the atlantic council did sponsor a letter, which was nonpartisan. you had republicans, democrats, independents who came together and basically wrote in the letter how this summit provides the opportunity to formally and actively begin the accession process. i was one of the signatories. there were many others who were signatories to this. specifically, i think the summit has to highlight that issue. and in a way which isn't going back to bucharest. it moves from bucharest and certainly moves on from vilnius. the signal that it sends is an imperative one. you mentioned deterrence. that is crucial in terms of sending a signal about deterrence relative to ukraine and in its fight for its own sovereignty, it's virtual independence and freedom from russian aggression. on that one, definitely, i think there has to be clarity. u.s. leadership on this. and a way in which we move forward very directly. i know there are going to be challenges to this, of course there are. not all the countries are embracing this approach. but to me, between now and then, this
