i offer today an amendment to the israel security supplemental appropriations act, in 2024. reading through it, i know who wrote it, it was ms. samantha powell. it was well written. it mentions ukraine, it mentions gaza. but, as the ranking member pointed out, it is unknown in that division, because that is the way it was written. it is a blank check. it can go anywhere. it can go to 80, it can go to most countries. but, what i do know in war, is this. war is awful. but, the objective to war is to win. every war i fought over, when we won, it was on the basis of surrender, and in gaza, i would think the war would be won when international surrender and return of hostages. i cannot, in good faith, aid an enemy before unconditional surrender and return of hostages. although this is an appropriations bill, and i don't have the latitude to put that in. where do have the latitude, is to strike it. because in good faith, i cannot provide aid to the enemy, when i don't know how much money is going into it, and it is intentionally rich and -- written to a blank check. here's what i
