it was the first mega fire that california really experienced. and we thought, well, it will be, that's a career fire, that will be it. then 2007 came around. in 2007 we had another fire siege, same weather scenario, but we didn't have one cedar fire, we had five of them just in my county alone so we were inundated by a large scale disaster in 2007. as an example of our agreement and the efficiency of that agreement is we had orders to (inaudible) at 0000 that day. that's a 4 hour activation time and that shows the dedication and effort to leaning forward to the mission with these agreements that we can have a 4-hour activation. i've been in this business a while and i'll say that's unprecedented with any civilian emergency services agency going to a dod asset and having it engage in 4 hours. >> commander, anything you want to share? >> more recently in 2012, two squadrons provided 3 aircraft and the notification process was approximately 2 to 3 hours. we have expanded the capability in the navy, as i said earlier, and that allows for that rapid

for "california country," i'm tracy sellers. >> today, we're going to make a mushroom quiche, one of my favorites. so, let's get started. let's start over here. so, we get the quiche. just use a regular pie dough. and don't be afraid of your dough. get it rolled out. i'm using a mac daddy rolling pin. it's serrated, but it rolls and doesn't get the dough sticky. so, from here... you get it rolled out to the size you want. and it's pretty fast if you work quickly with a nice, cold dough. and from--i think at this point, you have a nice shape. put this in the refrigerator and chill it down just as it is, and you can fold it. it's really tough. so, what you want to achieve iq, i would get here a nice fluted pan. pie dgh is inside. just spray the inside and press this in and chill this for another 20 minutes. so, we get started with that. i'm going to slice up some of these shallots. and you can be messy with them, 'cause you want to taste them. you don't want them too fine. you don't know what they are. so, just a few on the bottom

the california appeals court recently at the end of december last year said that in interpreting laws it said "we must seek to ascertain and effectuate the purpose of the legislature interpreting each provision in a manner consistent with the purpose in light of the objectives to be achieved" so here you have a san francisco ordinance that says "the purposes to regulate fortuneteller so the city and county can thoroughly investigate fraud" so the police department investigated her, reissued the permit from year to year. she has a dmv identification. even though it's expired her identity didn't change after it expired and i think that a fair application of this law is that the ordinance requirement is met. i mean the police department could still have done an investigation to update the previous one if it wanted but just to block it because she's unidentified where they have a record of hear going back to 1979 with a misdemeanor arrest and took into account when they granted the permit. it shouldn't be a ground for denying the permit and using expired id is consistent as we set out in

prison population in california is going to approach by -- or sometime next year the federal mandate of 130,000. we've already released some 50,000 individuals to serve their time locally, and these offenses that we were talking about here are currently in the list of offenses that were to be served in county jails now. and if the notion here is to provide services and treatment to these individuals from a practical point of view, and i lean heavily on my experience as a misdemeanor prosecutor for all those years when we did possession offenses, when we tried many, many under the influence offenses, especially heroin, i don't see that under the current system that reducing these penalties from felony to misdemeanor is going to have any incentive for this population to obtain treatment. i also do not agree that under this measure that locally there will be additional moneys available for treatment. i noticed in the list of supporters for senator leno's measure, it's heavily supported by people in the treatment community. i think that that's great because we all understand that treatme

now the state of california does have a licensing program, there is a state of california, department of financial institutions which licenses financial institutions. i looked on their website and did you have a list of licensees vocal point is not among any of the listed and they have different categories. developal corporations, credit unions, premium finance companies, trust companies and trust departments, so there is a wide variety of financial service uses. and they do not fit in one of these categories. i can tell that they did not have a license from the state of california to operate as a financial institution. therefore, they are not a financial service use under the planning code. but i believe that they are correctly a business and professional service use which would require a conditional use authorization. and given in the lateness of the hour and i don't think that i will drone on for 22 more minutes i will be available for any questions that the board may have but respectfully request that the board up hold the appeal and deny the permits and require them to come in fo
