for many of us, i can say us because i was there at the time, by the time. it was time for a change. people like tony boss, they started to organize the cyclists union and to establish the cyclist union, we called the national safety plan, road safety plan. and we started to introduce -- gradually, bike use went up and the danger and the fatalities decreased but not enough, so after a while we introduced the bicycle master plan, the ministry of transport introduced the national bicycle master plan to make all the local politicians and local engineers aware of the need for better infrastructure and more attention to the bicycle. that helped for a while but after 10 years, the bicycle plan was -- master plan was completed and the attention for the bicycle in-- decreased again so time for a new approach and then they introduced the bicycle council. it was a group of people, experts from all sorts of organizations, both governmental and nongovernmental, and they put together the forces to implement more information, more things to do, improve bicycle facilities

we make very extensive use of our early voting system. well over half of the voters will have cast ballots in nevada prior to election day and when we simpliment early voting we put it in unusual locations. it goes in shopping malls and library, even supermarkets which seems unusual to some. we may be the only jurisdiction in the country where you're likely to hear a call for a wet mop at voting bootd number six but it works for us. one of the components that we use there that i think has been proven effective is that we purchase with hava funds voting trailers. there are trailers that are fully ada compliant that we can drag around anywhere in the county or the state that are fully equipped with voting machines. we can bring them to the campuses. they rotate throughout the voting period and are at different locations just about every day. those trailers are also available in the event of an emergency on election day to be pulled out and substituted as a polling location. we've had those in place the last couple of cycles and it's proven

i know this has been a difficult conversation for many of us. for me, i think the fact that this site has been extremely difficult to develop on, the fact there has been no takers, neither from the affordable housing world nor the private sector community, the fact the committee would prefer rather than a vacant and blighted site, a site that encourages community gardening. i do want to figure out a way to support what we are trying to do. i appreciate what supervisor wiener has provided and others did as well to allow for an evaluation in five years in case the situation changes. the fact that the amendments would allow for the sale for a nonprofit which could potentially bring more money is into the development of support of housing and the fact that if there are any moneys that come out of that project, that goes to them. but this has been a conversation that has happened over a number of months, and i do plan to support with the amendments we have today, this moving forward. i know we don't have a second reading on this until january 10th an
