does. we have to reach an agreement, children are food insecure, families are at risk of being evicted, the virus is moving like a freight train even though the president as ignored and delayed and distorted what that is, something is wrong, when you look at those executive orders, the kindest thing i can say, he does not know what he's talking about or something is wrong there, something is very, very wrong there. to characterize them as accomplishing what they set out to do is something that takes a place of agreement is just not

so. chris: you suggested that president trump doesn't have the legal authority to do what he did yesterday, are you talking about going to court, if you do, you must know the practical effect would be if you're successful that you would be blocking, i know you think they should be $600 rather than $400 but you would be blocking if you were successful the millions of unemployed worker from getting any federal benefit. nancy: two things, first of all your last point, the president put forth a complicated formula that says the states should put up 25% of the money, states don't have the money to do that. they have expenses from the coronavirus, they lost revenue from shelter in place and the fact that people are not being able to go out and spend money and demand to the economy as they normally would. apart from that, the constitutionality is a different

question, right now we need to come to agreement, we got to meet halfway, we've got to do the best we can for the american people but what they're putting forth does not meet the standard, it could and we care so much about the fact that people are in need. our children want to go to school, our parents want them to go and as a grandmother and mom, i understand the aches that is with that but it the president to do anything about that, the president is weak and unconstitutional actions for the demand that we have an agreement and any constitution is a separate issue. chris: speaker, i want to get to questions in, if you do resume talks and you say you want to, i'm not saying this is all on you as opposed to the

republicans but why should we expect the talks will be any more successful than the last two weeks that went nowhere, with the democrats be willing to be more flexible? nancy: we came down a trillion and it doesn't mean we have things in there that we would cut out, it means we can talk about how long our provisions would be in effect, we can take things down instead of the end of september next year shorter period of time and we will revisit all of it next year anyway. by changing the timing we can come down but by and large what we had in the bill addresses the needs of the american people and part of this time is to demonstrate to the republican negotiators the justification, the documentation of what it means in terms of feeding the hungry, what we need for helping people going through eviction, what we need for schools.

chris: speaker, i understand all of that, i have one last question i like to get in on the time and a completely different subject, the intelligence community came out with a report this week that says the russians are taking their words, a range of measures to undercut joe biden and to help president trump get reelected but they also said that china and iran very much want to see the president defeated, are you worrieworried about foreign interference from both sides? nancy: what i'm concerned about in the intelligence report, schumer and i, chairman schiff and vice chairman, whatever they called the senate warner have written to say you have to release the information, not sources and methods but the american people need to know what the russians are doing in this case in the american people believe that they should decide who the next president is, not

vladimir putin, they try to blanket it with the chinese prefer biden, we don't know that but that's what they're saying, they're not really getting involved in the presidential election, i've been a critic for china over 30 years, i take no second place to no one on my criticism to china. but to give some equivalents is not right, does not tell the story but as long as they tell the whole story about russia than they can hide it any way that they want. but the american people need to know, this is our election and in every way we must make sure the american people have moved obstacles of participation and obstacles in terms of intelligence to make sure they know what is at stake. chris: in the hopes of negotiations, i'm going to take you off the stage and put secretary mnuchin on so he gets to talk as well.

chris: white house negotiators and democratic congressional leaders met 11 times to discuss her coronavirus relief package before president trump took his executive action yesterday, joining us from the white house treasury secretary steven mnuchin, welcome back to "fox news sunday". steven: thank you chris, it's good to be with you.

chris: you just heard nancy pelosi's reaction to the steps that president trump took yesterday, your response? steven: it was the president's first choice to go up and negotiate a fair deal, mark meadows and i negotiated nonstop, we went through every single line item with them for two weeks, let me ge give you a sense, on education they wanted 100 billion, we agreed to 105 billion, they raised it to 400 billion, as a speaker just said they wanted money for food, we compromised and we reached an agreement on that. we had the postmaster general. chris: let me ask you about that, he kept referring to $250,000 for food relief, is that true. steven: we came up to a very fair compromise, we reached an agreement on what they wanted without long-term changes on policy and we knock that off the list. let me tell you what they

refused to negotiate, tell us where you are in a compromise for state and local, there added trillion and tell us where we are on enhanced and appointment and we told the american people we will keep it at 600 why we negotiate for a week or two, they refused to do that, those two issues they refuse any compromise and mostly every single overt under another issue we reached an agreement. what happened on friday, call us back, we said to the president, now you gotta move forward with executive action so you can help american workers and american people. chris: let's talk about the president's action that he took yesterday, we talked about what they did, let's talk about what they don't do, they don't provide another $1200 direct payment to people, they don't restore the payroll protection program which help small businesses, that ran out yesterday, here's what democrats say during the negotiations.

>> there are real needs, america knows they have real needs, the public is on our side, but they were seen not to be willing to go in a direction when we meet those needs. >> it's hard when your values are so different in terms from the working-class families instead of triple down from above. chris: mr. secretary you heard speaker pelosi say she would like to resume talks, are you ready to do so and frankly giving these differences in what you heard from her today, why should we think negotiations this week would go any better than the failed negotiations of the last two weeks. steven: i told the speaker and the senator schumer anytime to have a new proposal i'm willing to listen. let me say, you're right, we agreed with the democrats and we want to send more checks to the market workers and more ppp to the hardest of businesses, we said let's pass legislation on the things that we agree on and knock these off one of the time,

they refused to do that until they get there trillion dollars for the states. i spoke to many governors over the last few days, we offered more money for the states, they still have 150 billion from last time, most have not used half of the money, the governors are saying we need more money for education, we need help in the president said will give it to you, not in a trillion dollars. chris: mr. secretary i want to refer to something speaker pelosi reference, the comment from republican senator that this governing by executive action is his words unconstitutional slob. what makes you think that spending over $100 billion that congress has not appropriated for these specific purposes is legal and what happens if there's a court soon all the actions of the president took

yesterday are blocked by a federal court? steven: let me say we cleared with the office of legal counsel all these actions before they went to the president. the president new unemployment insurance was ending and he said let's continue on $400, by the way the 25% from the states can take that out of the money we have given them or the president can waive that. we've been told by the states they can get this up and running immediately and i would say if the democrats want to challenge us in court and hold upon employment benefits to the hard-working americans out of a job because of covid, they will have a lot of explaining to do. chris: as we said, you have cut the federal unemployment benefit from $600 to 400, 300 from the feds, this was a week, $100 from states but use a lot would come from money they birdie received, do you really think that the hundreds of millions of families that lost jobs because of the

virus don't need that money. that they don't need the extra $200 a week? steven: let me be clear, on the 25% that's coming from money weird he gave the states this is 100% paid for by the federal government. let me remind you obama during the financial crisis paid a $25 pop-up, this has never been done in the history of time, we thought $400 is a fair compromise but let me just also say we offer to continue to pay $600 why we negotiate and the democrats turn that down. chris: that was only for one week. steven: actually we extended it to two weeks but they make perfectly clear they're not going to agree on a deal, they want to hold up the american public from getting the money they need until they get everything they want which is a bad outcome. chris: let's talk about another issue, the suspension of payroll

taxes which even a number of republican senators oppose, two issues, first of all suspending payroll taxes doesn't help the millions of people who are out of jobs and don't have to pay payroll taxes, they won't get a benefit there, it's also not a payroll tax cut, it's a suspension. isn't there a danger that a lot of businesses will not pass the savings through to workers because they're going to hold onto the money inasmuch as some point according to the executive action by the end of the year the payroll taxes will have to be paid anyway. steven: the president wanted to do a payroll tax cut, we could do the payroll tax deferral and he's going to go to the american people and tell them when he's reelected he will push through legislation to forgive that and in essence it will turn into a payroll tax cut. let me also savor the hard-working people who don't have jobs, that's why we

extended the $400. , let's pass legislation on 70 or 80% of the things that we agree on so we can get money to the american public. schools need to reopen safely, i spoke to many of the governors, both democrats and republicans, they need this money and we are more than enough to give to them in the speaker is holding that up. chris: i want to pick up on what you just said, if the president is reelected he would like to cut the payroll tax, the payroll tax finances social security and it's what finances medicare, democrats are seen in president trump is reelected he will got those programs because he gets the tax that pays for them. >> that's not the case there would be an automatic contribution to the trust funds in the president in no way wants to harm the trust funds so they'd be reimbursed just as they have been in the past when

we done these things. chris: your say there would be no payroll tax cut, there would be an income tax increase, were already running huge deficits, how will you pave the general fund. steven: is a payroll tax cut the hard-working americans and you have a transfer from the general fund. during fiscal times, we are focused on tax cuts, regulatory release, direct payments to americans, will deal with the budget deficit will we get the economy back to where it was before, were focused on delivering very needed relief to american families go to been impacted by the covid issue. chris: just to be clear, the democrats are saying the result of a payroll tax cut would mean a cut in benefits for social security and medicare to which you say that is factually inaccurate. steven: there would be no reduction to the benefits and the president made that very

clear. the issue is, let's pass legislation on things that we agree on, let's not hold up money for education for kids getting back to school safely, let's not hold up money to state and local governments where they needed, democrats have to come off of her ridiculous trillion dollar number to state and local governments to bailout the states that were poorly managed. chris: that we ask briefly on that, they're talking 900 billion, not quite a trillion, you're talking 150 billion. is there a place in between to aid to states and cities? >> there actually asking for 950 which get to over 2 trillion but on us, we gave 150 in the last bill and we will give another 150 billion more, we can deal with in january if there's ongoing issues we can pass

legislation, this will be the fifth bill, we don't have to get everything done at once, we should get things done for the american public and come back for another bill afterwards. chris: i have about a minute left and i have a big question and i will count on you to give me a quick answer. let's turn to the economy in the latest job numbers, and may we added 2.8 million jobs, we added 4.8 million in june but in july only 1.8 million, clearly the job creation is slowing down and that is less than half the jobs that were lost in march and april, now we see a resurgence of the virus in parts reopening are slowing down or even stopping. isn't the vitality of the recovery being threatened, isn't the v-shaped turning into some other letter of the alphabet. steven: as you know, we literally shut down the u.s.

much more control of this but it does affect them and it's a real question for joe biden. chris: marie, i suspect you would say it's a question for both of them but here's the difference, we hear what president trump says everyday for better or worse, we tend to of gotten used to it but because of the lower profile, it comes as a shock the joe biden. here's what the former vice president said when he was asked whether or not he's taken a cognitive test. >> why the hell would i take a test, come on man, that's like saying you before you got of the program he got it test were you taking cocaine or not, what do you think. chris: marie, the former vice president is 77, if he's elected he would be 78 on in inauguration day, it's traditional for presidential candidates to release the full

medical records although donald trump did not do that in 2016 but given the age of both of these men, should they both release a mental acuity records, what doctors have found before we get to the election? marie: absolutely, chris. i would call on both of them to do so. i am skeptical about donald trump will after he's reluctant to do so in the past but here's the thing, the american people know joe biden and they know donald trump, who these men are and how they talk publicly, a lot of voters say they like joe biden style even if they don't love everything that he says, i'm sure donald trump says of same thing about him. that's why it'll come down to the issues and how donald trump is dealing with these huge catastrophes that our country is dealing with and how joe biden says he'll do it differently because americans know them, these are not unknown figures to the american people.

chris: i want to pick up on this question of style and gasps and misstatements, the president and his team have gone to such links to talk about how joe biden is out of it and i wonder if that could backfire on them in the debates, is there a danger that the lowering expectations too much for how the former vice president does when he is on the debate stage with president trump? josh: i don't think it matters if it's a two-hour debate or one hour debate, if he shows he's probably good for the first 30 minutes and then it gets dicey. i was pretty skeptical of this narrative about joe biden coming in because i thought it could be easily disproven but what you've seen over the last couple of months is a real liability, significant one, every time joe biden comes out of the basement he is a very regrettable experience in the campaign which is he did not embark upon, i cannot imagine that will change. i will savor the one person in all america that the coronavirus

is working for is joe biden, he's able to staff the stage, stay out of the limelight in pre-produced packages that the merger people can see, i will say, i don't think the american people have a good idea joe biden because everything that they have seen has been prepackaged, pre-produced and put in front of them in a way that he can do himself. chris: let's turn to the big news that will come this week, maybe as early as tomorrow, joe biden is finally going to pick his running mate, i want each of you to give me who you think the vice president should pick and who we will pick and give me one sentence for both of them, jason let's start with you. jason: massive enthusiasm for joe biden, who he should pick is michelle obama, although i don't think she would possibly entertainment, i do think he will end up picking the mayor

from atlanta mayor bottoms, she's out of good profile and no voting record. chris: does she pass the presidential test that she's ready to step in? jason: no, no she doesn't, that's why think donald trump will win the election. [laughter] if he picks mayor bottoms. marie, same thing, who do you think joe biden should pick and will pick. marie: when your candidate like joe biden who is winning in all the polls across the board, what you need to do is pick someone who can sure up your ticket and bring something to it and trusted, i said he's going to vote kamala harris and that he should, she has been vetted on a national stage, she brings enthusiasm , whether or not they

like her they know she is confident and could step in and be president which is key to picking a vice president, she has her own political constituency that she would bring to the ticket, she could do very well against mike pence and i think she would fire up the democratic party, even more than they already are and add something to the ticket. chris: josh, same question should pick and will pick. josh: i agree with marie on who he should pick, he should pick kamala harris but i don't think he's going to come i think he will pick karen bass for the following reason, karen bass checks the important boxes and democratic constituency, she just got a letter on friday from 300 key delegates at the national convention saying she should be the pick but also she's not going to overshadow joe biden which i think is a real concern for this campaign, if you have something like harris out there, there's no question she would bring more

energy than joe biden and that could be trouble to them . chris: the other obvious point, when obama picked biden, he said view this as the capstone and the pinnacle of your career from the moment and let me ask you briefly, and 30 seconds, if biden, harris ticket is elected doesn't kamala harris run for president on day one? marie: i think every vice president think about running for vice president as soon as they are elected. i think she was very close with beau biden, she's close with the biden family, she'd be a really good partner and probably would look at eight years from now but every vice president because i think. chris: are right, it is true, joe biden was running in 2016 and who knew he would run in 2020. we have to take a break but when we come back, follow up from the virus relief stalemate, did nancy pelosi, a new talk of foreign interference in the 2020 election. ♪ - i'm jeff anderson.

marie: i talked to some of my former colleagues in the intelligence community sunset report came out and they stressed that what russia is doing is a concerted effort whether undertaken action to hurt biden. they're providing derogatory information including in congress that there in a place where the undertaking this action. china and iran have a preference and it's a big difference, were concerned about all three that the scope and the scale on the activity about russia is doing to her to vice president from an intelligence perspective is very different from china and iran although we should obviously be concerned about all of it. chris: congressman, it is not surprising to see a foreign adversary in russia is certainly that, wanting to see the elected president defeated. is it surprising, even troubling
